Creating inclusive spaces through SM’s sensitivity training
When people are accepted, they become empowered and feel appreciated and recognized. In celebration of the International Day of Sign Language, SM Cares of the SM Group continues its mission to provide inclusive spaces as a mall for all through its yearly sensitivity training for its frontline employees. The training equips them with skills to better serve customers with different needs or persons with disabilities. Engr. Bien Mateo, senior vice president for Mall Operations and program director of SM Cares Disability Affairs, noted the company’s dedication to creating positive impacts within its communities. “Genuine inclusion starts with us,” he said. “One of the integral steps in line with this effort is by conducting sensitivity training for our employees.” Apart from SM Supermalls’ facilities, the shopping malls of SM Prime Holdings, Inc. promote inclusive spaces through features such as ramps, handlebars in comfort rooms and Braille-labeled elevator buttons. The efforts to promote inclusivity within the malls also rely on equipping its workers with the knowledge and best practices for assisting PWDs. Jay Jess Aquino, a security personnel in SM Mall of Asia for 15 years, shared how helpful the annual sensitivity training is in learning how to respectfully assist customers who have different needs. With daily interactions from different PWD communities, he shared how a simple act of acknowledging guests on the autism spectrum or persons with Down syndrome every time they playfully salute them goes a long way. “Pagpasok po nila sa mall, sumalaudo po sila sa amin mga guards, he said. “Natutuwa rin po kami kasi kahit sa simpleng pag-acknowledge po namin, eh napapangiti na po namin sila.” (They salute us guards as they enter the mall. We are also pleased because even with our simple acknowledgment, we can already make them smile.) As SM front-liners, they must be quick to recognize guests with mobility issues to provide alternative solutions such as wheelchairs and even drive them via golf karts when available. The mall’s administration office is also open to serve as a safe and quiet space for guests who may be sensitive to several sensory inputs. His colleague and fellow security staff Rebecca Flores in Mall of Asia expressed how the sensitivity training has made her more confident to assist patrons with autism spectrum disorder over her nine-year experience in SM. She emphasized the importance of maintaining open communication and building rapport with customers on the spectrum before they enter. This approach helps dismiss any notion that security guards are intimidating. “Opo. Sa entrance pa lang talaga hina-hi (saying hi/hello) na namin sila,” Flores said. “Nagrerespond sila. Bumati ka sa kanila para di sila matakot sa guard. Para kahit mawala sila, di sila matatakot lumapit sa guard. Kasi maalala nila ay ito yung bumati sa akin.” (We see to it that we give them a lively greeting as they enter the mall because they remember you. BBM: Our calm, kind, gentle President
The most challenging thing is to write an essay about the country’s President who is celebrating his birthday. I should probably go back to the years when he was the “crush ng bayan.” From London, he would come home for vacation and would be met at the airport by his doting parents, with his mother kissing him on the forehead. He was very fashionable, from his haircut to his clothes and, well, he was the epitome of “cuteness” as cute could be. He did not sport long hippie hair but had bangs and his lips were well-pronounced. His mom took pride in his looks. “Kamukha ko (he looks like me),” she would say. Bongbong grew into the Oxford student who would come home and occasionally appear on television. I recall in 1973, he and his friends danced the latest craze on live television. He was, by then, oozing with appeal, his shy and boyish smile adding to the enigma that comes with being the president’s son. Many years later, I saw him when he and his sister Irene graced the opening of a project in Isabela. I am trying to remember if it was for natural gas or the largest dam in Asia. But he was there on the stage set up at the Cauayan airport, looking fresh and friendly, although he was smiling at everyone and no one in particular. I stood alone, away from the other welcomers, and somehow got him to look at me. I looked at him like I was telling him I know you or we know each other, and he stared back, smiling too, looking like he was wondering if he might have seen me before somewhere. It was one of my tricks. [caption id="attachment_183135" align="aligncenter" width="525"] The President has a long way to go, but that’s