Heat oust depleted Bucks to reach NBA East finals; Lakers down Rockets, up 2-1

Butler/NBAE via Getty Images/AFP) MIAMI (AFP) — The Miami Heat punched their ticket to the NBA Eastern Conference finals Tuesday, beating top-seeded Milwaukee 103-94 as injured Bucks star Giannis Antetokounmpo watched from the bench. Jimmy Butler and Goran Dragic finished with 17 points apiece as six Heat players scored in double figures and Miami completed a 4-1 series victory in a bruising encounter against the league’s top defensive team. Khris Middleton led the Bucks with 23 points. Antetokounmpo — tipped to scoop a second straight NBA Most Valuable Player award this season — aggravated his sprained right ankle in the first half of the Bucks’ game-four overtime victory over the Heat. The Bucks declared him inactive less than an hour before tipoff on Tuesday. The loss of Antetokounmpo, who averaged career highs of 29.5 points and 13.6 rebounds per game this season, was a huge blow for the Bucks, as they tried to do what no NBA team has done before: come back from an 0-3 deficit to win a seven-game playoff series. It’s the second straight campaign that the Bucks built the best regular-season record only to come up short in the playoffs. In 2019 they fell to the eventual champion Toronto Raptors in six games in the Eastern Conference finals. The fifth-seeded Heat will face either the Boston Celtics or Toronto Raptors for a place in the NBA Finals. The Celtics lead their series against the defending NBA champion Raptors three games to two. Butler, who added 10 rebounds and six assists and was a perfect eight-for-eight from the foul line, said the Heat’s impressive 8-1 record so far in the playoffs means nothing now. “All of that is behind us now,” he said. “We’ll wait and see who we get out of Toronto and Boston and then we’ll lock in on that. “But it’s zero-zero now, we’ve got eight more to get.” The Heat trailed 28-19 after a chaotic first quarter in which they committed six turnovers leading to nine Bucks points. They trailed by as many as 13 in the first period, but settled down in the second, out-scoring the Bucks 33-18 to take a 52-46 lead into halftime. But Milwaukee, with Middleton leading the way, refused to go away. After going scoreless for more than six minutes in the third period the Bucks put together an 8-0 run to pull within five points. Trailing 73-65 going into the final period, the Bucks trimmed the deficit to four multiple times, but the Heat’s depth finally proved too much. “Obviously they missed their MVP,” Butler said. “But we knew we were going to have to get one out of the mud and I think this was the one.” Antetokounmpo said he felt “lost” as he was unable to contribute. “Mentally it was a battle, but at the end of the day you’ve got to trust your teammates and that’s what I decided to do,” he said after the Bucks medical staff persuaded him not to risk further injury by playing. VP Sara ready to face ICC charges only before a Filipino court

Domestic aviation rebounds this year
The local aviation industry, which was badly hit by the global health crisis, is seen to achieve full recovery this year. This was according to the International Air Transport Association in a recent forum organized by the European Chamber of Commerce of the Philippines. During the Aviation Forum last week, Yuli Thompson, area manager for the IATA in Southeast Asia, said the Philippines and the rest of the Asia Pacific region’s aviation market is swiftly recovering and seeing a consistent rise in terms of growth in international and domestic travel. Thompson said passenger traffic trends for international flights in the Philippines were logged at 75 percent of 2019 levels as of June 2023. As for the Asia Pacific passenger forecast, Yuli maintained that domestic travel will fully recover in 2023, while international travel will occur sometime in 2026. Further, Asia Pacific will be seen to lead in traffic growth in the next 20 years. “However, overcoming current challenges riding on the current momentum, and meeting full recovery will require strong interventions from all players in the aviation sector,” he said. Infra investments For his part, Cebu Pacific Air chief executive officer Michael Szucs emphasized the need to invest in infrastructure, citing that “Philippine carriers will need to quadruple in size to cater to growing demand.” In her keynote speech, Secretary Grace Poe urged stakeholders to support necessary infrastructure investments, especially following the air system glitch incident earlier this year. The senator called for the acquisition of a new Communication, Navigation, and Surveillance/Air Traffic Management. Poe also recommended the hiring of a third-party maintenance provider for the CNS/ATM system. “It is my hope that the government, the private sector, and other stakeholders can work together and collaborate on air transport projects which will not only generate economic growth