DOLE lauds outstanding Public Employment Service Offices across nation
The Department of Labor and Employment urged collective action to address the Philippines’ job problems on 25 October during the 23rd National PESO Congress in Palo, Leyte. DOLE Secretary Bienvenido E. Laguesma stressed in his speech the vital role of Public Employment Service Offices or PESO and DOLE’s frontline partners in promoting productive employment at the local level. “The responsibility of realizing the objectives of the Philippine Labor and Employment Plan and the Trabaho para sa Bayan Act is not the DOLE’s responsibility alone. It is jointly shared with our social partners, especially our PESOs. The challenges we face in our employment landscape demand collective action and innovative solutions,” Laguesma said. Laguesma also emphasized the need for open and constructive dialogue with PESO managers across the nation as he bared the department's five-point agenda, which includes strengthening its core functions, fortifying partnerships with employers and educational institutions and digitalizing public employment services. DOLE conferred awards to PESOs with outstanding accomplishments in the past year during the 2022 National Search for Best PESO Awards. Among the accomplishments are the 2.4 million jobseekers employed through the facilitation of PESOs, which translates to a 91 percent placement rate across the regions. PESO Bataan won in the first-class province category, PESO Lanao del Norte in the second-class province category and PESO Aurora in the third to fifth class category. DOLE also hailed PESO Iloilo City as champion for the highly urbanized city category and PESO Oroquieta City, Misamis Occidental for the component and independent component city category. Among the awardees for the municipal PESOs were PESO Villasis, Pangasinan (first class municipality category); PESO Pila, Laguna (second to third-class municipality category); and PESO Llanera, Nueva Ecija (fourth to sixth-class municipality category). The University of Batangas was elevated to the Hall of Fame for winning the search for best PESO in 2018 and 2019 and the Bayanihan Service Award in 2020 and 2021. The university job’s placement office received a trophy and a P250,000 cash prize. Bong Go recognizes barangay health workers’ role in community development
Following his visit to Babak District the previous day, Senator Christopher “Bong” Go, chairperson of the Senate Committee on Health and a staunch advocate of community development, attended another Provincial Health Information Management System Orientation in the Island Garden City of Samal, Davao del Norte on Wednesday, 25 October. The said program aims to enhance healthcare delivery, streamline information flow, and ensure that citizens across the region have access to quality health services. Go personally accorded recognition to Barangay Health Workers (BHWs) for their efforts to promote the health and well-being of their constituents. He also noted that BHWs are the backbone of healthcare in the country, acting as the first line of defense in ensuring the welfare of their respective communities. During the event, Go was also joined by Councilor Sonny Lanorias, BHW City Coordinator Christine Enriquez Lara, BHW District Federation President Alicia Sastrillas, and District Coordinator Arlene Pacquaio, among others. The senator also extended assistance to around 200 BHWs present, such as gift packs, masks, vitamins, shirts, meals, and balls for basketball and volleyball. He also gave away bicycles, mobile phones, shoes, and watches to select recipients. He also extended similar assistance to the 201 BHWs who attended the previous day. On October 23, around 250 BHWs were also given similar assistance by his staff. Continuing his message, Go pledged his commitment to working with the local government to ensure that BHWs receive proper training, resources, and compensation. The lawmaker outlined his legislative initiatives, specifically on two key bills: Senate Bill No. (SBN) 197 or the proposed Magna Carta for Barangays, and SBN 427, or the Barangay Health Workers Compensation Bill. The proposed Magna Carta for Barangays aims to bolster support for barangays, enabling them to effectively carry out their responsibilities. This measure proposes that barangay officials, including the Punong Barangay, members of the Sangguniang Barangay, the Sangguniang Kabataan chairperson, the barangay secretary, and the barangay treasurer, be accorded treatment similar to that of regular government employees. If this bill becomes law, it will entitle them to salaries, benefits, allowances, and other related perks. On the other hand, SBN 427 proposed granting BHWs a monthly honorarium, coupled with other benefits encompassing allowances, job security, consistent training, and opportunities for skill development. Furthermore, the bill extends these benefits