Bong Go boosts fire victims’ recovery in Cebu City
Senator Christopher "Bong" Go has remained steadfast in his dedication to assisting disaster victims as shown by his team’s relief operations on Monday, 14 August, to communities affected by fires in Cebu City. Go’s team, in coordination with Mayor Mike Rama, Vice Mayor Raymond Alvin Garcia, and the Department of Trade and Industry (DTI), assisted 103 recovering fire victims gathered at the Atillo Gymnasium in Barangay Punta Princesa. DTI provided livelihood assistance through its Pangkabuhayan sa Pagbangon at Ginhawa (PPG) program which Go pushed for during the Duterte administration and continues to support its implementation in order to boost livelihood recovery of those affected by various crises. In addition to the livelihood support, Go’s team provided shirts and masks to all beneficiaries, and a pair of shoes, a watch, a cellular phone, and balls for basketball to select recipients. “Sa panahon ng kahirapan at pagsubok dulot ng iba't-ibang sakuna, nais namin sa inyo'y magbigay ng pag-asa at tulong na magbibigay daan sa inyong mga pangarap. Ang programa na ito ay hindi lamang simpleng tulong kundi isang oportunidad upang makabangon at makamtan ang mas magandang kinabukasan,” stressed Go. Go underscored the crucial role of DTI’s PPG program in providing opportunities for sustainable income generation and the agency’s dedication to assisting affected communities in their journey toward recovery and rebuilding their lives. “Palaguin niyo ang inyong negosyo. Kapag lumago ang inyong negosyo, dalhin niyo po ang mga kita sa inyong mga pamilya... mas masarap sa pakiramdam kapag pinagpawisan at pinaghirapan niyo po ang inyong pagnenegosyo,” he added. In a video message, Go highlighted his other efforts to enhance disaster preparedness, response, and recovery strategies on a broader scale. He also asked for support for the passage of Senate Bill No. 188, which aims to establish the Department of Disaster Resilience (DDR). The proposed legislation envisions a new government department led by a cabinet secretary, focusing on comprehensive approaches to strengthen disaster preparedness across the country. The DDR's core areas of concentration include disaster risk reduction, disaster preparedness, response and recovery, and the advancement of resilience. “Mayro’n rin po ako nai-file na Department of Disaster Resilience, ito pong departamento na ito, a cabinet-secretary level na siya po ang makikipag-coordinate bago pa dumating ‘yung bagyo at ilikas po ang mga kababayan natin sa ligtas na lugar at preposition of goods,” Go explained. “Part rin po ito ng trabaho nila ang disaster-related tulad ng sunog. Kapag may lindol, sunog, bagyo at itong pagputok ng bulkan, ilikas na kaagad sa mga ligtas na lugar. Iyan po ang Department of Disaster Resilience at restoration of normalcy kaagad,” he added. As chairperson of the Senate Committee on Health and Demography, Go initiated the Malasakit Centers program in 2018 in Cebu City after he personally witnessed the struggles of financially incapacitated Filipinos in getting medical assistance from the government. It was later institutionalized under Republic Act No. 11463, which he principally sponsored and authored. To date, there are 158 Malasakit Centers, including those at Vicente Sotto Memorial Medical Center (VSMMC), Cebu City Medical Center, and St. Anthony Mother & Child Hospital, that have helped over seven million Filipinos, according to the Department of Health (DOH). Other Malasakit Centers in the province are located at Cebu Provincial Hospital in Carcar City, Lapu-Lapu City District Hospital, Eversley Childs Sanitarium and General Hospital in Mandaue City, and Talisay District Hospital in Talisay City. Moreover, Go said DOH has identified areas to construct Super Health Centers (SHCs) in the province. SHCs were funded to be established in the cities of Bogo, Danao, Lapu-Lapu, and Mandaue; and in the towns of Borbon, Cordova, Moalboal, Samboan, and San Francisco in 2022. This year, more Super Health Centers were funded in the cities of Carcar, Cebu, Talisay, and Toledo; and in the towns of Carmen, Consolacion, Liloan, Medellin, and San Nicolas. An additional SHC will also be established in Danao City. “Ang isang malaking bagay dito ay ang early detection kung may sakit ang isang pasyente. Dahil nasa kanilang komunidad ang SHC, madali na para sa kanya ang magpakonsulta. At kung malalaman agad ang sakit ng isang pasyente, mabibigyan siya ng primary care, malalapatan ng