but also provide our people with excellent and affordable public services that can improve the quality of life for all,” she said. Also filed by Poe is Senate Bill 1121 which proposes the creation of a Philippine Transportation Safety Board. Under the directive of the current Marcos administration, Department of Transportation Undersecretary for Aviation and Airports Roberto Lim highlighted the government’s key priorities, including aviation safety and strengthening of learning institutions. Lim further noted the agency’s priority of strengthening the Civil Aviation Training Center and engaging with the private sector as close partners for Air Transport Skills Training and Development. “If we are able to train our air traffic controllers, we would not only meet our own requirements, but the requirements of other countries. We can develop this on an institutional basis,” said Lim. Open up the industry Kurt Edwards, director general of the International Business Aviation Council, also raised the fact that much could be gained “by opening the industry and making it more known to people.” In terms of managing safety risks, Captain Manuel Antonio Tamayo, director general of the Civil Aviation Authority of the Philippines, shared initiatives to advance safety capabilities in the aviation sector through the State Safety Program. The program employs a risk-based approach to regulations, capacity building and integration of a new organizational structure for monitoring and evaluation. Man on a mission
He has been to hell and back since entering the country’s premier military school, the Philippine Military Academy, where he graduated magna cum laude in 1982, to seeing action as a police officer, and lately to waltzing into the ring of fire by entering politics. Much has been written about the exploits of former police general Benjamin “Benjie” Magalong, Baguio City Mayor, since 2019, with the positive usually outweighing the negative. Love him, hate him, but believe me, Magalong is no lone ranger. He can sustain the hard yards of fighting criminality and corruption that one wonders where he gets all the energy and focus in addressing the challenges that come his way. Last month, Magalong and a few local chief executives launched “Mayors for Good Governance,” a campaign for responsible leadership and anti-corruption in local governments. They signed A2, a manifesto committing local executives to transparency and the rule of law. The movement has already received support from more than 150 city and municipal mayors nationwide, a testament to how much rests on his stewardship. Corruption is like a “communicable” disease that can easily transmit the evils that go with it from the lowest strata to the highest echelon of society. It has many forms and strains — from petty graft to large-scale kickbacks — and affects people from all walks of life, generations, and races. People get used to it until it becomes a way of life, and in the process, they lose their independence of thought because their eyes are shut. Pope Francis described it best: “Some people behave in relation to corruption as they would with drugs. They think they can take it and leave it as they please. They start with something minor: a kickback here, a bribe there. And between this and that, they gradually lose their freedom.” Fighting corruption is like fighting drugs; it is never one-sided. There are hits and misses along the way. Anything is fair game when you put a face into a noble cause. I was a field operative of the Philippine Drug Enforcement Agency assigned in Region 8 when Magalong was director of PDEA’s Special Enforcement Service, which was responsible for dismantling numerous drug laboratories and causing the dismissal of several police scalawags. Magalong is one straight arrow. He never compromises his name when it comes to fighting drugs and crime. However, he is also a caring leader who always looks after his men like he would his children. He never tolerates shenanigans but lavishes praise and support for a well-done job. That’s why it did not come as a surprise when he was made chairman of the Mamasapano Board of Inquiry in 2015, which investigated the carnage of 44 Special Action Forces in Maguindanao. I have seen firsthand Magalong’s sincerity when it comes to public service. A public servant who goes beyond his comfort zone to give timely and proper assistance to the public, Magalong has the integrity and bravery to stand by his ideals to the detriment of his career because he wants the country to succeed. Like Magalong, I also had my share of fighting the tentacles of corruption in PDEA and later at the Bureau of Customs, once touted as the most corrupt government agency, during my seven-month stint as a commissioner despite the brickbats and the Sword of Damocles hanging above me. It was a lonely battle indeed, especially since I came to the bureau all alone. Tormentors coming from opposite directions were having a field day — from the not-so-harmless Marites (Mare, ano ang latest?) and Mariposa (Mare, post mo na) to greedy politicians and industry shenanigans. I have no moral qualms regarding Magalong’s mission — to take the arduous and lifelong task of making a difference in people’s lives, especially the poor, who are most hurt by corruption. Taking the high road is never easy, and I am sure that knowing Magalong, he could surmount all the hurdles, including the legal ones, that come in the end. It’s imperative to rise in the Life Sciences and Global Innovation Index
