Malta hosts fresh round of Ukraine-backed peace talks
A third round of Ukrainian-backed peace talks opened in Malta Saturday with representatives from more than 60 countries but without Moscow, which denounced it as a "blatantly anti-Russian event". Ukrainian President Volodymyr Zelensky addressed the first of two days of closed-door talks among national security and policy advisors, which he hopes will drum up support for his 10-point plan to end the war. In a statement on social media afterward, he said 66 countries had taken part in the talks, proof that his plan "has gradually become global". It follows similar meetings in Jeddah and Copenhagen this summer, with the Ukrainians hoping to eventually hold a summit at the level of heads of state. "The meeting confirmed the broad interest and increasing support for the key elements of Ukraine's Peace Formula," an EU official said Saturday. Against the backdrop of the Hamas-Israel war, it also showed "that restoration of just peace is important beyond Ukraine -- it is about a global plea for respect of international law". Russian foreign ministry spokeswoman Maria Zakharova however has dismissed the Malta talks as a "blatantly anti-Russian event". They had "nothing to do with the search for a peaceful resolution", she said on Thursday. "Obviously such gatherings have absolutely no perspective, they are simply counterproductive." China absent Participants in Malta included the United States, the EU, and Britain, staunch supporters of Kyiv following Russia's February 2022 invasion. Turkey, which has offered itself as a mediator between Ukraine and Russia, was also represented, according to a list seen by AFP before the talks opened. BSP hikes rates6.5%, off-cycle
The Bangko Sentral ng Pilipinas on Thursday raised its policy rate on an off-cycle period to 6.5 percent from 6.25 percent to manage a likely inflation uptrend this year until July next year. The BSP has, thus far, raised its policy rate by 450 basis points after inflation peaked at 8.7 percent in January and re-accelerated again to 6.1 percent last month from 5.3 percent in August. The BSP move will increase borrowing costs, with new interest rates on the overnight deposit at 6 percent and lending facilities at 7 percent. BSP Governor Eli Remolona Jr. said the country’s inflation rate might settle at 4.7 percent next year, higher than the central bank’s previous target range of 2 percent to 4 percent for this year and 4.3 percent in the next. He added inflation might quicken further above 4.7 percent from July to March next year. “The balance of risks to the inflation outlook still leans significantly toward the upside, due mainly to the potential impact of higher transport charges, electricity rates, international oil prices, and minimum wage adjustments in areas outside the National Capital Region,” he explained. Limit spending With the higher interest rates, Remolona said consumers will likely limit their spending which will discourage businesses from raising prices. “The BSP’s Monetary Board recognized the need for this urgent monetary action to prevent supply-side price pressures from inducing additional second-round effects and further dislodging inflation expectations,” the BSP chief said. Remolona added the slow global economic recovery and effects of the weather disturbances from El Niño on food supply might also restrain consumption toward a moderated inflation. “Meanwhile, the effect of a weaker-than-expected global recovery as well as government measures to mitigate the effects of El Niño weather conditions could temper inflationary impulses,” he said. The BSP Monetary Board will again announce to the public on 16 November whether to change its policy rate in compliance with its normal cycle period happening every six weeks. However, Remolona already cautioned the public of likely controlled consumer spending in the medium term as the BSP expects to maintain high interest rates in the near future. Tighter settings “Looking ahead, the Monetary Board deems it necessary to keep monetary policy settings tighter for longer until inflationary expectations are better anchored and a sustained downward trend in inflation becomes evident,” he said. “We will consider another rate hike if things are worse than we thought,” Remolona continued. The BSP has raised its policy rate by 425 basis points after inflation peaked at 8.7 percent in January and re-accelerated again to 6.1 percent last month from 5.3 percent in August. India holds trial run for manned orbital mission
