Charges filed vs owners of smuggled agri-fishery products from China, Vietnam
The Department of Agriculture Inspectorate and Enforcement Office on Friday said charges have been filed against the owners of P2,310,000 worth of smuggled frozen agri-fishery products from China and Vietnam. DA-IE head Assistant Secretary James A. Layug said violations of Republic Act 10611 or the Food Safety Act of 2013 along with FAO 195 Series of 1999 ("Establishing Rules and Regulations Governing Importation of Fresh/Chilled/Frozen and Fishery Aquatic Products") were slapped against the owners of Belen & Sons Inc. The charges stemmed from a joint anti-smuggling operation and food safety inspection in Navotas City, Cavite last 12 October 2023 conducted by the DA-IE, in partnership with the Bureau of Fisheries and Aquatic Resources, Navotas Business Permit and Licensing Office, Philippine Fisheries Development Authority and the Philippine Coast Guard (PCG). The target was a plugged-in container van detected to have been storing smuggled imported frozen agri-fishery products owned by Belen & Sons Inc. The operation yielded 25 boxes of bonito, 799 boxes of round scad and 1 box of mackerel totaling to 8,250 kilos, estimated to be worth at least P2,310,000. The contraband came from China and Vietnam. The confiscated commodities were brought on hold prior to confiscation and rendering by the BFAR. The Navotas BPLO issued a Notice of Violation and sealed the stall of Belen and Sons Inc. for not having a business permit. Layug encouraged the public to continue to report suspicious activities and coordinate with the Department to help achieve food security in the country. DA kicks off young farmers challenge
City of San Fernando, Pampanga — The Department of Agriculture in Central Luzon recently conducted the Young Farmers Challenge Start-Up Open Category and the Upscale Regional Judging last week at the DA Conference Room here. The program provided 23 enterprise finalists for the YFC Start-Up to showcase their potentials in their business proposals. In this category, seven enterprises were feted with the Start-Up Regional Awardees who received an additional P150,000 as Financial Grant Assistance. These finalists include the Kuwaktutubo by John Arex Ocampo from Zambales; AJ’s Eco-Coal by Jeavee Mea Ann Lorenzo and Archibald Mato of Tarlac; Kring’s Tanglad Jam by Kristine Louis Custodio from Zambales; Lactuca by Micca Curitana and Rogelio Picart Jr. of Aurora; Sirjuan Agriventure of John Carlo Abedoza from Nueva Ecija; Crayvings by Grace Angiela Sta. Ines of Nueva Ecija; and AJA’s Quail Egsstra-ordinary by Allen James Anthony Tiong, Alelie Joy Alegado, Kelvin George Arizala, Norman Padua and Jomari Ligsay. A night for ‘Men Who Matter’
The Bellevue Manila witnessed another iconic night with this year’s celebration of the “Men Who Matter” honorees. PeopleAsia welcomes another roster of extraordinary gentlemen from various fields from entertainment, law, politics, religion, art, business and more. Of course, my thanks to my Daily Tribune bosses who gave me the go-signal to attend this momentous event. The standouts at Fashion Forte XVIII
After more than two decades in the United States, the enterprising fashion designer Nardie Presa came back to the Philippines. Though he had a lucrative practice in California, home is where his heart is. But then Presa saw that budding designers were relegated to showcasing their creations at malls or clubs. He thought that a hotel was a more proper venue for rising talents to present their collections. The idea not only became a clever business venture; it also became the irrepressible Presa’s advocacy. Together with his longtime friend Audie Espino as director and the Crowne Plaza Galleria as the host, more and more design upstarts are getting their breaks at Presa’s Fashion Forte series held at least four times a year. The lineup is usually composed of neophyte talents but established designers such as Presa also participate to show the newbies how it’s done. At the 17th staging, it was barong Tagalog designer Barge Ramos who gave a master class. At Fashion Forte XVIII, Albert Andrada displayed his universally loved designs of romantic and dreamy confections. Mikaela Rose Fowler, Miss Grand Australia 2023, gushed on her Instagram: “What an honor to not only walk for Sir Albert Andrada during the latest Fashion Forte runway show. Hopefully, ‘Imprint’ was able to do that. “The materials that were used were a mixture of silk gazaar, fine crepe, organza and tulle. The finer details were crafted using multicolored yarns, crystals and multi-cut beads. All of my materials were sourced from