Increasing and improving the quality of life sciences innovation in the country is mission-critical if we want our people to thrive and achieve a successful way of life. However, the life sciences, which include pharmaceuticals and medical technologies, is a complex sector heavily dependent on large capital due to the intensity of the research needed and the cost of development. The entire process, from research to commercialization, could take more than a decade, if not decades. Moreover, manufacturers are exposed to high risks, such as if field trials do not yield favorable results or if a product fails to meet regulatory standards. How then can we boost innovation outputs in this high risk and capital intensive sector? This was the question hanging over everyone’s head at the Asian Regional Conference in Support of Accelerated Life Sciences Innovation which IPOPHL and the World Intellectual Property Organization held earlier this September. In the Philippines, what we want is to sustain the momentum as patenting in life sciences has been growing over the years. Our data show that patent filings in the pharmaceutical sector have been growing by over 4 percent annually since 2020. Success in boosting life sciences innovation, as shown by the experiences of various countries, depends on robust incentives for research and development, a strong and balanced patent system and an effective rule of law. Another important factor is the establishment of trust among crucial players in the life sciences value chain, allowing them to collaborate and co-create. In fact, it was collaboration that paved the way for the world’s new and brave story of survival and recovery from the Covid-19 pandemic. In his opening remarks, Alejandro Campaña, senior director at WIPO’s IP for Innovators Department, highlighted collaboration as making possible the development and launch of vaccines in one and a half years, a far cry from the average 10 to 15 years. This was supported by WIPO’s patent applications data in which almost a quarter named more than one inventor as the patent holder. Rising in the GII In the Philippines, collaboration takes center stage in our innovation efforts with the creation of the National Innovation Council, created by the Philippine Innovation Act of 2019. The 25-member NIC, which IPOPHL is a member of, aims to transform Philippine innovation with more and better quality outputs. It also aims to elevate the country’s ranking in the Global Innovation Index from 59th to the top third of economies. The 16th edition of WIPO’s GII will be released on Wednesday, 27 September, during a hybrid event from 13:30 to 15:30 p.m. CEST (Geneva time). Centered on a very timely theme, “Innovation in the face of uncertainty,” the report will be discussed in greater detail in a panel discussion which will also talk about the way forward for global innovation. Aside from driving innovation in an imperative sector like the life sciences, the Philippines has been relentless in making the country’s overall innovation ecosystem more vibrant and productive. BFP received an unmodified opinion from COA
The Bureau of Fire Protection (BFP) received an unmodified opinion from the Commission on Audit (COA) for the first time in the fiscal year of 2022 and it got a perfect score of 20. According to the COA, the released report is based on the Financial Management Performance Rating based on the financial audit performed in this period of 2022 report by Michael R. Bacani Director Cluster 4, Defense and Security. Based on the COA report, BFP received a 93 percent score an excellent score from the first Financial Performance Rating report. Before this, it will be recalled that the COA approved the action of the Bureau of Fire Protection (BFP) about the fact that the BFP should have a modernization program to keep up with the modern era. The COA report stated that there was nothing wrong with the actions taken by the BFP in placing the technical requirements that the Bureau of Fire needs to keep up with the BFP's modern methods and modernization program. Meanwhile, the COA report of the Financial Management Performance Rating said the BFP got an excellent rating this past period of 2022. In this regard, according to the COA report this past 2010, the BFP launched its Modernization Program by the government's Comprehensive Fire Code of 2008 so