India on Saturday successfully launched the first unmanned trial run of its upcoming crewed orbital mission, in the latest milestone for its spacefaring ambitions. The Gaganyaan (“Skycraft”) mission is slated to send three astronauts into Earth’s orbit in 2025, an important yardstick of the Indian Space Research Organization’s technical capabilities. Saturday’s rocket tested the emergency escape system of its crew module, which separated from the thruster and made a soft sea landing about 10 minutes after the launch. “I am very happy to announce the successful accomplishment of the mission,” ISRO chief S. Somanath said afterwards. The lift-off was postponed for two hours after bad weather and a glitch in the engine. ISRO will conduct a series of 20 major tests, including carrying a robot to outer space, before the final manned mission takes place in 2025. Gaganyaan is the first mission of its kind for India and comes with an estimated price tag of $1.08 billion, according to ISRO. India plans to send astronauts beyond the reaches of Earth’s atmosphere for three days before they are brought safely back with a soft landing in Indian territorial waters. Prime Minister Narendra Modi has announced plans to send a man to the Moon by 2040 following a year of triumphs for India’s space program. In August, India became the fourth nation to land an unmanned craft on the Moon after Russia, the United States and China. The following month, India launched a probe to observe the outermost layers of the Sun from solar orbit. India’s space program has grown considerably in size and momentum since it first sent a probe to orbit the Moon in 2008, and it has steadily matched the achievements of established spacefaring powers at a fraction of their cost. India also plans a joint mission with Japan to send another probe to the Moon by 2025 and an orbital mission to Venus within the next two years. England, Wales grapple with growing teen knife violence
Elianne Andam was headed to school like any other teenager in London last month when she was stabbed to death, becoming the latest victim of rising knife crime in England and Wales. The 15-year-old suffered a "brutal attack" in Croydon, south London, shortly after she and her friends had stepped off a public bus on a Wednesday morning, prosecutors have said. A 17-year-old boy arrested nearby just over an hour later will stand trial for her murder next April. One of the latest tragic cases of teen-on-teen violence in the British capital, it has become an increasingly common problem nationwide over recent decades. A few days after Andam's death, 16-year-old Taye Faik died in Edmonton, north London, following another knife attack. He was the 14th teenager to be killed with a blade in the city this year. The UK government, and mayors in some of its biggest cities and regions, have repeatedly vowed to tackle the persistent scourge of youth violence, but appear to be failing. Between 2012 and 2022, the number of knife and offensive weapon offences amongst children aged 10-17 increased by 19 percent across England and Wales, according to the Ministry of Justice. That compared with an eight percent increase among adults. 'Social issue' With the sale of guns strictly controlled in Britain, teenagers intent on violence typically turn to blades, including machetes and so-called "zombie" knives. Inspired by horror films, they often have one smooth blade and one serrated edge, and feature graphics or text on the blade or handle glorifying violence. Possessing them has been illegal since 2016, but some manufacturers have managed to evade this quasi-ban by altering their design. The government unveiled plans in August to outlaw them entirely and give police more powers to seize the weapons, which it said "seem to be designed to look menacing with no practical purpose". The new legislation will also increase the maximum penalty for their "importation, manufacturing, possession and sale" from six months to two years. However, machetes and zombie-style knives can be bought with relative ease for less than £50 ($60) on social media platforms like TikTok or Snapchat, circumventing online age restrictions, according to anti-knife crime campaigners. They urge more focus on the roots of the problem. "Knife crime isn't just a law-and-order issue, it's a social issue," Patrick Green, president of the Ben Kinsella Trust, told AFP. The anti-knife crime charity is named after a London teenager murdered in 2008. "When you start to unpick knife crime, you start to look at social deprivation, poverty, the lack of social mobility, mental health probation for young people," Green said. 'Awful weapons' Youth knife violence is more prevalent in Britain than many other European countries, he noted. "It's difficult to determine why exactly," Green added. London mayor Sadiq Khan's office blamed the austerity policies of successive Tory governments in power since 2010, which it argued have "decimated youth services" in the capital and beyond. As many as 130 centers offering sports and arts activities in the city have closed over that period, its statement noted. The pandemic and the country's worst cost-of-living crisis in a generation, driven by decades-high inflation, are also seen as contributing to the problem. Ecuador officials fired as 7th ‘assassin’ slain in prison
