SBG honors teachers during World Teachers’ Day celebration in Lapu-Lapu City
Senator Bong Go personally paid tribute to educators in Lapu-Lapu City, Cebu during their World Teachers' Day Celebration at Hoops Dome on Friday, 6 October. Go acknowledged the vital role played by teachers in society and expressed his deep appreciation for their sacrifices, especially during the challenging times when the education landscape has been impacted by the COVID-19 pandemic. “I have always believed that teachers are the architects of our future. Sila ang naglalagay ng pundasyon para sa uri ng lipunan na nais nating itayo. The senator has also co-authored and co-sponsored Senate Bill No. 1964, or the Kabalikat sa Pagtuturo Act, which seeks to institutionalize teaching supplies allowances for public school teachers if enacted into law. The proposed measure was approved on the third and final reading last May. sponsored SBN 1360 which seeks to expand the coverage of the tertiary education subsidy by amending RA 10931, or the Universal Access To Quality Tertiary Education Act which was first enacted into law during the Duterte administration. Go, chairperson of the Senate Committee on Sports, also highlighted the National Academy of Sports, a fully operational institution located within the New Clark City in Tarlac, which he authored and co-sponsored that became RA 11470, establishing the NAS in 2020. NAS is a government-run educational institution that offers quality secondary education with a special curriculum on sports for gifted young Filipinos who want to enhance their physical and mental capabilities in sports. During his visit, he likewise witnessed the ribbon-cutting and opening of the new wing at Lapu-Lapu City Hospital which he also advocated for earlier. The observance, which encourages Filipinos to spend mealtime with their families, is held every fourth Monday of September every year in conjunction with the annual celebration of National Family Week. The Office of the President also issued Memorandum Circular 32 on Thursday (21 September) suspending work in government offices under the Executive branch from 3 p.m. onwards on Monday. “This Office also encourages all government workers in the Executive branch to fully support the programs and activities relative to the observance of Family Week, as organized by the National Committee on the Filipino Family,” read the memo signed by Executive Secretary Lucas Bersamin. Malacañang on Friday announced the suspension of government operations within the executive branch starting at 3 p.m. on Monday, 25 September in honor of National Family Week. In Memorandum Circular 32, signed by Executive Secretary Lucas Bersamin earlier this week, Malacañang urged executive branch employees to actively participate in the initiatives and events organized by the National Committee on the Filipino Family as part of their support for Family Week. “The suspension of work in all branches of government, in independent commissions or bodies, and in the private sector is encouraged, so as to afford all Filipino families the full opportunity to celebrate the 31st National Family Week,” the memorandum said. However, government agencies or departments responsible for providing essential services, particularly those related to healthcare, disaster readiness and response, will maintain their operations and fulfill their duties. Led by Transportation Undersecretary Cesar B. Chavez, a consistent appointee to various government agencies by seven successive presidents, was elected president of the NDCPAAI for 2023-2025. Senator Hontiveros ‘misinformed’, says Congressman Enverga
Quezon Representative Mark Enverga, the chairperson of the House committee on agriculture and food, believed that Senator Risa Hontiveros might be "misinformed" for claiming that the newly imposed price ceiling on rice is a "cure" even "worse than the disease." In a radio interview on Sunday, Enverga refuted Hontiveros' assertion that the government's aid for expensive fertilizers was inadequate and the newly imposed price is a temporary solution that fails to address the underlying factors of the escalating costs of the staple grain. "I think Senator Risa is also misinformed here because, in fact, the increase in their (farmers) budget for the rice banner program for 2023 is huge and the majority are fertilizer subsidies for 1.8 billion farmers. So I think that's included in that," Enverga said. Malacanang on Friday announced the imposition of mandated price ceilings on rice in the country to ensure a reasonable price of rice amid the current surge in its retail prices in the Philippines, "which resulted in a considerable economic strain on Filipinos, particularly the underprivileged and marginalized." Executive Order No. 39 mandated the price to P41 per kilo for regularly milled rice and P45 for well-milled rice. The directive will take effect on Tuesday. Hontiveros deemed the executive branch's move as a "lazy job" and a "cure" that could be even worse than the disease. Enverga, however, admitted that while the problem on the production side is relatively long-term, farmers will not be on the receiving end since the government has a few years to provide aid, such as types of machinery and subsidies that will alleviate their financial strain. "We still have a few years to give this subsidy from the RCEF fund also like machineries (sic). Because the seeds are free for our farmers. The machinery is free, they also have a training component and then they have a subsidy of P5,000 per farmer to receive," he said. According to the agriculture panel chair, the only thing lacking is the fertilizer component, which is subsidized in the rice banner program of the Department of Agriculture's budget. Enverga stressed that global market prices influence the jack-up in the price of the staple grain, and it is not only the Philippines that bear the repercussions. "In today's period where this is a problem for the whole world, the world market prices also drive the price. We did not create this problem," he said. Bong Go welcomes decision to lift public health emergency for COVID-19