both local and international vendors that I have worked with in the course of my career. “The main challenge that I face when procuring fabrics was the fear that another designer would be using the same thing as me. My solution for this is that I stay away from already pre-beaded or pre-printed textiles. “Instead of purchasing such textiles I have my team of skilled beaders craft custom prints or details that would guarantee me a unique piece every single time. At times, it is an unavoidable circumstance that I would have to use pre-detailed fabrics such as lace, so to address this situation I would deconstruct the said fabric and have my team rework it by creating new textures, or beading details to give my clients that unique look. “I have a Bachelor’s degree in Consular and Diplomatic Affairs from De La Salle College of Saint Benilde and an Associate’s degree in Fashion Design at Raffles Design Institute Singapore. Former Iloilo solon hurdles graft charges
The Sandiganbayan announced on Friday that it has cleared former Iloilo lawmaker Niel Tupas Jr. of graft and malversation raps over the alleged anomalous utilization of his P4.8-million pork barrel funds to a non-government organization in 2008. In a 99-page ruling dated 13 September but was released only on Friday, the anti-graft court’s Special Fourth Division found Tupas not guilty of breaching Section 3(e) of the Anti-Graft and Corrupt Practices Act (RA 3019) and Malversation through Falsification of Public Documents. His co-accused, Rhodora Mendoza and Romulo Relevo, ex-administrative and finance head, and ex-general services unit head respectively, of the now-defunct National Agri-Business Corporation or NABCOR, were also acquitted of the same charges for failure of the prosecution to prove their guilt beyond a reasonable doubt. Filed by the Ombudsman in 2018, the case stemmed from the supposed misuse of Tupas’ Priority Development Assistance Fund worth P4,850,000 in 2008, supposedly intended to fund agricultural livelihood programs for Iloilo farmers. The funds were supposed to buy hand tractors, water pumps and grafted fruit seedlings, according to the Ombudsman. Tupas was accused of funneling his pork barrel to dubious NGO Kabuhayan at Kalusugan Alay Para sa Masa Foundation Inc. by utilizing the NABCOR as an intermediary. According to the Ombudsman, Tupas “unilaterally chose” and “indorsed” KKAMFI as a project partner to implement his livelihood projects for his district, notwithstanding that the foundation was “unaccredited” and “unqualified” to undertake such. Tupas and his co-respondents were accused of acting with manifest partially and evident bad faith by giving unwarranted benefits and advantages to the KKAMFI. The probe revealed that NABCOR and KKMFI entered into a memorandum of agreement on the purported implementation of Tupas’ PDAF-funded projects. Online agri trading hub connects farmers to more businesses
The United States government, through the US Agency for International Development and in partnership with the Department of Trade and Industry and the Nueva Vizcaya Agricultural Terminal, launched on 31 August a first-of-its-kind e-commerce platform to expand the market reach of Luzon-based farmer-traders and strengthen the Philippines’ agricultural supply chain. The NVAT Fresh Online Platform (NVATFresh.com) directly managed and operated by the Luzon-based agricultural hub, is a business-to-business online platform where farmers can list their produce for large enterprises such as supermarkets, food processing companies and restaurant chains. Through the platform, farmers can leverage competitive pricing, secure consistent income, reduce food wastage and ensure the delivery of fresh, affordable produce straight to businesses and consumers. Through its five-year P1 billion ($18 million) Strengthening Private Enterprises for the Digital Economy project, USAID provided technical assistance, onboarding support and training for NVAT and its stakeholders who use the platform. In its initial phase, NVAT Fresh Online is projected to facilitate the sale of 5,000 tons of produce, accounting for three percent of NVAT’s total volume. Future estimates anticipate sales surging to roughly 20,000 tons, generating P500 million ($8.8 million) by its fifth operational year. In her remarks, USAID Philippines deputy mission director Rebekah Eubanks emphasized the crucial role that farmers play in achieving inclusive and resilient economic growth. “As your partner in prosperity, the United States remains committed to supporting the Philippines in advancing digitalization to help improve the lives of farmers and agricultural traders, and more importantly, enhance the country’s food security,” Eubanks said. “Thank you, USAID, for heeding our call. Nurturing agri growth: Marcos’ birthday wish
