China to donate 500,000 doses of COVID-19 vaccines to PH — Palace
Malacañang said Saturday that the Chinese government will donate 500,000 doses of COVID-19 vaccines to the Philippines as the two countries reaffirmed ties and cooperation against the pandemic. Chinese State Counselor and Foreign Minister Wang Yi (DFA OFFICIAL TWITTER ACCOUNT/ MANILA BULLETIN) The Office of the President (OP) made the statement as Chinese State Councilor and Foreign Affairs Minister Wang Yi made a 40-minute courtesy call to President Duterte in Malacañang Saturday. In a statement, the OP said that Wang assured Duterte of China’s commitment to support the Philippines’ efforts to combat COVID-19, a disease that originated in Wuhan, China. “He (Wang) announced that China will donate 500,000 doses of COVID-19 vaccine to the Philippines. He likewise affirmed China’s resolve to do everything to ensure that vaccines become a global good,” Malacañang said. According to Malacañang, Duterte lauded the continued high-level engagement between the Philippines and China even amid the pandemic and stressed the importance of both sides delivering on the promises of the Comprehensive Strategic Cooperation. Improved acquisition of road right-of-way was among the key reasons behind the recent completion of the Metro Manila Skyway Stage 3, Public Works and Highways Secretary Mark Villar said Saturday. Public Works and Highways Secretary Mark Villar (MARK VILLAR FACEBOOK / MANILA BULLETIN FILE PHOTO) In a statement, Villar commended the department’s task force responsible in speeding up the road right-of-way (RROW) acquisition for the elevated expressway that links the southern and northern parts of Metro Manila. “We are now on the final stage of the Skyway Stage 3 Project that will link the southern and northern portions of Metro Manila by connecting SLEX and NLEX before the end of 2020. This would not be possible if not for the commitment of our DPWH ROW Task Force who have worked relentlessly with concessionaire CITRA Central Expressway Corporation (CCEC) to speed up delivery of needed ROW,” Villar said. Right-of-way acquisition, the secretary stressed, is the most common cause of project delay, especially under public-private partnership. This prompted the creation of a task force for each flagship program and decentralization of ROW operations under Department Order No. 65, series of 2017. According to Villar, prior to the issuance of DO 65, “ROW acquisition for the Skyway Stage 3 was sluggish at 8.64 percent, even though it had been 35 months since it commenced in 2015.” The improved system, he said, allowed them to acquire 95 percent of ROW in two years and seven months. It is instrumental in facilitating the ROW acquisition, particularly on the issue of National Grid Corporation (NGCP) and Meralco on the removal and relocation of their respective facilities, the secretary said. As of September 2020, 40 out of the scheduled 47 service utilities of NGCP had been completely removed/relocated, five ongoing, and two for expropriation. Out of the 1,312 Meralco utilities affected, 1,090 were completely removed or relocated, 24 ongoing, and 198 not to be relocated anymore, while 95.0 percent site possession had been delivered. “We recognize the need to speed-up ROW acquisition for the timely realization of our Build, Build, Build program and with our formed ROW task forces, the public can expect more big-ticket projects to be completed in the coming months and years,” Villar said. He bared that a fifth segment had been introduced at the north end of the project from Balintawak Cloverleaf at Epifanio delos Santos Avenue (EDSA). He said once the government gives in to the appeal, the COVID-19 National Task Force should take that opportunity to fix the lack of hospital staff due to doctors, nurses and other personnel getting infected and still recovering, or undergoing routine seclusion after possible exposure; expand the bed capacities of makeshift hospitals and quarantine facilities; and improve case-finding and the isolation of suspected cases. Defensor said the government should also step up contact-tracing and quarantining; upgrade public transportation options and safety; strengthen workplace protection; build up enforcement of and public compliance with self-protective measures such as the wearing of face masks and face shields, handwashing as well as social and physical distancing; and increase financial and livelihood support to distressed households. Zarate said they are one with our frontliners in demanding a reprieve from the overwhelming cases of COVID-19, particularly in the National Capital Region. “Reverting back to ECQ or whatever level of lockdown is useless or will be for naught if the primary recommendation of frontliners like free mass testing, pro-active contact tracing, isolation and treatment will not be seriously implemented by the government,” he said in a statement. For her part, Castelo said, “Let us listen to them. They are the ones on the frontline. Indeed, after five months of fighting this pandemic, they are exhausted physically, emotionally and mentally.” She laments that several doctors and nurses have died and many others have fallen sick while battling COVID-19. “Our medical workers are asking for a short time to recuperate. Let us give it to them,” she said. In a radio interview, Surigao del Norte 2nd district Rep. Robert Ace Barbers said the government should strike a balance between the economy and health of the Filipinos, but it should be tilted somehow, in favor of health amid the appeal made by physicians to shift Mega Manila back to a 15-day ECQ. He asked the DOH to come up with “a system, a policy, or even perhaps a strategy” to reinforce the country’s health system by augmenting the medical force. In a separate statement, Assistant Minority Leader and ACT Teachers Representative France Castro said the Inter Agency Task Force for COVID-19 should be headed by medical experts instead of generals who have done nothing but to impose military solutions to combat a public health crisis. “Our frontliners are already pleading to the Duterte administration to implement a comprehensive medical plan to address the COVID-19 pandemic in the country. The government needs to listen and take concrete actions with the demands of our healthcare workers,” she said. “It is high time that medical experts lead in the fight against COVID-19 instead of military generals. Medical experts who will not twist data and try to sanitize the numbers.
