What’s up in the House?
The House is crumbling. This after they had a fiesta trying to impugn the proposed confidential and intelligence funds for the Office of the Vice President and the Department of Education. Speaker Martin Romualdez must be smiling from ear to ear, watching his disciples repudiate the proposed CIFs. His ever-loyal sidekick, Reginald Velasco, joined the fray by articulating Romualdez’s statement that the CIF for the OVP and DepEd would be realigned to other government agencies, making it sound like the funds had already been allocated. How can you realign something that does not exist? In short, all the sound bites from the House of Romualdez were only early and divisive politicking. In short, the Unity Ticket is now just a jumbled heap of a wreck. In the case of the ACT Teachers, Bayan and Gabriela party lists, theirs is a dire act of political survival. They have lost their influence on the mass base with the massive surrender of NPA combatants who had returned to the fold of the law. They are mad specifically at VP Inday Sara Duterte for getting rid of the CPP-NPA-NDF in Davao City, which was the first place to be declared insurgent-free. This was to be followed later by the rest of the provinces and cities in the Davao Region. Finally, the rest of Mindanao has been declared free of the CPP-NPA-NDF by the Armed Forces of the Philippines. All these developments happened because of the proper use of confidential and intelligence funds and the information gathered in the process. The commies are mad at the Vice President because it was during her incumbency as mayor that the NPAs finally lost their total grip on Davao City. Furiously mad because they were aware that the city allocated CIF funds to totally cripple and eradicate several decades of communist insurgency in the now progressive and most livable city in the country. I must, however, say here that credit should go to the National Task Force to End Local Communist Armed Conflict and the AFP. NTF-ELCAC is the task force organized by the government in 2018, whose job is to respond to and raise awareness of the communist rebellion in the country. The task force operates in tandem with the Armed Forces of the Philippines and local government units. Now, the legal fronts of the CPP-NPA-NDF are extremely furious and apprehensive because VP Sara Duterte co-chairs NTF-ELCAC. That spells doom for the armed insurgents in the Philippines. As if the attacks on Sara were not enough to demonize and diminish her popularity, France Castro trivialized the warnings of former President Rodrigo Duterte against the feeble House action in dispensing with the proposed CIF allocations for the OVP and DepEd. With bravado, Castro declared she would file a case against the ex-president, comfortable in the assurance of Speaker Romualdez and House Secretary General Velasco that she would be given security. If the present House leadership believes it can further discredit VP Sara by attempting to diminish the immense and unprecedented fame and popularity of her father, then they are in for some surprises. Demonizing Sara
Those who lived through the atrocities of the Communist Party of the Philippines and its ferocious New People’s Army during their reign of terror in Davao City in the late 1970s up to the mid-1980s, know how then-mayors Rodrigo Duterte and Sara Duterte had to deal with the double-headed monster. While the NPA’s urban operatives and their liquidation squads were routed overnight by an overwhelming peoples’ uprising popularly dubbed “alsa masa,” the rural guerrillas continued to harass communities in remote areas, waging ambuscades on police and military forces. For years, they managed to sustain themselves by imposing a “people’s tax” and extortion. They were decimated during the government armed forces’ operations, but they continued recruiting, especially among indigenous tribes and on school campuses. Tired of the fruitless peace negotiations where government panels had to seek out the chieftain of the CPP-NPA-NDF, Jose Ma. Sison, in faraway Netherlands, former President Duterte declared an all-out war against the armed insurgents. I must mention that the creation of the National Task Force to End Local Communist Armed Conflict, or NTF-ELCAC, had a colossal impact on the successful two-pronged campaign against the communist forces. In time, Davao City and the rest of the Davao Region were declared insurgent-free. Thousands of NPA combatants surrendered and turned over their weapons, even leading the police and military peacekeeping forces to where the rest of their arms cache was hidden. The success did not come as easy as eating pie. The government had to allocate money to help those who returned to the fold of the law. ACT Teacher Partylist Rep. France Castro and Senator Risa Hontiveros know how intelligence and confidential funds were used to search for the lairs of the NPAs and how the recruitment and indoctrination of indigenous peoples was averted. Castro herself knows this as she and Bayan strongman Satur Ocampo were apprehended by the military while escorting indigenous peoples’ children under cover of darkness from the tribal town of Talaingod in Davao del Norte to a Salugpungan school run by the ACT Teachers in Maco, Davao de Oro. It was intelligence funds working. Joma did not survive the defeat of his forces and