More people wish a head of State a happy birthday than typical, as President Ferdinand Marcos Jr. will find as he celebrates his 66th birthday today. Wishes for good health and happiness and the success and accomplishment of all his commitments and obligations throughout his administration have flooded in. Before he spends his birthday in Singapore today, attending a summit and the Formula One Singapore Grand Prix, Marcos expressed his wish for an improved agriculture sector. In an interview with reporters, Marcos said he wants the sector to be more productive and resilient to climate change. He also expressed his wish for the government to understand the weather better so it could better help farmers. “(My birthday wish is) for (the) agriculture (sector) to improve and for us to know the real weather, whether it’s the wet season or dry season, so that we can help our farmers. That’s still my prayer up to now,” Marcos said. Marcos issued Executive Order 39, imposing a price cap on rice to control the soaring prices. He also gave the responsible government agencies the job of reducing the number of agricultural hoarders and smugglers. But he considers the “best” birthday gift the issuance of the Implementing Rules and Regulations of RA 11953, or the New Agrarian Reform Emancipation Act. “As we chart a path towards a more self-sufficient and equitable Philippines, this administration reaffirms its commitment to enrich the lives of our farmers, ensure the rapid industrialization of our farmlands, and promote sustainable and inclusive growth in the countryside,” he said. He visited the Department of Agrarian Reform office in Quezon City to attend the release of the Implementing Rules and Regulations of the New Agrarian Emancipation Act and to sign the Executive Order extending the moratorium on the repayment of agricultural debts of farmer-beneficiaries. His extension of the moratorium on farmers’ repayment of their agrarian debts by two years has benefited them as they don’t have to make payments until 13 September 2025. “I have just signed an Executive Order for the two-year extension of EO 4, 2023, because other beneficiaries were not covered when the IRR was introduced and when we implemented the original EO’s moratorium,” Marcos said. Agri sector digitalization obtains positive review
Trade association Makati Business Club and research group Stratbase ADR Institute expressed confidence that the Marcos administration can attract more foreign investments in agro-industrial and digitalization through its participation in global economic meetings abroad. “As we have maintained close diplomatic relations with states, the President can use that to strengthen ties with our most beneficial trading and investment partners, such as the United States and Japan, in the areas of manufacturing and agro-industry,” Stratbase founder Dindo Manhit last Friday told the Daily Tribune in a Viber message. “We are confident that this administration will continue to advocate for reforms that will ensure our economic growth to make the country a premiere investment destination,” he added. More Korean tourists, investors eyed for ‘insurgency-free’ Mindanao areas
Department of National Defense spokesperson Arsenio Andolong on Friday said the Korean government has expressed willingness to further expand their business ventures in Mindanao, following the declaration of some areas in the region as having been freed from the insurgency problem. This development was discussed during the introductory call of the Republic of Korea ambassador to the Philippines Lee Sang-hwa on Defense Secretary Gilberto Teodoro Jr. at the DND headquarters in Camp Aguinaldo, Quezon City on 17 August. Tobacco on list of agri products in proposed economic sabotage law, says Villar
Senator Cynthia Villar assured that tobacco is included in the list of agricultural products covered by her proposed Anti-Agricultural Economic Sabotage Act of 2023. She said the proposed measure would amend the Anti-Agricultural Smuggling Act to include hoarding, profiteering, and a cartel of agricultural products as "economic sabotage." “Tobacco will be included in the agricultural products covered by this law,” Villar, who is chairperson of the Senate Agriculture and Food Committee, made the assurance during the International Tobacco Agricultural Summit held at Shangri-La Hotel in Taguig City on Thursday, where she was the guest speaker. Citing a report from the National Tobacco Administration, Villar