no reason for him to relax and wait for things to happen. | Photograph courtesy of BBM FB[/caption] Much would be said of the young gentleman, of his not being who he was supposed to be because he had died somewhere. Also, that he had killed someone who had called his father a dictator. Bongbong Marcos, for better or worse, was the fodder for both favorable and malicious talk. He became governor of Ilocos Norte in the mid-1980s when he took over from his aunt, Elizabeth Keon. At the same time, he wore the military uniform of the officer rank bestowed on him by his father, the President. Moving fast forward, Bongbong Marcos became a congressman and a senator, ran for vice president, and lost. Sometime after he caught Covid-19. After he had lost the vice-presidential contest and was protesting its result, he appeared on Daily Tribune’s online show, Spotlight. I remember only a little, not because he or his remarks were forgettable, but I blame my old age for not remembering. But I recall a pleasant interview, for he was relaxed and calm, and while he seemed occupied by his electoral protest, he was at the same time accepting of it. It was the Marcoses’ turn to be cheated, people said. The next presidential election had him and Leni Robredo, along with others, slugging it out. And while everyone had taken to microphones to condemn and attack him and his father, martial law and the dictatorship, he remained silent. He chose not to participate in the debates, leaving it to his supporters and fans to fight back for him. One UP professor who may have been unbiased took a liking to him, like an older woman in love for the first time, gushing over the assets of a fine, young, sexy gentleman. But that was not unexpected. Bongbong Marcos, after all, was the “crush ng bayan” from the time he was a teenager. Today, he is the President of the Philippines. I was talking with one youthful matron who possesses both beauty and wisdom and whose family was best known to be in the opposition against the Marcoses. She said that when President Rodrigo Duterte began his term, she gave him a chance to prove himself because he had been elected. As her gauge for the success of a presidency had much to do with how the stock market fared, she was disappointed because stocks dived very low to the depths. She gave RRD a failing mark. When BBM became President, she also gave him a “chance.” She told me, “I have yet to see what will happen next because he has just finished his first year, and it is too early to know how well or evil he has done. The people elected him, he is now the President, so let’s give him a chance.” The woman’s statement, I believe, more or less sums up the general feeling of the Filipino people. Here is one President perceived to be good and kind, and one who is not to be feared compared to his father or even his daring and feisty elder sister. One would hear, “Matatakot kayo pag si Imee ang presidente (You would be afraid if Imee were president),” which is people’s way of saying what they feel and think about the Marcos siblings. So, we have a kind President who has had to deal with all kinds of issues and problems: Typhoons, the pandemic, and now the rice shortage. I have always been a BBM fan (after all, he was “crush ng bayan” in our youth), and even if he had not become a statesman in the tradition of many of our top legislators, one thinks of him as a pleasant guy who plays it cool and is lovable. Now comes a wife who is perceived to be running the show. All because, like it or not, she has the educational credentials; she proved herself in the Big Apple; and as her husband himself would tell one and all, she has excellent organizational abilities. She ran the campaign, many would assume, although she much preferred to keep to the sidelines. Like it or not, Liza Marcos, the First Lady, is a potent mover in this administration. Her many worthy projects in the creative industry, health care, education, and environment, along with her brand of diplomatic maneuvering using Filipiniana fashion as a vehicle for international friendship, bode well for this administration. We got two leaders for one vote, and we are better off as a nation. To the President’s credit, he recognizes the role his wife plays in his administration, and that speaks of a man secure in his position as the head of his family. Regarding cronyism, BBM has his friends in the business sector, top men and women, titans and tycoons, czars and magnates, who accompany him on his travels abroad. One of them described their roles as similar to those of club guest relations officers — entertaining guests and clients. We are told that they talk with their counterparts on the international