Israeli Prime Minister Benjamin Netanyahu on Sunday warned of a "long and difficult" war, as fighting with Hamas left hundreds dead on both sides after a surprise attack on Israel by the Palestinian militant group. The conflict's bloodiest escalation in decades saw Hamas carry out a massive rocket barrage and ground, air and sea offensive Saturday that Israel's army said had killed more than 200 Israelis and wounded 1,000, while soldiers and civilians were taken hostage. Gaza officials said intense Israeli air strikes on the coastal enclave had brought the Palestinian death toll to at least 256, with nearly 1,788 wounded. As fighting raged Sunday, Lebanon's powerful Iran-backed Hezbollah movement said it had fired "large numbers of artillery shells and guided missiles" at Israeli positions in a contested border areas "in solidarity" with Hamas. Israel's army had earlier said it fired artillery on southern Lebanon in response to a shot from the area without identifying the attackers. "We are embarking on a long and difficult war that was forced on us by a murderous Hamas attack," Netanyahu said on X, formerly Twitter, early Sunday. "The first stage is ending at this time by the destruction of the vast majority of the enemy forces that infiltrated our territory," he added, pledging no "respite" until victory. Overnight Israel battered the Gaza Strip with air strikes as rockets from the blockaded Palestinians territory rained on Israel. Sunday morning gun still battles raged between Israeli forces and hundreds of Hamas fighters in multiple locations, including at the Sderot police station across the border from Gaza. Police and Israeli army special forces "neutralized 10 armed terrorists" who were holed up inside the station, a police statement said. The bloody air, sea and land attack launched Saturday by Hamas came half a century after the outbreak of the 1973 Arab-Israeli war, taking Israel and the world by surprise. As the UN Security Council called an emergency meeting for Sunday, President Joe Biden voiced "rock solid and unwavering" support for the US ally and warned "against any other party hostile to Israel seeking advantage in this situation". - Hostages and 'so many bodies' - The Israeli army said overnight its forces were still engaged in gun battles in a string of Israel locations, in an operation labelled "Swords of Iron", as reservists were being called up. Hamas earlier released images of several Israelis taken captive, and another army spokesman, Daniel Hagari, confirmed that soldiers and civilians had been kidnapped. "I can't give figures about them at the moment," he said late Saturday, adding there was also a "severe hostage situation" in the Negev desert communities of Beeri and Ofakim east of Gaza. The fighting prompted Israel to cut off Gaza's electricity, fuel and goods supplies, Netanyahu said. The Islamist group started the multi-pronged attack around 6:30 am (0330 GMT) on Saturday with thousands of rockets aimed as far as Tel Aviv and Jerusalem, some bypassing the Iron Dome defense system and hitting buildings. Hamas fighters -- traveling in ground vehicles, motorized paragliders and boats -- breached Gaza's security barrier and attacked nearby Israeli towns and military posts, opening fire on residents and passersby. 5 cops cry foul over extort case
The five Manila Police District cops who were allegedly involved in extorting a computer shop in Sampaloc, Manila denied the allegations and maintained that the operation they conducted was legal. This comes as the five cops surrendered to the Presidential Anti-Organized Crime Commission at Camp Crame in Quezon City late Monday night. In a statement, one of the suspects — identified as Patrolman Jhon Lester Pagar — stressed that they voluntarily presented themselves as the case was already elevated to the fiscal’s office. He added that they will answer all the allegations in court. Another suspect — Police Staff Sergeant Ryan Paculan — reiterated the claim the Sampaloc computer shop is running illegal casino activities and they were able to secure videos that confirmed their illegal activities. He added that the Brexicon Internet Cafe is not registered in the city of Manila. The other suspects were PSSg. Jan Erwin Isaac PCp Jonmark Dabucol and Pat. Jeremiah Pascual. The suspects were presented to Philippine National Police chief Police General Benjamin Acorda Jr. before they were transferred to the Manila Police District on Monday evening. “They are currently under MPD restrictive custody while their case is undergoing investigation, they will remain here then they have surrendered their firearms,” said MPD director Brig. Gen. Andre Dizon. To recall, the suspects were allegedly caught in CCTV footage as they forcibly entered a computer shop in Barangay 525 on the night of 11 July and introduced themselves as police personnel conducting an operation against illegal gambling. The five then allegedly accused 73-year-old Herminigildo dela Cruz, the owner of the computer shop, of being involved in an illegal gambling den before they took the shop’s earnings from a drawer amounting to P44,000. They also did not present any search warrant and were in plain clothes, according to the PNP. The suspects allegedly demanded from the shop owner a weekly “protection money” of P4,000 just to continue the shop’s operation. PAGCOR strengthens controls to make Phl a significant gaming destination
