Mandaue pushes ‘kasambahay’ desk
The local government of Mandaue City’s Public Employment and Service Office in Cebu province is encouraging barangay officials in the city to establish a “Kasambahay Desk” in their respective villages. PESO-Mandaue head Musuline Suliva disclosed that the desk will assist house helpers to register and hear their side whenever they have complaints and concerns against their employers. “The purpose of the law is to see how many house helper are there in the barangays, to see if they were given the exact amount of their salary, they can be helped if they have a complaint against their employer,” Suliva said. He stressed that only five out of the 27 barangays in the city were able to establish the desk and pass data regarding the number of registered house helpers in their barangays — Barangays Subangdaku, Cambaro, Looc, Basak and Maguikay. Republic Act 10361 or the Act Instituting Policies for the Protection and Welfare of Domestic Workers was approved in January 2013 and it requires all employers to register their kasambahay under their employment in the barangay where their residence is located. Sections 1 and 2 of the Implementing Rules and Regulations stipulate the barangays with SSS, PhilHealth and Pag-IBIG to conduct registration. “When the law was passed, we launched it right away. We went to Insular Square, we invited all barangays. At least, they will know how to do it,” Suliva said. Bring public health services closer
“Health is the greatest of human blessings,” according to Hippocrates, father of Modern Medicine. That is why we continue to make significant strides in improving our health system. The latest of which is the signing into law of the Regional Specialty Centers Act. As the principal sponsor and one of the authors of this measure, I am grateful to President Ferdinand Marcos, Jr., for approving and prioritizing this legislation which will help bring specialized medical care closer to Filipinos in various regions, and hopefully to the most vulnerable groups in grassroots communities. As we aim to make public health more accessible, we must continue such efforts to ensure all Filipinos get the healthcare they deserve. In line with this, the Malasakit Centers we initiated in 2018 have already provided financial medical assistance to more than seven million patients so far. There are 158 Malasakit centers established all over the country through the Malasakit Centers Act of 2019, which I principally authored and sponsored in the Senate. I have also continuously pushed for the establishment of Super Health Centers, which are medium versions of a polyclinic and improved versions of the rural health unit, to make healthcare more accessible to Filipinos even in remote areas. These centers, funded with the help of my fellow legislators and primarily implemented by the Department of Health, shall provide primary health care services in communities that also include consultation, diagnosis, and early detection of diseases. As chair of the Senate Health Committee, I must emphasize the need to bring public health services closer to the people who need them the most. The enactment of the Regional Specialty Centers Act, along with the continuing operations of Malasakit Centers and the establishment of more Super Health Centers nationwide will hopefully bridge this gap and further promote the health and well-being of Filipinos no matter where they are in the country. As a legislator and public servant, I will continue to help improve public service delivery at the grassroots to the best of my capacity so that no Filipino is neglected when it comes to availing government services they need. That is why aside from the health initiatives mentioned above, I also continue to visit communities to deliver assistance, listen to their concerns, and provide solutions to their daily struggles. We were in Laguna on August 25 to inspect the Siniloan Sports Complex which was funded through our efforts as part of our goal as chairperson of the Senate Committee on Sports to promote grassroots sports development and divert our youth from harmful vices like illegal drugs. We then inspected the Isolation Facility of the Infirmary Hospital which we supported during the Duterte administration. We also led the distribution of aid to 500 impoverished residents of Siniloan together with Vice Governor Karen Agapay, Mayor Patrick Go, Vice Mayor Carla Valderrama, and other local officials. Last weekend, I also joined fellow officials and basketball enthusiasts alike in supporting Gilas Pilipinas during the 2023 FIBA World Cup. I commend everyone who took part in ensuring the successful hosting of the FIBA World Cup here in the Philippines. We were invited as a guest speaker on 24 