German Chancellor Olaf Scholz on Monday posted a photo of himself wearing an eyepatch after injuring his face while jogging, triggering a flood of pirate jokes online. Scholz suffered minor injuries after falling while out running at the weekend, forcing him to cancel some appointments. Those with sharp memories and local crime story buffs will never forget three road rage cases that hogged print and broadcast news headlines toward the end of the 20th century and into the millennium. These high-profile cases involving detainees Inocencio Gonzales, Rolito Go, and Jason Ivler ended in their conviction and sentencing to long prison terms, with their names forever etched in the annals of heinous crimes recorded in the country. A brief refresher. On 2 July 1991, a De La Salle University engineering student was driving on a one-way street in San Juan City, Metro Manila, when he ran into construction firm executive Rolito Go, plying the road from the opposite direction. After a brief altercation, Go shot Eldon Maguan in the head, who died in the aftermath. Go served 25 years in prison before he was released. Seven years later, in the middle of a heated argument over a parking slot, real estate developer Inocencio Gonzales Jr. lost his cool, which led to the fatal shooting of a pregnant woman and the wounding of two younger children with her and her husband at the Loyola Memorial Park in Marikina City on 21 October 1998. Gonzalez was meted a 14-year prison term. In 2009, a nephew of music celebrity Freddie Aguilar, Jason Ivler, shot dead a son of former Malacañang official Renato Ebarle Sr. after a tiff on a Quezon City road. An earlier road incident in 2004 that snuffed the life of another Malacañang official, Nestor Ponce, also pointed to Ivler as the accused in Ponce’s death. A Quezon City court found Ivler guilty of the murder of Renato Ebarle Jr. and sentenced him to 40 years in jail. There are no available statistics on road rage incidents in the Philippines, but observers have noted an alarming increase in recent years. But in the United States, statistics show 413 people were hurt in road rage shootings in 2022, or a 135 percent increase from 2018. US traffic experts say confrontational driving is more often the case that could be caused by traffic conditions, inconsiderate motorists, and high stress levels among motorists with ages ranging from 19 to 39. Not too long ago, two road rage incidents that have gained public attention because of social media posts that had gone viral involved men in uniform. In the viral video of an incident in Quezon City, Wilfredo Gonzales, a policeman dismissed from the service for grave misconduct in 2018, was shown brandishing a gun and threatening a cyclist in a traffic row. Even more controversial was a press conference conducted by the QC police days later that suggested they were “lawyering” for Gonzales, a former QC policeman. The PNP has no mandate to host such a press conference, it was later learned. In a separate incident, a Pasay City policeman, SSgt. Marsan Dolipas was also shown in a video post holding down an armed Angelito Velasquez Rencio, who said he was an Intelligence agent, after a traffic dispute in Makati City when the latter allegedly sideswiped the policeman. Both incidents prompted the usual calls for an investigation. Senate President Juan Miguel Zubiri and Senator Rafael Tulfo have called for a Senate probe into the escalation of road rage cases in the country. It is interesting to note that even President Ferdinand Marcos Jr. filed Senate 2923 when he was still a senator back in 2011. The bill “hopes to once and for all stomp rood rage as on unnecessary and reprehensible evil, and define such as a circumstance that could aggravate, or even qualify, on offense occasioned by it. The incidents involve public order and safety, particularly “road sharing,” a concept that they said is often ignored or alien to many Filipino motorists, added the senators. For his part, Interior and Local Government Secretary Benhur Abalos, whose jurisdiction includes the control of the PNP, said: “For the sake of a peaceful and orderly society, we cannot allow a culture of impunity. We cannot allow bullies to intimidate people with deadly weapons. There must be consequences here.” Still, the incidents persist. Behavioral scientists attribute road rage to several reasons: A need to control other drivers who violate their space, unchecked anger or aggression, huge egos, or a need to be dominant. Others think the rise in incidents lately came about by the advent of Covid-19 when stress levels reached abnormally unreachable heights caused by depression, the loss of jobs or loved ones to the pandemic, and the inability to cope with such. Solutions have been suggested. Push for continuing driver anger management education. Discard the “it’s the other driver’s fault” excuse. Don’t allow anyone to push your “rage buttons” by staying calm and collected when an altercation appears to be headed your way. Yield to others. These may be easier said than done, but why not take the chance? As an anger management expert said: Realize road rage is ridiculous, life-threatening, and not something you have to participate in — ever. And you can arrive at your destination safe and sure. Gun-toting driver and dismissed policeman Wilfredo Gonzales should appear in the investigation of the Senate into the viral road rage incident in Quezon City, Senator Joseph Victor Ejercito said Friday. “He [Gonzales] is the principal character here; I think he should really appear,” Ejercito told reporters in a virtual interview. The lawmaker, who is also a cyclist himself, also called on the cyclist who was physically assaulted by Gonzales to come forward. “He should not be scared because many people are willing to support him and provide protection for him,” Ejercito