CAAP adopts Borongan’s airport-building style
BORONGAN CITY — It was the necessity of getting a direct flight started the soonest that prompted the local government here to build its own airport, albeit in a novel and most cost-effective way given its limited budget. But the novel idea of using a modular construction system in the construction of an airport terminal gave the Civil Aviation Authority of the Philippines the idea on how it will build airport terminals in the future across the country. Rupert Ambil, Borongan City Information Officer and Flights Operation Chairman of the Borongan City Airport, said the city is the first local government unit in the country to construct its own airport terminal. “Thanks to the innovative design by the engineering team and the remarkable speed at which this project was completed, the CAAP is now adopting the modular design for other airports in the country,” Ambil said. On Thursday, CAAP issued a statement that it will be expanding the use of its modular construction system to more airports across the country, following its completion at Borongan Airport. “CAAP is actively implementing alternative approaches to swiftly address the concerns of passengers such as check-in areas and passenger terminal buildings with limited spaces,” CAAP said. “To address these areas for development, CAAP aims to create more spacious, efficient, and passenger-friendly environments that meet international standards and accommodate the increasing passenger volume of airports,” it added. “The modular construction system, which initially piloted at Borongan Airport, offers a sustainable approach to constructing terminal facilities with passenger amenities, as it minimizes construction waste. It uses pre-fabricated structural steel, a sustainable and cost-effective approach that allows for flexibility in design and rapid construction.” CAAP said it has identified additional airports where the construction system will be implemented. Aviation decarbonization needs gov’t backing
The aviation sector, poised to become a major economic growth driver, is one of the main contributors to global carbon emissions. Industry players are, thus, rushing to decarbonize their operations by using sustainable aviation fuel or SAF. However, Cebu Pacific Chief Strategy Officer Alex Reyes argued that the initiative needs government support before it can fully take off. For instance, he said government partners could "put in the proper incentives so that more capital flows into this vital industry." “There needs to be a coordinated effort throughout the complicated supply chain of aviation to achieve these investments, to get all these massive amounts of SAF refineries,” Reyes said at a recent aviation forum. "If everyone can put SAF on top of their agenda, it all brings us to a much better place for the entire aviation sector," he added. Cebu Pacific was the first low-cost carrier in Southeast Asia to incorporate SAF into its operations when it took delivery of its third A330NEO in May last year. CEB is scheduled to receive 21 aircraft deliveries this year, 17 of which are new engine options or NEOs, while four are current engine options or CEOs on short-term leases. The airline aims to shift to a more fuel-efficient, all-NEO fleet by 2028. It also aims to utilize SAF by launching green routes by 2025 and using SAF for its entire network by 2030. SAF is an environmentally sustainable and chemically identical alternative to fossil fuel-based aviation fuel. It can be processed from plant and used oil feedstock such as forestry and agricultural waste and used vegetable oils. It does not require any adaptations to the aircraft or engines and does not have any negative impact on performance. Using SAF results in up to 80 percent reduction in carbon emissions across the fuel’s lifecycle. Locally, one potential feedstock for SAF is coconut oil or CNO, which is also used for biodiesel production. Last February, the DOE reportedly met with the Civil Aviation Authority of the Philippines, the Philippine National Oil Company, and the European Aviation Safety Agency or EASA to discuss the potential advantage of exploring SAF in the country in compliance with the Carbon Offsetting and Reduction Scheme for International Aviation or CORSIA by 2027. Cebu Pacific Chief Executive Officer Michael Szucs also recently conveyed the Philippines' strategic position to serve more domestic and international passengers. “The Philippines has a moment here with this young middle class, increasing the wealth of the nation but also wanting to travel. We are strategically placed within the ASEAN region to be a hub, allowing more connectivity between all the people in this region,” Szucs said. “The growth story is impressive and consistent, and the tourism potential here is massive. This is the moment; this is the opportunity to get back. Now is our time to get back to that pedestal, to that very top,” he added. Groundbreaking ceremony for KIA Resettlement Project held
