What’s up in the House?
The House is crumbling. This after they had a fiesta trying to impugn the proposed confidential and intelligence funds for the Office of the Vice President and the Department of Education. Speaker Martin Romualdez must be smiling from ear to ear, watching his disciples repudiate the proposed CIFs. His ever-loyal sidekick, Reginald Velasco, joined the fray by articulating Romualdez’s statement that the CIF for the OVP and DepEd would be realigned to other government agencies, making it sound like the funds had already been allocated. How can you realign something that does not exist? In short, all the sound bites from the House of Romualdez were only early and divisive politicking. In short, the Unity Ticket is now just a jumbled heap of a wreck. In the case of the ACT Teachers, Bayan and Gabriela party lists, theirs is a dire act of political survival. They have lost their influence on the mass base with the massive surrender of NPA combatants who had returned to the fold of the law. They are mad specifically at VP Inday Sara Duterte for getting rid of the CPP-NPA-NDF in Davao City, which was the first place to be declared insurgent-free. This was to be followed later by the rest of the provinces and cities in the Davao Region. Finally, the rest of Mindanao has been declared free of the CPP-NPA-NDF by the Armed Forces of the Philippines. All these developments happened because of the proper use of confidential and intelligence funds and the information gathered in the process. The commies are mad at the Vice President because it was during her incumbency as mayor that the NPAs finally lost their total grip on Davao City. Furiously mad because they were aware that the city allocated CIF funds to totally cripple and eradicate several decades of communist insurgency in the now progressive and most livable city in the country. I must, however, say here that credit should go to the National Task Force to End Local Communist Armed Conflict and the AFP. NTF-ELCAC is the task force organized by the government in 2018, whose job is to respond to and raise awareness of the communist rebellion in the country. The task force operates in tandem with the Armed Forces of the Philippines and local government units. Now, the legal fronts of the CPP-NPA-NDF are extremely furious and apprehensive because VP Sara Duterte co-chairs NTF-ELCAC. That spells doom for the armed insurgents in the Philippines. As if the attacks on Sara were not enough to demonize and diminish her popularity, France Castro trivialized the warnings of former President Rodrigo Duterte against the feeble House action in dispensing with the proposed CIF allocations for the OVP and DepEd. With bravado, Castro declared she would file a case against the ex-president, comfortable in the assurance of Speaker Romualdez and House Secretary General Velasco that she would be given security. If the present House leadership believes it can further discredit VP Sara by attempting to diminish the immense and unprecedented fame and popularity of her father, then they are in for some surprises. On the edge of Gaza, Israeli soldiers brace for battle
After 16 days of mobilising and massing near the Gaza Strip, an eerie calm lingers among Israeli troops as they await the highly anticipated invasion of the Hamas-controlled Palestinian territory. The parched desert floor is now filled with hundreds of armoured vehicles along with columns of tanks primed for the expected onslaught. The mechanised steel is adorned with the blue and white Israeli flags, while soldiers labour away with the everyday maintenance of their vehicles. This entire first line is protected by an immense trench, about two kilometres (more than a mile) long, that was dug by engineering units outfitted with heavy machinery. Like most ground offensives, the combat engineering corps will lead the armoured formations when they enter Gaza -- breaching defences and clearing mines and booby traps to pave the way for ground troops. "Military engineering is essential. Without us, no one enters Gaza," explained a soldier serving with unit 601 of the military engineering corps, who spoke on condition of anonymity. "There are a lot of obstacles. The enemy is spraying rockets and other things that I cannot detail to prevent us from progressing," he added. Jammed Israel's general staff said their troops are "ready" for a ground incursion, after more than two weeks of heavy bombardment of Gaza by Israeli warplanes and artillery that the Hamas-run health ministry says has killed more than 5,700 people. The campaign follows the bloodiest day in Israel's 75-year history, when hundreds of Hamas fighters rampaged through communities across southern Israel, killing around 1,400 people and taking more than 200 others hostage, according to Israeli officials. The decision to launch a ground invasion is now in the hands of the Israeli government, even as pressure builds from its allies over the shape and parameters of the operation. As its forces wait to strike, Israel has jammed signals near the Gaza border, rendering navigation applications like Google Maps and Waze useless throughout the militarised zone that has been sealed off from civilian use. AFP journalists on the ground noted that the attempts to pin their locations with the apps resulted in errant positions, including the airport near Tel Aviv or the Egyptian capital of Cairo. To reach the sprawling Tze'elim base some 20 kilometres from Gaza, a steady traffic jam leads to the entrance of the largest military facility in the country's southern desert. For kilometres (miles), tourist buses, family cars, tanks and army jeeps form an seemingly endless convoy en route