that the Bureau of Fire can adapt to modern times in the event of a fire. The report further stated that the main goal is for the government to upgrade its firefighting capability with adequate personnel and adequate firefighting equipment to protect people from dangerous fires. It was further noted in the COA report that the total funds of the Modernization Program amounted to P13.17 Billion from the year 2011 to 2017. Earlier this past 2019, Senator Bong Go filed a bill in the Senate requiring the BFP to implement the modernization program of the Bureau of Fire Protection. According to the COA report, there is nothing wrong with the technical requirements in requirements for the modernization program because it is in line with the COA report on the COA's performance audit. The Commission also believes that the government should strengthen its fire suppression campaign in conjunction with its ongoing modernization program. Zambales insurgents wave white flag
Olongapo City, Zambales — Two individuals believed to be members of the New People’s Army operating in this region voluntarily surrendered to the authorities and turned over their firearms and ammunitions to the police over the weekend. According to the Police Regional Office 3, the NPA fighter operating in Zambales known as “Ka Alex” turned himself in to police and handed over a cal. 38 revolver with ammunition, a 40mm M203 grenade ammunition, one meter of detonating cord and subversive documents. Additionally, an inactive NPA member from Barrio identified as alias “Jess” voluntarily surrendered to the police, turning over a cal .38 revolver without serial number and a rifle grenade on Saturday. In the province of Bataan, two members of the communist front organization Kalipunan ng Damayang Mahihirap linked to CPP-NPA formally withdrew their support from their former group. They pledged their allegiance to the government, sealing their commitment by surrendering a Cal .38 revolver as a symbol of their loyalty to the authorities. Over at Pampanga, “Ka Maria” of Alyansa ng mga Magbubukid sa Gitnang Luzon-Kilusang Magbukid ng Pilipinas took an oath of allegiance to the government before police authorities last 16 September 2023. “Ka Maria” revealed her participation in a rally at Hacienda Luicita in Tarlac City and a series of demonstrations in Manila. “Our relentless campaign against local insurgency continues to yield positive results that will benefit communities across the region. We hope to inspire more of our fellow citizens to return to the government’s side and collaborate with us in building a future marked by peace and progress,” said PRO3 director Police Brigadier Gen. Dive industry country’s revenue driver —DoT chief
The dive industry in the country has been a catalyst in luring more tourists and Tourism Secretary Maria Christina Frasco said the Marcos Jr. administration remains upbeat in making it sustainable in the years to come. During the inaugural Philippine Tourism Dive Dialogue last Thursday, 14 September 2023, Frasco said the contribution of the dive industry to Philippine tourism was evident in 2022, with the country gaining an estimated P37 billion in tourist receipts from international dive visitors, which constituted over 17.5 percent of the country’s entire tourism receipts last year. The two-day convergence of relevant national and local government agencies as well as the Department’s partners from the private sector was held with an eye to sustaining the success of the country’s dive tourism industry and in fulfillment of the directive of President Ferdinand Marcos, Jr. for the Philippines to attain a tourism industry that is “inclusive, where the benefits of tourism are felt far and wide across the countryside.” Very first DoT Dive Committee Said Frasco, “The effort, therefore, requires the ability to listen, to understand the prevailing challenges that are present and require solutions that can only be reached with collaboration, convergence, and unity. That is why early on, in the Marcos administration, we, in the Department of Tourism, mandated the formation of the very first DoT Dive Committee.” The event featured significant panel discussions that centered on Marine Environmental Protection and Conservation; Dive Niche Products: Free Diving, Scuba Diving, Black Water Diving, and Underwater Photography; Philippine Dive: Domestic/International Marketing Campaign; Safety, Standards, and Accreditation of Tourism-related Enterprises for Scuba Diving; and Investment Opportunities in the Dive Industry. Bong Go urges more sports funding for grassroots dev’t, facilities, and athletes
