The activity, conducted in collaboration with the Bureau of Jail Management and Penology and the Department of Education was held at the BJMP Municipal Hall in Pateros and Polling Precinct Friday and witnessed the active participation of esteemed individuals committed to fostering civic engagement among the PDL community. Among the attendees were Armando Mallorca, Election Officer, representatives from DepEd, including the Electoral Board, and P/Col. Wilson Alicuman, Chief of Police, Pateros MPS, as well as Warden JSInspector Chrisvill O. Villamor. Lebanon court orders ex-car boss Ghosn out of Beirut home: official
A Lebanese judge has decided to evict former Nissan boss Carlos Ghosn from his luxury home, a judicial official said Saturday, four years after an investment firm accused him of "trespassing". Ghosn, who took up residency in the Beirut property after fleeing prosecution in Japan in 2019, appealed the ruling on Friday, the official added. A spokesperson for Ghosn confirmed he had appealed. Ghosn and his wife must "vacate the property... within a month", according to a copy of the decision seen by AFP and dated 16 October. The home with pink walls in the Lebanese capital's upscale Ashrafieh neighborhood is worth some $19 million and is registered to Lebanese company Phoinos Investment, the judicial official said, requesting anonymity as they were not authorized to speak to the media. Phoinos initiated the legal action in 2019 and has accused Ghosn of "trespassing on private property and living in the home without legal basis", the official added. According to the court document, Ghosn said the company was affiliated with Nissan and that "the property was purchased... for his residence, and there is a signed agreement with Nissan that grants him the right to reside" there. Ghosn occupied the home "according to a contractual relationship linking... Ghosn and Nissan", the decision said. However, the end of that relationship and the plaintiff's wish to retake the property invalidates "the legal basis" of his occupancy, it added. In a written statement to AFP, a Ghosn spokesperson said documents that had been unavailable for prior hearings in the cast would support his appeal. "He will now be able to present all the documents held up in Japan that he was unable to secure on time," the statement said. Ghosn, the former chairman and chief executive of the Renault-Nissan-Mitsubishi alliance, was arrested in Japan in November 2018 on suspicion of financial misconduct, before being sacked by Nissan's board in a unanimous decision. He jumped bail late the following year and made a dramatic escape from Japan hidden in an audio-equipment box, landing in Beirut, where he remains an international fugitive. Ghosn has always denied the charges against him, arguing they were cooked up by Nissan executives who opposed his attempts to more closely integrate the firm with French partner Renault. Justice Secretary Jesus Crispin Remulla said in his speech, “Correction system is the window of the soul of the country”, as the Bureau of Corrections released 949 persons deprived of liberty from its major prison facilities nationwide yesterday. The DOJ chief continued, “We also have to expedite the release of PDLs if they have already served their maximum sentence and our police force and prosecutors are now working hand in hand to resolve the issue of those accused being detained for so long much more than their sentence.” “Gusto natin na mapalaya sila agad kung nakapag bayad na sila sa lipunan (We want them to be released promptly in the event they already paid their sins in the society),” Remulla said. Those released were from Correctional Institution for Women (90), Davao Prison and Penal Farm (177), Iwahig Prison and Penal Farm (23), Leyte Regional Prison (69), New Bilibid Prison (486), Philippine Military Academy (2), Sablayan Prison and Penal Farm (33), and San Ramon Prison and Penal Farm (71). Of the said numbers, 556 were released due to the expiration of their maximum sentence, 213 were acquitted of the charges against them, 129 were given parole, 29 were granted probation, and two were released on cash bond. This brings to 6,322 the total number of PDLs who have been released under the administration of Director General Gregorio Pio P. Catapang Jr. Catapang has been expediting the release of PDLs as part of his reform agenda. Chip maker Intel beats earnings expectations as it pursues rivals
US chip giant Intel on Thursday said it made more money than expected in the recently ended quarter as it continued to invest in a "geographically balanced" supply chain. Intel shares jumped more than 7 percent to $34.88 in after-market trades. "We delivered a standout third quarter, underscored by across-the-board progress on our process and product roadmaps; agreements with new foundry customers, and momentum as we bring AI everywhere," said Intel chief executive Pat Gelsinger. Intel reported revenue of $14.2 billion, which was 8 percent less than the amount seen in the same quarter a year earlier but ahead of forecasts. Net income tallied $300 million, compared with $1 billion profit in the same period in 2022, earnings figures showed. "Our results exceeded expectations," said Intel chief financial officer David Zinsner, who said earnings benefited from "expense discipline." Intel has been working to catch up with rivals, especially Nvidia, when it comes to powerful chips