to encompass support from institutions like the Government Service Insurance System (GSIS), the Philippine Health Insurance Corporation (PhilHealth), and the Pag-IBIG Fund. “Na-hearing na po ito sa sub-committee on Health sa pangunguna ni Senator JV (Ejercito) at mayroon pang mga susunod na committee hearings at papakinggan po ang mga LGUs syempre, unang-una rito ‘yung kakayahan po nilang magbigay ng kompensasyon,” shared Go in an interview after his visit to Kapalong on October 24. “Ito pong bill na ito kung saan po ay magkakaroon sila ng mga karagdagang benepisyo… Kung sakaling maisabatas magkakaroon po sila ng monthly honorarium. Kasama na diyan ang job security, regular trainings, skill development opportunities, along with a potential to acquire civil service eligibility,” he continued. Furthermore, Go also referenced SBN 2399, a proposal aimed at declaring April 7 as Barangay Health and Nutrition Workers (BHNW) Day. This initiative acknowledges the pivotal role played by BHNWs in the delivery of primary healthcare services within communities. Go has reaffirmed his dedication to enhancing healthcare accessibility and quality. This commitment is manifested through his backing of the continued operations of Malasakit Centers, the construction of Super Health Centers, and the establishment of Regional Specialty Centers across the nation. A brainchild of Go, the Malasakit Centers program is designed to help ensure that particularly poor and indigent patients have convenient access to the medical assistance programs offered by partnered agencies. This was institutionalized in 2019 through the passage of RA 11463, which was principally authored and sponsored by Go. Currently, 159 operational Malasakit centers have assisted more than seven million Filipinos nationwide, according to the Department of Health (DOH). The senator was likewise instrumental in pushing for adequate funding to ensure that more Super Health Centers are established across the country. Some 307 Super Health Centers were funded in 2022 and 322 more in 2023, through the initiative of Go, DOH, local government units (LGUs), and fellow lawmakers. The Super Health Centers will offer a range of healthcare services, including database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service, oncology centers, physical therapy and rehabilitation centers, and telemedicine, through which remote diagnosis and treatment of patients are made possible. Moreover, the senator is the principal sponsor and one of the authors of Republic Act 11959 or the Regional Specialty Centers Act. The said law mandates the establishment of Regional Specialty Centers within existing DOH regional hospitals. During the previous day, Go also visited Davao del Norte to participate in the blessing and turnover of a multipurpose building in the Municipality of Kapalong. This project was funded with Go's support as vice chairperson of the Senate Committee on Finance. He also inspected Balay ni Maria, a facility completed in 2020, and another project he supported the funding of. This infrastructure served as an isolation center during the height of the COVID-19 pandemic. Crypto crackdown intensifies on Hamas finance
Cryptocurrency has become the latest front in the conflict between Israel and Hamas, analysts say. Israeli and US authorities have intensified their financial hunt into Hamas in recent days as they track illicit funds via digital currencies. Ari Redbord, global policy head at crypto tracking specialist TRM Labs, said there is now less crypto transfer activity on pro-Hamas support networks as a result. "We are seeing a lot less activity in some respects since the war began," Redbord told AFP. This is "primarily because Israel has been very aggressive and successful in taking down these fundraising efforts", he added. Israel has bombed Gaza in response to an unprecedented cross-border attack by Hamas militants who, while firing a massive rocket barrage, killed more than 1,400 people and took 222 hostages on 7 October, according to Israeli authorities. Israeli strikes have now killed more than 6,500 people in Gaza, according to the Hamas-run health ministry. Shadowy world Cryptocurrency is regarded as a speedy way to move cash that is unregulated by any central bank and is less traceable than a traditional bank transfer. The shadowy world of digital units, based on decentralized blockchain technology, has gained notoriety for illicit transactions due to its under-the-radar appeal. Two weeks ago, Israeli police revealed they had located and frozen accounts linked to Hamas that sought "to solicit donations on social networks" via Binance, the world's biggest cryptocurrency exchange. A Binance spokeswoman said it "follows internationally recognized sanctions rules, blocking the small number of accounts linked to illicit funds". Redbord, formerly a senior US government adviser, said Hamas had adopted crypto