died along with his utopian plot drawn in the blood of his countrymen. The legal fronts of the communists, however, are neither sleeping nor slipping from their job. It is a job, yes… to be a member of Congress. Losing their mass base and the rural communities they used to have influence and control is a death knell for their jobs in Congress. Ergo, they resort to the desperate move of demonizing VP Inday Sara Duterte, whom they know has the gumption to deal with the CPP-NPA and the courage to face the legal fronts in Congress. They know that every centavo of the confidential and intelligence funds at Sara’s disposal was well spent. The stable peace that prevails in the Davao region, in Mindanao, and now in most parts of the country is a testament to how the vital funds were spent. They wail about how quickly Sara spends the intel and confidential funds. But look at how the several decades of communist insurgency were quickly decimated. So why rest and procrastinate? The dawn of victory over the country’s remaining terrorist group is at hand. The voices of commie dissent in Congress, on the streets, and school campuses have become feeble. Filipino activists accuse Marcos of ‘witch-hunt’
Filipino activists accused President Ferdinand Marcos Jr's government Thursday of carrying out a "witch-hunt" against rights defenders as they held rallies for the 51st anniversary of the imposition of martial law. Hundreds of people marched in Manila calling for the release of victims of forced disappearances and the abolishment of an anti-communist task force, set up by former president Rodrigo Duterte, that has been accused of targeting government critics. Rights group Karapatan said the Marcos Jr administration was using the task force to "witch-hunt activists, human rights defenders and other dissenters", while enabling the military and police to "perpetuate repression reminiscent of the martial law era". Marcos Jr's dictator father, Ferdinand Marcos, imposed martial law in 1972, unleashing his security forces on rivals, critics and dissidents. Amnesty International estimates thousands of people were killed and tens of thousands tortured and imprisoned in the brutal crackdown. Activists said rampant human rights abuses have continued under Marcos Jr, who has kept up Duterte's deadly war on drugs, as well as his National Task Force to End Local Communist Armed Conflict. Rights groups say eight activists have been "disappeared" since Marcos Jr became president in June 2022. The Southern Police District on Thursday reported that its operatives arrested an individual believed to be a member of the notorious Abu Sayyaf Group and listed as one of the most wanted in Zamboanga. SPD director P/Brig. Gen. Kirby John Brion Kraft narrated that the suspect — identified as Janhar Abdulhari alias Janjan or Julpikar Pendiwata — was arrested on 21 June at about 6:30 p.m. at Tierra Pura Homes in Tandang Sora, Quezon City. Kraft said that the suspect — listed as No. 7 Most Wanted Person (Municipal Level) and No. 5 (Provincial Level) of Zamboanga — was being hunted for a murder case and has been evading arrest for years. Operating teams composed of joint personnel of District Special Operations Unit of the SPD along with other units including the District Mobile Force Battalion, National Intelligence Support Group-NCR, Quezon City Police District-DSOU, 3rd Special Operations Unit of the Philippine National Police Maritime Group and the Presidential Anti-Organized Crime Commission joined forces to nab the suspect. The operation was conducted based on intelligence reports about the lair of the suspect in Quezon City. Initial reports showed that the suspect is operating under Kumander Wanning Abdusallam, who was killed in a joint military and police operation in 2016. The arrest warrant, issued by Judge Anthony dela Torre Isaw of the Regional Trial Court Branch 24 in Ipil, Zamboanga Sibugay, was in connection with a murder case with Criminal Case number 1-8776. Meantime, National Capital Region Police Office director Maj. Gen. Edgar Ala Okubo lauded the efforts of the operating units for their professionalism and dedication to eradicating terrorism in the National Capital Region, as he stated that they will further intensify manhunt operations against wanted persons. In other developments, a total of 111 members of the Communist Party of the Philippines–New People’s Army have surrendered to different police units in the Mimaropa region since January this year, according to Police Regional Office 4B director Brig. Gen. Joel Doria. Records showed that of 111, eight are listed in the periodic status report and the rest are alleged members, supporters and militiamen. Further, 53 of the surrenderers have turned themselves in since the assumption of Doria on 21 March this year. Among the latest surrenderers is “Ka Carlo,” a former member of Milisyang Bayan of Kilusang Larangang Gerilya Ignacio Calabria Magadia, SRMA 4D, ISLACOM, Lucio De Guzman Command, Southern Tagalog Regional Party Committee, who surrendered to the personnel of 1st Platoon, 1st Provincial Mobile Force Company at 1st PMFC Headquarters in Brgy. San Isidro, Victoria, Oriental Mindoro on 19 June 2023. Former UP student leader killed after clash