Philippine Amusement and Gaming Corporation chairman and CEO Alejandro H. Tengco discussed the agency's plans and programs to make the Philippines a leading gaming destination in the ASEAN region. Chairman Tengco was invited to deliver the keynote address on the third day of the G2E Asian IR Summit in Macau on 13 July 2023. In his speech, the PAGCOR chief expressed optimism that with the gaming regulatory reforms which the agency is undertaking, the Philippine gaming industry will be more responsive to the needs of the changing times while addressing the social ills that come with gaming operations. The Philippine gaming industry started to bounce back as it gradually transitioned into the new normal. Following its mandate to regulate and uphold the integrity of gaming operations in the Philippines, PAGCOR generated P58.96 billion in 2022, an impressive 66.16 percent year-on-year increase from its P35.48 billion total income in 2021. Net income last year reached P4.45 billion, a 2,000% leap from P203.57 million recorded in 2021. This achievement enabled the agency to fulfill its other role as the government's partner in generating revenues for socio-civic programs by increasing its contributions to nation-building from P22.91 billion in 2021 to P34.67 billion in 2022. Given PAGCOR's dual role as operator and regulator, its operations have been scrutinized by crucial decision-makers and major gaming industry players. Thus, since its assumption a year ago, the new PAGCOR Board of Directors has started strengthening the agency's regulatory function and has promoted the privatization of PAGCOR-run Casino Filipino facilities. Such a move will allow the corporation to grow and compete in both domestic and international markets by infusing new capital and advanced technologies, which can facilitate expansions, upgrades, and innovations. "By focusing on its regulatory functions, PAGCOR will be able to avoid the complexities of running two different shows. It can also streamline its processes and create more revenues to fund more high-impact government projects," Tengco said. However, before PAGCOR gaming venues are privatized, they will be upgraded to add value to the properties. Programs include the modernization of Information and Communication Technology and Cybersecurity infrastructure, including its Casino Management System and introduction of the Casino Filipino Online; upgrading of more than 3,000 electronic gaming machines (EGMs); and updating PAGCOR Technical Standards for EGMs. To combat the proliferation of illegal gambling in the country, PAGCOR coordinates with various law enforcement agencies. It has instituted reforms to address the Philippine Offshore Gaming Operations, recently associated with crime, money laundering, and corruption. It has canceled the contract entered by the previous Board with the third-party auditor for offshore gaming operations, introduced new fees, and imposed heavy fines and penalties on licensees and service providers engaged in criminal activities. Furthermore, accreditations were suspended and canceled, and licensees were held responsible for the conduct of their service providers. Despite these, online gaming operations' gross revenue is projected to reach P24 billion by the end of this year, more than double last year's P11 billion. Tengco stated, "We shall undertake this painstaking process to weed out the unscrupulous companies and individuals using the PAGCOR license for illegal activities, tainting the name of the whole industry, especially the Philippines." PAGCOR has likewise accredited Gaming System Service Providers for Traditional Bingo, Electronic Bingo, Electronic (eCasino) Games, Sports Betting, and E-Billiards. Cloud seeding to start in Region II, Bohol — DA
The Department of Agriculture or DA on Wednesday said officials are looking to start cloud seeding operations in Region II and Bohol within the next two weeks. Engr. Ernesto Brampio, chief of DA-Bureau of Soils and Water Management, said in a Zoom meeting that cloud seeding usually has an 80-percent success rate and requires “1,000 hectares of land with standing crops in critical growth stages. Brampio said stakeholders in Region II asked for P9 million, while Bohol asked for P2.5 million, to carry out the cloud seeding. “Officials and farmers reported the water supply in these regions has been declining.” He said the severe effects of the dry months were felt early in these regions as they submitted requests for funds to the agriculture department even before the weather bureau announced that El Niño had officially begun this month and could last until early next year. Brampio said the stakeholders in these regions also feared the government would have little money for cloud seeding if their requests were delayed. “Other stakeholders in other areas have been requesting it but, of course, there are criteria to be met before conducting cloud seeding. Some provinces anticipated the lack of irrigation water sooner, but they are often racing to obtain funds to ensure they’ll have enough water,” Brampio said. He said the Department of Agriculture is waiting for a permit from the Civil Aviation Authority of the Philippines to operate the aircraft that will carry the cloud-seeding substances to be dropped on clouds to induce rain. The agriculture official said the department is also monitoring the soil condition in other critical areas in Regions III, VI and VII in the Visayas and Region IX in Mindanao. Brampio said the crops that would benefit from cloud seeding vary, apart from rice. He said P5 million is usually needed to conduct a successful cloud seeding operation. Temperatures can rise to 38 degrees Celsius during El Niño. Government data showed agricultural products amounting to over P4.5 billion are lost due to this climate phenomenon, which scientists said is worsened by climate change. SC threatens contempt on Acosta for ‘tirades’ vs new lawyers’ code