from 2019 at the latest, to seek funding via the Telegram messaging network and even on its own website. Hamas decided in April that it would no longer accept cash via Bitcoin due to increased global surveillance of the world's biggest digital unit. Crypto fundraising is now operated via a network of Hamas-linked support groups. TRM Labs has closely monitored virtual crypto wallets linked to such support groups since the start of the war. And it has concluded that much smaller amounts of cash than usual are being moved. Two weeks after the attacks, support group Gaza Now received less than $6,000 in one of its crypto wallets, Redbord noted. That compared with $800,000 in total since the wallet's creation in August 2021. Meanwhile, authorities are well aware that digital assets are a minor part of a complex funding picture. The US State Department estimates that Iran funnels $100 million per year to Palestinian groups including Hamas. 'Small piece of puzzle' "Cryptocurrency is a very small piece of a larger financing puzzle for Hamas," said Redbord. "They are looking to Iran; they're... imposing taxes on the Palestinians; they have a network of charities and a diaspora of supporters who are sending donations not in cryptocurrencies." "But crypto does play a role," he said. Digital currencies still represent a significant revenue stream for Hamas and other allied groups. Crypto addresses identified by Israel as being linked to Hamas received about $41 million between August 2020 and July 2023, according to Israeli analytics and software firm BitOK. Other crypto addresses linked to Islamic Jihad received in excess of $154 million between October 2022 and September 2023, with some still active, it adds. Some players in the sector simply turn a blind eye. "Some cryptoasset businesses are intentionally or unwittingly allowing misuse of the crypto ecosystem," said Joby Carpenter, an expert on the industry. "This trend is magnified where exchanges are based in lightly or unregulated jurisdictions," he told AFP. China to send youngest-ever crew to space station
Tiangong is the crown jewel of Beijing's space program, which has also landed robotic rovers on Mars and the Moon and made China the third country to put humans in orbit. The station is constantly crewed by teams of three astronauts, who are rotated out every six months. The Shenzhou-17 module carrying the trio to the station is scheduled to blast off at 11:14 a.m. (0314 GMT) Thursday from the Jiuquan launch site in China's arid northwest. "It is the crew of astronauts with the youngest average age since the launch of the space station construction mission," Beijing's State Council Information Office said in a statement. The all-male trio will be led by Tang Hongbo, who is on his first return mission to the Tiangong space station. "Throughout the past two years, I have often dreamt of going back to space," Tang said at a press conference on Wednesday. "The space station is our other home that takes us away from Earth and into the universe," he added. Accompanying him will be Tang Shengjie and Jiang Xinlin, both in their thirties and each making maiden space voyages. The crew has an average age of 38, compared to 42 for the crew of Shenzhou-16 when it launched. "According to the plan, the Shenzhou-17 spacecraft will conduct autonomous rendezvous and docking procedures after entering orbit," Lin Xiqiang, spokesperson for China's space program, said during a Wednesday morning press briefing. It will dock with the station's core module "about six-and-a-half hours" after first initiating the procedure, he added. 'Space dream' Plans for China's "space dream" have been put into overdrive under President Xi Jinping. The world's second-largest economy has pumped billions of dollars into its military-run space program in an effort to catch up with the United States and Russia. In June, the return capsule of the Shenzhou-15 spaceship touched down at a landing site in the northern Inner Mongolia region, with state media hailing the mission as a "complete success". That month also saw the launch of the Shenzhou-16 capsule, which carried the first Chinese civilian -- Beihang University professor Gui Haichao -- into orbit. That crew will return to Earth on October 31 after completing a handover, officials said Wednesday. Beijing also aims to send a crewed mission to the Moon by 2030 and plans to build a base on the lunar surface. Spokesperson Lin reiterated that aim Wednesday, saying that the "goal of landing Chinese people on the moon by 2030 will be realized as scheduled". Lunar plans The country's lunar plans were dealt a setback in 2017 when the powerful Long March-5 Y2 rocket failed to launch on a mission to put communication satellites into orbit. That forced the postponement of the Chang'e-5 launch, originally scheduled to collect Moon samples in the second half of 2017. Another robot, the Chang'e-4, landed