Senator Christopher "Bong" Go has welcomed the decision of President Ferdinand Marcos Jr. to lift the State of Public Health Emergency in the country due to the COVID-19 pandemic. However, he called on the Executive Branch to make sure to provide healthcare workers their due compensation in accordance with the law. Here is his full statement: STATEMENT OF SEN. BONG GO ON THE LIFTING OF STATE OF PUBLIC HEALTH EMERGENCY DUE TO COVID-19 We respect the decision of President Bongbong Marcos, Jr. of lifting the state of public health emergency in our country. We trust that it was arrived at after careful consideration of the present health issue and the need to finally open up the economy. DND: No decision yet on Afghan refugees issue
Defense Secretary Gilbert “Gibo” Teodoro on Monday said they are still awaiting the legal opinion of the Department of Justice regarding the United States' request to grant some Afghan refugees special immigrant status in the Philippines. In a chance interview, Teodoro said the government is still “carefully” assessing the legality of the request. “Hinihintay pa namin ang opinyon ng DOJ kung ito ay legal at pwedeng pagbigyan o hindi kung hindi maari sa batas ng Republika, ano pa ang pag-uusapan natin? (We’re still waiting opinion from the DOJ if it is legal and can granted or not. If it is not allowed in our law, what we should talk about?),” Teodoro told reporters. Teodoro said the Philippines has yet to craft a formal response to the US’ request, but it has no timeframe. “Lahat ng gawain natin kailangan may legal basis tayo. Hindi puwedeng wala (In everything we do, we must have legal basis),” he said. Teodoro said the matter is yet to reach President Ferdinand Marcos Jr. for discussion, as they still need to evaluate if the country has sufficient resources to house the US-backed Afghan nationals. “Bagamat gusto nating tumulong, ay may mga kababayan din tayo dito na nangangailangan din ng tulong, pabahay at pangangalaga (While we want to help, our fellow Filipinos also need help, housing and care),” he said. Last Friday, Senator Imee Marcos urged Teodoro and National Security Adviser Eduardo Año to explain the US’ request to grant some Afghan refugees special immigrant status in the country. The Senate Committee on Foreign Relations launched an investigation after Marcos filed Senate Resolution 651, seeking an inquiry into the request. Marcos noticed that no data have been made public on the said Afghans' status as legitimate refugees, employees of the US government, or American companies. There's a lack of transparency in the present case," Marcos said, comparing the previous administration's policy of accepting Afghan refugees when the Taliban took over Afghanistan in August 2021, following the withdrawal of American troops. "We need to know the real nature of the agreement between the Philippines and the United States and the course of action the executive branch plans to take," she stressed. The Philippine Immigration Act of 1940 stated that the admission of refugees for religious, political, or racial reasons should serve a humanitarian purpose and not be opposed to the public interest. The Southern Police District on Thursday reported that its operatives arrested an individual believed to be a member of the notorious Abu Sayyaf Group and listed as one of the most wanted in Zamboanga. SPD director P/Brig. Gen. Kirby John Brion Kraft narrated that the suspect — identified as Janhar Abdulhari alias Janjan or Julpikar Pendiwata — was arrested on 21 June at about 6:30 p.m. at Tierra Pura Homes in Tandang Sora, Quezon City. Kraft said that the suspect — listed as No. 7 Most Wanted Person (Municipal Level) and No. 5 (Provincial Level) of Zamboanga — was being hunted for a murder case and has been evading arrest for years. Operating teams composed of joint personnel of District Special Operations Unit of the SPD along with other units including the District Mobile Force Battalion, National Intelligence Support Group-NCR, Quezon City Police District-DSOU, 3rd Special Operations Unit of the Philippine National Police Maritime Group and the Presidential Anti-Organized Crime Commission joined forces to nab the suspect. The operation was conducted based on intelligence reports about the lair of the suspect in Quezon City. Initial reports showed that the suspect is operating under Kumander Wanning Abdusallam, who was killed in a joint military and police operation in 2016. The arrest warrant, issued by Judge Anthony dela Torre Isaw of the Regional Trial Court Branch 24 in Ipil, Zamboanga Sibugay, was in connection with a murder case with Criminal Case number 1-8776. Meantime, National Capital Region Police Office director Maj. Gen. Edgar Ala Okubo lauded the efforts of the operating units for their professionalism and dedication to eradicating terrorism in the National Capital Region, as he stated that they will further intensify manhunt operations against wanted persons. In other developments, a total of 111 members of the Communist Party of the Philippines–New People’s Army have surrendered to different police units in the Mimaropa region since January this year, according to Police Regional Office 4B director Brig. Gen. Joel Doria. Records showed that of 111, eight are listed in the periodic status report and the rest are alleged members, supporters and militiamen. Further, 53 of the surrenderers have turned themselves in since the assumption of Doria on 21 March this year. Sustain Dermalog warrants, CA asked