Another suspect in the assassination of a presidential candidate in Ecuador has died in prison, the same fate that befell six other suspects to the crime at another penal facility. The prison authority reported Saturday the killing of the Colombian suspect at the El Inca prison in Quito as President Guillermo Lasso announced the sacking of the police force’s general commander, investigations chief and prisons director. Lasso’s office also said it will file a criminal complaint against the director of the Guayaquil prison, where the six prisoners were said to have died amid “disturbances.” “He has already been detained... to give his version before the prosecutor’s office,” the presidency said. Authorities have not provided details on the inmate deaths, nor explained how the Quito prison failed to provide extra protection for the seventh suspect following Friday’s killings. All dead victims were arrested and detained in August over their alleged involvement in the assassination of anti-corruption crusader Fernando Villavicencio. The centrist candidate who had been polling in second place was gunned down days ahead of the 20 August as he left a stadium where he held a campaign rally. One suspected assassin was killed by police responding to the shooting of Villavicencio, while another six were arrested. Solons confident of lower prices in October despite September 6.1% inflation
September inflation rate soared to 6.1 percent, but lawmakers are optimistic that prices of goods and services will likely dissipate this month. Albay Rep. Joey Salceda and Quezon Rep. Mark Enverga, who head the House Committee on Ways and Means, and Agriculture and Food Committee, respectively, were saying that the inflation, or the rate of increase in the prices of goods and services, will not be perceptible this October due to the lifting of rice price ceiling and the ongoing harvest season. The Philippine Statistics Authority reported on Thursday that commodity prices jumped anew in September, with the inflation rate rising to 6.1 percent from 5.3 percent in August, bringing year-to-date inflation to 6.6 percent. September's inflation rate was the sharpest in four months. Salceda said the uptick can be solely attributed to rice price spikes and the global surge oil price spike in September. However, he believes that this could dissipate this month as global oil prices experienced a significant decline towards the end of September and with compliance with the rice price ceiling imposed by President Ferdinand Marcos Jr. The price cap on rice, recently enforced by the President via Executive Order 39, intends to exert pressure on individuals or entities holding rice inventories to sell it at a reasonable price in hopes that this move will purge the supply shortage and price increase. EO 39 sets the price of regularly milled rice to P41 while P45 is for well-milled rice. However, Mr. Marcos lifted the price cap on Wednesday, or a day before the imposition mark its first month. While rice prices went up 17.9% year-on-year in September, Salceda noted global rice prices took a nosedive in late September and are now at their lowest point since early August. Salceda, however, forecasted that September inflation is "probably the worst inflation rate we will record for the "ber" months, and it gets better from here." Despite having optimistic forecasts for the inflation rate in October and subsequent periods, the economist-lawmaker asserts the necessity of implementing measures to alleviate potential risks. "Food prices still need to be watched out for, especially because the ber months typically tend to be bonus season, which is naturally inflationary," he said. In the same vein, Enverga anticipates a steady decline in inflation rates, and this month's will be on a downward trend due to the ongoing harvest season, which "historically plays in stabilizing prices and alleviating economic pressures on the public." Harvest season starts in September and will last up to November. "As the harvest season approaches, we can anticipate stabilization and, eventually, a decrease in inflation rates. Our nation's agricultural sector is a cornerstone of our economy, and the bountiful harvests ahead will undoubtedly have a significant impact on curbing inflation," Enverga pointed out. Moreover, he emphasized the decrease in the pricing of crucial agricultural commodities, such as sugar, attributable to strategic changes implemented within the farming industry. September inflation is primarily attributed to higher food prices, which surged 10 percent from 8.2 percent in August. Asian markets fall on rate fears as bond yields rise