on the far side of the Moon in January 2019 -- a historic first. Chang'e-5 eventually landed on the Moon in 2020, raising a Chinese flag on the lunar surface and returning to Earth with the first lunar samples in four decades. The final module of the T-shaped Tiangong -- which means "heavenly palace" -- successfully docked with the core structure last year. The station carries several pieces of cutting-edge scientific equipment, according to state news agency Xinhua, including "the world's first space-based cold atomic clock system". The Tiangong is expected to remain in low Earth orbit at between 400 and 450 kilometers (250 and 280 miles) above the planet for at least 10 years. China will send its youngest-ever crew of astronauts to the Tiangong space station this week, officials said Wednesday, as Beijing pursues plans for a manned mission to the Moon by the end of the decade. ‘The Eras Tour’ serves up Taylor Swift, larger than life
That Taylor Swift is a great songwriter is no longer in question. What’s up for debate is whether she’s a great concert artist as well. By artist we don’t mean a gifted vocalist. The era of the pop concert as a singing showcase and a straightforward live onstage performance of recorded music ended in 1990 with Madonna’s third concert tour. Called Blond Ambition, the highly theatrical show combined music, spectacle and, most crucially, storytelling with a several-act structure based on themes or narrative arcs, deconstructed songs and elaborate sets to redefine the pop concert as performance art. It has since been the template and gold standard by which all concerts, especially those by female superstars, have been measured. Yes, even Madonna’s own subsequent tours have been assessed through the Ambition lens and, arguably, none of them has quite equaled the one that gave the world the cone bra as an icon of female sexuality and woman power. [caption id="attachment_201371" align="aligncenter" width="1987"] LOS ANGELES, CALIFORNIA - OCTOBER 11: Taylor Swift attends "Taylor Swift: The Eras Tour" Concert Movie World Premiere at AMC The Grove 14 on October 11, 2023 in Los Angeles, California. Matt Winkelmeyer/Getty Images/AFP (Photo by Matt Winkelmeyer / GETTY IMAGES NORTH AMERICA / Getty Images via AFP)[/caption] Feast for the eyes Swift’s The Eras Tour, as seen in the filmed concert currently showing in cinemas worldwide, certainly serves up a feast for the eyes. Most of it is courtesy of the massive stage consisting of a backdrop that stands several stories high, a huge main platform and a long runway that juts well into the audience floor and features its own diamond-shaped mini-stage with a “hyperactive” central hydraulic platform consisting of several mobile blocks that rise to various heights throughout the almost three-hour show. It’s not only one of the biggest stages ever built for a pop concert, but is also probably the biggest LED installation ever assembled in and outside the music world. And it’s never not in use, lighting up the cavernous 70,000-seat SoFi Stadium in Los Angeles (where the movie was filmed over three shows) with eye-popping digital images, pre-recorded videos and live footage from the concert itself. The set is so massive that it makes Swift and her troupe of dancers look like ants. But thanks to the big screens, she literally looks larger than life to the live audience at different points in the show. The film does the opposite, and is the better for it: It brings Swift into the intimate space of the cinema and, thus, closer to the audience. Eras further highlights and celebrates the main thing that has helped the 33-year-old singer-songwriter conquer the pop world, the core attribute that makes Taylor Swift Taylor Swift: relatability. [gallery columns="2" size="full" ids="201372,201370"] It’s all over her music: a repertoire of mostly slow and mid-tempo ballads that tell about the blush, excitement, joy, ecstasy, frustrations, confusion, sadness, heartbreak, anger and regrets of modern-day romantic relationships, in creative confessional journal prose that listeners of all ages, colors and persuasions find no difficulty accessing and plugging into. It’s all over her wholesome, winsome, non-threatening all-American girl-next-door public persona. This is on fuller display in her performance in Eras than even in her 2020 documentary movie, Miss Americana & The Heartbreak Prince, which chronicled mostly the period between her Reputation Tour in 2018 and the release in 2019 of her seventh studio album, Lover. Between the many floral, even pastoral, and fluid graphic images onscreen and the tasteful, immaculate set pieces, between the squarely schematic album-era sectioning and the billowy ball gowns and sparkly and sexy but modest bodysuits, between the Cheshire-Cat grin Swift wears through most of the show, even during moments in some heartbreak songs, and her dorky cheerleader energy, The