Senator Christopher "Bong" Go, chairperson of the Senate Committee on Sports, underscored during a budget hearing on Tuesday, 12 September, the critical role of the Philippine Sports Commission (PSC) in promoting sports as a key factor in national development. He emphasized the necessity of adequate funding for both grassroots sports development and the country's participation in international competitions. “Noong nakaraan ay ipinaglaban natin sa deliberasyon ng ating 2023 budget ang karagdagang pondo para sa PSC. Sa katunayan, ang budget lang sana ng PSC ngayong taon ay nasa humigit-kumulang P200 million lamang. Tayo ang nagsulong ng dagdag sa pondo nila kaya nabigyan pa ito ng P1 billion, kasama na ang dagdag pondo sa pagdaraos ng FIBA 2023, budget para sa grassroots sports programs, at suporta sa mga lalahok sa iba pang international competitions,” he cited earlier. Go, in his opening statement, expressed his strong belief that sports can serve as a deterrent for the youth against engaging in illegal drugs and other harmful activities. "For this year’s budget, with the support of our Chairman of the Committee on Finance, Senator Sonny Angara, we allocated funding for PSC’s grassroots program and the preparation, training, and participation of our national athletes in international sports competitions," he revealed. The PSC proposed a budget of P3.3 billion for 2024, but the DBM only approved P210 million. This is a reduction of more than 93 percent from the agency’s proposal. Go also touched on the need for proper training facilities for athletes. He mentioned the need for repairs at the Philippine Institute of Sports Multi-Purpose Arena (PhilSports Arena) and comfortable barracks for athletes. “Mahalaga na magkaroon ng tama at sapat na training ang ating mga manlalaro. Kaya naman gusto ko ring pagtuunan ng pansin na mayroon tayong sports facilities na maaaring maging training center ng ating mga atleta,” he said. “Ako po'y saksi mismo, napasyalan ko ang inyong matagal ng pasilidad, itong Phil Sports, nakapaglaro na kami doon, medyo tumutulo na rin ang gym. Go noticed that the facilities that were presented during the hearing are in bad condition and that they really need to be improved. Meta fights sprawling Chinese ‘Spamouflage’ operation
Meta on Tuesday said it purged thousands of Facebook accounts that were part of a widespread online Chinese spam operation trying to covertly boost China and criticize the West. The campaign, which became known as "Spamouflage", was active across more than 50 platforms and forums including Facebook, Instagram, TikTok, YouTube and X, formerly known as Twitter, according to a Meta threat report. "We assess that it's the largest, though unsuccessful, and most prolific covert influence operation that we know of in the world today," said Meta Global Threat Intelligence Lead Ben Nimmo. "And we've been able to link Spamouflage to individuals associated with Chinese law enforcement." More that 7,700 Facebook accounts along with 15 Instagram accounts were jettisoned in what Meta described as the biggest ever single takedown action at the tech giant's platforms. "For the first time we've been able to tie these many clusters together to confirm that they all go to one operation," Nimmo said. The network typically posted praise for China and its Xinjiang province and criticisms of the United States, Western foreign policies and critics of the Chinese government including journalists and researchers, the Meta report says. The operation originated in China and its targets included Taiwan, the United States, Australia, Britain, Japan and global Chinese-speaking audiences. Facebook or Instagram accounts or pages identified as part of the "large and prolific covert influence operation" were taken down for violating Meta rules against coordinated deceptive behavior on its platforms. Meta's team said the network seemed to garner scant engagement, with viewer comments tending to point out bogus claims. Clusters of fake accounts were run from various parts of China, with the cadence of activity strongly suggesting groups working from an office with daily job schedules, according to Meta. 'Doppelganger' Some tactics used in China were similar to those of a Russian online deception network exposed in 2019, which suggested the operations might be learning from one another, according to Nimmo. Meta's threat report also provided analysis of the Russian influence campaign called Doppelganger, which was first disrupted by the security team a year ago. The core of the operation was to mimic websites of mainstream news outlets in Europe and post bogus stories about Russia's war on Ukraine, then try to spread them online, said Meta head of security policy Nathaniel Gleicher. Companies involved in the campaign were recently sanctioned by the European Union. Meta said Germany, France and Ukraine remained the most targeted countries overall, but that the operation had added the United States and Israel to its list of targets. P19-million needed to fight fake news — PCO