CATBALOGAN CITY — The Armed Forces of the Philippines confirmed the death of a former student leader of the University of the Philippines-Tacloban in an encounter with the military in of Barangay Mabini, Catarman, Northern Samar last 28 May. In a statement, the AFP said Joshua Sagdullas, known in the underground movement as Ka Miyong and Ka Martin, was among the four casualties when troops from the 43rd Infantry Battalion clashed with members of the communist New People’s Army. Sagdullas was the secretary general of the militant group Bagong Alyansang Makabayan in Eastern Visayas up until he joined the New People’s Army in 2020. He was elected chair of the Student Council at UP Tacloban in 2016 when he was also elected as chairperson of the Katipunan ng mga Sangguniang Magaaral sa UP, the alliance of student councils in the UP system until 2017. The body of Sagdullas was identified by alias Kurati, a former rebel who operated in the area. Alias Kurati also identified Sagdullas’ companions who also died in the clash as Geraldine Teopinto alias Luz, the Finance Officer; Abigail Padula Baselga alias Moana, Medical Officer; and Vicente Termo. Sensing the arrival of the patrolling troops, the NPAs fired upon the soldiers resulting in a 15-minute exchange of gunfire and another five-minute encounter during pursuit operations. Capt. Jefferson Mariano, spokesperson of the AFP’s Joint Task Force Storm, said the death of Sagdullas in the encounter is proof of how the NPA, the Communist Party of the Philippines and the National Democratic Front has deeply infiltrated the student sector at UP Tacloban. “He is a proof of how the youth and students are being deceived into joining the armed struggle,” Mariano said. Mariano added that the death of Sagdullas is a big setback for the CPP-NPA-NDF in Eastern Visayas as he is a known personality of Bayan, which is suspected to be a legal front of the communist movement. According to the military report, the encounter happened when the soldiers responded to reports from civilians that a group of armed people were conducting extortion activities asking for food and materials from the residents in the outskirt community of said barangay. The group was found to be remnants of the of Sub-Regional Guerilla Unit, Sub-Regional Committee Emporium of the Eastern Visayas Regional Party Committee led by a certain Mario Sevillano alias “Durok”, a notorious guerilla leader who, allegedly, had figured in numerous atrocities in the areas of Northern Samar. Sensing the arrival of the patrolling troops, the NPAs fired upon the soldiers resulting in a 15-minute exchange of gunfire and another five-minute encounter during pursuit operations. The troops seized two high-powered firearms and two low-powered firearms, several magazines with live ammunition for a 5.56mm rifle and cal.45 pistol, voluminous subversive documents, electronic gadgets and two backpacks filled with personal belongings. Tacloban City Mayor Alfred Romualdez, chair of the Regional Peace and Order Council, conveyed his sympathies and condolences to the families of the deceased especially to the Sagdullas family, who is a native of the city. Romualdez had coordinated with the 803rd Infantry Brigade, where the cadavers were brought to, for the transfer of Sagdullas’ body to his family for mourning. “I feel sad for the families, kaya kayong ibang nandiyan pa sa movement, isipin niyo ang mga naiiwanan ninyo. Feeling ninyo itong ginagawa ninyo ay talagang may ipinaglalaban kayo. Fugitive Teves claims ‘persecution’
Suspended Negros Oriental Representative Arnie Teves claimed that the military and police raided one of his properties in Bayawan City without a search warrant. “This is real persecution already. This is too much. It’s not right anymore. It’s wrong. The trampling on human rights is too much. Shouldn’t you have freedom and peace in your home and community? Now it’s gone,” he said in Filipino in a press briefing conducted remotely yesterday. Teves is a suspect in the 4 March 2023 assassination of Negros Oriental Governor Roel Degamo. One of Teves’ lawyers, Ferdinand Topacio, said his client is being subjected to “harassment” as government forces also raided a poultry farm that Teves owns in Bayawan even during the celebration of Eid’l Fitr or the Feast of Ramadan on Friday. Approximately 15 short and high-powered firearms, explosives, and ammunition were found during the initial raid on Teves’ property and two other homes allegedly owned by his relatives on 10 March. Teves’ camp decried as illegal the raid on his properties by the Criminal Investigation and Detection Group on 25 March. The authorities have linked his younger brother, former governor Pryde Henry Teves, to the killing of Degamo. The embattled lawmaker talked with the media through his Facebook page, where he said he hoped the raiders did not plant evidence. Teves also sought the help of President Ferdinand Marcos Jr. to stop government agents from raiding his properties without a search warrant. The President, however, had refused to be drawn into Teves’ problems, saying the legislator should just return home to face the charges. Suspension from House His plea to Marcos came days after he revealed in an interview that he had also sought the help of a colleague in returning home after he had insisted on remaining abroad because he did not feel safe. Last 22 March, the President urged the embattled lawmaker to return to the country, assuring him of tight security upon arrival.