August at the Gender and Development Activity organized by the Provincial Council of Occidental Mindoro. We support these kinds of discussions that aim to promote equal and gender-sensitive leadership. On 23 August, I received the prestigious Apostle Arsenio Ferriol Award of Excellence for Public Service and Governance. I want to express my sincere gratitude to the Pentecostal Missionary Church of Christ (4th Watch) for this very prestigious recognition. With or without an award, I will continue my mission to serve fellow Filipinos, knowing very well that service to the people is service to God. Aside from the awarding ceremony, I also joined them yesterday for their 50th Golden Church Anniversary celebration in New Clark City, Tarlac. I also visited Navotas City on 22 August, together with Mayor John Rey Tiangco and Vice Mayor Tito Sanchez to help 1,000 senior citizens, PWDs, and indigents. We also provided additional support to 1,328 recovering fire victims who were given aid from the National Housing Authority to buy housing materials through their Emergency Housing Assistance Program that we initiated before and continue to support its implementation now. We were also instrumental in the construction of nine public school buildings in Navotas City, some of which we were able to inspect during our visit. My office also continues to assist Filipinos affected by calamities. Among those assisted were typhoon victims in various towns in Cagayan — 500 in Gonzaga; 500 residents in Aparri; 500 in Allacapan; 500 in Pamplona; 500 in Ballesteros; and 500 more in Caoayan, Ilocos Sur. More support was also provided for 35 indigents from different towns of Cotabato Province plus 110 sectoral members in Libungan town; three fire victims of Brgy. Peñaplata in Samal Island; 1,000 residents of Sibalom and almost 250 in Tobias Fornier in Antique; 1,000 beneficiaries in Polomolok, South Cotabato; 66 residents of Malolos Bulacan; 31 residents of General Tinio and 140 more in Gapan, Nueva Ecija. We also extended livelihood support to 14 indigents in Cauayan, Negros Occidental; three farmers in San Lorenzo, Guimaras; and 52 residents of Brgy. Tisa, Cebu City who were previously victims of a fire incident. They were also provided aid through DTI’s Pangkabuhayan sa Pagbangon at Ginhawa (PPG) program, which I pushed for before and continue to support now to boost the livelihood of those affected by various crises. Furthermore, I am also thankful to the President for signing the following into law: Republic Act No. 11961, which I co-authored, amending the National Cultural Heritage Act of 2009, and mandates the creation of a Philippine Registry of Heritage; RA 11958, which I co-authored, that amends RA 6948 to rationalize the disability pension provided to military veterans; and the One Town, One Product Philippines Program, which I authored and co-sponsored, to support the growth of the country’s micro, small, and medium enterprises. While we have accomplished a lot in the past few days in helping those in need and pushing for policies that would uplift the lives of fellow Filipinos, our work must not stop as long as there are more of our kababayans who rely on us for support. CAAP airports in Northwestern Luzon gear up for Typhoon ‘Goring’
In preparation for Typhoon "Goring" (internationally known as "Saoloa"), airports under the Civil Aviation Authority of the Philippines have implemented preventive measures. CAAP said Signal No. 3 was raised in Cagayan and Isabela provinces as Typhoon "Goring" intensified as reported by PAGASA. CAAP reported that potential airport closures include Tuguegarao, Basco, Itbayat, Cauayan, and Palanan. Airports in Laoag, Vigan, and Baguio are also preparing for harsh weather conditions. In a progress report by Area 2 Manager Mary Sulyn Sagorsor to CAAP Director General, Capt. Manuel Antonio Tamayo, all flights at Tuguegarao, Cauayan, Palanan, and Basco Airports are canceled. Area 1 Manager Ronald Estabillo reported that the Laoag International Airport flight of Cebu Pacific (Mnl-Lao-Mnl) 5j404 had 94 affected passengers, while flight 5j405 had 69 passengers affected due to flight cancellation. Baguio Airport flights of PALEx (Ceb-Bag-Ceb) flight 2p2230/2231 were canceled, with 33 of 38 passengers affected and accommodated on the next available flight. Lingayen Airport experienced power interruptions from 7:00 a.m. to 12:00 p.m. In Vigan, Rosales, and San Fernando, the airports' ramp was flooded. The areas experienced light to moderate rain. To further assist stranded travelers, Malasakit Help Kits and Malasakit Help Desks were made available at airports to address their needs. CAAP urges the public to stay informed. DENR supports ‘million trees’ program of DepEd