Asian markets fell across the board Wednesday following Wall Street's lead after robust US employment data and rising Treasury yields exacerbated fears that interest rates will be higher for longer. The labor report, known as JOLTS, showed a surprise increase in the number of job openings to 9.6 million, a sign of continued tightness in the market and fuelling worries of a further rate hike by the Federal Reserve before year's end. The report comes ahead of Friday's highly anticipated September US employment report. Following the JOLTS report, 10-year US Treasury note yields climbed to levels last seen in 2007. Treasury bond yields are seen as a proxy for US interest rates and are closely watched. All three major US indices closed in the red, falling by more than one percent. "Stock market investors were sent reeling after US job openings unexpectedly rebounded in August, adding to concerns that the Federal Reserve could hike rates in November but unquestionably maintain elevated borrowing costs for an extended duration," said SPI Asset Management's Stephen Innes. Tokyo and Seoul, which resumed trade after a long holiday weekend, led the Asian selloff Wednesday, both falling around two percent, while Hong Kong, Taipei, Jakarta, Singapore, Sydney, and Wellington were all sharply lower in a sea of red. ‘Geopolitical tension’ a major threat to climate action: IEA chief
The International Energy Agency (IEA) said Monday that nations need to set aside "geopolitical tensions" and fight for greater international cooperation in order to advance the struggle against climate change. "The 1.5C target" agreed in Paris in 2015 is "still within reach" but it faces "many challenges" the energy watchdog's boss Fatih Birol told an international climate and energy gathering in Madrid ahead of COP28. Among the challenges, "the geopolitical fragmentation of the world" was "creating a key impediment for some of the steps we are hoping to take", he told the gathering of some 40 ministers and top global energy and environment leaders. Although levels of investment in "the technology area and in clean energy technologies" were "very strong", it is not enough, he said. "The lack of international cooperation is a major, major problem. We have to find a way to isolate these geopolitical tensions ... to focus on this issue of countries coming together," he said. The world's energy future will be at the heart of debates at the UN's COP28 climate summit in Dubai, a major oil producer, between November 30 and December 12. Spain's Ecology Minister Teresa Ribera admitted that talks at COP28 were likely to be "challenging" but said "multilateralism is the way to respond to the current challenges". "A global problem deserves a global response," she told delegates. 'Race against time' Global tensions have mounted in recent years notably due to Russia's invasion of Ukraine and the growing rivalry between the United States and China, hiking fears the climate crisis will be pushed down the geopolitical agenda. The crunch Dubai talks should enable the international community to make progress on the reduction of greenhouse gases and the clean energy transition. It will also be a chance to take stock of national commitments to meet the objectives of the Paris Agreement to keep global warming below 2C and if possible to 1.5C compared with pre-industrial levels -- a difficult task in light of current conditions. "The green transition process must pick up speed, we're in a race against time to tackle climate change," Ribera told a press conference, while adding there is "room for optimism" about COP28. The IEA says several conditions must be met for the Dubai conference to be considered a success. Key issues will be a tripling of investment in renewables and a funding mechanism for clean energy in developing countries. In November 2022, the COP27 summit hosted by Egypt wrapped up with a landmark deal on funding to help vulnerable countries but it made no progress on phasing out fossil fuels, which the IEA sees as urgent. BSKE 2023 still a go, says PNP
The Philippine National Police on Monday stressed that it is not seeing any postponement of the 2023 Barangay and Sangguniang Kabataan Elections scheduled on 30 October amid the reported 2,594 areas of concern. PNP chief Police General Benjamin Acorda Jr. said that the PNP has recorded 246 “areas of grave concern” or under the red category while 1,248 villages are under the orange category and 1,100 are under the yellow category. “So far, we are not seeing any areas that may postpone the polls. All areas will be simultaneously doing or conducting the BSKE as scheduled. There are some areas that we think that needs additional troops like the Bangsamoro Autonomous Region in Muslim Mindanao,” Acorda said. “We have to send additional forces there and our deputy chief for operations are also preparing in coordination with the other agencies. If some areas will be challenging, we will render the appropriate measures,” he added. Areas listed under the red category would be under the Commission on Elections’ control and the poll body has the authority to augment security forces in the said areas. “With regards to the preparations for the barangay elections to our assessment and after the presentation of all the regional directors and after their meeting with the different Regional Joint Security Control Center, provincial JSCCs and of course on the national level, it’s a go for all of us,” said Acorda. The PNP chief revealed that the 246 “areas of grave concern” for the BSKE are mostly from Bicol, Eastern visayas and BARMM. “In