DICT partners with BCDA, JHMC to put up North Luzon Data Center
The Department of Information and Communications Technology has forged a partnership with the Bases Conversion and Development Authority and the John Hay Management Corporation for the establishment of the North Luzon Data Center. The agreement was signed on Monday, 18 September 2023 by Information and Communications Technology Secretary Ivan John E. Uy, BCDA President and Chief Executive Officer Joshua M. Bingcang, and JHMC President and CEO Allan R. Garcia. The DICT will lead the development of the North Luzon Data Center, which will be an integral part of the Department’s National Government Data Center Project. “The collaboration between DICT and BCDA to establish the North Luzon Data Center is a quantum leap toward a digitally-empowered Philippines. This cutting-edge facility is a symbol of our unwavering commitment to innovative, efficient and exceptional public service. With this data center, we shall drive digital transformation in the region and the country, ensuring that every Filipino can seize the opportunities of the digital economy,” said Uy. The planned North Luzon Data Center will mainly cater to government entities situated in the area of the country, promoting the utilization of e-governance systems and facilitating public transactions. A portion of the data center shall also be allocated for BCDA and JHMC’s use. “As the country’s digital economy and the demand for cloud-based services continue to grow exponentially, the Philippines needs to strengthen its digital infrastructure and build up its data center capacity. Mexico, Pampanga honors BCDA chief Joshua Bingcang
Bases Conversion and Development Authority President and Chief Executive Officer Engr. Joshua M. Bingcang was recently commended by his hometown Mexico, Pampanga for his dedication to public service and exemplary leadership, enabling him to rise from the ranks. The Sangguniang Bayan of Mexico on 11 September 2023 presented Bingcang a copy of Municipal Resolution No. 138-2023, which expresses the municipality’s “pride and honor” on the recent appointment of Bingcang to the top management position of BCDA. This comes on the heels of the Angeles City Council’s resolution last month commending Bingcang for bringing pride to the province of Pampanga. “Engr. Bingcang has performed vital tasks that prove his commitment and love for Pampanga and the Metro Clark areas through his roles in the planning and implementation of key projects,” a resolution issued by the Sangguniang Bayan of Mexico read. Bingcang led the completion of some of BCDA’s biggest projects, which serve as major social and economic growth drivers in Northern and Central Luzon. These are the completion of the Philippines’ longest toll road, the Subic-Clark-Tarlac Expressway; the development of Clark Freeport Zone and the first phase of the National Government Administrative Center in New Clark City; as well as the expansion and modernization of Clark International Airport. “We at BCDA will not be able to achieve all these accomplishments without the help of our public and private sector partners, like the Municipality Government of Mexico. A lot still needs to be done. We would like to get your continued support as we move forward with our One Clark vision, which will further put Pampanga and the rest of Northern and Central Luzon into the center of investment and development,” Bingcang said. Climbing the career ladder, Bingcang started working at BCDA as Project Development Officer III in 1996. He then held various positions on development and project management through the years until his promotion as Senior Vice President for Conversion and Development Group in 2019. In March 2023, he was appointed as President and CEO of the Clark International Airport Corporation, a subsidiary of the BCDA. President Ferdinand R. Marcos, Jr. then appointed Bingcang as BCDA President and CEO, taking his oath of office before Executive Secretary Lucas P. Bersamin on 6 June in Malacañang Palace. Born and raised in Mexico, Pampanga, Bingcang is a licensed electrical engineer and holds a Master’s degree in Business Administration from the University of the Philippines. BCDA welcomes amended charter
