Dignitaries hail tourism program
An attaché with the Embassy of India and other foreign dignitaries assigned here in the country have given the Department of Tourism a tap in the back for conceptualizing the Philippine Experience Program which showcases the country’s tourist attractions and provinces’ rich traditions and sumptous delicacies. In an interview, Shikha Kumari, Political Attache of the Embassy of India, also extolled the warmth and hospitality of their hosts in Cavite, Laguna, Batangas and Quezon where the second leg of the Philippine Experience took place. “We love the smiles and greetings of people in the locales. Indeed, we felt the love of the Philippines. There’s so much to explore with the Philippines and we can deliver this to our nationals who would want to visit this wonderful country,” she told the DAILY TRIBUNE. Other dignitaries that joined the CALABARZON leg of Philippine Experience and were the recipients of warm Filipino hospitality are Hanada Takihiro, minister and consul general, the Embassy of Japan; Huang Yaping and Liang Hao from the Embassy of China; Indian Attache Saurav Kumar; and representatives from the Embassies of Japan and Indonesia, among other delegates such as social media influencers, tour operators and the mainstream media, including the Daily Tribune. Taal, Batangas Mayor Fulgencio Mercado sought the support of Tourism Secretary Cristina Garcia Frasco in realizing the province’s tourism efforts. “We really need these projects in order for us to show our local and foreign tourists what more we can offer to them aside from the wonders of Taal Volcano,” he said during a program at the Taal Heritage Village on Sunday. To recall, Taal Lake is now closed to tourists because of the continuous activities of Taal Volcano. For his part, San Pablo City Vice Mayor Justin Colago expressed his gratitude to the DoT for choosing the city as one of the venues in the second leg of the Philippine Experience. “We want to collect the help that we needed to be able to develop further our destinations, particularly our Seven Lakes. We still need to promote our coconut industry, as well as its by-product ‘buko pie’ as makers of this delicacy were affected by the Covid pandemic,” Colago said. DILG welcomes newly-minted BJMP chief
The Department of the Interior and Local Government on Wednesday has welcomed the appointment of Jail Director Ruel Rivera as the full-fledged chief of the Bureau of Jail Management and Penology by no less than President Ferdinand Marcos Jr. DILG Secretary Benjamin Abalos Jr. said that the DILG stands ready to render the necessary guidance and support to Rivera as he takes on the mantle of BJMP as its full-fledged chief, saying “we are with him every step of the way.” “Now that he is the full-fledged BJMP chief, and with his experience as a career jail officer, we are confident that he will be able to fully exercise his authority in propelling the jail bureau to becoming a world-class agency and a premiere safekeeping institution for persons deprived of liberty,” Abalos said. In his new role as BJMP chief, Rivera is expected to continue working on the BJMP’s J.A.I.L. 2040 or the Journey for Advancement, Innovation, and Long-term Development Plan 2040 committed to the BJMP’s mandate of providing secure, reformation-oriented, and well-managed jail facilities across the country; the DILG’s “Buhay Ingatan, Droga’y Ayawan” or BIDA Program; and the Marcos administration’s Philippine Development Plan 2023-2028. New jail chief to follow ‘BJMP Plan 2040’
The incoming 10th Chief of the Bureau of Jail Management and Penology on Tuesday said he will continue working on the BJMP’s J.A.I.L. Plan 2040, the Department of the Interior and Local Government’s “Buhay Ingatan, Droga’y Ayawan” Program, and the Marcos administration’s Philippine Development Plan 2023-2028. BJMP J.A.I.L. Plan 2040 stands for Journey for Advancement Innovation and Long-term Development Plan 2040. Jail director Ruel Rivera was appointed by President Ferdinand “Bongbong” Marcos Jr. Monday evening. In his new role as BJMP chief, Rivera said he is committed to the BJMP’s mandate of providing secure, reformation-oriented, and well-managed jail facilities across the country. Rivera said he will work closely with BJMP personnel, stakeholders, and partners to uphold the BJMP commitment to professionalism, integrity and service excellence. Rivera will be leading the BJMP’s 20,813 personnel in taking care of 126,606 persons deprived of liberty confined in 479 jails and with a nationwide congestion rate of 365 percent. A member of PATNUBAY Class of 1995, Rivera received his degree in Public Safety from the Philippine National Police Academy. He pursued a Master’s in Public Administration at Batangas State University and acquired Doctorate units in Philosophy on Educational Management at the University of Rizal System. The Daily Tribune learned that throughout Rivera’s career, the new BJMP chief has consistently demonstrated