The Department of Environment and Natural Resources on Sunday said it has committed to fully supporting the tree-planting component of the recently launched “PagbaBAGo: A Million Learners and Trees” program of the Office of the Vice President (OVP) and the Department of Education (DedEd). The five-year program aims to provide students with one million bags containing school supplies and dental kits, planting one million trees for environmental sustainability, and promoting family planning among parents. Vice President Sara Duterte kicked off the program at the Mandaue City Sports Complex on May 27. Simultaneous tree-planting activities were also held across 11 regions in the country in support of the program’s aim to plant one million trees by 2028. A total of 7,800 trees were planted during the program launch, with the DENR providing most of the seedlings used for the nationwide activity. Almost 7,500 of the planted trees were planted in the Zamboanga Peninsula, with 5,000 of which are mangroves. In the other regions, seedlings were turned over in ceremonial activities marking the launch of the program, as the actual tree planting was scheduled at a later date due to El Niño occurrence. Along with the turnover and distribution of seedlings from the DENR, bags with school supplies and dental kits for students were distributed by the DepEd to elementary students. The DENR’s participation in the program is covered by a memorandum of agreement (MOA) it entered into with the OVP and DepEd, with the OVP taking the lead in monitoring its implementation. It is also the OVP’s form of participation in the government’s National Greening Program (NGP). Under the MOA, the OVP will provide logistical support and resources including procurement of seedlings necessary for the planting, maintenance and protection of the trees. The DepEd, on the other hand, will identify potential planting sites within school premises, provide the warm bodies during planting, and promote national awareness among students on the importance of NGP. Meanwhile, the DENR—through its regional and field offices—will assist in the identification of suitable sites and appropriate species for planting activities. It may also engage the service or participation of people’s organizations or the community to aid in the production of seedlings and other planting materials, as well as in protecting seedlings planted outside school premises. The MOA will remain in effect until June 30, 2028, or until the program’s objectives have been met. Aside from Cebu and Zamboanga provinces, kickoff activities were also held in the cities of Manila, Dagupan, Lipa, Legazpi, Bacolod, Tacloban and Davao; Santo Tomas town in Isabela province; and the Caraga region. Bong Go inspects infra project, aids indigents in Cebu
Senator Christopher “Bong” Go visited Naga City, Cebu on Wednesday, 12 July where he inspected the seawall project and government vehicles that he had advocated funding for as vice chair of the Senate Committee on Finance. He also aided indigent residents of the city. Go has consistently championed the need to support local governments in their efforts to develop and implement infrastructure projects and improve public service delivery for their constituents. Accompanied by local officials, including Congresswoman Rhea Gullas, Governor Gwendolyn Garcia, and Naga City Mayor Valdemar M. Chiong, Go toured the seawall project site, inspected the acquired vehicles, including an ambulance unit and other multipurpose vehicles, and engaged in discussions regarding other opportunities to further help the community. Go also led a relief operation at Barangay Poblacion tennis court. In his address, the senator reiterated the importance of cooperation between national and local government units in pursuing progress and development. Meanwhile, Go also encouraged those with health concerns and in need of medical assistance from the government to visit Malasakit Centers located at Vicente Sotto Memorial Medical Center (VSMMC), Cebu City Medical Center, and St. Anthony Mother & Child Hospital in Cebu City, Cebu Provincial Hospital in Carcar City, Lapu-Lapu City District Hospital, Eversley Childs Sanitarium and General Hospital in Mandaue City, and Talisay District Hospital in Talisay City. First established in Cebu in 2018, the Malasakit Center is a one-stop shop through which agencies such as DSWD, DOH, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office assist indigent patients by bringing their hospital bills to the lowest amount possible. Bong Go helps struggling Bulakeños in Plaridel town