needed to handle the computing demands of artificial intelligence. Intel touted investments being made in chip production facilities with an aim of creating a "geographically balanced, secure, resilient supply chain." California-based Intel is seen as a key tool for the United States to reduce its dependence on major global producers, such as Taiwan's TSMC. Earlier this year, Intel announced it would spend $25 billion on a new plant in Israel, with Prime Minister Benjamin Netanyahu calling it the country's single largest foreign investment. The "agreement in principle" would see the semiconductor firm build the facility in the southern city of Kiryat Gat that would open by 2027 and operate at least until 2035, Israel's finance ministry said. Intel has been operating in Israel since the 1970s with development centers and a production site that employs some 12,000 people, the finance ministry said. In 2017, Intel acquired Israel-based Mobileye, which makes technology for automated driving systems in vehicles, for just over $15 billion. Gelsinger said Intel teams have kept operations going despite the war between Israel and Hamas. "Our utmost priority is the safety and welfare of our people in Israel and their families," Gelsinger said. "Despite all of these challenges, they're performing extremely well. I am praying for a swift return to peace." China Gelsinger said Intel was carefully studying updated rules in the United States that tighten curbs on exports of state-of-the-art AI chips to China. "We do believe that we'll have plenty of opportunity in China," Gelsinger said. "We are continuing to deploy our products there broadly, even as we comply and work with (the United States) around the regulations that they're putting in place." The new rules tighten measures from a year ago that banned the sale to China of microchips crucial to manufacturing powerful AI systems. Calls to further close the supply chain grew after the popularity of generative AI platform ChatGPT. When announcing the beefed-up curbs, US Commerce Secretary Gina Raimondo insisted they were intended to close loopholes and prevent China's development of AI for military use. "It's true that AI has the potential for huge societal benefit. But it also can do tremendous and profound harm if it's in the wrong hands and in the wrong militaries," she told US media. The rules will not affect chips used in consumer goods such as laptops, smartphones, and gaming consoles, though some will be subject to export licensing requirements. China has said it is "strongly dissatisfied" and "firmly opposes" the curbs. "The US continues to generalize the concept of national security, abuse export control measures, and implement unilateral bullying," the commerce ministry said in a statement. BSP hikes rates6.5%, off-cycle
The Bangko Sentral ng Pilipinas on Thursday raised its policy rate on an off-cycle period to 6.5 percent from 6.25 percent to manage a likely inflation uptrend this year until July next year. The BSP has, thus far, raised its policy rate by 450 basis points after inflation peaked at 8.7 percent in January and re-accelerated again to 6.1 percent last month from 5.3 percent in August. The BSP move will increase borrowing costs, with new interest rates on the overnight deposit at 6 percent and lending facilities at 7 percent. BSP Governor Eli Remolona Jr. said the country’s inflation rate might settle at 4.7 percent next year, higher than the central bank’s previous target range of 2 percent to 4 percent for this year and 4.3 percent in the next. He added inflation might quicken further above 4.7 percent from July to March next year. “The balance of risks to the inflation outlook still leans significantly toward the upside, due mainly to the potential impact of higher transport charges, electricity rates, international oil prices, and minimum wage adjustments in areas outside the National Capital Region,” he explained. Limit spending With the higher interest rates, Remolona said consumers will likely limit their spending which will discourage businesses from raising prices. “The BSP’s Monetary Board recognized the need for this urgent monetary action to prevent supply-side price pressures from inducing additional second-round effects and further dislodging inflation expectations,” the BSP chief said. Remolona added the slow global economic recovery and effects of the weather disturbances from El Niño on food supply might also restrain consumption toward a moderated inflation. “Meanwhile, the effect of a weaker-than-expected global recovery as well as government measures to mitigate the effects of El Niño weather conditions could temper inflationary impulses,” he said. The BSP Monetary Board will again announce to the public on 16 November whether to change its policy rate in compliance with its normal cycle period happening every six weeks. However, Remolona already cautioned the public of likely controlled consumer spending in the medium term as the BSP expects to maintain high interest rates in the near future. Tighter settings “Looking ahead, the Monetary Board deems it necessary to keep monetary policy settings tighter for longer until inflationary expectations are better anchored and a sustained downward trend in inflation becomes evident,” he said. “We will consider another rate hike if things are worse than we thought,” Remolona continued. The BSP has raised its policy rate by 425 basis points after inflation peaked at 8.7 percent in January and re-accelerated again to 6.1 percent last month from 5.3 percent in August. The Philippine Statistics Authority attributed this to persisting higher food and fuel prices partly driven by global food trade restrictions and oil trade disruptions from the Russia-Ukraine war. Village chief aspirant dies in ambush
