BFP snubs Belmonte’s fire marshal pick
The controversy continues on the ranks of the Bureau of Fire Protection as reports that the leadership of the BFP is snubbing the order of Quezon City Mayor Joy Belmonte of appointing a fire marshal in the Quezon City Fire Department. This comes as Daily Tribune discovered that most of fire safety inspectors and firefighters at the QCFD are saying that there exist the alleged “bata-bata” system and a “quota system” in the agency. Just recently, the QCFD held a turnover ceremony at the BFP National Capital Region office where Sr. Supt. Florian Guerrero was named as the next District Fire Marshal of Quezon City, replacing Sr. Supt. Aristotle Bañaga. Bañaga, was relieved because of unfortunate fire incident a couple of months ago where a fire gutted a residential house converted into a warehouse located at Barangay Tandang Sora which resulted to 15 deaths — which included retired General George Ancheta. Ancheta was an uncle of Quezon City Council Majority Leader Dorothy Delarmente, who is also the chairperson of the Committee on Laws, Rules and Internal Government. During the council’s investigation, it was discovered that there were indeed lapses committed by QCFD for their failure to conduct the required yearly inspection based on the provision of the Fire Code of the Philippines and its Revised IRR. Though records showed that there were inspections undertaken in the year 2021, it failed to notice an unauthorized business activities at the address where the blaze killed 15 people. Because no inspection was conducted in 2022 and 2023. The incident prompted Belmonte to recommend to Department of the Interior and Local Government Secretary Benjamin Abalos Jr. — who has jurisdiction over BFP — the relief of Bañaga and his Fire Safety Enforcement Section head Chief Inspector Dominic Salvacion. Abalos then ordered another thorough investigation and let BFP chief director Louie Puracan handle the situation. Puracan instructed Bañaga to take a leave and passed the judgement to BFP-NCR chief Region head Chief Supt. Nahum Tarroza who immediately issue an order dated 18 September 2023, appointing Bañaga’s deputy, Supt. Gilbert Arellano as “caretaker” of the Office of the Quezon City Fire Marshal. However, Tarroza has also appointed Supt. Rowena Gollod, an “under rank” official, who was in “floating status” for being assigned at the Personnel Holding and Accounting Unit as the Deputy Fire Marshal, replacing Arellano. BFP sources disclosed that Tarroza is allegedly trying to prevent the city government from appointing its own choice for fire marshal because the BFP leadership allegedly benefits from the “bata-bata” and “quota system” in which fire marshals are required to “remit” certain amount of money to the BFP for every Fire Safety Inspection Certificate that they issue. This quota system allegedly could bring in as much as P100,000 per month for BFP higher-ups. In Quezon City, the fire marshal should allegedly accumulate and “remit” P300,000 monthly. P100,000 each for BFP national and metropolis office, and for two DILG padrinos who are holding an Undersecretary positions, a former Quezon City official and the other, a retired firefighter, who could influence Abalos on every BFP issue. Appreciating the BFP gesture of relieving Bañaga and Salvacion without any administrative orders, Belmonte wrote Puracan on 2 October 2023, expressing her thanks to the BFP and recommended that she preferred to have Sr. Supt. Dennis Molo — a former QCFD Deputy — as the Chief of the QCFD and Arellano as his deputy. “As a seasoned Fire Officer, F/SSupt. Molo has generously shared extensive knowledge, experience and expertise with the City Goverment. His contributions in the crafting of public safety policies, formulating and recommending fire safety plans, executing on-the- ground operations and proposing engagement with potential national and international partners-stakeholders have been highly appreciated. For his part, F/Supt. Arellano, as lawyer, has been instrumental in his knowledge of the Fire Code, DILG directives and other relevant laws.” Belmonte wrote in her recommendation letter to Puracan. Puracan then responded to Belmonte by rationalizing his decision in designating Guerrero and brushed aside the Mayor’s recommendation to assign Molo as QCFD Marshal by saying the latter should process first his transfer to the BFP-NCR, as Molo was already assigned at BFP-Region 4A office. Twenty-two Republicans rejected Jim Jordan, two more than in the first voting a day earlier. Jordan’s tally of 199 votes marked the first time in a century that the majority’s nominee had dipped under 200. The lower chamber of Congress has been in a tailspin since Republican speaker Kevin McCarthy was ousted by his party’s far right on 3 October — leaving it unable to address a looming government shutdown or war in the Middle East. “Each day that passes without a speaker of the House is a national security risk,” Jordan supporter and California Republican David Valadao said. Valadao and other colleagues want to push for the limited powers of the current, largely ceremonial caretaker speaker to be expanded, but Jordan’s spokesperson, Russell Dye, told reporters the next round of voting is expected on Thursday. Taliban: Evicting Afghan migrants ‘unacceptable’