The Kalibo International Airport (KIA) Resettlement Project on Friday officially began with a groundbreaking ceremony, marking a significant accomplishment for the Department of Transportation (DOTr), the Civil Aviation Authority of the Philippines (CAAP), and the Local Government Units (LGUs) of the Province of Aklan and the Municipality of Kalibo. The purpose of this innovative project is to meet the housing needs of the families impacted by the KIA development. The project includes both the crucial land development and the building of dwelling units for the displaced families, both of which are overseen by DOTr Secretary Jaime J. Bautista's innovative leadership. I n order to demonstrate the government agencies' dedication to providing immediate aid and support to individuals affected, a total of 180 contemporary housing units will be constructed on completely developed lots in the next 450 days. CAAP kicks off UN-backed airport program
The Civil Aviation Authority of the Philippines has launched the Get Airports Ready for Disaster Program in coordination with the United Nations Development Program, DHL Group, and the in-country supporter Philippine Disaster Resilience Foundation. CAAP spokesperson Eric Apolonio said the GARD Program is a global public-private partnership aimed at supporting airports in planning for their role as logistical hubs in the event of natural disasters such as floods, earthquakes, fires, and landslides, as well as integrating the airport’s role in national emergency plans. The program, launched in 60 airports in 28 countries, includes training personnel in handling the influx of goods and people during calamities, assisting authorities in relief operations, and assessing the current state of the airports concerned. In the Philippines, the GARD Program was initially introduced in 2013 at Ninoy Aquino International Airport in Pasay City. The second and third workshops were held at Mactan-Cebu International Airport in 2014 and Clark International Airport in 2022. Apolonio added that CAAP is proud and grateful to have the Laguindingan Airport as the first CAAP airport to hold the workshop. CAAP has been coordinating with DHL on the workshop since 2016. “In the future, we hope that exercises such as GARD can be echoed at other CAAP-operated airports around the country as well,” said CAAP director general Manuel Antonio Tamayo. “We see the ever-growing importance of strengthening our airports’ resilience to disasters. Airbus A321neo is CEB’s fleet newest addition
Cebu Pacific, the Gokongwei-led budget airline, said Friday it will be receiving more aircraft deliveries this year to ramp up its operations to cater to the growing travel demand. The company welcomed its ninth aircraft delivery, a brand-new Airbus A321neo (New Engine Option), at the Ninoy Aquino International Airport on Friday. The new aircraft operated using a blended sustainable aviation fuel or SAF on its flight. “This aircraft delivery allows us to increase our operational resilience while continuing to provide safe, reliable, and affordable air travel to our passengers,” said Alex Reyes, CEB chief strategy officer. New-generation fuel-efficient aircraft “Our ongoing re-fleeting with new-generation, fuel-efficient aircraft and our continued use of sustainable aviation fuel will also help our decarbonization efforts in making the aviation industry more sustainable,” Reyes added. CEB is scheduled to receive 21 aircraft deliveries this year — of these, 17 are New Engine Options or NEOs, while four are Current Engine Options or CEOs on short-term leases. DoTr shifts priority focus on public transport initiatives
Responding to the President’s call to deliver efficient services to Filipinos, the Department of Transportation has committed to shift its focus into developing a public transit-friendly landscape, instead of maintaining the current car-centric setup that privileges the private automobile as a better transportation mode. “The transportation department’s initiatives have shifted focus on public transport, to maximize usage of the country’s limited highways,” the DoTr said on Monday. “The goal is for private vehicle owners to abandon their cars in favor of trains, buses, taxis, bicycles, and even motorcycle taxis,” it added. Despite facing numerous headwinds, the DoTr still described the EDSA Busway implementation as successful. The new system, which is envisioned to be replicated in more populated areas in the country, reduces travel time between Monumento and PITX to more or less an hour. To recall, improving the EDSA busway system was one of the priorities of the DoTr. It plans to introduce new stations and upgrade existing facilities to be universally accessible, gender-responsive, and climate resilient — all aligned with international standards. Active transport nationwide Simultaneously, the DoTr said it will complete its planned 2,400-kilometer bike lane expansion by 2028 to promote active and sustainable transportation. “As an advocate of the environment-friendly transport system, we are pushing for the Active Transport Program where 564 kilometers of bike lanes were built throughout the country with an additional 470 kilometers to be constructed this year,” it added. The DoTr has set out its plans to upgrade and expand existing bike lane and