ZAMBOANGA CITY — The Lanao del Sur Provincial Police on Wednesday reported that a barangay chairperson candidate in Barangay Sigayan, Kapatagan town in Lanao del Sur was killed while his wife and son were injured after armed men ambushed them. Lanao del Sur Provincial Police director Col. Robert S. Daculan identified the fatality as Kamar Bilao Bansil, who is running for barangay chairperson in Barangay Sigayan in the 2023 Barangay and Sangguniang Kabataan Elections. Meantime, the fatality’s wife — identified as Jasmin and his son Manmo — both sustained gunshot wounds in different parts of their bodies. They were immediately rushed to a hospital by policemen and emergency responders from the Kapatagan local government unit. Daculan also identified the leader of the armed group as Pabil Pagrangan, the husband of Sigayan’s incumbent village chair. Initial reports disclosed that Bansil was driving his multi-cab vehicle with his wife and son on board when they were fired upon by the group of Pagrangan who positioned themselves along the road of Sigayan. Bansil was supposed to contest the re-election bid of Pagrangan’s wife, the incumbent barangay chair of Sigayan. BI reminds departing aliens to settle fees; arrests high-profile Korean fugitive
The Bureau of Immigration (BI) on Wednesday advised all foreign travelers who are leaving the country during the upcoming Undas holiday break to comply with their immigration departure requirements early to avoid unnecessary queuing at the airport on the date of their departure. BI Commissioner Norman Tansingco reminded registered foreigners who are studying, working, or living permanently in the Philippines that they can obtain their special return certificate (SRC) or re-entry permit (RP) prior to departure at any of the various BI's district, field, satellite, or extension offices nationwide. While foreign tourists who have stayed in the country for more than six months may also secure their emigration clearance certificates (ECC) before departure, Tansingco said securing the required permits early will decrease queueing time by half, as they will not have to line up at the BI’s airport cashiers anymore. The BI chief added that with the complete elimination of all COVID-related travel restrictions, the bureau is anticipating a spike in passengers at all international airports in the country, especially at the Ninoy Aquino International Airport (NAIA), this upcoming December, and this time they are also experiencing a big increase in the volume of New Year's Day travelers. During this peak season, the bureau reminded all travelers that other immigration services are also available online via the BI’s e-services portal at e-services.immigration.gov.ph. Tansingco shared that the bureau also has a one-stop shop (OSS) facility located at NAIA Terminal 3 in Pasay City, where departing aliens may also secure the said documents. He also reiterated previous reminders for passengers to arrive at least three hours prior to their flight and go straight to immigration after check-in. The BI is confident that its operations will be smoother this holiday season as it has deployed additional immigration officers and assigned a rapid response team as well as mobile counters for immediate deployment as necessary. Meanwhile, on Tuesday, 24 October, BI agents detained a South Korean wanted person who was allegedly part of a major narcotics ring that smuggled contraband into Korea from the Philippines. Commissioner Tansingco identified the suspect as Choi Sun Hyeok, a 56-year-old male who was arrested at his residence in Bgy. Lahug, Cebu City by the BI Fugitive Search Unit (BI-FSU) operatives. The BI-FSU operatives were armed with a warrant of deportation, which Tansingco issued pursuant to a summary deportation order that the BI Board of Commissioners issued against Choi in 2017. Tansingco said that Choi would be immediately deported to Seoul, South Korea after the bureau had secured the necessary clearances for his departure. According to the South Korean government, Choi was tagged as a high-profile fugitive, as he is believed to be a member of the so-called MS Alliance syndicate that facilitates the illicit transport of narcotics to Korea. A red notice for his capture was also issued by Interpol this year after an investigation confirmed that he was in the country. According to Interpol’s National Central Bureau (NCB) in Manila, Choi is the subject of a warrant of arrest issued by the Changwon District Court in Korea, where he is charged with violating his country’s narcotics control act. Investigators have also established that this year alone, Choi’s accomplices in the syndicate managed to smuggle into Korea more than 265 grams of methamphetamine by concealing the drug in their underwear. It was gathered that the passport of Choi, who will be committed to the BI detention facility in Taguig City, was already revoked by the Korean government, thus making him an undocumented alien. Choi's name was also placed on the BI blacklist to prevent him from re-entering the Philippines.