said. The viral video of a road rage incident in Quezon City has prompted senators to probe similar incidents that happened throughout the country, noting that misuse of firearms endangers peace and security and harms innocent lives. Senator Raffy Tulfo along with Senate President Juan Miguel Zubiri on Thursday jointly filed a resolution directing the Land Transportation Office and other relevant authorities to implement stricter regulations and impose penalties “pertaining to road rage incidents involving threats to pull firearms in public.” Senate Resolution 769 was cited after Wilfredo Gonzales, a dismissed police officer, was caught on video assaulting and brandishing a gun at a cyclist in Quezon City last 27 August. “The alarming rise in road rage incidents has posed a serious threat to public safety and the well-being of citizens,” the resolution read. “It is crucial to take immediate and effective measures to address this issue and ensure the safety of all road users. Tulfo and Zubiri jointly proposed the revocation and permanent ban on obtaining a License to Own and Possess Firearms for individuals found guilty of such offenses. The resolution stated that the LTO and concerned agencies should work collaboratively to establish a comprehensive monitoring system that identifies individuals who engage in road rage incidents, including the brandishing of firearms. Such individuals shall be prohibited from acquiring or renewing their driver's licenses Tulfo and Zubiri pointed out that law enforcement agencies are urged to collaborate with mental health professionals to provide counseling and anger management interventions for individuals found guilty of road rage offenses, with the goal of preventing future incidents. Evangelical church members who marched to confront criminal gang members in Port-au-Prince, Haiti on Saturday were fired upon by the bandits, killing an unknown number of victims, local police said on Monday. Pastor Marco Zidor, leader of the Piscine de Bethesda evangelical church, reportedly gathered his followers and persuaded them to march toward the area held by members of the Canaan gang in the north of the capital. However, presumed gang members opened fire with automatic weapons on the marchers, some of whom were brandishing machetes and sticks. Videos broadcast by the gang show numerous corpses strewn about. Haitian National Police said Monday it tried to stop the marchers with a security perimeter to avoid bloodshed. “However, the demonstrators bypassed the security arrangements... and still arrived in the desired areas to confront the members of said gang,” the police said. It added that the confrontation “left several demonstrators shot dead and several others wounded. Some of the faithful are... held hostage.” Meanwhile, a government prosecutor is holding Zidor accountable for his followers’ death. The Je Klere Foundation, a human rights group, called on prosecutors to crack down on those responsible, noting that “incitements to violence in sermons are criminal acts provided for and punished by the Haitian Criminal Code.” More than 2,400 people have been killed in Haiti since the start of 2023 amid rampant gang violence, the UN said earlier this month. QC police chief urges road rage suspect to surrender
Quezon City Police District Director P/Brig. Gen. Nicolas Torre III on Sunday urged the road rage suspect, who went viral on social media for hitting a cyclist and brandishing a gun during their heated altercation at an intersection near the Welcome Rotunda area on 8 August 2023, to surrender. A concerned citizen recorded the incident on video and uploaded it on social media, earning hundreds of views and comments, including from Torre. In his comment, Torre urged the still unidentified suspect to surrender to the nearest QCPD Station and not wait for them to catch on him. "Pakidala at surrender na rin ng baril mo para di na kami mag-search warrant sa bahay mo. Baka kabahan ang SWAT ko, at makalabitan ka pa ng M16," Torre warned. The suspect appeared to be a government employee as he was wearing a blue polo shirt with a lapel pin. His red Kia car has a ULQ-802 license plate which the Land Transportation Office is now tracking to determine its owner. The cycling community condemned the suspect's arrogance for taking the bicycle lanes prompting the cyclist to avoid him, whom he sideswiped and almost lost his balance. Gangman arrested for illegal gun possession
A male suspect believed to be associated with the notorious Kelly Calauad Dongalo robbery hold-up and carnapping criminal group was apprehended by personnel of Station Intelligence Section of Taguig City Police Station for violation of Republic Act 10591, for illegal possession of firearms and ammunition. The operation was launched following a tip received through the Barangay Information Network, which provided a description of the suspect brandishing an unknown caliber firearm. The arrest took place around 3:30 p.m. on 25 August, along Banana Street in Barangay New Lower Bicutan, Taguig City. The suspect was identified as Emerson Pillos, alias Robin, 40 years old. Pillos was reportedly found in possession of a .22 caliber Galand revolver with serial number R 9125, along with two live .22 caliber ammunition rounds When verified, Pillos failed to produce the necessary documentation for the firearm. It was further revealed that aside from being a newly identified member of Kelly Calauad Dongalo Robbery hold-up and Carnapping group, suspect had previously been a member of the Muslimen Saban Robbery Hold-Up Group. Known throughout the world for their extravagance, Berlin's clubs have fostered a taboo-free style, inspired by fetishism, that makes liberal use of leather and latex with accessories that pinch, poke and squeeze. "Fetishwear" has its dedicated shops and well-known