scene, wherever the presidential itinerary takes them. Hence, the public does not see the usual kind of cronies who are there for what they could take. These friends want to help because if this administration succeeds and the economy improves, the Filipino people, including the business sector, will live better lives. The greatest challenge to BBM, everyone perceives, is the conflict with China over the West Philippine Sea. In this regard, BBM has proved to be wise, circumspect and decisive. He has the backing of the international community and his people. We hope he will pass the test, because if he passes it we are all together the victors. BBM deserves our prayers and hopes for the best of his administration. If he succeeds, and we hope he does, we will rise as a people. The President has a long way to go, but that’s no reason for him to relax and wait for things to happen. There are some things that people feel he should handle with steel gloves, akin to his father’s style, and that is up for him to decide. A kind and gentle President may be all we need to make this nation great again, and there’s Bongbong Marcos to take on the role and fulfill the promise of a happy, progressive, and peaceful country and people. BBM is not only the best-looking President, but the kindest and, of late, the most eloquent, as he is proving himself to be. He is also the coolest. Multiple grammars of land reform law
The newly-minted Republic Act No. 11953 is a class legislation, at least insofar as it is pro-landless poor, but that is not to say that the landowners will not be justly compensated in the same breath. The latter may turn out to be not even the “silent losers” in this highly experimental stroke of legislative genius. Some cynics might even suspect it to be Adam Smith’s concept of the “invisible hand.” Recall that in another imminent enactment, namely, the “Maharlika Investment Fund,” the Land Bank of the Philippines will contribute P50 billion as its equity as if this will not badly affect its capital build-up as a government financing institution. With the New Agrarian Emancipation Act of 2023, the P58 billion that agrarian reform beneficiaries owed to Land Bank was, in effect, written off. It is as though this huge sum of “foregone revenues” coupled with the seed money it will download to the MIF would still allow Land Bank to sail on an even keel. Pareto efficiency has become the name of the game — “an economic state where resources cannot be reallocated to make one better off without making at least one individual worse off.” How clever of the government to turn Land Bank into neither victim nor villain. Never strange bedfellows, the Department of Agrarian Reform and Land Bank will formulate the necessary Implementing Rules and Regulations. Meanwhile, there’s always a lone voice in the Lower Chamber who plays harbinger of unfolding scenarios. He calls the new land reform law the “best and biggest accomplishment’ of FM Jr. in his first year, it being “historic in scale, in world view, and in what it will bring to the people,” and an “important step toward rural and agrarian justice.” If that were not preaching to the choir, what is? As it now graphically appears, the P500-billion capitalization, “fund-raising project” if you will, for the Maharlika Investment Corporation is akin to an empty vault that has to be filled with tons of money. We are all led to believe that funds create wealth when it should be the other way around. As Jim Morrison says, “Whoever controls the media, controls the mind.” No less than the House Speaker plays poster boy for the administration’s policy agenda. Recall that Executive Order No. 4 signed on the President’s 65th birthday (i.e. 13 September 2022) is “implementing a moratorium on the payment of the principal obligation and interest of the amortization due and payable by agrarian reform beneficiaries.” Wonder how a supposedly one-year relief from the debt burden has been lifted forever when RA No. 11953 supersedes EO No. 4 as a mere placeholder. In the one-year freeze or if not enabling Land Bank to collect payment from the farmer-beneficiaries of the Comprehensive Agrarian Reform Program, the former loses billions in revenue. What adds insult to injury in the context of the new policy configuration is that all 30 annual amortizations will be written off. How well Land Bank can absorb the shock seems behind us. With the new emancipation law, the good President has written off P58 billion, benefiting around 654,000 ARBs and involving a total of 1.18 million hectares of awarded lands. When FM Jr. thought of “continuing economic relief to ARBs” to help them “recover and ensure food security in the county amidst global uncertainties,” the requisite impact report implementing the order has become moot and academic. That original Senate Bill No. 1112 authored by the President’s senator-sister is meant to emancipate ARBs from the debt burden through the free award of agricultural lands — individually titled rather than collectively; zero compensation for the Land Bank instead of P58 billion in receivables (i.e. amortization payments); a CLOA free of the 10-year restriction; and condonation and individual titling that will complete the emancipation of landless farmers. Bong Go leads relief op in Tagum City, Davao del Norte