State-run Bases Conversion and Development Authority, or BCDA, welcomed the approval of House Bill 8505, citing the impact of the measure in the development of the economic zones managed by the state-run firm, and in beefing up the state coffers to support the military’s pension fund. Approved on third and final reading last 22 August, House Bill 8505 is a consolidated substitute bill of Pampanga Representatives Deputy Speaker Gloria Macapagal-Arroyo and Senior Deputy Speaker Aurelio “Dong” Gonzales that seeks to amend Republic Act 7227 or the Bases Conversion and Development Act of 1992. The bill ensures the continuity of the BCDA’s function as a builder of great cities and a prime mover of national development, while also helping the state-run firm conquer legislative hurdles that could restrict the full development of its properties, from Fort Bonifacio in Metro Manila to Poro Point in La Union. “Our economic landscape is evolving at a tremendous pace, thus the need for BCDA to take big, bold moves to adapt with these changes and deliver the socioeconomic transformation we envision for our development areas in Clark,” BCDA President and Chief Executive Officer Joshua Bigcang said. “The bill will address gaps in the current charter and we couldn’t be more happy to express our gratitude to our friends in the House of Representatives for passing this bill on third and final reading,” Bingcang added. Under the proposed bill, the BCDA’s corporate term will be extended for another 50 years from its current remaining corporate life of 19 years. This extension will increase the confidence of investors when transacting with BCDA, as well as allow BCDA to continue its support to the AFP Modernization Program. Bill to raise capital to P400B The bill will also increase the authorized capital of the BCDA to P400 billion from P100 billion. Lastly, the bill seeks to convert five percent of BCDA’s economic zones to freehold status from leasehold, authorizing the BCDA to sell these properties for residential purposes. At present, lands within BCDA economic zones are only available on leaseholds, preventing the entry of affordable housing developers. Converting portions of the ecozones to freehold will liberalize the residential market for an average Filipino and allow full ownership of the property. “Once this is implemented, workers within our economic zones will be able to have their own homes, be closer to their jobs and live comfortably with their families,” Bingcang said. The BCDA estimates that this provision will free up 1,856 hectares of land, which can potentially generate P451.26 billion up to P1.45 trillion in revenues. New clark city to host 47-ha technology hub
The Bases Conversion and Development Authority and the Provincial Government of Tarlac have forged a strategic partnership to develop a 47-hectare technology hub in New Clark City. BCDA president and chief executive officer Joshua M. Bingcang and Tarlac Governor Susan A. Yap signed a memorandum of agreement to develop a 47-hectare property in New Clark City. BCDA executive vice president Atty. Gisela Z. Kalalo and Tarlac Vice Governor Atty. Carlito S. David served as witnesses. “We are grateful that through the efforts of the Provincial Government of Tarlac, we are realizing our dream of developing New Clark City as the Philippines’ model for future smart cities. This milestone is a product of years of hard work by the government and the private sector to bring in investments in ICT, big data and R&D, among others,” said Bingcang. Under the MOA, the BCDA grants usufructuary rights to the Provincial Government of Tarlac to use the subject property. NCC hailed as model Smart City
With its best practices centered on improving its future residents’ health and well-being, and promoting smart city features, New Clark City, or NCC, was recently hailed by SCI-Japan, a private sector-led, non-profit organization founded by think tank Mitsubishi UFJ Research & Consulting as a model Smart City. Aside from SCI-Japan, media organization Nikkei, in a forum dubbed “Challenge of Japan’s Smart City Initiative Improving Citizen’s Well-being” cited New Clark City for introducing some of the best practices by utilizing well-being indicators for policy design toward sustainable smart city business. “This forum’s key element is how smart cities should be people-centric, which is at the core of the development concept of New Clark City, making it a model on how cities of the future across the world should be planned and developed,” said Hideki Okada, executive director of Japan Overseas Infrastructure Investment Corporation for Transport & Urban Development. A model for future cities From accelerating smart utilities and sustainable infrastructure to conserving biodiversity, Okada highlighted in his presentation what makes New Clark City development a model for future cities. “Since 2016, JOIN, together with our integral partners BCDA and Surbana Jurong, has been involved in the development of New Clark City into a sustainable metropolis for all. And with this forum, we hope to propel more collaborations with the BCDA in the development not just of New Clark City, but the whole of Clark,” Okada added. In 2018, the Bases Conversion and Development Authority JOIN tapped Surbana Jurong of Singapore for the development of New Clark City. Surbana Jurong has been helping BCDA and JOIN with the detailed design standards and guidelines for New Clark City, which includes its detailed urban and infrastructure design and the