noted that the tobacco industry contributes to employment and revenue generation in the country, supporting around 2.2 million Filipinos directly or indirectly. The lawmaker added that tobacco has contributed nearly P16 billion to the country's gross domestic product in 2021. The Oxford Business Group's Economic Impact Report showed that tobacco cultivation was present in 23 provinces across 12 regions in the Philippines, with the Ilocos Region being the top producer at 69 percent, followed by Cagayan Valley at 23 percent, and Northern Mindanao ranking third, as of April 2022. Villar underscored the industry's significance to rural economies is highlighted by a 47.8 percent increase in the area planted for tobacco between 2019 and 2022. Since 2013, she said the implementation of sin taxes for tobacco and alcohol, resulted in additional funds for the national health budget, including Universal Health Care. The sin tax revenue, primarily from tobacco collections (mainly cigarettes), accounted for 58 percent of all sin tax collections and comprised 54 percent of the health budget in 2020. "Tobacco-producing provinces receive shares from tax collected to be used in funding livelihood programs, infrastructure projects, and promote economically viable alternative agricultural products for the farmers," she said. However, Villar noted that tobacco—like any other agricultural product— is not spared from criminal activities like smuggling and tax evasion. Such crimes, she said, undermine the livelihood of farmers by "saturating the market with cheap, adulterated, and untaxed products.” The Bureau of Customs earlier reported an estimated P3 billion loss in excise taxes from illicit cigarette operations between 2019 and 2022. As reported by Euromonitor, the incidence of illicit cigarette trade is projected to increase from 12.2 percent in 2020 to 18.5 percent in 2023. “This illicit competition leads to reduced prices and demand for locally grown tobacco, resulting in income loss among our farmers,” she lamented. Villar recalled the Anti-Agricultural Smuggling Act was passed in 2016, unfortunately, not a single smuggler has been imprisoned since then. DA studies Taiwan-inspired agribiz proposals
The Department of Agriculture is hoping to adopt Taiwan’s agricultural technologies such as data analysis and mobile applications. In a statement on Friday, DA said officials will be reviewing business proposals from 47 agri-entrepreneurs who recently completed the Filipino Young Farmers Internship Program in Taiwan and returned to the Philippines on 14 July. The program ran for 11 months and was created through the partnership of DA-Agricultural Training Institute, Manila Economic and Cultural Office, and Taiwan Economic and Cultural Office. “Youth involvement in the agriculture sector is highly important as we are facing the challenge of an aging farmer population. Having completed their international internship program, we believe that they are now prepared to take the next level of their training,” ATI Director Remelyn R. Recoter said. Through a planning workshop, the young agri-entrepreneurs were required to write agribusiness proposals on agricultural and fisheries techniques, marketing strategies, and management practices. Recoter said this will also help the youth apply for new foreign internships in the future. Since 2017, Taiwan has been implementing smart agriculture with the use of sensors, the internet, mobile applications, robotics and artificial intelligence to boost its agricultural production amid a faster aging population. Global data show that half of the population of Taiwan are aged 40 and older; meanwhile, in the Philippines half of total population are 25 years old and younger. Taiwan’s Council for Agriculture is advancing the aforementioned technologies for greenhouse farms where plants are protected from the harmful effects of the sun and rain, resulting in stable production levels year-round. Bulacan warehouse yields P2.8M smuggled frozen meat