lunas, at lalaki ang tsansa na maka-recover siya sa kanyang sakit,” he explained. SHCs offer database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service; oncology centers; physical therapy and rehabilitation center; and telemedicine. Go, vice chairperson of the Senate Committee on Finance, supported the funding of various projects in the province, including the construction of multipurpose buildings in Barili, Cordova, Ginatilan, Pilar, Tabogon, and Talisay City; improvement of existing roads in Alcantara, Alcoy, Alegria, Asturias, Balamban, Boljoon, Borbon, Carmen, Madrilejos, Malabuyoc, Minglanilla, Moalboal, Pinamungajan, Sibonga, Sogod, Tabogon, Tabuelan, Carcar City and Naga City; improvement of flood mitigation structures in Catmon and Tuburan; installation of street lights in Asturias, Compostela, and Daanbantayan; and acquisition of ambulance units for Madridejos and Naga City. Filipino fiesta fare Chef Reggie’s way
Of the many good things they love about this country, foreign tourists always mention our food as the top three or five of their list, next only to our warm people and our white-sand beaches. Whether these are food sold on the streets, made at home in the simplest to the most sophisticated kitchens, all the way to gourmet offerings of Michelin-cited establishments, they occupy a special place in our visitors’ hearts and palates. One chef of long-standing fame and outstanding reputation is Reggie Aspiras, whose recipes are compiled in a number of best-selling cookbooks. A dear friend of mine, along with the other Aspiras girls, Aida Cristy and Babot, daughters of the late popular couple, Secretary of Tourism Sunshine Joe and his Marian devotee better-half Amparing, a staunch Cabinet lady of the Marcos years circa 1960-1980s, Reggie has been the subject of my features through the years. Being close to each other, we have collaborated on a number of projects highlighting her many accomplishments in the culinary arts. [caption id="attachment_165873" align="aligncenter" width="2560"] Aspiras sisters - Reggie, Aida and Cristy.[/caption] Recently, Chef Reggie prepared and hosted a special Sunday lunch in the Aspiras La Vista home as her contribution to the first Manila Food and Wine Festival, which was founded by Kate Dychangco - Anzani, a passionate food aficionado and wife of famed Italian chef Marco Anzani. According to Reggie, herself a prolific writer-columnist, the festival was “conceived to bring life to the food industry in Cebu after Covid, and it has been adopted by Manila, Ilocos and Davao.” In partnership with the regional offices of the Department of Tourism, this series of regional events aims to establish the Philippines as the emerging premiere culinary destination in Asia. Hence, the event showcases traditional and regional cuisines, local chefs and restaurateurs. “The festival is meant to highlight our food culture; as well as fuel the fire of innovation to elevate our food culture by establishing the Tatak Pinoy food stamping program,” Reggie shared. The first cook in Metro Manila to showcase her culinary specialties in the festival, she came up with an interesting mix of festive dishes to which she added her personal touch, a garnishing here and an indigenous flavoring there, mostly original Ilocano since the Aspiras family comes from the north in La Union. Reggie explained, “Filipino Done My Way, in Reggie’s Kitchen’ is the first of a series of events specially curated for the MFWF. " “Being a staunch believer in the possibilities of Philippine Cuisine, there was no other food to cook but our own, to which, of course, I added some touches. It was a very personal menu, as the dishes were created for a purpose that stem from my roots, a happy memory, which is to simply share the way I cook Pinoy food and how I like to eat.” Taking after her father Sunshine Joe’s inimitable way of promoting the Philippines, which highlighted Philippine crafts, music and dances, Reggie gave her guests, led by Senator Loren Legarda and television personality Korina Sachez Roxas, along with DoT Undersecretary Verna Buensuceso and DoT Regional Director Jeff Ortega, a sense-surround spectacle featuring dancers who welcomed the guests right from the gate, rondalla music, kiping ornaments hovering over the individual tables, table settings of local handwoven fabrics and fresh tropical flowers. I was honored with a place in the main table, along with Reggie’s sister Aida. All the while, her other sister, Cristy, hopped from table to table to