The Presidential Communications Office needs P19 million under its 2024 budget to combat fake news or disinformation in the country. In the deliberations for the agency's budget for 2024 before the House Committee on Appropriations on Tuesday, PCO Secretary Cheloy Garafil said they had proposed a total of P19 million for the Media and Information Literacy or MIL drive to purge disinformation and misinformation plaguing the country's digital landscape. The anti-fake news drive is the initiative of the Marcos administration. The campaign will be launched in October to coincide with MIL and Communications Month. The Marcos administration will collaborate with private sectors, Google, Meta, TikTok, and X, formerly Twitter, to run workshops similar to TED Talks. It is an international non-profit organization that spreads ideas and information from its expert speakers on education, business, science, tech, and creativity. While the MIL is considered their top accomplishment, the PCO faces the challenge of combating fake news which hinders their ability to fulfill their mandate. However, additional funding will certainly help the PCO against this fight, according to Garafil. The PCO, she said, had proposed over P300 million allocation for the anti-fake and disinformation campaign, but it was not approved. Garafil told lawmakers they requested "more than P300 million," which she said would be "more than sufficient" to cover their operations next year. As for policing fake news circulating on online platforms, PCO Undersecretary Emerald Ridao said it would be an "endless" task for the PCO to shoulder alone and would need assistance from other platforms. "If we were to tackle every piece of information... it would be an endless task considering how easy it is to create new information," Ridao said. "Which is why we are leaving that to the platforms where the information circulates." Ridao made the remark following the interpolation of Kabataan Rep. Tacloban intensifies plastic ordinance info drive
The local government of Tacloban City disclosed on Sunday that it has embarked on a massive education drive to inform the residents on an ordinance regulating the use of plastics and styrofoam on packaging that will take effect next year. Tacloban’s City Environment and Natural Resources Office chief Jonathan Hijada stressed that the information and education campaign has already started with establishments in the downtown area and will soon commence outside of the commercial center. He added that the CENRO and the city’s Business Permits and Licensing Division are set to conduct a joint seminar that will target large establishments such as malls and hardware stores to ensure their compliance of the ordinance. “As early as now, people should already start reducing their garbage to increase the lifespan of our sanitary landfill,” Hijada said. The CENRO chief revealed that at least 120 tons of garbage is generated in the city every day of which over 13 tons is composed of single-use plastics. “If this continues, the holding capacity of our sanitary landfill will soon be on a critical level and may only be able to accommodate until next year,” Hijada said. To recall, Tacloban’s sanitary landfill in Barangay San Roque opened in 2019 and there are already plans to expand it by 20 to 30 meters to increase its lifespan by two to three years. “We appeal for the cooperation of everybody to be responsible with their garbage. Households can start with waste segregation and not throw away those that can still be recycled and use eco-friendly alternatives such as reusable bags when they do their grocery or go to market,” Hijada said. PCO partnering with gov’t agencies to fight fake news, misinformation
The Presidential Communications Office is scheduled to sign a memorandum of understanding with its partner agencies on 14 August for a “Media and Information Literacy” campaign aimed at addressing disinformation and misinformation across the country. Communication Secretary Cheloy Garafil bared the ceremonial signing of the MOU is set to be held at Hilton Manila in Pasay City with the Department of Education, the Commission on Higher Education, the Department of the Interior and Local Government, and the Department of Social Welfare and Development. “The MIL is the administration's response to the disinformation and misinformation plaguing the country’s digital landscape, focusing on capacitating the youth to become more discerning consumers of media,” Garafil said. She added that these agencies will collaborate with the PCO on a “comprehensive execution plan crafted to target the identified root causes of the issue.” The Press Secretary said the MIL will also be integrated into the higher education curriculum, community-based training programs, and family-oriented programs. She also disclosed that social media companies and their platforms are also expected to collaborate with the government by lending the tools and holding training to fight disinformation and misinformation. “Among these are Google (YouTube), Meta (Facebook, Instagram, and Threads), TikTok, and X (formerly Twitter),” she said. DENR, UNDP other countries commits to Circular Economy through EPR