Public-Private Partnership framework for the provision of utility services such as water and power. For BCDA President and chief executive officer engineer Joshua Bingcang, the state-run organization is putting the well-being and quality of life at the heart of the development of New Clark City. Rising metropolis He added that BCDA is ensuring that the rising metropolis will improve the quality of life of its citizens by utilizing digital technologies and partnering with global experts in creating smart city solutions. “Our vision for the Philippines’ model for sustainable and inclusive cities, New Clark City in Tarlac, will not be possible without JOIN. Along with other global experts, JOIN helped us with the creation of the master plan for New Clark City,” Bingcang said in a video message. Strict open green space Following global standards, New Clark City instituted a strict open green space to the buildable ratio of 60:40, where 60 percent of the area is green, while the remaining 40 percent is buildable. BCDA also makes sure all of the utilities in New Clark City are prescribed to be green and sustainable. In February 2023, BCDA and the New Energy and Industrial Technology Development Organization of Japan inked a memorandum of understanding for a three-year demonstration project on smart mobility solutions to be implemented in New Clark City and Clark. This will be executed by a group nominated by NEDO, led by Zenmov Inc., a Japan-based information technology solutions provider specializing in the transportation sector, to measure and verify the effectiveness of a transport service system that operates via a cloud-based technology platform. BCDA starts NAS campus deal bid
The National Academy of Sports campus is now in its second phase as the Bases Conversion and Development Authority starts the bidding process for its construction. According to BCDA president and chief executive officer Joshua Bingcang, the second phase aims to develop more facilities that will help nurture the country’s future athletes. The official called for the submission of bids and eligibility documents for the design and build, as well as the construction management and supervision for NAS Phase 2. Bingcang said that the second phase has an approved budget of P273.74 million, with the first procurement involving the sited development of a 10,000-square meter area, and the design, construction, and fit out works for three additional buildings in NAS, namely the Sports Science and Sports Medicine Building, Sports Center with Multi-Purpose Covered Courts and Staff Housing. “Interested bidders have until 5 September 2023, 12:00 PM to submit their offers,” he added. The second procurement, which has an approved budget of Php14.51 million, covers consultancy services for the management and supervision of the construction of the mentioned facilities. DHSUD, BCDA eye .5M housing units in New Clark City
The Department of Human Settlements and Urban Development announced over the weekend that it has partnered with the Bases Conversion and Development Authority (BCDA) in eyeing township developments composed of 500,000 housing units inside the sprawling New Clark City in Tarlac. DHSUD Secretary Jose Rizalino Acuzar, BCDA Chairman Delfin Lorenzana, and BCDA President and Chief Executive Officer Engr. Joshua Bingcang on July 10 signed a Memorandum of Understanding (MOU) formalizing the two agencies’ partnership under President Ferdinand R. Marcos Jr.’s Pambansang Pabahay para sa Pilipino Housing (4PH Program). During exploratory discussions on the initial plans of BCDA for its inclusive housing and residential facilities, Acuzar cited the huge potential of New Clark City in terms of township developments under 4PH that could unlock a wide range of economic opportunities. “This could be the answer to decongestion of surrounding highly-urbanized areas, and also tapping the full economic potential of New Clark City by putting up residential structures, hence, the populace,” Acuzar stressed, citing the vast lands within New Clark City. “There are already government facilities here, we only need to bring in population to spur economic activities. And by putting up decent yet affordable and sustainable housing units, surely, we will attract home buyers,” he added. Lorenzana for his part said the New Clark City is envisioned to be the country's first smart, green, and resilient metropolis, masterfully laid out and highly connected with mixed-use developments and an integrated transport system. This 9,450-hectare greenfield development is being positioned as a world-class city that focuses on liveability and sustainability and is expected to catalyze economic growth in Central Luzon. “A city built from scratch, New Clark City is being developed with the needs of the people at the forefront of our master plan. We believe that New Clark City is one of the