exceptional leadership skills, strategic thinking, and a deep understanding of the complexities and challenges faced by the Jail Bureau. He played a vital role in implementing innovative programs and initiatives aimed at enhancing the effectiveness of the BJMP’s operations and the rehabilitation of PDL. In his 28 years in public service, Jail Director Rivera brings a distinguished career in jail management to this position. With his years of experience in various capacities within the BJMP, he displayed exemplary dedication and commitment to the bureau’s mission of ensuring safe and humane custody of PDL. He never shied away from being deployed to various regional offices as a staff officer, Regional Chief of Directorial Staff and Assistant Regional Director, until his eventual ascent to the seat of the Regional Director of BJMP-MIMAROPA from 2013 to 2014. Rivera also became the NHQ’s Chief of the Finance Service Office, Director for Investigation and Prosecution, Director for Logistics, and Director for Comptrollership, before joining the BJMP’s Command Group, the decision-making body of the Jail Bureau, serving as the Chief of Directorial Staff in 2017, Deputy Chief for Operations in 2018, Deputy Chief for Administration in July 2019, and Acting Chief, BJMP on March 27, 2023. Tereso Panga: PEZA’s homegrown leader
By combining his excellent communication skills, commitment to serving his country, and his long experience as a government executive, Tereso O. Panga, director-general of the Philippine Economic Zone Authority, has distinguished himself as a public servant. His recent appointment to this top post in an agency that has contributed significantly to the coffers of the national government affirms the confidence of the current national leadership in his excellent record, high acceptance of his fellow workers in the bureaucracy, and, most importantly, his credibility in the trade and industry sector, the number one partner of PEZA in pushing development forward. Tereso joined the Philippine government armed with an educational background that has proved vital toward his understanding of human nature, whether he is dealing with executives of multinational companies that are locators in economic zones or their workers. At the University of the Philippines, he first graduated with a BA in Comparative Literature and then obtained his master’s degree in Industrial Relations. “Since my father was a judge, I wanted to take up Law. I was told that the best prelaw course was AB English since one needed to be both articulate and proficient in writing. I eventually majored in Comparative Literature.” Among his professors were the legendary masters of language like National Artists Franz Arcellana and Jimmy Abad, Thelma Kintanar and Nieves Epistola. He found UP both challenging and rewarding. He adapted to the rigors of academic life, he said, “owing to my strong educational foundation first at the Naga Parochial School, and then Ateneo de Naga.” Strong-willed in a quiet way The Pangas, he said, “are original families of Bicol, particularly Camarines Sur in Iriga town, where the superstar Nora Aunor grew up. He admitted to singing a little, but not with the same intensity as that of his golden-voiced townsman. Coming from Pili town, he swore by Pili being a favorite of his. The basic trait that stood him in good stead “in UP and in future challenges,” he said, “is my being a Bicolano. Born and raised in Bicol, I am strong-willed, resilient, and yet determined. But in a quiet way.” Asked if it also meant being feared, he said, “Well, just spicy, which can be fierce, but wonderful like laing (taro leaves stewed in coconut oil and garnished with red hot chili).” The fourth among eight children of a judge, six of whom graduated from the University of the Philippines, he recalled being a “playful child, but at a young age, I was already into music. I loved playing the guitar and keyboards, but it was all by ear or ‘oido.’” To balance his artistic inclination, he also engaged in sports — chess and table tennis. Not much of a student politician, he nevertheless became president of one organization. His twin brother and another brother were officers of the student government, “so it would not look good if I became an officer too.” In UP, he joined the Upsilon Sigma Phi in 1986. He also became active in UP Ibalon, an organization of Bicolanos, and the Psychology Society of UP. When it came to campus politics, he supported the Tugon party. While he earned good grades, despite giving more than ample time to his extracurricular activities, he felt he could have done better. “By any standards, I don’t think I did well as a student because I extended my stay for another year.” “My Waterloo was Math,” he confided. “I had no need for Math in my BA English course but I was hoping to shift to Economics. The hardest subject for me was Math 17.” A good writer While he was exposed to creative writing, he learned more about how to do business