MSU blast victims receive medical, burial assistance
In response to the bomb explosion at the Dimaporo Gymnasium of Mindanao State University–Main Campus in Marawi City, Lanao del Sur, victims received medical and burial assistance. Officials from the Ministry of Social Services and Development (MSSD) and other Bangsamoro Government agencies, including Barmm Chief Minister Ahod “Al-Hadj Murad” Ebrahim, visited victims at hospitals. Six patients received financial aid through MSSD’s Bangsamoro Critical Assistance for Indigents in Response to Emergency Situations program. Additionally, injured patients at the MSU Infirmary received financial aid for transportation and medical needs. The MSSD workforce also visited the bereaved families of the deceased victims to provide cash assistance and support. Mental Health and Psychosocial Support will be provided for MSU-Main Campus Marawi students, and interventions for deceased victims' families will be determined by MSSD. Issuance of OEC requests free of charge via the newly launched DMW mobile app
The Department of Migrant Workers on Saturday said the collection of additional fees for the request of Overseas Employment Certification will be waived when using the newly launched DMW mobile application and the overseas Filipino workers pass. In a news forum in Quezon City, DMW Undersecretary Hans Cacdac said the agency has already requested the Department of Finance to allow the issuance of the OEC free of charge for OFWs. He revealed that Finance Secretary Benjamin Diokno has supported their request. “So, mayroong pagbasbas ng DOF nitong pagkalibre ng OFW Pass (So, there’s a blessing from the DoF to make this OFW pass free of charge),” Cacdac said. The DMW official underscored that the partnerships between concerned government agencies and the private sector are vital in further improving the services for Filipino migrant workers, President Ferdinand Marcos Jr. graced the pilot test run of the DMW Mobile App and OFW Pass at Malacañan Palace in Manila on 21 July. “I am delighted to see the outcome of this initiative, especially now that we are striving towards expanding the DMW’s reach to other countries and digitalizing other OFWs’ services,” Marcos said in his keynote speech. “So, I encourage everyone, from government agencies to the private sector, to join us in this undertaking to pool our resources and expertise for the effective implementation and improvement of this mobile app. This is only a glimpse of what this government has in store,” he added. Meanwhile, Cacdac said the “approved features” of the DMW mobile app will allow OFWs to experience an easier, seamless, and more efficient transaction with the Department, particularly when securing documents prior to their departure from the Philippines to work abroad. Cacdac said the mobile app is targeted to streamline the documentation processing for legitimate OFWs, replacing the traditional OEC with the QR code-based OFW pass. The app requires uploading of basic information such as photos of the passport and visa information of the applicants—which will then be cross-referenced with the DMW database. Once the information is verified, the app will generate a QR code. Cacdac said the DMW database and the system of the Bureau of Immigration are integrated—making the OFW Pass as an official documentation recognized by the immigration authorities during checks at the airport. Cacdac said the DMW eyes about seven million OFWs who will benefit from this initiative once it goes into full implementation. “We are still on the pilot run…so it will take a few days and maybe weeks. There will be a proper announcement on full blast launch which will be open for all,” he said, adding that the online system is entirely an in-house process developed and managed by DMW’s ICT group. Ayala-led Globe Telecom Inc. has tapped the Emergency Cell Broadcast or ECB system used during disasters to send out urgent reminders to subscribers who have yet to register their SIM cards as the deadline draws nearer. Globe said Monday it utilized the ECB as a component of network management and implemented the emergency blast within “acceptable parameters.” The telco player made assurances that the National Disaster Risk Reduction and Management Council, which usually uses the ECB system, did not object to its use of the system. Blast warnings The NDRRMC and other relevant government agencies are allowed to use the telco network system to blast warnings during disasters and emergencies under the Free Mobile Disaster Alerts Act. “We are at a critical time as the deadline draws near, and we want to ensure that our customers are compliant with the law to avoid SIM deactivation. This way, they will continue to enjoy our call, text, and data services for their day-to-day needs,” said Globe Group president and CEO Ernest Cu. Nationwide subscribers As of 21 April, only 78.6 million of the total 165 million recorded nationwide subscribers have registered their SIM cards. Despite calls to extend the deadline, the Department of Information and Communications Technology maintained that it will stick to the original schedule. DICT Secretary Ivan John Uy said only around 100 to 120 million subscribers are expected to register their identities; adding that a big portion of the 165 million recorded users nationwide are “really just SIM cards that were bundled and thrown away.” Under the implementing rules and regulations of the SIM Registration Act, users have until 26 April to register their cards or else their SIMs will be deactivated. The DICT, meanwhile, has the prerogative to extend the SIM Registration process for another 120 days. A deactivated SIM card can potentially affect several aspects of a person’s life. Blast rocks Russian city as fighter jet loses ammunition
Russia said one of its fighter jets lost ammunition over Belgorod near the Ukrainian border on Thursday, after local authorities reported a blast that injured two people and left a huge crater in the city. Russian jets have regularly flown sorties over Belgorod since the launch of Moscow's offensive in Ukraine in February 2022. On Thursday evening, local officials reported a massive explosion in Belgorod, saying the blast had left a crater in the city centre and injured two women. Vyacheslav Gladkov, governor of the region of Belgorod, said the blast had sent a shock wave that damaged four apartments and four cars and downed power line poles. "An explosion took place," Gladkov said on the Telegram messaging app, adding that investigators and representatives of the emergencies ministry were at the scene. He said that as a result of the explosion, a "huge" crater some 20 meters wide (65 feet) had appeared in the city center. Gladkov and Belgorod's mayor, Valentin Demidov, posted pictures of damage on social media. One picture showed grim-looking locals huddling outside an apartment building, with one woman holding a small dog, and a fire engine nearby. Other images showed apartment interiors wrecked by the blast. Local authorities did not say what caused the blast, but the Russian defense ministry released a statement saying a fighter aircraft had lost ammunition over Belgorod. "During the flight of the Su-34 aircraft of the aerospace forces over the city of Belgorod, an abnormal descent of aviation ammunition has occurred," the ministry said. The statement carried by Russian news agencies added that the incident had taken place at 22:15 local time. Citing preliminary information, Gladkov said one woman was hospitalized with a head injury, while another woman was treated at the scene. Demidov said residents of the damaged buildings would be temporarily moved to hotels. The region of Belgorod has been repeatedly shelled since Russian President Vladimir Putin sent troops to Ukraine in February 2022. In January, Gladkov told Putin that 25 people had been killed and more than 90 injured in the region since the start of the offensive. In October 2022, an SU-34 jet crashed into a residential building in the southern city of Yeysk, also near the border with Ukraine, killing 16 people, including several children.