ideal sites for the Marcos administration's housing program, having the potential to play a key role in addressing the housing shortage in the country,” the BCDA Chairman said. Acuzar proposed the construction of 500,000 housing units inside New Clark City. Both Chairman Lorenzana and PCEO Bingcang welcomed the idea. Follow-up meetings are set in the coming days between top DHSUD and BCDA officials to explore the plan. "Once fully developed, we expect New Clark City to be home to roughly 1.2 million Filipinos. With the DHSUD as our partner, the BCDA is confident that we will be able to provide future residents with integrated, people-centered, and sustainable mixed-use developments where they can live comfortably,” Bingcang said. BCDA’s AFP contribution drops at P3.3B
The contribution of the Bases Conversion and Development Authority to the Armed Forces of the Philippines weakened to P3.3 billion, compared to the P7.21 billion it remitted last 2022. According to BCDA acting president and chief executive officer Joshua Bingcang, the plummeting of remittances was due to the delay in the clearing and turnover to the developer of a portion of the Bonifacio South Pointe property caused by the Covid-19 pandemic. Despite this, Bingcang maintained that this year’s remittance still represents a major share of the state firm’s disposition proceeds as proof of its commitment to help strengthen the country’s troops. “Recognizing the AFP as our major stakeholder, the BCDA always ensures that our Armed Forces receive the biggest chunk from our gross disposition income every year. Our consistent contribution to the military is possible through great efforts to sustain our robust financial standing, bolstered by excellent collection efforts and sound management,” Bingcang said. Aside from the AFP, other beneficiary agencies also received P235.08 million in contributions from the BCDA. These include the National Housing Authority, National Home Mortgage Finance Corp., Home Insurance Guaranty Corp., Department of Public Works and Highways, Department of Transportation, Philippine Health Insurance Corp., Department of Science and Technology, Department of Social Welfare and Development and Department of Labor and Employment, among others. Recognizing the AFP as our major stakeholder, the BCDA always ensures that our Armed Forces receive the biggest chunk from our gross disposition income every year. Meanwhile, the contiguous cities of Makati and Taguig, and the municipality of Pateros were provided P4.79 million. Since its establishment in 1992, the BCDA’s cumulative contributions to the AFP amounted to P59.71 billion, accounting for 44.34 percent of the P134.66 billion disposition proceeds as of end-2022. Pursuant to its mandate under Republic Act 7227 or the Bases Conversion and Development Act, the BCDA generates income from the sale, lease or joint venture arrangements with private sector partners in former military camps in Metro Manila. These proceeds are remitted to the Bureau of the Treasury every year, which are then allocated and distributed by the Department of Budget and Management to the AFP and other beneficiary agencies. ANGELES CITY — The local government here has welcomed the appointment of Clark International Airport Corporation president and chief executive officer Joshua M. Bingcang as the acting PCEO of the Bases Conversion and Development Authority. According to Mayor Carmelo Lazatin Jr., the appointment of Bingcang as acting PCEO will further speed up development of the flagship projects of the government in the Clark and Subic growth corridor. “With the growth of the two Freeports, we can expect a trickle-down effect on the contiguous areas of Clark and Subic. We expect to gain massive job opportunities for the people of Angeles City,” said Lazatin. Among the projects include the Clark-Subic Railway Project that will provide seamless transport of people and goods between the two growth areas. Earlier, Lazatin said Bingcang’s leadership at CIAC augurs well in the development of the Clark International Airport, now one of the busiest airports in the country. SCTEX logs highest revenue collection