The Philippines produces 163 million plastic sachet packets, 48 million shopping bags and 45 million thin-film bags daily. Thirty-three percent of these are disposed of in landfills and dump sites, while 35 percent are leaked into the open environment and oceans. These are the primary reasons why the Extended Producer Responsibility (EPR) Act of 2022 or Republic Act 11898 has been enacted to ensure full compliance of industries related to plastic use and production. Environment Secretary Maria Antonia Yulo-Loyzaga tackled this over the weekend during the launching of LOOPFORWARD, a joint undertaking between the DENR and the United Nations Development Program (UNDP) in Pasay City. “The EPR Act institutionalized the extended producer responsibility mechanism as a practical approach to efficient waste management, focusing on waste reduction, recovery and recycling and the development of environment-friendly products that advocate the internationally-accepted principles on sustainable consumption and production, circular economy and producers’ full responsibility throughout the life cycle of their product,” Loyzaga said in her speech delivered in front of UNDP Resident Representative Selva Ramachandran, Japan, Germany, Spain, US and the European Union representatives along with EPR author Senator Cynthia Villar. "Climate and environmental risks make up the majority of global risks perception in the next decade. So thus we need sustained, concerted, and evidence-informed investments and actions to protect and enhance our natural ecosystem environmental protection for all the different ecosystems that we have from land and sea, and of course we know that environmental protection, our ecosystems, biodiversity and climate change are inextricably linked. A failure in one of these dimensions will cascade well into the other," Loyzaga explained. In the Philippine setting, she cited that 61,000 million metric tons of waste were generated daily. Between 12 to 24 percent of these are plastic waste in various forms. According to a World Bank study conducted in 2019, Loyzaga said, it was reported that around 70 percent of the material value of plastics is lost to the Philippine economy each year. "This is equivalent to roughly a value loss of $790 million to $890 million per year," Loyzaga further explained. "As a country, we are in pursuit of the right combination of science and technology, policy and practice. Locally and through our global partners we are trying to make this possible just as we are discovering the true value of our global capital. The science, engineering, technology and innovation that support circularity are within reach by tapping into expertise both nationally and internationally," she added. Ramachandran, on the other hand, said that while there was significant progress over the last century, the growth was accompanied by excessive abuse of resources and environmental degradation. “The 2023 Circularity Gap Report indicates that only 7.2 percent of the global economy is circular. The rising extraction and use of material has shrunk global circularity from 9.1 percent in 2018 to 7.2 percent in 2023. This leaves a significant circularity gap. The world almost exclusively relies on new materials, more than 90 percent of materials are either wasted, lost or remain unavailable for reuse for years,” Ramachandran said. He added that studies place the Philippines among the highest ocean plastic waste polluters globally. According to Ramachandran, the challenge at hand is how to leapfrog the implementation of EPR in the Philippines. “We can no longer afford to remain business-as-usual and only focus on downstream solutions. We challenge the obliged enterprises to put more focus on waste avoidance and reduction, including through product redesign to improve reusability, recyclability or retrievability, and employing reuse and refill strategies," the UNDP Resident Representative said. “LOOPFORWARD: Linking Opportunities and Partnerships Towards ,” campaign was launched for full compliance and effective implementation of the EPR Act of 2022 by industries and other entities through attainment of time-bound waste recovery targets. It highlights the relevance of the EPR concept and law, gain better understanding among its stakeholders, and convene and gain commitments from the country’s biggest private firms referred to as the “obliged enterprises” under the law. It also seeks to gather support and open possible areas for collaboration among national government agencies, local government units, and development partners. The EPR approach is practiced in many countries around the world. Sure, he has been in the country for over two weeks and has been attending some Gilas Pilipinas events, but the fact that he has yet to actually train with his teammates is making Chot Reyes anxious. Sotto is tipped to play a crucial role in the Gilas squad. His 7-foot-3 