letters. “Of course, I wrote my thesis,” he emphasized. Fast forward to the future, he joined an Aboitiz- sponsored pilot class at the Development Academy of the Philippines that was attended by undersecretaries and assistant secretaries where he was the most junior. To his credit, his capstone paper on aquamarine and renewable energy, a pioneering venture in ecozone development, was declared the best. It was an achievement that he attributed to his exposure to composition writing at UP. Not much of a student politician, he nevertheless became president of one organization. Later, he would make his own reports and speeches, while reaching out to the various publics of PEZA through Facebook and online media. To recall, he had begun his professional life in the office of then-Congressman Aping Yap of Tarlac. “I stayed for seven years and then moved to the office of his son, Victor, who was then Vice Mayor. We organized and managed social development projects benefitting families of former Hukbalahap commanders and foot soldiers.” It was while inspecting his company’s construction project, a bowling center along Roxas Boulevard, that he came upon the headquarters of the Export Processing Zone Authority. “I had heard already of this government office and its hardworking Director General, Atty. Lilia de Lima. She was the first DG. I walked in and I applied. They called me to take the exams and go through an interview.” In less than a month, he joined PEZA in 1998. Walking the talk He has been with PEZA for 25 years. While he describes his PEZA career as “going up through the ranks,” his rise had been quite swift. He started as a planning officer 3 and went on to become Assistant Division Chief for policy and planning. By then, he had earned units leading to his master’s degree at the University of the Philippines. In time, he passed the qualifications for the Career Executive Service office, one of the youngest of his rank, and soon went up to positions requiring more responsibilities. At age 30, became the zone manager for the Batangas Economic Zone. Next, he became Zone Administrator in Baguio where he stayed for four years. He was 34 years old. “It was the time when Texas Instruments was expanding. Our office facilitated the Big Ticket Project in Clark.” His next assignment was in Cavite where he occupied the concurrent positions of Zone Manager and Administrator. He was 38 and his post required dealing with 350 locator companies. It was not surprising that the Civil Service Commission included him as a finalist in its search for outstanding Civil Service Executives. He ranked second. Soon, he returned to the Manila office, this time as Deputy Director General of Policy and Planning in 2010. It was a post that would prepare him for the highest position in the agency. At first, he served in an OIC capacity until March this year, when he was appointed as Director General by President Ferdinand R. Marcos. Panga had the support of captains of industry, among them the Philippine Chamber of Commerce and Industry bigwigs Sergio Luis Ortiz and George Barcelon, who expressed their belief in his leadership based on his accomplishments. It has indeed been a long way for the young man from Bicol who has preferred to be “low-key” and not one to make a spectacle of his career success. It is an attitude that, he said, “I inherited from my parents, who were both public servants.” His father was a provincial judge and his mother was a public school teacher. “My mother was particular about the discipline of her children.” In keeping with his unassuming attitude, his management style is anchored on “keeping it simple by walking the talk.” I would say it is more of a transformational leadership. Because I can walk the talk I don’t need to direct people. “So, when you want to achieve something, you lead by setting an example. The direction is also clear so there are no misunderstandings or misinterpretation of the goals and objectives of the agency.” “Let’s not get distracted. Let’s just focus on doing our work,” he once told the top officials of PEZA. “Even when I was the OIC, I was presiding over a board meeting composed of 10 full-fledged Undersecretaries. Thankfully, as an insider, and being home-grown, I know how to navigate. My edge is I did not need to have a learning curve.” As part of his job, he has been traveling to promote international investments in the country. “We are always on a trade mission, showing the rest of the world what we can offer. Many of those President Marcos talked to have signed up as locators.” Through it all, he has kept the lines between work and family life. He found a lifetime partner in a lady I met because we were both working in the same building on Quezon Avenue. Happily married He was 26 years old when he married his wife, Edna, a 23-year-old Bulakena who belongs to the politically prominent Pagtalunan family of Guiguinto town. At that time, she was working in an export company. “It was love at