Eras Tour plays like Little Miss Sunshine & The Hearty Princess. It’s all what anyone would expect from the reigning America’s Sweetheart. Thoroughly entertaining It’s a great Taylor Swift show, for sure — thoroughly entertaining and one that sends stans to Swift heaven. But it stops at being a Taylor Swift show with a faithful rendition of her songs when, for something called Eras, it should be giving audiences, both fans and casuals alike, more to chew on than what they already know and are familiar with — a recast, a reinterpretation, a recontextualization of her music and impact. [caption id="attachment_201373" align="aligncenter" width="2560"] US singer-songwriter Taylor Swift performs onstage on the first night of her "Eras Tour" at AT&T Stadium in Arlington, Texas, on March 31, 2023. (Photo by SUZANNE CORDEIRO / AFP)[/caption] The show is content to be a pop concert about Taylor Swift. Coming almost 20 years into her career, it should’ve reached for the world outside of Taylor Swift, or even just a small part of it: What do Taylor and her songs, for instance, say about the times we are living in? The Eras Tour could have aspired to life and art, or at least something approaching it, and thereby become a truly era-defining experience. Youth backsliding on tobacco use feared
Public health advocates in the Philippines expressed growing concern on Thursday over the escalation of influence by the tobacco industry, which they say threatens the health and welfare of young Filipinos. At the launch of the 2022 and 2023 Tobacco Industry Interference Index Country Reports, the advocates warned that the downward trend of smoking in the country could be reversed, and more young people could become addicted to nicotine products if the situation is not addressed. “The tobacco industry has proven just how relentless they are in using their political and marketing machinery to assert their interests via interactions with the government,” said Rom Dongeto, convenor of the Child Rights Network and executive director of the Philippine Legislators’ Committee on Population and Development. “We need to stop tobacco companies from targeting children and youth, especially through online platforms, in the propagation of their deadly vapes and cigarettes,” he added. The 2022 and 2023 TII Index Reports found that the Philippines’ score has consistently increased over the years, indicating the increasing influence of the tobacco industry and the government’s failure to combat interference. The country’s score rose from 45 in 2017 to 54 in 2018 and 57 in 2019. At the height of the Covid-19 pandemic, scores rose to 54 in 2020 and 58 in 2021. By 2022, the country’s score was up another notch at 59 and moved up further to 60 in 2023. The post Youth backsliding on tobacco use feared appeared first on Daily Tribune......»»

Senator Bong Go personally paid tribute to educators in Lapu-Lapu City, Cebu during their World Teachers' Day Celebration at Hoops Dome on Friday, 6 October. Go acknowledged the vital role played by teachers in society and expressed his deep appreciation for their sacrifices, especially during the challenging times when the education landscape has been impacted by the COVID-19 pandemic. “I have always believed that teachers are the architects of our future. Sila ang naglalagay ng pundasyon para sa uri ng lipunan na nais nating itayo. At huwag nating kalimutan, ginagawa nila ito hindi lamang sa pamamagitan ng tisa at pisara, kundi sa mga aral sa buhay na kanilang ibinabahagi, na madalas ay higit pa sa kanilang tungkulin,” Go highlighted. As part of his appreciation, Go provided gift packs, masks, and snacks to all teachers present while he also provided balls for basketball and volleyball, shirts, and vitamins for the schools. He also gave away bicycles, shoes, and mobile phones to select recipients. The senator also took the opportunity to highlight the importance of providing support to educators through better government interventions to protect their welfare. “At ako malaki ang aking pasasalamat sa mga teachers. Hindi ako magiging senador kung hindi ako natuto noon. Dumaan ako sa mga guro na mga mababait at may natutunan ako... Maraming salamat sa inyong pagserbisyo,” he acknowledged. In 2019, Go authored and co-sponsored Republic Act No. 11466, also known as the Salary Standardization Law 5, which gives civilian government employees, including public school teachers, another round of salary increases broken down in tranches. Go also expressed support for another increase in salaries for government workers through the proposed Salary Standardization Law 6 which can also benefit public school teachers nationwide if enacted into law. The senator has also co-authored and co-sponsored Senate Bill No. 1964, or the Kabalikat sa Pagtuturo Act, which seeks to institutionalize teaching supplies allowances for public school teachers if enacted into law.
