Senate to reallocate CIFs to agencies engaged in WPS patrol too — Zubiri
The Senate on Wednesday mimicked the House of Representatives’ plan to reallocate confidential and intelligence funds to government agencies involved in protecting the country’s sovereignty in the West Philippine Sea such as the Philippine Coast Guard and the Armed Forces of the Philippines. According to Senate President Juan Miguel “Migz” Zubiri, senators have agreed to follow the same path the lower chamber has taken regarding the controversial allocation of secret funds to non-security and defense agencies in the upcoming fiscal year. Zubiri said the “intelligence community” would also receive additional secret funds. “We have agreed in the Senate to do the same. We also will [be] reallocating funds that we feel are not necessary for the use of certain agencies and allocate them to our Intelligence Community as well as our Coast Guard and AFP,” he said in a Viber message sent to reporters. The decision came after various political party leaders in the lower chamber issued a joint statement to push the redirection of secret funds to agencies in charge of intelligence and security amid China’s latest actions in the West Philippine Sea. Citing China’s moves which include the installation of the floating barrier in Scarborough Shoal, political party leaders sought the allocation of more secret funds for the National Intelligence Coordinating Agency, the National Security Council, and the Bureau of Fisheries and Aquatic Resources. “Recognizing the rising security threats in the West Philippine Sea and the need to secure top officials, these agencies are better positioned to counteract security threats, protect our territorial waters, and secure the rights and access of Filipino fishermen to traditional fishing grounds,” the joint statement read. "This decision also underscores the need to ensure that resource allocation aligns with national priorities and the urgent needs of the citizenry, reflecting our commitment to a budget that is balanced, equitable, and serves the true needs and aspirations of the Filipino people,” it added. The joint statement was signed by Rizal Rep. Michael John Duavit of the Nationalist Peoples Coalition, Surigao del Sur Rep. Johnny Pimentel of the PDP Laban, Agusan del Norte 1st District Rep. Jose Joboy Aquino of the Lakas CMD, BHW Party List Rep. Angelica Natasha Co of the Party List Coalition, Romblon Rep. Should bike lanes remain dedicated?
Just about everything in this country is subject to debate. Barely had we moved on from the controversy of whether to fine motorcycle riders seeking shelter from the rain under footbridges and other structures that we are confronted anew by a similar situation. Should the government allow motorbikes to use the lanes dedicated to bicycles along EDSA to ease the traffic flow? In recent years, dedicated bike lanes have gained traction as cities worldwide strive to promote sustainable and efficient modes of transportation. The bustling streets of Metro Manila, notably EDSA, have not been exempt from this trend. Should these lanes remain exclusive to bicycles or be made optional for other vehicles such as motorcycles? The argument for allowing motorcycles in the bike lanes revolves around easing the burden on the main lanes, potentially alleviating congestion. Proponents argue that motorcycles are compact and agile, making them well-suited for sharing the bike lanes without impeding the flow of bicycle traffic. By providing an alternative for motorcycles, main lanes could become less congested, thus, benefiting all commuters. On the other hand, safety concerns are paramount when considering the coexistence of bicycles and motorcycles in the same lane. Bike lanes are designed to ensure the safety of cyclists, accommodating their slower speeds and vulnerability compared to motorized vehicles. Allowing motorcycles into these lanes could lead to collisions due to the speed differential and the potential for aggressive driving. This raises questions about the potential risks to cyclists and the overall effectiveness of bike lanes in promoting safe cycling. The establishment of dedicated bike lanes represents a commitment to a sustainable and eco-friendly mode of transportation. It sends a message that cities prioritize non-motorized options, contributing to reduced emissions and improved air quality. Cebu Pacific among strongest, most valuable Filipino brands for 2023: Study