Senator Christopher “Bong” Go, head of the Senate Committee on Health and Demography, continues to promote better access to public health services through the Malasakit Centers program to ensure that more Filipinos, particularly the poor and indigent, get access to medical assistance they need. In a video message during his team’s relief activity in Plaridel, Bulacan, in coordination with Mayor Jocell Aimee Vistan, on Thursday, 6 July, Go encouraged those with health issues to visit Bulacan Medical Center in Malolos City or in Rogaciano M. Mercado Memorial Hospital in Sta. Maria or in Ospital ng Lungsod ng San Jose del Monte where there are Malasakit Centers that will assist them with their medical-related expenses. A brainchild of Go, the Malasakit Center first opened in Cebu in 2018 and was later institutionalized under Republic Act No. 11463, which the senator principally authored and sponsored. The Act mandates all Department of Health-run hospitals, and Philippine General Hospital in Manila City, to establish their own centers to provide convenient access to medical assistance programs offered by the government. Other public hospitals may also establish their own centers provided they meet a standard set of criteria and they can guarantee the sustainability of their operations. The program has so far assisted over seven million Filipinos since its inception in 2018, according to DOH. “Ang target po ng Malasakit Center ay bawasan ang inyong hospital billing to the lowest amount possible. Kaya huwag po kayong mahihiyang lumapit sa Malasakit Center dahil para po yan sa inyo, mga kababayan kong Pilipino. At ngayon po, meron na po tayong 158 na Malasakit Centers sa buong Pilipinas na handang tumulong po sa inyo,” explained Go. “Pera naman ng taumbayan yan. Binabalik lang sa kanila sa pamamagitan ng mabilis at maayos na serbisyo. Kaya basta Pilipino ka, poor and indigent patient ka, qualified ka sa Malasakit Center. Lapitan niyo lang po ang Malasakit Center diyan po sa inyong lugar at tutulungan po kayo sa inyong billing,” he added. Go also highlighted that there will be 15 Super Health Centers in the province which will provide basic health services to Bulakeños. Super Health Centers are medium versions of polyclinics and are bigger than rural health units. The centers offer basic services such as database management, out-patient, birthing, isolation, isolation, diagnostic (laboratory, x-ray, and ultrasound), pharmacy, and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service, oncology centers, physical therapy and rehabilitation center, and telemedicine, which makes possible remote diagnosis and treatment of patients. Held at the municipal hall, Go’s team provided assistance to 49 struggling residents, such as masks, snacks, vitamins, and shirts. As artificial intelligence is causing global worry over the loss of jobs for humans, executives of the Contact Center Association of the Philippines maintain that AI would bring more benefits than harm, particularly to their industry. CCAP president Mickey Ocampo said artificial intelligence would be more helpful, than detrimental, to the BPO industry. He said the country’s contact center and business process management sector continues to evolve amid the emergence of new technologies, particularly Generative AI, which is quickly being incorporated into various tasks across the information technology and business process management or IT-BPM industry. “The impact of a generative AI will come within the next, maybe, two to four years. This will allow our country to develop using upskilling our people. Generative AI will increase productivity as at a certain level we will be able to handle more calls or more non-voice inquiries. AI will also generate additional jobs,” he said during Daily Tribune’s Straight Talk program last Tuesday. Ocampo said their group is confident the sector could easily keep its position as the world’s top provider of voice and business process outsourcing services and it’s being the “heart of customer experience (CX)” with the adoption of Generative AI, which critics say could either be a boon or a bane to the BPO industry. “Generative AI can be used to automate and enhance various aspects of customer interactions. Some examples are chatbots and virtual assistants. There are automated email responses for faster adaptability. To illustrate, in the past, when an agent needed to respond to a customer’s call, he had to look at the CRM and backtrack or even go to the knowledge base. Now, these things are automated, further enhancing agent productivity,” Ocampo said. CCAP managing director Rosario Cajucom-Bradbury said Generative AI will have an impact on client business, in the way services are delivered and in the corporate services of providers, namely, human resource and finance, among others. 31 SM job fairs draw over 21,000 applicants nationwide
