EU, Phl eyes creating digital gateway pack
The European Union or EU and the Philippines are crafting a digital development program, set for launch next year to help the boost Internet speed and reach, strengthen cybersecurity, and integrate more women into the digital economy. On Thursday, the Department of Finance said the two partners, along with other countries, are creating the Digital Connectivity Global Gateway Package. “The package has key elements on capacity building, regulatory or policy support, cybersecurity, and enhanced cable connectivity,” a DoF statement said. “The package, which is being considered for launch next year, will also help address the digital gender gap in the country by empowering women in the digital economy,” the DoF added. Connectivity partnership This global partnership on digital connectivity was recently sealed during the first Global Gateway Forum hosted by European Commission President Ursula von der Leyen from 25 to 25 October in Brussels, Belgium. There were 40 government leaders who attended the forum, with Finance Secretary Benjamin Diokno representing the Philippines. Global Gateway is the EU’s largest global investment program, with funding of up to 300 billion euros to be used by partner countries from 2021 to 2027 to improve their digital, energy, and transportation infrastructure, along with health and education systems. During the forum, the EU and the Philippines signed a 60 million euros financing agreement to help the latter realize projects for climate change mitigation and digital transformation. Under its digital program, the European Commission already committed in 2021 to provide all highly populated areas of the EU’s 27 member-states with faster Internet through 5G by 2030. Less than one-third of these areas benefited from that Internet technology two years ago. Expanding use of AI The commission also aims to expand the population of the EU’s small businesses using artificial intelligence and cloud from less than half to 75 percent, and those with basic technology skills from 75 percent to 100 percent over a decade. The Department of Information and Communications Technology, or DICT, on the other hand, is developing 500 to 1,000 digitalization programs. Information and Communications Technology Secretary Mon Gutierrez said the government is doubling its efforts to realize over 10 percent of its total number of digitalization programs through public-private partnerships. DICT partners with BCDA, JHMC to put up North Luzon Data Center
The Department of Information and Communications Technology has forged a partnership with the Bases Conversion and Development Authority and the John Hay Management Corporation for the establishment of the North Luzon Data Center. The agreement was signed on Monday, 18 September 2023 by Information and Communications Technology Secretary Ivan John E. Uy, BCDA President and Chief Executive Officer Joshua M. Bingcang, and JHMC President and CEO Allan R. Garcia. The DICT will lead the development of the North Luzon Data Center, which will be an integral part of the Department’s National Government Data Center Project. “The collaboration between DICT and BCDA to establish the North Luzon Data Center is a quantum leap toward a digitally-empowered Philippines. This cutting-edge facility is a symbol of our unwavering commitment to innovative, efficient and exceptional public service. With this data center, we shall drive digital transformation in the region and the country, ensuring that every Filipino can seize the opportunities of the digital economy,” said Uy. The planned North Luzon Data Center will mainly cater to government entities situated in the area of the country, promoting the utilization of e-governance systems and facilitating public transactions. A portion of the data center shall also be allocated for BCDA and JHMC’s use. “As the country’s digital economy and the demand for cloud-based services continue to grow exponentially, the Philippines needs to strengthen its digital infrastructure and build up its data center capacity. PLDT gets NTC nod for landing stations
Integrated telecommunications firm PLDT Inc. has secured a provisional authority from the National Telecommunications Commission to build two new cable landings eyed to further improve local Internet services. The company confirmed on Wednesday that the planned landing stations will be part of the Apricot cable system — the newest Intra-Asia submarine cable facing the Pacific side of the country. PLDT said the new cable landing stations, which will be in Baler, Aurora, and Digos, Davao, are scheduled to be completed by early 2025. Particularly, it will add resiliency to its existing landing stations in Batangas, La Union and Daet. “The Apricot cable system’s route ensures a significantly higher degree of resilience. When our Baler and Davao cable landing stations are completed, PLDT will have alternate sites facing the Pacific, making it easier to hook up to data offices in the US,” PLDT and Smart president and CEO Alfredo S. Panlilio said. The entire 12,000-kilometer-long Apricot cable system will connect the Philippines, Japan, Singapore, Indonesia, Taiwan, and Guam. It is expected to be operational by the end of 2025, which will help augment PLDT’s international capacity for data traffic particularly to the US and across Asia and the Pacific. Likewise, it will raise PLDT’s total international capacity to more than 140 Tbps. No isolation via internet