According to a study by a London-based brand valuation consultancy firm, Cebu Pacific Air is one of the most valuable brands in the Philippines overall and rates third among the country's strongest brands for 2023. According to Brand Finance's 2023 report on the most valuable and powerful Filipino brands, CEB scored 81.0 on the Brand Strength Index, which equals a AAA- grade. CEB also placed 20th among the Philippines’ most valuable brands for this year, the first time the airline made it on the list with a brand value worth $194 million. "We are humbled and honored to be named among the strongest and most valuable brands in the Philippines. This affirms our commitment to making air travel more affordable and accessible for every kind of Juan," said Candice Iyog, CEB Chief Marketing and Customer Experience Officer. Brand Finance, the world’s leading brand valuation consultancy firm, published the annual list of the most valuable and strongest brands following a survey of over 100,000 respondents worldwide to assess their perception of more than 4,000 brands. Iyog added that the survey was complemented with an analysis of the companies’ investments in marketing and research and development, as well as ratings by review sites, social media engagement, customer churn and market share, among others. According to Brand Finance’s report, the Philippines’ strongest brands are determined based on a balanced scorecard that evaluates the marketing investment, shareholder equity and business performance of each company. Brand value, on the other hand, relates to the brand’s "present value of earnings specifically related to brand reputation," it added. "We are also grateful for the trust and confidence of our passengers. Outcome rather than output is essence of Masagana Rice Program – DA official
Agriculture Undersecretary for Rice Industry Development Leocadio Sebastian over the weekend highlighted the impact or outcome orientation of the Masagana Rice Industry Development Program's (MRIDP) rather than focusing on production and output in previous rice programs. Sebastian said he also pointed this at the 18th Annual Meeting and Annual Scientific Convention of the Outstanding Young Scientists, Inc. on Thursday, 14 July when he was invited as the guest speaker. The DA official said the focus is on "societal outcomes in terms of improving the lives and incomes of farmers, rather than output or yields", as he challenged the conventional perception of scientists as confined to laboratories, stating that they have a responsibility to make tangible improvements in people's lives, societies, and the world. Sebastian emphasized that effecting real change must not burden farmers and potential beneficiaries of research. Recognizing the challenges in achieving food security, Sebastian emphasized the importance of prioritizing outcomes and impacts related to raising rice farmers' income. He enumerated the four core strategies of the MRIDP as: MAtatag (climate change adaptation or resiliency), SAma-sama (clustering and consolidation of farms), GAnado (motivated farmers in the rice value chain), and NApapanahon (digital transformation to improve farming practices and program implementation). Matatag aims to boost farmers' climate change resiliency by adjusting the planting calendar during the wet season, shifting main production to the dry season, and promoting crop diversification and crop-livestock-fisheries integration using balanced fertilization, proper irrigation, and other climate-smart practices. Sama-sama seeks to create economies of scale by clustering farmers and consolidating farms at the barangay and municipal levels and converging interventions. "They will be linked to millers and the NFA, enabling cooperation between farmers, millers, and government institutions to achieve better prices, better quality rice, and appropriate seed distribution. This, too, is the essence of GAnado, or the value chain approach," Sebastian explained. NApapanahon supports the first three approaches by providing timely and accurate information for decision-making, making interventions digitally-based, location-specific, and efficient. "We analyze critical factors such as the timing of crop establishment, yield, soil fertility, and risks, utilizing satellite technology to ensure accurate information for targeted interventions. Prior to the pandemic, these were the lone attractions drawing visitors to the capital of Lanao del Sur. For those desiring a tourist experience, a mere half-day in Marawi gave you everything you needed. Times have changed, however. During a recent return to my beloved hometown, I found myself pleasantly taken aback by the exquisite accommodations I was provided at the newly established Ridge Hotel. This modern marvel boasts an array of state-of-the-art indulgences, a culinary haven curated by a gifted chef, a reliable and uninterrupted WiFi connection, elegant function rooms and staff composed entirely of graduates in the fields of tourism and hotel management, epitomizing maximum professionalism. In a game day giving shine to Filipinos, Ken Tuffin impressed yet again to help Taranaki get back into the win column in the 2020 Sal’s National Basketball League. Tuffin fired 15 points in the Mountainairs’ balanced attack as they finished off the Otago Nuggets, 107-81, Wednesday at the Trusts Arena. The Filipino-Kiwi also added five rebounds and two steals while four other teammates were in double-digits led by Derone Raukawa with 23 points. The contest was close in the first half until Taranaki turned it on in the third quarter and dominated their opponents, 68-35, the rest of the way.