to the base. Tze'elim has long been renowned as one of the premier training grounds for urban combat, which includes life-size replicas of Gaza neighbourhoods, including a mosque and minarets. The forces that have spent years honing their skills at the base will likely be instrumental in the expected ground campaign. Israeli forces last entered Gaza on foot in 2014, allowing Hamas ample time since then to fortify and expand their defences, including a maze of tunnels snaking under the city. In Tze'elim, "tens of thousands" are believed to be on hand in addition to the 169,500 Israeli soldiers already serving in active duty, while an estimated 360,000 reserves have been mobilised to assist in the fight. "Many are already on the ground," explains a senior officer on condition of anonymity referring to the Gaza border. The families of conscripts flock to the base to deliver meals or join their relatives on brief stints of leave, as they lounge on camping chairs lining the road to the base. 'We have to face this' At the entrance to the facility, Omer, a 23-year-old artillery reservist, searches through the masses of troops hoping to find a friend who is taking him on 24-hour leave. "I have been cut off from everything for 14 days -- two weeks in the field, shooting day and night," explained the artilleryman, with a dirt-smeared face and an Indian necklace hanging from his neck. Before the war, the gunner was a yoga teacher and had been studying in northern India when he received his marching orders. Since then, Omer has been manning his battery during "impossible" nights filled with the repeated concussion of heavy artillery and clouds of dust kicked up by passing armoured vehicles. "The worst thing is being in this shit and not even having time to grieve. I have two friends from Nova killed and a friend of a friend kidnapped," said the Israeli soldier, referring to the desert rave where around 270 people were gunned down by Hamas. "When all this is over, we will also have to face this," he added. "But right now, we don't have time." 2 American hostages freed
Gaza’s Hamas rulers freed two Americans among the 200 hostages they kidnapped in the deadly 7 October attacks in Israel. More hostages may be released, the group hinted. According to the Israeli government, Judith Tai Raanan and her daughter, Natalie Shoshana Raanan, were returned to Israel late Friday. There was no word on their condition, but US President Joe Biden was “overjoyed” by the news. Biden called the two women after they were released. Hamas also announced it was working with Qatar and Egypt to free its “civilian” hostages, implying that more could be released. An Israeli emissary met the couple at the Gaza border and took them to a military base in central Israel “where their families are waiting to meet them.” The Ranaan family, like many of the captives, had begun a worldwide campaign to pressure Hamas to release them. Hamas said the “al-Qassam Brigades released two American citizens for humanitarian reasons” after being approached by Qatar and Egypt. The Islamist rulers of Gaza said they were “working with all mediators to implement the movement’s decision to close the civilian (hostage) file if appropriate security conditions permit.” It provided no specifics about its demands. Israel claims that Hamas militants took 203 people during the bloodiest attacks in Israel’s 75-year history, including Israelis, dual nationals and foreigners. According to the authorities, at least 1,400 individuals were killed, mostly civilians. Relentless bombing Israel has retaliated with a continuous bombing campaign against Gaza, killing at least 4,137 people, mostly civilians. The hostages have become a massive problem in Israel, with Prime Minister Benjamin Netanyahu’s office stating that the government will use “any means available to locate all those missing and bring all those kidnapped home.” The International Committee of the Red Cross said it helped transport the freed Americans to Israel. US Secretary of State Antony Blinken called for more releases “immediately and unconditionally.” “Every single one of them should be released,” said Blinken, adding that a team from the US Embassy would visit the two freed women. Qatar is a major aid donor to Gaza, and two Hamas leaders are based in the Gulf state. A Qatari foreign ministry spokesperson said the country had mediated between Hamas and the United States and that the release followed “many days of continuous communication between all the parties involved.” The Israeli military said earlier Friday that most of those abducted to Gaza were still alive even though some dead bodies have been found on incursions into Gaza. The military said more than 20 hostages were minors, while between 10 and 20 were over the age of 60. Saudi factor Biden said Friday he believed Hamas’ brutal attack on Israel two weeks ago aimed to disrupt the warming ties between the country and Saudi Arabia. “One of the reasons they acted like they did... why Hamas moved on Israel... (was) because they knew I was about to sit down with the Saudis,” Biden told guests at a campaign fundraiser. “The Saudis want to recognize Israel... unite the Middle East,” he said. The momentum toward a landmark US-brokered deal to normalize relations between Israel and Saudi Arabia — the guardian of Islam’s two holiest sites — was shattered by the 7 October attack by Hamas militants on Israel. A bombing campaign launched in response by Israel has leveled entire city blocks in Gaza, so far killing 4,137 Palestinians, mostly civilians, according to the Hamas-run health ministry. Saudi officials announced on 14 October during a visit to Riyadh by US Secretary Blinken that the country had suspended talks with Israel on the normalization of relations. Saudi Arabia’s de facto ruler, Crown Prince Mohammed bin Salman, had spoken of progress with Israel but also insisted on movement on the Palestinian cause. The Gulf kingdom has never recognized Israel and did not join the 2020 Abraham Accords, brokered by the United States, which led neighboring Bahrain and the United Arab Emirates, as well as Morocco, to establish diplomatic ties with Israel. Maynilad activates P1-B reservoir expansion