One of Dermalog’s joint venture agreement partners has urged the Court of Appeals to sustain the arrest warrants issued by Branch 224 of the Quezon City Regional Trial Court to detain four company officials in connection with a case for estafa. Verzontal Builders Inc. filed the petition before the CA in connection with the case it brought against the respondents in September 2021. The company claimed that after finishing their obligations under the JVA, it has not received from Dermalog the entire amount agreed upon as payment. Dermalog was accused by Verzontal of theft in the amount of P797,505,023. A German biometrics company, Dermalog served as the IT provider of the Land Transportation Office related to its driver’s licensing system. The prosecutor did not recommend bail for the respondents’ temporary release from custody due to the size of the amount. RTC Judge Zita Marie Magundayao Atienza-Fajardo ordered the arrest of Dermalog officials Gunther Mill, Randolf Sitz, Michael Schutt and Lynne Ocampo. Dermalog representatives were compelled but failed to appear before the Senate Blue Ribbon conducting public hearings on problems facing the LTO’s IT platform, including delays in the provision of services and alleged undue fees. The last hearing of the Senate committee snubbed by Dermalog was last 8 June. Its officials were in Germany, according to its lawyer. Dermalog, the senators noted, is also facing allegations of wrongdoings in Indonesia, Angola, and Haiti. “Afghan refugees or American spies?” This was the question raised by Senator Imee Marcos on Friday as she urged the Department of National Defense and the National Security Agency to explain the supposed request of the United States to grant some Afghans special immigrant status in the country. In a statement, Marcos said newly appointed Defense Secretary Gilbert Teodoro and National Secretary Adviser Eduardo Año should shed light on the matter. She also asked why the US government wanted to house Afghans in the Philippines instead of the American mainland or countries closer to Afghanistan. In her Senate Resolution 651 which she filed on Thursday, the lawmaker called for an inquiry into the real intention behind the US request since no data have been made public on the said Afghans' status as legitimate refugees or employees of the US government or American companies. "During the past year, security and espionage threats have substantially increased because of the sharp escalation in tension between rival superpowers," said Marcos, who chairs the Senate Committee on Foreign Relations. In the resolution, she also mentioned a letter dated 5 June by the Presidential Management Staff where the agency held a "Technical Coordination Meeting" with other government agencies to take up the "proposed temporary housing in the Philippines of Special Immigrant Visa applicants from Afghanistan." However, according to Marcos, the government agencies called to attend could not thoroughly discuss the matter because the PMS did not provide details about the meeting other than its general topic, date and venue. She noted that her sources said that the memorandum of agreement was already in the works. "There's a lack of transparency in the present case," Marcos pointed out, comparing the previous administration's policy of accepting Afghan refugees when the Taliban took over their homeland in August 2021 following the withdrawal of American troops. The Philippine Immigration Act of 1940 states that the admission of refugees for religious, political or racial reasons should serve a humanitarian purpose and not be opposed to the public interest. Senator Christopher “Bong” Go said the public will hold the Executive to its commitment to enforce safeguards in the administration of the Maharlika Investment Fund after the Senate approved the Bill on its third and final reading early Wednesday morning. In the explanation of his vote which was inserted into the records after the Senate voted on the measure, Go, vice chair of the Senate Committee on Finance, stressed that the legislative branch will sternly monitor the implementation of the measure should it be enacted into law, highlighting Congress’ oversight to ensure that public funds used and the welfare of the people, in general, are protected and upheld. “Babantayan po namin ito. (We will guard this Bill) And just a reminder that any law can be amended or repealed when necessary. We will exercise to the fullest extent our oversight to ensure that the welfare and future of Filipinos are upheld and protected,” he said. While recognizing the need to explore investment opportunities for the national government to generate additional resources to fund the post-Covid-19 economic recovery, Go asserts that the government must be prudent and careful in utilizing limited resources. “The intention of the proposed measure, that is to ensure that our country will attain economic transformation, growth, and sustainability, is noble. Gatchalian gets clear path to CA confirmation