SUBIC BAY FREEPORT — A total of P3.26 billion worth of toll revenues was recorded by the Subic Clark Tarlac Expressway in 2022, the highest ever since the opening of the expressway in 2008. According to the Bases Conversion and Development Authority, the record-high collection in 2022 surpassed the P2.23- billion toll revenue collection from 2021 as it cited that their highest recorded toll revenue collection before 2022 was in 2019 when the toll revenue collected was recorded at P2.6 billion. “The toll collection in 2022 is 45.92 percent higher than the previous year and is 25.38 percent higher from the previous highest recorded revenue collection, which was in 2019,” the agency said. The BCDA, builder and owner of the SCTEX, cited that the influx of road users is due to the lifting of the pandemic-related border restrictions in 2021. The agency added that the SCTEX was favored among motorists due to its uninterrupted serviceability of the major road network. “As more people go on ‘revenge travel’ and more business operations return back to normal, we saw an increase in traffic volume in SCTEX. The BCDA is optimistic that this trend will be sustained as we continue to bounce back from the pandemic,” said BCDA president and chief executive officer Aileen Zosa. In 2022, the average daily traffic in SCTEX exceeded pre-pandemic levels, reaching 70,894 as compared to 70,538 in 2019. This was also 25.78 percent higher than the 2021 average daily traffic of 56,362. The increase in traffic and toll revenues from SCTEX’s operations in 2022 also resulted in the highest concession fees received by the BCDA from its operations and maintenance partner, NLEX Corp. Last year, the BCDA’s share in SCTEX’s revenues stood at P1.63 billion, 58.83 percent higher than the 2021 level of P1.03 billion. Cumulatively, concession fees collected from NLEX Corp. reached P7.8 billion since 2008. The concession fees collected by BCDA enabled the government to cover its debt payments to the Japan International Cooperation Agency, which provided the financing support for the construction of the expressway amounting to 59.04 billion Japanese Yen. The 93.7-km SCTEX serves as a vital link between the Clark Freeport and Special Economic Zone, the Subic Bay Freeport Zone, and the Central Techno Park in Tarlac. It has been instrumental in the transformation of Central Luzon into a world-class logistics and transshipment hub, opening doors to greater opportunities in investment, trade, and employment, and propelling economic growth in the region. BCDA marks new milestone
SUBIC BAY FREEPORT — The Bases Conversion and Development Authority recently clinched two Gold Awards from the 2023 Asia-Pacific Stevie Awards as the agency continues to intensify efforts on uniting people. The BCDA won the award for its innovative storytelling and creative design in the highly prestigious award. The “One Nation, One Legacy” BCDA annual report series from 2019 to 2021 was awarded the Gold Stevie Award for Innovation in Annual Reports. Meanwhile, the annual report of “We Build As One” garnered the Gold Stevie Award for Innovation in Government Publications. According to BCDA president and chief executive officer Aileen R. Zosa, these awards signify additional feathers to BCDA’s cap, three years after winning two bronze medals in the 2020 Asia-Pacific Stevie Awards for the 2018 Annual Report, “Clark. It Works. Collegiate leagues to benefit from establishment of NAS -- Tolentino
The establishment of the National Academy of Sports is not a threat to collegiate leagues according to Philippine Olympic Committee president Bambol Tolentino. Speaking to the POC-Philippine Sports Commission Press Corps via Zoom, Tolentino said that the trailblazing project of the government of putting up a secondary education academy for potential national athletes will actually benefit collegiate leagues like the UAAP and NCAA. “Hindi naman (kaagaw) kasi after that they’ll pursue into different colleges eh sa tertiary nila,” said Tolentino, also the representative of the eight district of Cavite. “Pag-aagawan na nga ‘yan. Mag-aagawan na ang UAAP at NCAA dyan kung sino ang kukunin.” He said that it will be more convenient for schools to recruit potential talents from NAS, who during their stay in the facility will get holistic quality education and special training to enable them to excel in their respective sports. “Pabor din sa university ‘yan kung sinong mago-offer,” said the POC chief, who is also the cycling head. “Na ito galing ito ng NAS, scholar ito. Malakas sa swimming ito o sa track and field. Pag-aagawan pa yan ng UAAP at NCAA or even international schools.” However, the directives on how potential student-athletes will be chosen or recruited to the NAS have yet to be discussed and if it will directly clash with the recruitment of collegiate teams. Member schools from the major collegiate leagues UAAP and NCAA have been investing heavily in their respective recruitment of programs. Most are already scouting for talents even from the elementary level to play for their high school teams, which then serves as their training pool for future players in their college teams. On June 10, President Rodrigo Duterte signed the NAS Act which institutionalized an educational system within the framework of a national sustainable sports program. The academy's main campus will be at the existing New Clark City Sports Complex in Capas, Tarlac, which will be constructed by the Bases Conversion and Development Authority (BCDA). This will give the students priority access to facilities at the New Clark City Sports Complex.