The Department of Agriculture on Monday reported that another raid by combined government agencies operatives discovered 14,000 kilos of smuggled frozen agricultural goods amounting to P2.8 million at another warehouse in Meycauayan, Bulacan, following a successful raid last 13 July. The smuggled frozen meat were seized by the Department of Agriculture-Office of Assistant Secretary for Inspectorate and Enforcement in line with the directives of President and Agriculture Secretary Ferdinand R. Marcos to intensify measures against agricultural smuggling. The DA-IE partnered with the Bureau of Customs, the Armed Forces of the Philippines, the Philippine National Police, the Philippine Coast Guard, the DA-National Meat Inspection Service and the City Government of Meycauayan in conducting the follow-up joint inspection of a warehouse that was allegedly operating without a business permit. The DA-IE reported that two makeshift cold storage containers containing assorted frozen meat as well as two vehicles with expired meat products were discovered in the said warehouse. The local police arrested eight persons, who will be facing charges for violating the Republic Act No. 10611 or Food Safety Act of 2013. The impounded goods will be disposed of by the Meycauayan City Government and the DA-NMIS. According to Article V, Section 13 of the Food Safety Act, “food business operators shall ensure that, food satisfies the requirements of food law relevant to their activities in the food supply chain and that control systems are in place to prevent, eliminate or reduce risks to consumers.” This includes the disposal of produced, processed, distributed or imported food products that are deemed contaminated or unsafe for consumption as well as immediate coordination with the regulatory agencies and the public should an unsafe food reach the market. Assistant Secretary for DA-IE James A. Layug urged Filipinos to report illicit activities and to coordinate with the Department to help curb agri-fishery smuggling. The DA executive also committed to bolster the agency’s countermeasures against agricultural smugglers and to make all violators face charges for putting the general public’s health and the livelihood of Filipino farmers and fisherfolk at stake. P34.5-M smuggled sugar from Hong Kong discovered in Manila port
Even though the Marcos Jr. Administration is determined to stop the smuggling of agricultural products, another batch of smuggled shipments of sugar was discovered at the Manila International Container Port last 11 July. According to the report of the Bureau of Customs, a spot check at the MICP yielded more or less P17,250,000 worth of Thailand refined sugar. Another examination is scheduled for five more containers, which would contain another P17,250,000 worth of the smuggled agricultural product. The containers were consigned to Smile Agri Ventures Inc. and arrived at the MICP on 27 May 2023 with 100,000 kilograms of silica sand in the declaration for each container. The spot-check examination was conducted after Customs Intelligence and Investigation Service (CIIS) Field Station-MICP requested the issuance of Pre-Lodgment Orders last June 30, 2023. “The PLOs were requested based on information that the shipment contains agricultural products, mis-declared and undeclared goods,” the commissioner shared. CIIS Director Verne Enciso said that Customs agents were quick to act on the derogatory information they received about the contents of the shipment. “Based on the spot-check examination, the derogatory information received turned out to be positive. We have also recommended the issuance of Warrants of Seizure and Detention. These would be made as soon as the actual quantity of the goods is determined,” he added. The examination was conducted by the assigned Customs examiner, together with representatives from CIIS, Enforcement and Security Service (ESS), the Philippine Coast Guard (PCG), Customs Anti-Illegal Drug Task Force (CAIDTF), and Chamber of Customs Brokers, Inc. Intelligence Group Deputy Commissioner Juvymax Uy said that the consignee is facing possible violations of Sec. 117 (Regulated Importation and Exportation) and Sec. 1400 (Misdeclaration in Goods Declaration) in relation to Sec. 1113 (Property Subject to Forfeiture) of Republic Act No. 10863 known as the Customs Modernization and Tariff Act. Earlier, the business group Philippine Chamber of Commerce and Industry asked Marcos Jr. Administration to resolve the smuggling of agricultural products, as agricultural smuggling remains rampant in the country. Business mission to lead RP-Russia agri partnership
The Department of Agriculture on Tuesday reported that it took part in the Business Mission of Russian companies, organized by the Ministry of Agriculture of the Russian Federation and Agroexport Center, which recently concluded in Manila on 21 June 2023. The event aimed to foster collaboration and explore potential business opportunities between the two countries. The DA’s said its participation in the mission is expected to pave the way for more partnerships and initiatives that will benefit the Philippine agriculture industry. DA Undersecretary Agnes Catherine T. Miranda represented the Department and conveyed her appreciation to the Russian Federation for their ongoing bilateral trade with the Philippines. She highlighted that Philippine agriculture exports to Russia have grown by 26 percent from 2018 to 2021. How companies are helping DENR ensure an ‘Environment for Life’