A Commission on Appointments panel on Tuesday, 16 May, endorsed the confirmation of Valenzuela Rep. Rex Gatchalian's appointment as secretary of the Department of Social Welfare and Development. After thorough deliberation, the Bicameral CA Committee on labor, employment, social welfare, and migrant workers approved the motion of Camarines Sur Rep. Luis Raymund Villafuerte to bring Gatchalian’s appointment to the CA plenary. Senate President Pro Tempore Loren Legarda vouched for Gatchalian’s ability to head the DSWD being a disciplinarian and powerful leader. “He knows the grassroots being a local chief executive. He is able to communicate this very clearly and he really seems to have a very logical mind if I am not mistaken. He’s focused on his job, at the same time he has compassion on the people being a mayor,” Legarda said. CA vice chair Rep. Ramon Guico Jr. of Pangasinan praised Gatchalian’s confirmation describing him as a true public servant in the government. While Rep. Manuel Sagarbarria of 2nd District Negros Oriental said he has known Gatchalian to be hard working, intelligent dedicated public servant. “His first-hand experience into the needs of his constituents back then when he was a local chief executive and his background working in the legislative branch are the very qualities that make him a perfect fit for the post,” Sagarbarria said. Gatchalian said he will be working on strengthening the DSWD flagship programs including the 4Ps, sustainable livelihood program, community-driven of Kalahi CIDS, human capital investments, digitalization social welfare program, and boosting social protection programs nationwide, as well as expanding efforts to attract more social workers by establishing a DSWD academy. “We want to make that every single social welfare that we do launch should be targeted measurable, conditional and as clear exit mechanism so that we don’t saddle the country with one dole out program over another,” he said. The Tiamzons, dead or alive? (1)
A puzzling statement was issued that couple Benito and Wilma Tiamzon were dead. It was not an assumption but a confirmation made by the faceless spokesperson of the Communist Party of the Philippines, Marco Valbuena, on Thursday that their top-ranking leaders did not die from a sea encounter in Catbalogan, Samar but were tortured and killed by the military. Ahead of DNA test results on human remains believed to be the Tiamzons, Valbuena made a premature claim. Philippine National Police chief, Gen. Rodolfo Azurin Jr., said the PNP Forensic Group has yet to release its official DNA report which is also being awaited by the Armed Forces of the Philippines. The Tiamzons were traveling with eight members of a guerilla group on a boat off Catbalogan City when they figured in a firefight with Joint Special Operations Task Force Trident and the Intelligence Service of the Armed Forces of the Philippines on 22 August 2022. The military believed the group perished after their boat exploded. Human remains were found in the water in the succeeding days but were not identified. Who really are the Tiamzons? Benito, 71, National Democratic Front consultant, was the vice chairman, executive committee member, and political bureau member of the CPP–New People’s Army-NDF. Wilma, 70, was CPP secretary general and, like her husband, was a member of the executive committee and political bureau of the CPP-NPA-NDF. She was also NDFP negotiating panel national consultant and the National Finance Commission secretary. The couple were arrested on 22 March 2014 and detained at the Criminal Investigation and Detection Group in Camp Crame, Quezon City. Two years after, they were granted bail when the peace talks with the government resumed under the Duterte administration in August 2016. When the peace talks collapsed in 2017, the couple refused to surrender and went into hiding until a Quezon City court ordered their re-arrest in 2018. On 27 November 2020, Benito and Wilma were sentenced to up to 40 years in prison after being convicted of the kidnapping and serious illegal detention of Lt. Abraham Claro Casis and three other Army officers in Quezon in 1988. They were also ordered arrested for 15 counts of murder, issued by the Regional Trial Court Branch 32 in Manila on 17 September 2017, in connection with the alleged 1985 purge in Leyte of communist rebels accused of being military informants, known as the “Inopacan massacre.” After running around headless since the death of its ideological founder in December 2022, timing is everything for the orphaned communist groups. Yes, everything happens at the perfect time. And, yes, the NDF’s 50th anniversary on Monday, 24 April is the perfect time. According to security forces, on occasions like this, CPP-affiliated organizations are expected to continue propagating issues and propaganda to portray them as still winning against the government and to expedite their recruitment of new revolutionaries. This is their strategy to portray the AFP as the primary violator of human rights in the country; and that the Philippine and American governments are conspiring to execute the apprehended terrorists. True enough, their digital spokesperson, whose face is always left to everyone’s imagination, announced that at the break of dawn on 24 April, all NPA units have been ordered to stand in formation and silently perform a 21-gun salute to pay respects and give the highest salute to the Tiamzon couple — their heroes for a day.