More than 21,000 work applicants lined up for employment opportunities during the recent job fairs held in 31 SM malls. A job applicant looks for an employment vacancy at the Job Fair in SM City Cauayan last 12 June. The SM Supermalls Job Fair is a partnership between the Department of Labor and Employment (DOLE), the Public Employment Service Office (PESO), and the Local Government Units (LGUs). It attracted 1,190 companies and 21, 723 total event registrants. Employment seekers join the Job Fair at the recently-opened SM City Bataan. The job fairs provided venues for employment seekers and supported the government to provide work opportunities, as well as reducing unemployment in the country. Prioritize the poor, bring gov’t services closer to needy
For many of our fellow Filipinos who can barely afford their daily expenses, getting treated in a hospital is oftentimes a burdensome choice that they resort to only if it is a matter of life and death. Usually, our struggling kababayans choose to endure their illness for fear of falling deeper into debt due to huge hospital bills, medicines and other expenses. And by this time, an ordinary disease has already become a serious medical condition. Their plight is what inspired us to initiate the Malasakit Centers program in 2018 which provides one-stop shops where our indigent patients may more conveniently access medical assistance from the government. By bringing together programs of various government agencies under one roof, such as the Department of Health, Department of Social Welfare and Development, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office, the centers streamline the process of availing medical assistance. I have been appealing to officials and workers in the health sector to prioritize the needs of the poor, especially in public health facilities since these patients have nowhere else to turn to but to seek the help of their government. I also appeal to all hospital staff to be patient and compassionate in guiding Filipinos, particularly the poor, so that they can properly have access to the services offered by our public hospitals and from the medical assistance programs available in any of our 158 Malasakit Centers nationwide. That is why as Chairperson of the Senate Committee on Health and as the principal author and sponsor of the Malasakit Centers Act of 2019, I make time to personally check on the operations of our Malasakit Centers across the country, in addition to attending the groundbreaking of Super Health Centers and leading our usual relief distributions for Filipinos in need. On 16 June, I conducted a monitoring visit to two Malasakit Centers in Leyte, where I was honored to be declared as an adopted son of the province through Resolution 2020-337 passed on 24 April 2020 and formally granted on 16 June by the provincial government. During the visit, I recognized the efforts of Governor Carlos Jericho “Icot” Petilla, Baybay City Mayor Jose Carlos “Boying” Cari and Vice Mayor Ernesto Butawan, Vice Governor Sandy Javier, Cong. Carl Cari, Cong. Karen Javier, Board Member Carlo Loreto, and other officials for their commitment to bringing government services closer to their constituents. I also visited the Malasakit Center at Baybay City Immaculate Conception Hospital where we assisted 30 out-patients, 140 in-patients, and 192 front liners, while the DSWD extended financial aid to qualified in-patients. We likewise inspected the Super Health Center and the new boardwalk in the city which I supported to help the community. I then checked on the operations of the Malasakit Center at Ormoc District Hospital in Ormoc City. We also assisted 283 patients and 211 front liners in the hospital, while 133 qualified inpatients received additional assistance from the DSWD. Following this, I led a relief operation for 1,065 struggling residents in the city and attended the ribbon-cutting of the newly constructed pentathlon facility with a dedicated fencing hall, among others — a project I supported as Vice Chairperson of the Senate Committee on Finance and as Chair of the Senate Committee on Sports, together with the local government led by Cong. Richard Gomez and Mayor Lucy Torres-Gomez. Earlier that week, I was in Davao del Norte to participate in the celebration of the first anniversary of an insurgency-free Davao del Norte led by Gov. Edwin Jubahib, held in Tagum City on 13 June. I also personally spearheaded a relief operation for 1,500 struggling residents in the city. Simultaneously, we provided more support to the community in partnership with the Department of Labor and Employment which held an orientation for temporary employment to 721 individuals. Following this, I visited the town of Carmen with Mayor Leony Bahague to witness the groundbreaking of