Consumer product and diversified science company 3M Philippines recently partnered with public schools to prepare for the School Year 2023 — 2024 opening. With a new period of on-site classes on the horizon, there was no better time for 3M Philippines to launch their back-to-school campaign Malinis, Maaliwalas, at Masiglang Pagbabalik Eskwela, which was conducted as part of the Department of Education's annual Brigada Eskwela program. For this school year, 3M Philippines aspired to create a welcoming environment for incoming students of Cubao Elementary School in Quezon City and Cayetano Arellano High School in the City of Manila. Vivian Faustino, country sales leader for 3M Philippines Consumer Business Group, spoke about the company's goals for this latest initiative. Faustino states, "3M supports Brigada Eskwela and the bayanihan spirit of all the education stakeholders in preparing and providing a clean learning environment for students and teachers in public schools." Smooth transition between Makati, Taguig urged
A teachers’ group is calling for a smooth transition between the cities of Makati and Taguig to ensure that classes in the affected public schools will not be disrupted by the territorial tension with only a week to go before the opening of classes on 29 August. Teachers’ Dignity Coalition national chairperson Benjo Basas said the two cities should respect the Supreme Court decision, noting that the delivery of education for the learners should not be compromised amid the ongoing tension over a boundary dispute between these two neighboring cities. Noel Meneses, president of the Fort Bonifacio High School Faculty Club, has also called for an immediate resolution on the issue. “We hope the two cities would make an agreement to restore the normal school operations,” Meneses said. According to Meneses, majority of the teachers were affected by the sudden transfer of schools division particularly when the documents are immediately needed for transactions like certifications, assignment orders, permits, or loan applications that are very much needed in time for the beginning of classes. Meneses, who is also speaking on behalf of the local chapter of the TDC, said teachers need to be informed of the situation affecting the two cities because “they are at the frontlines in education, and directly involved with learners, their parents, and the community, and can help the DepEd to disseminate proper information.” Meanwhile, the school principals of the public schools located at the so-called enlisted men’s barrios said they have no problem if the schools are now under the jurisdiction of the local government of Taguig City. Makati Science High School Principal Dr. Felix Bunagan said that the conduct of this year’s “Brigada Eskwela” was a success, which was participated in by Taguig City Mayor Lani Cayetano. Earlier, students and teachers of the Tigaban High School in East Rembo warmly welcomed Taguig Mayor Lani Cayetano who actively engaged in the annual Brigada Eskwela activity. Earlier, West Rembo Elementary School principal Alma Cayabyab Adona said that while the two cities have good intentions, they should focus first on the welfare of the learners to establish a smooth opening of classes. She also reminded her fellow teachers to remain non-partisan and always do the mandate from the Department of Education. “We have no bias as long as the order must come from DepEd. That’s what we’ll stand for. We are not held by anyone,” she said. A total of 14 public schools involving some 1,500 teachers and 30,000 learners are affected by the transition, the TDC said. Basas said that the Department of Education’s central office’s assumption of authority over the affected schools would ease tension and open the door for more friendly talks between the two local government units. “With just a week to the opening of classes, our schools will need to make preparations, and in order to do this, teachers and other school personnel should be allowed to work, business as usual. DoH: Include anti-dengue drive in ‘Brigada’
PALO, Leyte — The Department of Health regional office on Sunday appealed to school administrators, teachers, parents and other stakeholders involved in “Brigada Eskwela” to include in the clean-up drive all potential breeding grounds of mosquitoes that can infect school children with dengue. DoH regional information officer Jelyn Malibago said that while the general trend of dengue cases in Eastern Visayas is already going down, there is a possibility that it may spike again when classes start if the breeding ground of mosquitoes are not eradicated. “This is the right time to practice search and destroy activities,” Malibago said, referring to the DoH campaign to look for places where mosquitoes breed such as stagnant water inside old bottles, basins, trash bins or old tires. “‘Brigada Eskwela’ is not only about repainting and beautifying the school but also cleaning the surroundings to ensure that schools remain a safe place for the school children,” Malibago said. “The “Brigada Eskwela” is an annual program that engages all education stakeholders to contribute their time, efforts, and resources in ensuring that public schools are all set in time for class opening. Data from the DoH-8 Regional Epidemiology and Surveillance Unit showed a total of 2,139 dengue cases have been reported in Eastern Visayas from 1 January to 5 August this year with eight deaths. This number of cases is lower by 45 percent compared to 3,905 cases reported over the same period in 2022. Leyte recorded the most with 862 cases or 40 percent of the total. EMBO schools ownership up to courts — DepEd