frame, athleticism and feathery shooting touch from the perimeter will be needed when the Filipinos battle the best players in the world in the prestigious basketball spectacle from 25 August to 10 September. But it will be impossible for Reyes to involve Sotto in his game plan if he has yet to actually see him banging bodies with his fellow big men like World Cup veterans June Mar Fajardo and Japeth Aguilar, as well as rising star AJ Edu. It is no secret that Sotto’s dream is to make it to the National Basketball Association. He was still a gangly kid when he started joining the Junior NBA program before moving to Ateneo de Manila University and eventually donning the national colors in various age-group events — the biggest and most prestigious was the 2019 FIBA U19 Basketball World Cup in Greece. But when Team Ignite was about to start its season and enter the G League bubble in Orlando, Sotto shockingly flew home and joined Gilas in the 2021 FIBA Asia Cup Qualifiers. Ignite eventually dropped Sotto, prompting him to look for other ways to realize his dream of becoming the first full-blooded Filipino to make it to the NBA. He found one in Australia. He played for the Adelaide 36ers in the National Basketball League and had some measure of success. In fact, he was able to gauge his prowess when the 36ers played against Chris Paul, Devin Booker, DeAndre Ayton and the Phoenix Suns in an NBA preseason match. After a couple of seasons in Australia, he moved to Japan to play for the Hiroshima Dragonflies in the B League. He had some impressive games, but it wasn’t enough to earn the attention of NBA coaches, scouts, and talent evaluators. Still, he joined the NBA Summer League. Playing against veteran free agents, journeymen, and incoming rookies looking to earn spots on the opening-day rosters of NBA teams, Sotto rode the Orlando Magic bench in their first three games before making his debut against the Portland Trail Blazers, recording six points, four rebounds and three blocks in their 71-88 loss. Sotto tried to play in his fifth game, but he was slowed down by a back injury. His return to Manila was surrounded by controversy as he failed to join the Gilas squad that was set to go to China for the final leg of its preparations for the World Cup. He opted to stay home to “rest and recover” from his back injury. Until when? It’s something that only Sotto and his American handlers know. But Sotto should realize that the doors of the NBA are slowly closing on him. He already made a bad decision by snubbing the invitations of top European clubs as well as prestigious American collegiate programs like Kentucky, Georgia Tech and Auburn that could have helped him develop his game and gain confidence while playing against kids his age. Instead of staying patient and working on his game away from the prying eyes of NBA scouts, he rushed the process by signing up with Team Ignite before committing another massive blunder of flying back to Manila just before the G League season tipped off. Now he has only one chance — the FIBA Basketball World Cup. A lot of Filipinos ranging from Johnny Abarrientos to Aguilar, Kiefer Ravena and Ray Parks all tried — and failed — to make it to the NBA. On the contrary, Sotto is being presented with a rare opportunity to display his talent and carry the torch in a world-class event. Sadly, despite repeatedly saying that he is ready, his body language suggests that he is reluctant to step up to serve as the hero of this basketball-crazy nation. The clock is ticking for Sotto. The doors of the NBA are slowly closing right before his very eyes. He has to lace his sneakers, grab that Gilas jersey, and play his heart out for the country in the FIBA Basketball World Cup before he becomes another “what if” in the history of Philippine basketball. Canadian Prime Minister Justin Trudeau announced Wednesday that he and his wife of 18 years, Sophie Gregoire-Trudeau, are separating. In a post on Instagram, the prime minister said "that after many meaningful and difficult conversations, we have made the decision to separate." A statement from his office added that the couple have signed "a legal separation agreement." It said the public can expect to continue seeing them and their three children together as "they remain a close family" and both parents will be a "constant presence in their children's lives." They asked for privacy ahead of a family vacation scheduled for next week. Trudeau and his wife, a former entertainment reporter, were childhood friends and reconnected in 2003 while co-hosting a charity ball. They soon started dating and married in 2005 in Montreal. They have three children together: Xavier, 15, Ella Grace, 14, and nine-year-old Hadrien. The separation is the first for a Canadian prime minister since Trudeau's late father Pierre Trudeau, who split from Margaret Trudeau in the late 1970s and eventually divorced in 1984 during his final months in office.