A day before his birthday, Senator Christopher “Bong” Go personally spearheaded a relief operation for more than a thousand disadvantaged Filipinos in Tagum City, Davao del Norte on Tuesday, June 13. “Ang aking tanging hiling sa panibagong taon na ibinigay sa akin ng Panginoon ay ang magkaroon ng lakas at katatagan na makapagserbisyo pa lalo sa aking kapwa. Mas nais kong iukol ang aking panahon sa pagtulong sa kapwa ko Pilipino dahil hindi ko maiwasang mag-alala para sa ating mga kababayan na higit na nangangailangan,” Go said. Recognizing the significant impact of various crises on poor communities, Go, together with Congressman Pantaleon “Bebot” Alvarez and Governor Edwin Jubahib, made it a priority to provide relief and support to affected individuals and communities to uplift the lives of the poor. “Mawalang galang na po sa inyo kasi lagi kong naririnig, ‘salamat Senador Bong Go, salamat (dating) pangulong (Rodrigo) Duterte’. Sa totoo lang, wag kayong magpasalamat sa amin, kami ang dapat na magpasalamat sa inyo dahil binigyan n'yo kami ng pagkakataon na makapagserbisyo sa inyong lahat,” Go expressed in his speech. “Hindi ko sasayangin ang oras na ibinigay n'yo sa akin. Ako (ay) magtatrabaho para sa Pilipino. Sanay akong magtrabaho dahil yan ang nakasanayan ko noon pa man for the past 24 years,” he added. Held at the Davao del Norte Training Center, Go and his team distributed grocery packs, masks, vitamins and shirts to 1,500 struggling residents. Some beneficiaries also received mobile phones, shoes, watches, caps, and balls for basketball and volleyball. A team from the Department of Social Welfare and Development was also in attendance and extended financial assistance. Simultaneously, Go also provided more support to the community in partnership with the Department of Labor and Employment through its Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program which held an orientation for another 721 individuals in the same venue. The said beneficiaries received similar additional assistance from Go’s office. The senator took the opportunity to commend DOLE for its proactive approach in addressing the challenges faced by disadvantaged and displaced workers. The TUPAD program, aims to provide emergency employment and livelihood opportunities to those who have lost their jobs or sources of income due to crisis situations. Recognizing the importance of accessible and affordable healthcare services, Senator Go, Chair of the Senate Committee on Health and Demography, also promoted the services of the Malasakit Centers as a one-stop shop for medical assistance programs. In his remarks, Go encouraged the beneficiaries to take advantage of the Malasakit Center at Davao Regional Medical Center in the city. The Malasakit Centers program, initiated by Go in 2018, aims to streamline the process of availing medical assistance by bringing together various government agencies under one roof. “Mayroon na tayong 158 na Malasakit Center sa buong Pilipinas na handang tumulong sa ating mga kababayan. Batas na yan na aking isinulong noon (at) pinirmahan ni (dating) pangulong Duterte. (It) is a one-stop shop, nasa loob na ng ospital ang apat na ahensya ng gobyerno -- ang PhilHealth, PCSO, DOH at DSWD. Kung mayroon kayong pasyente, mayroon kayong Malasakit Center dito sa Tagum at meron din po sa Southern Philippines Medical Center sa Davao City,” Go cited. “Ating pangalagaan ang buhay na ibinigay sa atin ng ating Panginoon, ‘wag natin pabayaan (dahil) marami akong naririnig sa mga kababayan natin na takot magpaospital dahil takot sa babayaran. Tutulungan ko kayo at ng ating gobyerno, wag na kayong mag-alala,” he offered. Go also mentioned that a Super Health Center is set to be established in the city, as identified by the Department of Health. Additionally, Super Health Centers will be constructed in the Island Garden City of Samal, Carmen, Talaingod, and two more in Panabo City. Super Health Centers offer database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. Other available services in Super Health Centers are eye, ear, nose, and throat (EENT) service; oncology centers; physical therapy and rehabilitation center; and telemedicine, where remote diagnosis and treatment of patients will be done. Through the collective efforts of fellow lawmakers, sufficient funds had been allocated for 307 Super Health Centers in 2022 and 322 in 2023. The DOH, as the lead implementing agency, identifies the strategic areas where they will be constructed. To help contribute to the city’s progress and improved connectivity, Go, who also serves as Vice Chair of the Senate Committee on Finance, likewise supported the construction of roads in several barangays. A blistering and unexpected backlash of the hasty, rude and ruthless ouster of former President Gloria Macapagal-Arroyo as Senior Deputy Speaker engineered by the House leadership was the lightning departure of the enigmatic and charismatic iron sweet lady of politics, VP Sara Duterte, as chairperson and member of the Lakas-CMD, the present dominant political party, which is allied with Partido Federal Ng Pilipinas, that both launched the formidable tandem of Marcos-Duterte culminating in their landslide victory. It is beyond cavil that VP Inday Sara’s irrevocable resignation accompanied by a biting condemnation of the “political toxicity” and the “execrable political power play” that characterized the removal of FPGMA is the overriding consideration for her abrupt exit from her political party she chaired with the Speaker as its president. Evidently, she could not stomach the poisonous and malodorous betrayal inflicted on her perceived close political ally and confidant. The act was a brazen stab in the back between allies. The brain who plunged the dagger has not been educated that respect exists and is bestowed even among thieves and the worst of political enemies. She would not allow people to wrongly speculate that she gave her imprimatur to the distasteful treasonous act by keeping quiet. She must raise her voice and show her utmost displeasure and outrage — and she did — with a bang! It was a political statement and a political thunderbolt that reverberated in the entire archipelago. Following that biting condemnation and reproach to the politician behind the ouster of FPGMA, Inday Sara, who can never mask her righteous indignation, and who expresses her honest conviction and slam anyone whom she feels to have gone beyond decency and ethical conduct regardless of the stature and power of the person she alludes to, tweeted in her Instagram the ultimate indictment: “Sa imong ambisyon (In your ambition), do not be tambaloslos.” As we all know by now, a tambaloslos is a grotesque demon-like mythical creature. It is used as an insult to an inept person. In a video message to VP Sara on the occasion of her birthday last 31 May, PBBM made the following remarks with an added reference to the tweet of the former: “Inday Sara, Happy Birthday, I hope you enjoy yourself and take a break from work. I hope you make time for yourself and ignore those tambaloslos around you,” PBBM said laughing. Without meaning to, PBBM may appear to have agreed to Inday Sara’s tambaloslos tweet. Of course, the Chief Executive was trying to make light of Inday Sara’s tweet but his reference to it specifically advising her to ignore the tambaloslos around her gives significance to it with the unintended implied acknowledgment that there are indeed tambaloslos around VP Sara. The person behind the stenchy removal of FPGMA may have not anticipated the thunderous reaction from the younger Duterte, who like her father, is loved by the Filipino people. If the objective of the removal is to clip the wings of future adversaries in the 2028 presidential elections, it achieved the opposite result. Not even PBBM’s attempt at diffusing the heightened tension between the key players could douse cold water to the smoldering schism between former allies. Even assuming that there was a plot to remove the Speaker from his position by FPGMA, it was wrong to remove the latter with reckless and disrespectful abandon. He could have politely confronted her with the planned coup and if she admitted to it, then being political allies, colleagues, officials of their party Lakas-CMD, and constant traveling companions of the President in the latter’s travel abroad, and both being advisers to the President, the Speaker should have quietly settled the Speakership issue between themselves. If they failed to iron out their differences, then he could have requested his first cousin to mediate, the way he did when he was vying for the Speakership in the 18th Congress against his two political allies-rivals. The three of them sought the intercession of FPRRD, who obligingly acceded and ended the rivalry.