first sight,” he recalled. “I was the only suitor not afraid of her father who was a barangay captain. I’d bring a fighting cock for him when I was courting his daughter, even if I was not an enthusiast.” “As I got to know her better, I became more enamored because she was sweet and she knew how to cook. And to this day, she does soups very well, which I love.” All said by a man who has found fulfillment at home and in the office. He is special and has found his mission in life and for his country, which can be said of Panga. And this country, in turn, is fortunate to have such a man serving in an agency that contributes billions to the government coffers. Officials of such caliber, enthusiasm, zeal, and upright moral bearing make this country a better place to live in and a magnet for international investors. SM group to build new school buildings in Laguna, Batangas
Continuing its commitment to helping elevate the country's education system, SM Foundation, Inc., in partnership with SM Prime Holdings, Inc. and the Department of Education, have recently collaborated to construct two new school buildings in Laguna and Batangas. Upon the completion of the joint initiative, two two-story four-classroom school buildings will be donated to the Laguna Resettlement Community School in San Pedro City, Laguna and the San Antonio Elementary School in Sto. Tomas City, Batangas. Each of the school buildings is set to be equipped with learning materials, armchairs, handwashing facilities, emergency equipment and PWD-friendly facilities to ensure that students, especially from low-income communities, gain access to modern, safe and conducive learning facilities. Formalizing the partnership, representatives from the SMFI, DepEd and the local government units of said provinces attended the memorandum of agreement signing last 28 April 2023 at the National Educators Academy of the Philippines in Malvar, Batangas. SM Foundation, through its School Building Program, is an active partner of DepEd in various educational programs. LAB for ALL caravan launched in Batangas
First Lady Liza Araneta-Marcos earlier this week launched the “Free Laboratory, Consultation and Medicine for All” or LAB for ALL Caravan program in the Province of Batangas earlier this week. The formal launch took place through a short program held at the Regina R. Mandanas Memorial DREAM Zone, Capitol Compound, Batangas City. In her speech, the First Lady explained that LAB for ALL is an initiative that fulfills her husband’s promise to bring appropriate medical services closer to every citizen. “My husband would always say, it’s important that we prioritize healthcare. The government must bring healthcare to the people. We need to make it easier for them because a healthy community is a productive community,” Araneta-Marcos said. She also extended her heartfelt gratitude to those who supported the said program to make it possible and successfully launched in the province. The First Lady also took time to post on her Instagram account with the caption “Bringing medical services closer to you.” The Batangueños warmly welcomed the First Lady and appreciated her health initiative, with Governor DoDo Mandanas leading the reception. Go, go, go for the gold!
We have nothing but admiration and best wishes for our national athletes who are currently competing at the 32nd Southeast Asian Games. Together with my colleagues, Senate President Juan Miguel Zubiri and Senator Francis Tolentino, Philippine Sports Commission Chair Dickie Bachmann and Commissioner Matthew Gaston, among other officials, we took the time last weekend to personally cheer on our representatives in the regional biennial sports meet in Cambodia. There, we witnessed once again the never-say-die attitude and spirit of all our Filipino athletes. As Chair of the Senate Committee on Sports and a firm advocate of long-term and grassroots sports development in the country, I was particularly filled with pride after seeing the dedication, discipline and undeniable talent of our athletes. That is why I remain committed to helping strengthen the development of sports in our communities. Sports keep our young people away from vices and criminality. As I always say, “Get into sports, stay away from drugs!” Last year, I sponsored and defended additional funding for the PSC during its 2023 budget deliberation, particularly for grassroots sports development and in support of athletes joining international competitions. What was supposedly just more or less P200 million proposed annual budget for PSC was increased by P1 billion through our efforts and with the support of my colleagues in the Senate. Particularly, the increase in the PSC’s 2023 budget is intended to support the Filipino athletes in international competitions, such as the Asian Games, SEA Games, Summer Olympics in Paris, ASEAN Para Games, Asian Indoor Martial Arts Games, World Combat Games, World Beach Games, and Asian Beach Games, among others. Portions of the