The Department of Education yesterday said the courts will be the ones to decide who owns the 14 schools at the Enlisted Men's Barrios (EMBOs) built by the city government of Makati and now under the territorial jurisdiction of Taguig City. This was clarified by DepEd spokesman Undersecretary Michael Wesley Poa, saying the department has ordered the formation of a committee to ensure a smooth transition of management of the said schools to Taguig, noting the transition plan will include details on utilities, existing contracts, and transfer of teachers. With the order issued by Vice President and DepEd Secretary Sara Duterte, the schools were placed under the direct supervision of the Office of the Secretary of Education during the transition. The 14 public schools located in the affected barangays in District 2 and would be under the Office of the Secretary's supervision are Fort Bonifacio Elementary School, Cembo Elementary School, South Cembo Elementary School, Pitogo Elementary School, East Rembo Elementary School, Rizal Elementary School, Comembo Elementary School, West Rembo Elementary School, Pembo Elementary School, Makati Science High School, Benigno “Ninoy” S. Aquino High School, Tibagan High School, Fort Bonifacio High School, and Pitogo High School. Meanwhile, the DepEd official said the 29 August school opening will not be moved, adding that both local governments are in agreement about the issue. Poa said what remains in dispute, is the ownership of the 14 school buildings. "It is clear there is a Supreme Court decision. The contention is the ownership of the school buildings or structures. When it comes to ownership of the school buildings, DepEd is not involved in it. They can discuss it in the proper forum, whether it is a court or somewhere else," Poa said. "That is disputed actually. For DepEd, it would be inappropriate for us to give an opinion on that because that is a legal dispute between the cities. What happened is the school buildings were built during the time that Makati has territorial jurisdiction. But with the Supreme Court decision, it was transferred to Taguig," he added. Last Thursday, Makati City Mayor Abigail Binay welcomed the decision of Duterte to take over the management and supervision of the 14 schools. "We look forward to working wholeheartedly with the transition team created by the Vice President," she said in a statement. "This decision will greatly ease the worries and concerns of our students, parents, and teachers. Kaisa kami ni Vice President Sara sa kanyang layunin. Unahin natin ang kapakanan ng ating mga guro, mga kabataan at kanilang mga magulang," Binay added. The Supreme Court earlier ruled with finality that areas comprising the EMBOs and the entirety of Fort Andres Bonifacio belong to Taguig City. Binay, however, said the land and school buildings built in those areas were procured by the Makati City government. She noted the Supreme Court decision only tackled territorial jurisdiction and not the issue of ownership. "We procured those properties. It is by sale. How come that they will be the ones to own it by virtue of the Supreme Court decision? What they are saying is the whole of Fort Bonifacio is theirs. We're not talking about political jurisdiction, we are talking about ownership," Binay said in an earlier interview. Binay said that since ownership of the school buildings resides with the Makati City government, she is willing to allow Taguig to use the buildings with just compensation. For its part, the Taguig government has denied that it tried to forcibly take over public schools in its territory. Taguig City said the Department of Education issued a Memorandum Order 2023-735 that transferred the management and supervision of the affected schools from the DepEd Division of Makati to the Division of Taguig and Pateros. "Taking their cue from the DepEd order, the public school officials, teachers, parents, community leaders, and the City of Taguig have been conducting regular meetings in preparation for the Brigada Eskwela and the opening of the school year," the statement stated. "It is in this context that the DepEd Superintendent of Taguig and Pateros has requested assistance from the City of Taguig, including the deployment of security personnel to ensure the welfare of the students, teachers, and staff, and the peaceful and orderly conduct of the aforesaid activities," it added. Gov’t torn on school opening issue
President Ferdinand Marcos Jr. on Monday said the government has yet to decide on the proposal to return the opening of classes to its pre-pandemic schedule. Asked during an ambush interview in Manila if he supports the call to implement the old academic calendar, Marcos said the Department of Education is currently conducting a study to determine the best course of action. “Returning to the old school schedule? We’re discussing that. We were talking with the teaching staff here. I asked them about their preference,” Marcos said. The Chief Executive acknowledged that the issue on the academic calendar is a complex one, given the changes caused by the pandemic and the need to address climate change. Marcos also underscored the importance of considering the welfare of both the students and the teachers. “The current schedule is very hot, and even the children are suffering. So, we need to study what’s best to do,” Marcos said. “We don’t have a preference like this one is better or better. We’re just looking at what’s best for both the kids, especially the children, and for the teachers and non-teaching staff. We need to consider that if we expose them to excessive heat, they might be unable to do their jobs properly and might even get sick,” he added. The Brigada Eskwela 2023 prompted the President to visit Victorino Mapa High School in Manila, where he examined several classrooms. During the visit, Marcos received information about the ongoing maintenance activities at the school, which are geared toward getting everything ready for the commencement of the new academic year on 29 August. “We have once again seen how important it is, especially here in the Philippines, for all, including parents, teachers, and whoever volunteers when it comes to our children, to truly have the willingness to help to enhance their schooling experience,” President Marcos said in a brief message during the event. “And perhaps this is something new as well because we underwent a lockdown, we made some progress, and now this is probably the very first — this is the first school opening that’s somewhat normal after the lockdown. Normal, but we have made many changes and addressed many complaints, which are what our DepEd Secretary and Vice President Sara Duterte have persevered and worked hard for,” he added. Marcos also made a PhP1 million donation to the school in addition to paint and cleaning materials that he has extended for its Brigada Eskwela program. Launched in 2003, Brigada Eskwela is an annual nationwide school maintenance program that engages education stakeholders to contribute their time, effort, and resources to prep schools for the opening of classes. On August 7, the DepEd conducted the national kick-off of the 2023 Brigada Eskwela at the Tarlac National High School, which will run from August 14 to 19. This year’s Brigada Eskwela carries the theme, “Bayanihan para sa Matatag na Paaralan,” and will run for six days up to 19 August.