pedestrian walkway networks, and provide better Public Utility Vehicle stops and End-of-Trip cycling facilities. For this year alone, the DoTr will mobilize P932.82 million to build additional 470 kilometers of protected bike lanes across nine regions in the country this year. Airport overhaul underway To boost the country’s tourism industry, the DoTr aims to improve the operations and facilities of our international and even regional airports through the implementation of Public-Private Partnerships to speed up aviation projects. Just last week, Transportation Secretary Jaime J. Bautista said the DoTr will publish the Terms of Reference for the solicited bidding to rehabilitate the Ninoy Aquino International Airport by next month so that contract will be awarded as early as December. The National Economic and Development Authority or NEDA, chaired by President Ferdinand R. Marcos Jr., approved the solicited bid to privatize the operations of NAIA. NEDA Secretary Arsenio Balisacan said the P170.6-billion project will help address the long-standing issues at the country’s main air hub such as congestion and limited aircraft movements that usually cause inconvenience to passengers. “We also have opened to the public the new passenger terminal of Clark International Airport. And to complement the operations in our main gateway, new airport projects in Bulacan and Sangley are being developed,” the DoTr noted. Likewise, the DoTr added that the relaxation of travel restrictions and continued support to recovery initiatives of airlines and other aviation stakeholders have resulted in passenger volume being around 3.2x compared to 2021 figures. Full-year 2022 domestic and international passenger volumes hit 32.3 million vs 7.7 million in 2021. Powering through delays In the railways sector, despite the push backs, the DoTr said it remains optimistic to deliver its promises. “Railways effectively address traffic congestion while providing increased passenger and freight capacity. The DoTr is accelerating the development, upgrade, and construction of big-ticket rail projects to be able to move more people and goods,” the DoTr said. “The DoTr has made substantial headway on several ongoing rail projects with various contracts signed and construction and financing milestones for big-ticket projects North-South Commuter Railway, Metro Manila Subway Project, LRT-1 Cavite Extension, Common Station, MRT-3 Rehabilitation and Maintenance, MRT-4 and other ongoing railway projects,” it added. Despite the slow progress, the Metro Manila Subway Project, which has been at the table for years, is one of the flagship projects the DoTr wants to prioritize. According to Bautista, fulfilling the rail project on time also means fulfilling his promise of providing “a global-standard transport system” to President Ferdinand R. Marcos Jr. With 17 stations and a depot of 30.34 hectares, the civil works for the Metro Manila Subway Project’s two major segments will generate more than 6,000 direct and indirect jobs. Funded by the Japanese government, the subway is a 33-kilometer rail line stretching from Valenzuela City to the Ninoy Aquino International Airport Terminal 3 in Pasay City. It will reduce travel time between Quezon City and NAIA from one hour and 10 minutes to just 45 minutes. NEDA approves partnership to improve NAIA
The National Economic and Development Authority (NEDA) has approved the solicited public-private partnership to improve and privatize Ninoy Aquino International Airport (NAIA), Secretary Arsenio Balisacan said on Wednesday. In a Malacañang press briefing, the NEDA Secretary said the project intending to repair and modernize the country's primary gateway would cost P170.6 billion. “The goal of the project is to address longstanding issues at NAIA such as the inadequate capacity of passenger terminal buildings and restricted aircraft movement,” Balisacan said, adding that the successful bidder may be revealed within the year. “It aims to increase the current annual airport capacity from 35 million to at least 62 million passengers. The NAIA PPP Project also aims to increase air traffic movement from 40 to 48 per hour,” Balisacan pointed out. Balisacan said the project, which he mentioned is under the Department of Transportation and the Manila International Airport Authority, is expected to enhance overall customer satisfaction and service quality to avoid long lines, protracted wait times, and other annoyances for passengers. The NEDA Secretary added that the project covering all NAIA terminals, facilities, and runways would start "as early as next year." Marcos added that the unsolicited proposal of the Manila International Airport Consortium (MIAC), which seeks a longer concession period of 25 years, is already defacto closed as it overlapped with the DOTr’s solicited mode to privatize NAIA’s operations. “Now that the solicited proposal has been approved, we are now saying it’s open for competitive bidding so the unsolicited proposal is de facto already closed,” Balisacan said. “Those who are planning or proposing to come in under unsolicited [mode] are encouraged and we hope that they will participate in the solicited mode of PPP,” Balisacan added. For context, Transportation Undersecretary for Aviation Roberto Lim explained that the NEDA Board usually decides on “the best route to take” regarding the solicited or unsolicited proposal on NAIA’s privatization. Strict implementation of footwear removal in airports nationwide