The Supreme Court has denied the request of Public Attorney’s Office chief Persida Rueda-Acosta to delete a provision in the judiciary’s new Code of Professional Responsibility and Accountability relating to conflict of interest. Acosta was asked by the SC to explain why she should not be cited in contempt and disciplined as a member of the bar for her “unabated public tirades” on mainstream and social media branding the adoption of the CPRA as unconstitutional. “The Court also noted Atty. Acosta’s unabated public tirades against Canon III, Section 22 of the CPRA through social and mainstream media, branding the adoption of the CPRA as unconstitutional, and an undue interference and intrusion by the Supreme Court into PAO’s operations,” the court said. “The Court thus directed Atty. Acosta to show cause why she should not be cited in indirect contempt for her social media posts and newspaper publications which tended, directly or indirectly, to impede, obstruct, or degrade the administration of justice,” it added. “Furthermore, the Court characterized Atty. Acosta’s resort to social and print media to air her unfounded grievances against the Court as a threat to the independence of the judiciary. The Court thus ordered Atty. Acosta to show cause why she should not be disciplined as a Member of the Bar,” it said. Sought for comment, Acosta said her office will wait for the ruling. Acosta had sought to delete Section 22, Canon III of the CPRA, which limits the invocation by the PAO of the rule on conflict of interest. “The Court reminded the PAO of its primordial mandate to ‘[extend] free legal assistance to indigent persons in criminal, civil, labor, administrative and other quasi-judicial cases,’” it said. “To turn away indigent litigants and bar them from availing of the services of all PAO lawyers nationwide due to alleged conflict of interest would be to contravene PAO’s principal duty and leave hundreds of poor litigants unassisted by legal counsel they cannot otherwise afford,” the court said. Meanwhile, former Bayan Muna party-list Rep. Teddy Casiño, the principal author of the PAO Law (RA NO. 9406) at the House of Representatives, said in a tweet: "I respectfully disagree with the court, allowing the PAO to lawyer both for the accuser and accused puts it in a conflict of interest situation. It greatly diminishes the trust and confidence of their clients, with lawyers of the same agency serving as counsels of both sides. While I appreciate the concern of the SC in ensuring poor litigants their right to counsel, I don't agree that it's only the PAO that should shoulder this responsibility to the point that it will now lawyer for both parties to a case." "Precisely, even the SC recognizes the conflict of interest but limits it to the handling lawyer and his/her supervisor. Normally, it extends to the whole agency. Wanted Korean intercepted at NAIA
The Bureau of Immigration at the Ninoy Aquino International Airport has arrested a Korean national wanted for a string of criminal cases in his country. In a report given to BI Commissioner Norman Tansingco, BI Intelligence Division chief Fortunato Manahan Jr. identified the arrested passenger as Kim SeonJeong, who was intercepted at NAIA Terminal 3 on 27 May. Manahan said that Kim had just arrived in the country via a Cebu Pacific flight from Ho Chi Minh City, Vietnam, when he was accosted by elements of the BI Border Control and Intelligence Unit at the airport. BI supervisors alerted the BCIU agents after the immigration officer who processed Kim upon his arrival discovered that his name was included in the Interpol database. Tansingco immediately ordered the conduct of summary deportation proceedings against Kim to stand trial for his crimes. Information obtained from Interpol’s National Central Bureau in Manila revealed that Kim is a convicted felon and is wanted in Korea to serve his sentence for fraud, inflicting physical injuries and drunken driving. Korean authorities said that in October 2018, Kim defrauded a compatriot by enticing the victim to give him 30 million won, or nearly US$23,000, which he would pay in the amount of 100 million won within three months. Kim claimed that he would invest the funds in the casino business, but he reneged on his promise and instead pocketed the money that the victim had deposited in his bank account. It also reported that Kim presented a Korean passport, which was already reported as a stolen and lost travel document to the Interpol. The suspect is presently detained at the BI Warden Facility in Camp Bagong Diwa, Taguig City, pending deportation proceedings.