Pakistan’s plan to evict hundreds of thousands of Afghan migrants is “unacceptable,” Taliban authorities said Wednesday, denying allegations by Islamabad its citizens were responsible for a string of suicide attacks there. Around 1.3 million Afghans are registered refugees in Pakistan and 880,000 more have legal status to remain, according to the latest United Nations figures. But caretaker Interior Minister Sarfraz Bugti said Tuesday a further 1.7 million Afghans were in Pakistan illegally, giving a 1 November deadline to return home or face deportation. The order comes as Pakistan grapples with a rise in attacks the government blames on militants operating from Afghanistan, a charge Kabul routinely denies. “The behavior of Pakistan against Afghan refugees is unacceptable,” Taliban government spokesperson Zabihullah Mujahid wrote on social media site X. “Afghan refugees are not involved in Pakistan’s security problems. As long as they leave Pakistan voluntarily, that country should tolerate them.” Bugti claimed Afghan nationals were responsible for 14 of 24 suicide attacks in Pakistan since January. “We deny all these claims because Afghans have migrated to other countries for their safety, their security,” Abdul Mutalib Haqqani, spokesperson for the Ministry of Refugees and Repatriation, said. “It’s natural when someone migrates to another country for his safety, he would never want insecurity there,” he told Agence France-Presse. Senators grill VP Duterte on proposed P500-M confidential funds
Senators on Monday quizzed Vice President Sara Duterte over her office request for confidential funds amounting to P500 million for the upcoming fiscal year. During the deliberation of the Senate Committee on Finance for the proposed P2.385 billion budget of the Office of the Vice President, Duterte was asked about her request for confidential funds. Of nine senators who were lined up to ask questions about the OVP budget, only Senate Minority Leader Aquilino “Koko” Pimentel III and Senate Minority Deputy Leader Risa Hontiveros inquired about the allocation of confidential funds to Duterte’s office. Hontiveros particularly questioned Duterte on which mandates of the vice president needed the allocation of confidential funds. Duterte said all the OVP’s projects would require confidential funds. “All of the projects of the Office of the Vice President use the confidential funds that are intended for the safe, secure and successful implementation of programs, projects and activities and engagements of the OVP and all of the satellite offices, including the central office of the Office of the Vice President,” she said. The Vice President specifically said all the programs implemented by her office benefit from the confidential funds, such as entrepreneurship programs; peacebuilding in communities; tree-planting programs; feeding programs; disaster and relief operations; and free transportation programs. “In addition to that, I discharge the functions and duties of the secretary of the Department of Education. In addition to that, I was tasked by the president to co-chair the National Task Force on Ending Local Communists. In addition to that, I also took on the role of president of the Southeast Asian Ministers, Education Ministers Organization. All of these activities use confidential funds,” she said. “In addition, there are times when the President is on official trips, travel abroad. I chair the executive committee which is the caretaker of the Office of the President. This is an additional workload from all of the workload I have mentioned,” she added. Confidential funds are supposed to be utilized for “surveillance activities in civilian government agencies that are intended to support the mandate or operations of the said agency.” Duterte also said the liquidation of the allocated confidential funds was enumerated in the OVP’s report submitted to the Speaker of the House of Representatives, the Senate President and the Commission on Audit. She also confirmed that the OVP was undertaking surveillance activities and gathering intelligence – a mandate given by the Constitution to civilian government agencies such as the Philippine National Police, Armed Forces of the Philippines and National Intelligence Coordination Agency. “That is correct. As an example, we did a surveillance of complaints from constituents in Bulacan with regard to the selling of OVP assistance and the selling of TUPAD projects in Bulacan," she said. This prompted Hontiveros to ask Duterte how she could ensure that there would be no duplication of work by her office and other civilian government agencies. “There is no redundancy and duplication of effort because we have different mandates from the other government agencies,” the Vice President responded. Duterte also argued that the OVP is not insisting on any amount for its confidential funds, adding that it is up to the members of