West Zone concessionaire Maynilad Water Services Inc. has mobilized P1.07 billion to augment the storage capacity of its main reservoir in Quezon City to address water supply constraints. Maynilad has 39 reservoirs across its franchise area, but the Bagbag Reservoir, which can store up to 200 million liters of treated water produced by its La Mesa Treatment Plants 1 and 2, serves as its primary reservoir. It serves around four million customers in Quezon City, Caloocan, Malabon, Navotas, Manila, Makati, Pasay, and parts of Parañaque and Cavite — representing approximately 58 percent of Maynilad’s total customer base. Maynilad said over the weekend that the expansion of Bagbag Reservoir involves the construction of a new chamber in this underground reservoir, which will add another 100 million liters to its storage capacity. Likewise, the water company said other enhancement works on the facility, including a 1,800mm-diameter inlet and outlet pipeline installation, new tank construction, and pump upgrade to improve its operating capacity. “Water demand has been increasing over the years due to population growth in urban areas. By increasing our water-storage capacity, we can address water availability issues, especially during hours of peak demand when consumption can sometimes exceed our water reserves,” said Maynilad President and CEO Ramoncito Fernandez. Based on the latest timeline provided by the company, the project is scheduled to be completed by 2027. Maynilad is the concessionaire of the Metropolitan Waterworks and Sewerage System for the West Zone of the Greater Manila Area composed of certain areas in the cities of Manila, Quezon City, Makati, Caloocan, Pasay, Parañaque, Las Piñas, Muntinlupa, Valenzuela, Navotas and Malabon. Demonizing Sara
Those who lived through the atrocities of the Communist Party of the Philippines and its ferocious New People’s Army during their reign of terror in Davao City in the late 1970s up to the mid-1980s, know how then-mayors Rodrigo Duterte and Sara Duterte had to deal with the double-headed monster. While the NPA’s urban operatives and their liquidation squads were routed overnight by an overwhelming peoples’ uprising popularly dubbed “alsa masa,” the rural guerrillas continued to harass communities in remote areas, waging ambuscades on police and military forces. For years, they managed to sustain themselves by imposing a “people’s tax” and extortion. They were decimated during the government armed forces’ operations, but they continued recruiting, especially among indigenous tribes and on school campuses. Tired of the fruitless peace negotiations where government panels had to seek out the chieftain of the CPP-NPA-NDF, Jose Ma. Sison, in faraway Netherlands, former President Duterte declared an all-out war against the armed insurgents. I must mention that the creation of the National Task Force to End Local Communist Armed Conflict, or NTF-ELCAC, had a colossal impact on the successful two-pronged campaign against the communist forces. In time, Davao City and the rest of the Davao Region were declared insurgent-free. Thousands of NPA combatants surrendered and turned over their weapons, even leading the police and military peacekeeping forces to where the rest of their arms cache was hidden. The success did not come as easy as eating pie. The government had to allocate money to help those who returned to the fold of the law. ACT Teacher Partylist Rep. France Castro and Senator Risa Hontiveros know how intelligence and confidential funds were used to search for the lairs of the NPAs and how the recruitment and indoctrination of indigenous peoples was averted. Castro herself knows this as she and Bayan strongman Satur Ocampo were apprehended by the military while escorting indigenous peoples’ children under cover of darkness from the tribal town of Talaingod in Davao del Norte to a Salugpungan school run by the ACT Teachers in Maco, Davao de Oro. It was intelligence funds working. Joma did not survive the defeat of his forces and died along with his utopian plot drawn in the blood of his countrymen. The legal fronts of the communists, however, are neither sleeping nor slipping from their job. It is a job, yes… to be a member of Congress. Losing their mass base and the rural communities they used to have influence and control is a death knell for their jobs in Congress. Ergo, they resort to the desperate move of demonizing VP Inday Sara Duterte, whom they know has the gumption to deal with the CPP-NPA and the courage to face the legal fronts in Congress. They know that every centavo of the confidential and intelligence funds at Sara’s disposal was well spent. The stable peace that prevails in the Davao region, in Mindanao, and now in most parts of the country is a testament to how the vital funds were spent. They wail about how quickly Sara spends the intel and confidential funds. But look at how the several decades of communist insurgency were quickly decimated. So why rest and procrastinate? The dawn of victory over the country’s remaining terrorist group is at hand. The voices of commie dissent in Congress, on the streets, and school campuses have become feeble.