help entertain everyone. To cut through the fat, I served the chicharon with seasoned vinegar and an assortment of achara: radish, corn, chilies and papaya. “I also recreated the Kilawing Hipon with a trio of Mangoes. This was one of the dishes I presented during the Food and Wine Festival in Cebu, paying tribute to their famous mangoes. To the kinilaw I added the famous Cebu dried mangoes, some fresh mangoes and a pickled green mango relish to cap the kinilaw that sat on kaykay (cassava chips from Cebu) or fried fish skins. “Being the Ilocana that I am, bagnet had to figure prominently in my spread, and it did -- in the form of Sisig; drizzled with Sriracha Aioli and crowned with Arugula Ensalada. [caption id="attachment_165870" align="aligncenter" width="2008"] Bagnet Sisig and Arugula salad.[/caption] “Salad was Fried Chipirones (Baby Squid) on a mixed bed of Pako Ferns and Chef Reggie’s hydroponically grown Salad Greens Mix. It was served with a vinaigrette made from Bugnay Balsamic Vinegar from Ilocos Norte that I turned to a creamy vinaigrette. [caption id="attachment_165869" align="aligncenter" width="1004"] Salad of Fried Chipirones (baby squid) on a bed of Pako ferns, and Chef Reggie's hydroponically grown salad green mix served with vinaigrette from Bugnay Balsamic Vinegar.[/caption] “Soup was presented in Coconut Shells, where buko juice, chicken, oyster mushrooms and aromatics were left to steam for hours before serving. It was a good way to refresh the palate, before the main course. It made a refreshing start to the meal. “Badjao Lumpia is made of bangus tossed in blue pea-soaked vermicelli. It is presented with sweet garlic vinegar and vegetable confetti “The Seafood Malabon is a spin-off, and my tribute to Aling Nene who, in my opinion, makes the best Pancit Malabon. [caption id="attachment_165875" align="aligncenter" width="641"] Seafood Pancit Malabon, a tribute to Aling Nena.[/caption] “Pistachio Kare-Kare had with Dried Fruit Bagoong was a dish that I put together for a cooking class that was designed to serve dishes that are new and exciting to Filipino diners here and abroad. And so was Salmon Wrapped in Pechay Leaves Served with Smoked Bacon Laing. [caption id="attachment_165874" align="aligncenter" width="641"] Pistachio kare-kare with dried fruit bagoong.[/caption] “There is no hiding my pride in being 100 percent GI, genuine Ilocana, that is. As such, my Kurobuta lechon was served stuffed with Ilocos Garlic, Ilocos Shallots and Karimbuwaya (a succulent endemic to the north with an innate tartness traditionally used to stuff lechon with). It was paired with seasoned Sukang Iloco inspired by the suka at Dawang’s -- the favorite karinderya of President Bongbong (Marcos). The lechon was accompanied by pandan infused puso, as lechon is enjoyed in Cebu. [caption id="attachment_165872" align="aligncenter" width="641"] Kurobuta lechon stuffed with Ilocos garlic, shallots and Karimbaya (succulent traditionally used as lechon filling).[/caption] “Of course our Lechon must be served with Dinuguan. In my kitchen I call it Silky Dinardaraan - stirred for hours until the sauce is thick and glistening…just as mom did hers, La Union style- growing up. It is scooped with Okilas -- huge pig skin chicharons -- a delicacy in the north. “For dessert, a warm cronut base held a freshly churned house-made Coconut Cream Ice Cream served with ube coulis, sweetened beans, jackfruit and bananas. “It was a feast cooked from my heart. Disaster resiliency must be prioritized
Typhoons occur very often in our country. Located along the typhoon belt in the Pacific, the Philippines is visited by 20 typhoons on average yearly. Some have been more devastating than most — ravaging lands, destroying properties, and claiming the lives of our affected Filipinos. And because of climate change, in addition to our geographical location in the Pacific, the Philippines is exposed to natural calamities that are getting more often and more severe. While we can’t prevent the entry of typhoons, we could very well stay one step ahead to minimize the damage brought by these natural disasters and hopefully save more lives through a more prepared and proactive approach, better coordination among concerned government agencies, and stronger cooperation from the public. As super typhoon “Betty” entered the Philippine Area of Responsibility on Saturday, I pray for the safety of all our affected kababayans and hope for an efficient restoration of normalcy once the typhoon passes. I commend our