BARMM alone we have 151, in Region 8 we have 60 and in Region 5 we have 21 this list is fluid, it may change anytime depending on the political climate in the area and these are being constantly monitored through our coordination with the Comelec, Philippine Coast Guard and the Armed Forces of the Philippines,” said Acorda. He also said that the PNP keeping a close watch on 38 potential PAGs and four active PAGs ahead of the BSKE this year. The election period for the BSKE started on 28 August and will end on 29 November 2023. He called on the international community not to speak “without nuance” on the coup and instead to look at the situation in Gabon, where the Bongo family has been accused of rampant corruption. “To condemn such an event would be to say it’s better to let clashes take place and then count the number of victims, because no one in the opposition was willing to let this umpteenth heist go ahead,” Ndong Sima said of Bongo’s declared election victory. “Security forces had the choice between preparing to repress the protests, with the risk of being held accountable now or later before international courts, or deciding to stop this fraudulent and dangerous process for the sake of national cohesion,” he said. “They chose with full responsibility the second path to prevent the risk of a fire that could have shaken the very foundations of Gabonese society and would not have spared the numerous foreign communities living in Gabon,” he said. “This intervention without any blood or damages was the lesser evil,” he said. Ndong Sima, a French-educated economist who had earlier served as prime minister under Bongo, also represented Gabon in the Security Council, where the country holds a non-permanent seat. Online agri trading hub connects farmers to more businesses
The United States government, through the US Agency for International Development and in partnership with the Department of Trade and Industry and the Nueva Vizcaya Agricultural Terminal, launched on 31 August a first-of-its-kind e-commerce platform to expand the market reach of Luzon-based farmer-traders and strengthen the Philippines’ agricultural supply chain. The NVAT Fresh Online Platform (NVATFresh.com) directly managed and operated by the Luzon-based agricultural hub, is a business-to-business online platform where farmers can list their produce for large enterprises such as supermarkets, food processing companies and restaurant chains. Through the platform, farmers can leverage competitive pricing, secure consistent income, reduce food wastage and ensure the delivery of fresh, affordable produce straight to businesses and consumers. Through its five-year P1 billion ($18 million) Strengthening Private Enterprises for the Digital Economy project, USAID provided technical assistance, onboarding support and training for NVAT and its stakeholders who use the platform. In its initial phase, NVAT Fresh Online is projected to facilitate the sale of 5,000 tons of produce, accounting for three percent of NVAT’s total volume. Future estimates anticipate sales surging to roughly 20,000 tons, generating P500 million ($8.8 million) by its fifth operational year. In her remarks, USAID Philippines deputy mission director Rebekah Eubanks emphasized the crucial role that farmers play in achieving inclusive and resilient economic growth. “As your partner in prosperity, the United States remains committed to supporting the Philippines in advancing digitalization to help improve the lives of farmers and agricultural traders, and more importantly, enhance the country’s food security,” Eubanks said. “Thank you, USAID, for heeding our call. Gag Trump, prosecutor asks court
Former United States president Donald Trump’s inflammatory rhetoric have gotten prosecutors threatened and may influence jurors and witness testimony, a special counsel argued in seeking a gag order on him. Special Counsel Jack Smith made the request on Friday ahead of Trump’s trial for election subversion. Smith enumerated Trump’s menacing comments posted on social media since his 1 August indictment for allegedly upending the results of the 2020 US election in a concerted effort that led to the violent 6 January 2021 attack by his supporters on the Capitol. “IF YOU GO AFTER ME, I’M COMING AFTER YOU!” read one of Trump’s posts. Trump, who is running for president in next year’s election, also labeled trial judge Tanya Chutkan a “fraud” and “Trump-hating,” Smith’s office a “team of thugs” and Washington “filthy and crime-ridden” with a population “over 95 percent anti-Trump,” Smith added. Trump’s statements “could have a material impact on the impartiality of the jury pool while simultaneously influencing witness testimony,” Smith’s filing with the Washington federal court stated. “It is clear that the threats are prompted by the defendant’s repeated and relentless posts,” the filing added. The ex-president is also accused of seeking to disenfranchise American voters with his false claims that he won the November 2020 presidential election.