Congress if they would grant her office's request. "The OVP can only propose the use of confidential funds based on Joint Circular 2015-01 but we leave it to the decision and discretion of Congress [which] has the power of the purse to decide whether to grant confidential funds to our office," she said. "We can only propose but we are not insisting. We can live without confidential funds, but of course, our work will be much easier if we have the flexibility of confidential funds in monitoring the safe, secure and successful implementations of the programs and projects and activities of the OVP," she added. Meanwhile, Pimentel asked Duterte for her basis in seeking P500 million in confidential funds. Duterte said the basis for her office’s request is Joint Circular No. 2015-01. Unsatisfied, Pimentel said that Joint Circular No. 2015-01 issued by COA and Departments of Budget and Management, of National Defense and of the Interior and Local Government and the Governance Commission for GOCCs in 2015 only “governs the use of confidential funds.” Duterte countered that “the fact there is Joint Circular No. 2015-01... presumes that national government agencies are allowed or can request confidential funds because otherwise there will not be a joint circular for the use of national government agencies...” Joint Circular No. 2015-01 contains guidelines on the entitlement, release, use, reporting and audit of CIFs. After about an hour and a half, the Senate panel terminated the deliberation for the OVP’s proposed budget, which was longer compared to the 20-minute approval made by the House Committee on Appropriations for the OVP’s budget proposal for next year. Citing parliamentary courtesy, Senator Ramon “Bong” Revilla Jr. made a motion to terminate the budget discussion for the OVP’s proposed budget. Khan’s release, rearrest loom after graft sentence suspended
Ousted Pakistan prime minister Imran Khan’s party and supporters expect his release following a court’s suspension on Tuesday of his prison sentence for a graft conviction. At the same time, Khan’s party and lawyers said they fear that the 70-year-old, who was also granted bail, would be rearrested over one of more than 200 cases leveled against him since he was ousted by parliamentary vote last year. “We have filed a separate application requesting the court pass an order barring the authorities from arresting him in any other case,” Gohar Khan, one of the lawyers, told Agence France-Presse. Khan has been in prison for three weeks since a judge found him guilty of failing to properly declare gifts he received while in office. A spokesperson for Khan’s Pakistan Tehreek-e-Insaf party said the Islamabad High Court had overturned a lower court’s decision this month to imprison him for three years, a judgement which barred him from contesting upcoming elections. He has previously been denied bail in at least nine other cases, including three in anti-terrorism courts and six in the district courts of Islamabad. Khan was also briefly jailed on graft charges in May, sparking days of civil unrest, but since then, his PTI party has been targeted by a major crackdown which has vastly diminished his street power and seen most of his senior leadership jump ship or be locked away. His ousting and subsequent legal cases have been orchestrated by the powerful military establishment to deny him a second term. While Khan was imprisoned this month, Pakistan’s parliament was dissolved at the request of his successor Shehbaz Sharif to pave the way for a caretaker government which will usher in elections. Daring rescue saves 8 from dangling cable car
Military helicopters plucked a child trapped inside a broken cable car while commandos zipped on the steel lines to rescue seven others one by one in a remote valley of Pakistan on Tuesday. The cable car passengers, including six schoolboys, were trapped for hours in the gondola when it broke down at around 7 a.m. midway through its journey above the lush green Allai Valley. Residents used mosque loudspeakers to alert neighborhood officials of the emergency, and hundreds of people gathered on both sides of the ravine — hours away from any sizeable town — to watch the dramatic rescue. After 12 hours of preparation, the rescue began. A video of the first rescue showed a teenager in a harness hanging at the bottom of a swinging rope under a helicopter as crowds cheered with relief. “After tireless efforts by highly skilled pilots and SSG personnel, a child was rescued but the mission had to be canceled due to bad weather,” the military’s media wing said in a statement. By nightfall, commandos from Pakistan’s Special Service Group — known as the Maroon Berets — used the cable keeping the gondola from plunging into the valley as a zipline to rescue the rest of those stranded. Bilal Faizi, an official with Pakistan’s emergency service, said the two adults were the last to be brought to safety. “Great teamwork by the military, rescue departments, district administration as well as the local people,” Pakistan’s caretaker Prime Minister Anwaar-ul-Haq Kakar wrote on X, formerly Twitter.