frontline government agencies and local authorities who, days before the typhoon’s entry, so far have reportedly already made necessary preparations to deal with this and its aftermath. These preparations and more go a long way in securing the lives and property of our affected Filipinos. Nevertheless, considering our country’s vulnerability to natural calamities, we must continue instituting measures that will ensure more proactive and effective disaster preparedness and response. Thus, I continue advocating for several disaster resilience measures, including the establishment of the Department of Disaster Resilience through my proposed Senate Bill No. 188. If the bill is enacted into law, the DDR shall serve as an empowered and highly-specialized cabinet level-department with a clear unity of command, responsible for ensuring safe, adaptive, and disaster-resilient communities. It shall lead the crafting and implementation of programs and activities to reduce the risk of all types of natural hazards and effects of climate change and manage the impact of disasters. I have also filed SBN 193, or the proposed Mandatory Evacuation Centers Act, which seeks to require the establishment of evacuation centers in every province, city, and municipality throughout the country that shall provide basic needs and assistance to all evacuees. Also, I have introduced SBN 192, also known as the Rental Housing Subsidy Act, in a bid to provide disaster victims better and more affordable access to the formal housing market through the provision of rental subsidies by the government. Finally, SBN 1709 proposes to amend the provisions of the “Philippine Disaster Risk Reduction and Management Act of 2010” to mandate the grant of hazard pay to the personnel of respective Local Disaster Risk Reduction and Management Offices and Barangay Risk Reduction and Management Committees, as well as all accredited community disaster volunteers enlisted to their respective territorial jurisdictions during the State of Calamity declared by the President. Under the proposed measure, all personnel of the LDRRMOs in all provinces, cities, and municipalities and all accredited community disaster volunteers, regardless of their employment status, shall be granted a hazard pay of P3,000 every month if it is enacted into law. This is in recognition of their invaluable sacrifices and contributions in looking after the safety of our people in the face of disasters and even at the risk of their own lives. Similarly, our dedication to public service never ceases. From Monday to Sunday, our work inside and outside the hallowed halls of the Senate continues. On top of our Senate sessions, I led the distribution of aid to 1,663 indigents from Gapan City, municipalities of Cabiao and Peñaranda in Nueva Ecija; 1,000 in Pasig City, as well as 1,201 fire victims in Sta. Cruz, Manila last week. On 25 May, I also visited Davao de Oro for the groundbreaking of the Super Health Center, inspect a two-story multi-purpose building, and led a relief activity for 1,000 residents in Maco town. We attended the groundbreaking of Super Health Centers in Libertad town and Barangay Balubal, Cagayan de Oro City, and spearheaded three relief operations for 1,000 indigents in Libertad, and 2,000 in Barangay Balubal, and another 300 in the city on 26 May. Apart from the groundbreaking of the Escalante City Super Health Center in Negros Occidental on 27 May, I aided 2,000 residents of the city composed of fisherfolks, tricycle drivers, solo parents, persons with disabilities, and senior citizens. I joined the 25th Manlambus Festival where I was able to watch a carabao race and provided aid to 200 carabao owners. On 28 May, I inspected the Sariaya Super Health Center in Quezon province and helped 1,000 indigents in the town. In Lucena City, 1,500 residents received aid. I also joined the Pasayahan Festival and inspected the Lucena City Promenade, whose funding I supported. My outreach teams extended aid to 400 barangay health workers and nutritionists in Macalelon, Quezon; 373 Technical Education and Skills Development Authority graduates in Argao, Cebu; and 1,200 tricycle drivers in San Luis, Pampanga. Indigents, including 81 in Llanera, Nueva Ecija; 500 in Binuangan, Misamis Oriental; 250 in Dipaculao and 233 in San Luis, Aurora. Also, our office joined the dental and medical mission of 150 indigents in Pandan, Antique. In the face of inevitable natural hazards, we all must exert efforts to build a more disaster-resilient nation.