designers, and takes pride of place in the city's two big summer festivals: the Technoparade, which took place in July, and Berlin's pride march, one of the biggest in Europe, on Saturday. It is during this summer party season that Shaham and his partner Lulu Neel have decided to make their latest pilgrimage to Berlin. The couple fell in love with the city three years ago when they came across a community of clubbers "just dressing so much better than I had ever seen", says Lulu. "I wanted to be dressed like that," says the young woman, a specialist in 3D digital design by day, who wears a black rope necklace with metal rings to a show organized by upstart clubbing label, The Code. Purple and black Shaham and Neel have refined their look over the course of repeated visits to the German capital. He says his preference is for latex, lace, and harnesses, and he likes to put his tattoos on the show. In Berlin, "You can be like that, and you can walk out to the street, you can get into the Uber and... you feel free", says the 45-year-old. Viral caffeine-heavy drink raises concerns for US kids
With its extremely high levels of caffeine, a hip new soft drink is raising fears in the United States that it might be dangerous for children, who have been snapping up the beverage since it was launched by famous YouTube personalities. Prime was created in 2022 by American Logan Paul and Briton KSI, two influential YouTubers whose wacky -- and sometimes controversial -- videos are devoured by child-heavy audiences. The first drink, Prime Hydration, did not contain caffeine. But this year, a second line was launched: Prime Energy. A single can contain 200 milligrams of caffeine -- far more than the 30 milligrams in a can of Coca-Cola, for example, or the 80 milligrams in a can of Red Bull. A launch video showed the two internet stars playing video games and table tennis, very slowly and without enthusiasm at first, then frantically after drinking the beverage. Since then, many TikTok videos have featured children proudly brandishing the famous bottles, set to a musical background proclaiming "We got Prime, boys!" However, medical experts warn about the risks of younger children consuming caffeine. Children under the age of twelve should not consume the chemical at all, according to the American Academy for Child and Adolescent Psychiatry (AACAP). And between the ages of 12 and 18, a limit of 100 milligrams per day is recommended -- or half a can of Prime Energy. In addition to restlessness, anxiety, and headaches, too much caffeine can cause a child to vomit or to suffer from high blood pressure or heart rhythm problems, according to the AACAP. Some children may be more sensitive than others. 'Eye-popping levels of caffeine' "This product has one true target market: children under the age of 18, and that is why I am sounding the alarm," said top Democratic Senator Chuck Schumer last week. Prime Energy comes in flavors that might attract younger kids, such as orange-mango and raspberry-melon. But the drink contains "eye-popping levels of caffeine for a child’s body," the Senate majority leader said. The refreshment is fashionable because "it is born from the reels of social media and the enigmatic world of influencers," the senator said in a statement. Schumer announced he had written to the head of the Food and Drug Administration (FDA), demanding an investigation into the levels of caffeine the drink contains and the marketing strategy adopted. The FDA responded this week that it is "reviewing the concerns" raised by the senator, and that it would respond to him directly. "We encourage caregivers and families to read a product’s label before giving the product to their child," an FDA spokesperson said in a statement. The can does feature a discreet line indicating that the drink is not recommended for those under 18, though the warning may not be obvious to everyone planning to pop one open. The FDA -- which has already issued warnings in the past against several companies marketing both alcoholic and caffeinated beverages -- noted that adults can generally consume up to 400 milligrams of caffeine per day without harmful effects, or four to five cups of coffee. Expanding market Paul partially responded to the controversy in a video posted to social media on Thursday. He said he was offended by articles in some media that reported that Canada had recalled Prime Energy cans, though the move was only an action against illegal imports, as the drink is not officially distributed there. "Prime formulas are complying with each specific country's regulatory bodies," he said. "Actually it doesn't surprise me that we're being targeted by massive corporate conglomerates and the United States government," he said, claiming "We've effectively created a beverage so disruptive that it is eating the market shares of the biggest companies on the planet!" The energy drink market is buoyant and expanding, and US supermarket shelves are stocked with several brands. Capiz holds Pride March during Capiztahan
The province of Capiz, in the eastern part of Panay Island, held a Pride event on 22 April, as part of its annual festival, Capiztahan, which happened from 14 April to 1 May this year. Ki-ày: The Capiz Pride March was organized by the provincial government of Capiz together with several LGBTQI+ groups. It is considered as the first Pride event to be supported by the local government. Before this, however, the LGBTQ+ community of the province mounted the Capiz Pride March and Festival on 1 December 2019 in observance of World AIDS Day, which some consider as the first Pride march in the Western Visayan province. The 22 April affair was highlighted by Duag Balangaw: A Parade of Rainbow, which started on Immaculate Heart of Mary Avenue and ended at the Pueblo de Panay Technopark in Lawa-an, Roxas City.