On the occasion of the global celebration of World Environment Day, the Department of Environment and Natural Resources held an “Environment for Life” event, led by DENR Secretary Toni Yulo-Loyzaga, that highlighted the department’s two-pronged blueprint for strategic and effective sustainable development and environmental action in the country. The key to these initiatives is to put in place comprehensive, whole-of-government and whole-of-society plans that are coupled with finding strategic partners in the form of LGUs and/or the private sector. Marubeni Philippines, a major integrated trading and investment business conglomerate from Japan; Holcim Philippines, a Swiss-based global building materials and aggregates company; the Razon-led Prime Infrastructure Capital Inc.; SM Supermalls of SMIC; San Miguel Corporation; DMCI Mining Corporation; HOPE/Century Pacific Food Inc.; Makilala Mining Company Inc.; and Basic Environmental Systems and Technologies Inc. shared the stage with the DENR and presented their respective efforts toward coherent, convergent and synergized environmental action. And when it came to treating plastic waste, it was about reduce, reuse and recycle. Marubeni highlighted its carbon credit program through reforestation, a joint undertaking of Marubeni, DENR, Dacon Corp. and the University of the Philippines Los Baños. The initial site covers 10,000 hectares in Negros Occidental and aims to restore biodiversity, create employment in local communities and establish a carbon credit program. Holcim Philippines decarbonized its operations and reduced carbon emissions per ton of cement by 7 percent. In partnership with DENR, it will deploy a 100-percent solar powered catamaran, the Circular Explorer, operated by One Earth One Ocean, to clean up coastal areas from plastic waste in Manila Bay. There is a new project in Northern Mindanao to support coral and coastal ecosystems via a “marine bio-active concrete.” Prime Infra has a reforestation project, in partnership with DENR, covering a 1,800-hectare area within the Upper Marikina River Basin Protected Landscape. This project integrates water security and watershed protection with forest carbon and biodiversity management, with the MoU serving as a blueprint for the wider implementation of nature-based solutions programs. SM Supermalls embraces sustainability through initiatives on energy conservation, solid waste reduction and water conservation. Its adoption of green and resilient designs in its buildings promotes disaster mitigation and prevention measures, along with solid waste management. Initiatives such as Trash to Cash Recycling, EV charging stations, regular coastal clean-ups, incentives for bicycle riders and the use of recycled water for cooling systems are all part of the SM Supermalls commitment to environmental action. San Miguel Corporation showcased its dredging and river widening work in rehabilitating the Pasig River and its tributaries, which has been effective in reducing floods and overspill in several strategic localities along the river’s course that has historically been notorious for flooding. SMC partners with DENR, the Department of the Interior and Local Government, Metro Manila Development Authority and concerned LGUs on these initiatives. DMCI Mining shared its work in helping clean up the recent MT Princess Empress tanker accident and the resulting oil spill and expressed its appreciation for the opportunity to play a critical role in the cleanup of coastal areas in Caluya, Antique. Meanwhile, HOPE Foundation/Century Food Inc., a highly developed CSR sustainable program centered on coconut growing for its Vita Coco beverage, has generated livelihood opportunities for several targeted barangays and communities. It also joined the Plastic Exchange Program, which aims to reduce plastic waste and contribute to the implementation of the Extended Producer Responsibility Act. The Makilala Mining Company presentation offered a framework for the future of responsible mining, since the planned equity participation for the Balatoc indigenous community that owns the land can provide a regenerative sustainability model for the mining sector. The women in their senior management team also make Makilala a model of inclusion and diversity. Lastly, BEST highlighted its Trash to Cashback program and how it’s centered on a five-step program of Segregate, Exchange, Redeem, Collect and Recycle.