The Marcos administration is expected to further narrow the country’s so-called “digital divide” as it focuses on connectivity projects in geographically isolated and disadvantaged areas or GIDAs, an official of the Department of Information and Communications Technology said on Saturday. In a briefing, DICT Undersecretary Jocelle Batapa-Sigue said the department is prioritizing connectivity projects in the countryside, targeting the GIDAs. At the same time, private telecommunications companies are implementing their infrastructure projects in highly urbanized areas. To emphasize the significance of the Marcos administration’s efforts to promote digital inclusivity during National ICT Month, Batapa-Sigue said the concluding events of the celebration on 30 June would take place on Sacol Island in Zamboanga City. Sacol Island is one of the remotest areas of the country. “If we look at it, all the connectivity programs implemented and funded by the DICT are not focused on urban areas because commercial players are already present there. So what we prioritize are the GIDA areas,” the DICT official said. Islanders connected “Sacol Island is a very distant island but is home to many children and families. Last year, for the first time in their lives, they could send messages and post on Facebook because the DICT provided Internet access,” Batapa-Sigue said. On Friday, President Marcos led the eGov PH Super App kick-off ceremony in Malacañang to underline the importance of digital transformation in governance and economic development. To date, Batapa-Sigue said, Internet connectivity coverage in the Philippines is at around 73 percent. “So, for us, even though this number is significant, it is still small because, as you mentioned, your signal gets Interrupted. So it’s not only a question of coverage, it’s also a question of speed, latency, affordability, and access to the internet,” she said. The DICT official said the agency has also started a national broadband project with a landing station in Baler, Aurora, to cover the whole country. The National Fiber Backbone Phase 1 Spectrum light-up launch held last April at the Baler Cable Landing Station will initially provide high-speed Internet connectivity in Luzon. The event facilitated the initial 100 Gbps link-up between Los Angeles, California, and the cable landing stations and the San Fernando, La Union CLS. Establishing the connectivity link-up is part of the Luzon Bypass Infrastructure (LBI) that will provide high-speed internet connectivity to Northern Luzon and Metro Manila once the NFB Phase 1 becomes operational. Kuan, corporate planning manager of NORDECO, presented a long-run solution which involves a submarine cable and they are already monitoring the accomplishments of the contractor for the project. Go, meantime, stressed that he will keep a close eye on this development, hoping that the targeted energization takes place on time. As someone who considers Samal his second home, the senator said he understands the hardships that the residents and businesses face due to frequent power outages as he stressed that residents’ quality of life would be greatly improved once the power supply is reliable and uninterrupted. Reports from the National Electrification Administration said that the prolonged power outages experienced in Samal Island are a direct result of an unmet power demand of nine megawatts. Presently, the power supply available in Samal stands at a mere 6.1 megawatts following the malfunction of three generator sets. It is worth noting that two of these malfunctioning sets belong to NORDECO. The local government unit has already procured additional generator sets, each with a capacity of 2 megawatts, and turned them over to NORDECO. Solon wants probe on NorDECo amid Samal power crisis
Senator Raffy Tulfo on Sunday said he is seeking an inquiry on the operations of the Northern Davao Electric Cooperative or NorDECo amid the series of power outages in the Island Garden City of Samal. Tulfo, who chairs the Senate Committee on Energy, said there’s a need to determine the negligence and accountability of the NorDECo in the power interruptions in the Samal Island, which is now under the state of calamity due to grappling with the persistent energy crisis. The committee is set to discuss issues on the power crisis in Samal Island in a hearing on 24 May, according to Tulfo. “We will make accountable those who are negligent and we will find a long-term solution,” Tulfo said in a statement. “But as it appears now that NorDECo seems to be root of the failure because of the submarine cable that is old as their ancestors has not been replaced.” Citing reports, Tulfo said the power outages in the Samal Island usually last up to seven to eight hours during peak loads and two to three hours during off-peak on the daily average. “This has been going on since last year. NorDECo apparently failed to prepare for the increase in electricity demand in the area, considering that before the island became a tourist spot, the lack of electricity here was unnoticed,” Tulfo said. He added that the Island’s power demand has increased from only megawatts to nine megawatts amid the spike in tourism establishments such as resorts and restaurants and markets. Samal Island is connected to the Pantukan Grid through a submarine cable owned by NorDECo. “The antiquated submarine cable is installed in the 1980s or 43 years ago, and it can no longer cover the entire capacity of the island,” the lawmaker said. “Presently, the Mindoro Grid Corporation can provide 6.962MW electricity on the island while NORDECo can provide 3MW. In total, there is only 6.12MW supply on the island with a demand of 9MW,” he added. Tulfo said there’s also a need to ensure the existence of a provision in the Power Supply Agreement — requiring a power replacement through modular generator sets — for all power providers so that there will be a reliable electric service.