At all airport final security screening checkpoints nationwide, the Office for Transportation Security (OTS) has improved the application of the long-standing footwear removal directive. According to international security standards and best practices, this strategy aims to improve the general security of all travelers and employees. It adds a higher level of examination while spotting potential security concerns by requiring passengers to take off their shoes at the last screening checkpoint. OTS Administrator Undersecretary Ma. O Aplasca emphasized that this is a longstanding policy and practice that needs to be strictly implemented to ensure security at vital transportation facilities such as airports, regardless of the security condition level. Usec. Aplasca said that this mandatory footwear removal policy is an old policy that they are trying to strictly implement to prevent circumvention of our security processes. This policy remains effective in detecting prohibited items, including explosives and other dangerous materials that may be concealed inside the footwear. This shall be the norm regardless of the security condition level and even when the threat is low. They have to be proactive, "hindi na natin dapat intayin na magkaroon pa ng threat," before they implement it. The OTS chief added that they recognize that the strict implementation of this policy may cause a slight inconvenience to the passengers. However, they are kindly requesting their patience and cooperation so that they can achieve what they ought to do: secure the global transportation system with their international counterparts. Their committed OTS Security Screening Officers are directed to provide clear instructions and support throughout the footwear removal process, ensuring minimal disruption to the overall travel experience. To avoid complicated lacing or buckling and to speed up the screening procedure, OTS also suggests that travelers wear shoes that are easily removed. Furthermore, the OTS advises everyone to follow the most recent guidelines for the movement of liquids, electronics, and other things. EO aims to speed up telecom and internet infra
President Ferdinand Marcos Jr. on Wednesday issued Executive Order No. 32 to streamline the permitting process for the construction of telecommunications and Internet infrastructure in the country. The EO stressed the need to institutionalize a set of streamlined guidelines for the issuance of permits, licenses, and certificates for the construction of telecommunications and Internet infrastructures to ensure the continuous development of the country’s digital infrastructure. In issuing the EO, Marcos said the order will cover all national government agencies and instrumentalities, including government-owned or –controlled corporations and local government units involved in the issuance of permits, licenses, clearances, certifications, and authorizations. Among those covered include construction, installation, repair, operation, and maintenance of Shared Passive Telecommunications Tower Infrastructure; and, erection of poles, installation of aerial and underground cables and facilities, underground fiber ducts, ground terminals, and other transmission telecommunications and Internet infrastructure and facilities. “No other national or local permit or clearance shall be required in the construction, installation, repair, operation, and maintenance of telecommunications and Internet infrastructure,” the EO stated regarding streamlined requirements on infrastructure construction. Among those exempted are building permits issued by the Office of the Building Official; Height Clearance Permit from the Civil Aviation Authority of the Philippines, homeowners associations and other community clearances, clearances from other government agencies, and other requirements as mandated by the Constitution and existing laws. The President’s order also mandates all cities and municipalities to set up a one-stop shop for construction permits, which will provide frontline services to applicants securing building permits and other related certificates. The EO also organizes a Technical Working Group on Telecommunications and Internet Infrastructure as an oversight body to ensure efficient implementation of the order. The TWG, chaired by the Department of Information and Communications Technology, is mandated to craft the EO’s implementing rules and regulations within 60 days from the effectivity of the order. ‘CAMP Course’ kicks off

The event — which started on Monday and will run until 21 April — is also backed by the South-South Cooperation Assistance Fund of China and was developed and delivered by ICAO as part of a resource mobilization training effort to aid in the global aviation industry’s recovery from the Covid-19 epidemic and other upcoming issues.