funds were also allotted for the country’s hosting of the FIBA World Cup in 2023 as well as for grassroots sports programs, such as Batang Pinoy, the Philippine National Games, and those under the Sports Development Council. Moreover, funding was allocated for the development of sports infrastructure across the country, as well as for advanced research and development in sports sciences and sports technology. The provision of other financial assistance to Filipino athletes was also funded. I have also authored and co-sponsored Republic Act No. 11470, establishing the National Academy of Sports in 2020 to help ensure that our promising young athletes can further hone their talents while getting quality education. More recently, I filed Senate Bill 423, or the proposed Philippine National Games Act of 2022, with the aim of institutionalizing and providing a structure for a more comprehensive national sports program, linking grassroots sports promotion to national sports development. Meanwhile, together with my team, I was in Batangas province on 8 May where I personally led a series of relief operations for 1,109 indigents in Batangas City and 1,000 more in San Pascual town. As an adopted son of CALABARZON and a fellow Batangueño, I am thankful for being able to serve them to the best of my capacity as a public servant. I likewise visited the newly renovated San Pascual Super Health Center and met with some health workers to listen to their concerns and discuss ways to improve the delivery of healthcare services in their communities. The Super Health Center is an improved version of a polyclinic, which seeks to provide our fellow Filipinos, especially those in remote areas, easier access to basic health services. Through the collective efforts of fellow lawmakers and the Department of Health, 307 SHCs were funded in 2022 and 322 more in 2023. Last Tuesday, we conducted a public hearing by the Senate Committee on Health on mental health. As the committee’s chair, I reiterated that the state of our National Center for Mental Health is in need of utmost attention and improvement to preserve the basic right of all Filipinos to healthcare. Meanwhile, on 10 May, I led a relief effort for 672 fire victims from Pritil Public Market in Tondo, Manila. This was followed by a visit to Nueva Ecija last 11 May, where I personally inspected the Talavera bridge — a project I had earlier supported as Vice Chair of the Senate Committee on Finance. I then conducted a monitoring visit to the Malasakit Center at the Talavera General Hospital to personally assess its operations and ensure that indigent patients are given the assistance they need. In line with this, we extended relief to 79 patients and 406 front liners in the hospital while the Department of Social Welfare and Development extended financial aid to the qualified patients. On the same day, my team and I visited the town of Llanera to inspect its Super Health Center and attend the inauguration of the public wet market there, both of which I had advocated and supported. We then assisted 1,000 indigents in the town. As an adopted son of Nueva Ecija, I continue to support the province and help its people as much as I can. Separately, my outreach teams mounted several relief operations last week that benefitted 100 indigents in Veruela, 100 in Sta. Josefa, 40 in Esperanza, and 40 in San Francisco, Agusan del Sur; 227 in Botolan and 163 in Iba, Zambales; 520 Kibawe, Dangcagan, Cabanglasan and Malitbog, Bukidnon; 141 in General Natividad, Nueva Ecija; 2,199 in Gingoog City, 50 in Naawan, and 50 in Jasaan, Misamis Oriental; 332 in Minalin, Pampanga; 129 in Hamtic, Antique; 233 in Casiguran, and 166 in Dilasag, Aurora; and 44 in Sta. Maria and 45 in Malolos City, Bulacan. Fire victims, including 205 in Taytay, Rizal; 58 in Caloocan City; and 12 families in Puerto Princesa City, Palawan were likewise supported through our efforts. PH Red Cross reports over 2K health caravan beneficiaries since start of October
Over 2,000 individuals from Baguio City, Bataan, Batangas City, Bulacan, Ilocos Norte, and Pangasinan benefited from Philippine Red Cross (PRC) Health Caravan from Oct. 1 to 22, the organization said. Philippine Red Cross The Health Caravan is the PRC’s way of bringing medical and health services to the most vulnerable communities, it added. This project is also an opportunity for nurses and doctors to do volunteer activities through PRC. “Laging nandyan ang Red Cross para magbigay ng essential health and medical services sa ating mga kababayan, lalo na ngayong panahon ng pandemya (Red Cross is always ready to provide essential heath and medical services for our countrymen epecially during this time of pandemic),” said PRC Chairman and Chief Executive Officer Richard Gordon. Among the programs that PRC Health Caravan offers are free health consultation, health and hygiene promotion, first aid lecture demonstration, Covid-19 vaccination, and bloodletting and blood typing services.