its Super Health Center and provide aid to 1,666 more indigents. On 15 June, I was in Quezon City with my team to witness the inauguration of two multipurpose buildings in Barangays Commonwealth and Payatas which I also supported for funding together with Councilor Mikey Belmonte. We likewise aided a thousand indigents in the city with Mayor Joy Belmonte. We then headed to Marikina City to assist 3,000 more struggling residents from Marikina City and the towns of San Mateo and Rodriguez, Rizal, together with Congresswoman Maan Teodoro and Mayor Marcy Teodoro; as well as the local officials from both towns in Rizal, such as Rodriguez Mayor Ronnie Evangelista and San Mateo Mayor Bartolome “Omie” Rivera Jr., among others. We also visited North Cotabato on 17 June, where we celebrated the 54th Araw ng Alamada led by Mayor Jesus Sacdalan and Cong. Joel Sacdalan and helped 840 farmers and 1,500 struggling residents in the town before going to Matalam to witness aspiring athletes in the Serbisyong Totoo Basketball Sports Clinic and to lead another distribution activity for 1,318 more residents from various sectors together with Gov. Lala Taliño-Mendoza. Across the country, my team aided indigent families and various sectors, including 136 in Samal, 33 in Balanga, and 82 in Limay, Bataan; 990 in Tagudin, Ilocos Sur; 150 in Damulog, Bukidnon; 350 in Iligan City; 100 in Tubod, Lanao del Norte; 550 in Malinao and Sto. Domingo, Albay; and two fire-hit households in Carcar City, Cebu. My team also attended the groundbreaking of the Super Health Center in Tiguma, Pagadian City. It is the fundamental right of every Filipino to receive proper medical care and social assistance from our government. I hope that with compassion for our struggling kababayans and the persistence to help uplift their lives, we can collectively ensure that the poor and most needy are not neglected as we continue our pursuit for progress and development. Bong Go provides aid to fire victims in Cebu
Senator Bong Go highlighted the importance of better and strengthened fire prevention efforts as he provided aid to fire victims in Carcar City, Cebu on Tuesday, 13 June. Go, in his video message, reminded the public to keep their homes safe by following fire safety precautions recommended by the government. He likewise reassured that the Bureau of Fire Protection continues to enhance its capabilities following the enactment of the BFP Modernization Act of 2021. The said law provides for the acquisition of new fire equipment, expansion of fire personnel, and provision of highly specialized training programs. He advised them to obtain medical assistance from the government through any of the Malasakit Centers in the province, including those at Cebu Provincial Hospital in Carcar City, Vicente Sotto Memorial Medical Center, Cebu City Medical Center, and St. Anthony Mother & Child Hospital, both in Cebu City. The Malasakit Centers program was initiated by Go in 2018 and was institutionalized under Republic Act No. 11463, which he primarily authored and sponsored. The center is a one-stop shop that brings together all relevant agencies that offer medical assistance programs to assist poor and indigent patients with their hospital expenses. Other Malasakit Centers in the province are available at Lapu-Lapu City District Hospital, Eversley Childs Sanitarium and General Hospital in Mandaue City, and Talisay District Hospital in Talisay City. There are currently 158 Malasakit Centers throughout the country which have assisted over seven million Filipinos, according to the DOH. Celebrating independence, overcoming challenges
We all wish for the good health of our loved ones. It would pain anyone to see their family members, friends or partners suffering through disease, more so if they cannot receive adequate medical attention due to financial constraints or inaccessible health services. Unfortunately, many poor Filipinos and those living in remote areas face precisely this dilemma. As we go around the country, I have personally witnessed the dire need to make medical assistance and health services — both basic and specialized — more accessible to Filipinos. That is why as Chair of the Senate Committee on Health, I continue to push for initiatives to improve healthcare access, including the establishment of more Malasakit Centers, Super Health Centers and Regional Specialty Centers. Just last on Friday, 9 June, I was honored to lead the inauguration of the 158th Malasakit Center at the Diosdado P. Macapagal Memorial Hospital in Guagua, Pampanga, together with our new Health Secretary, Teodoro Herbosa, as well as local leaders led by Governor Dennis Pineda and Vice Governor Lilia Pineda, among others. The Malasakit Center aims to streamline and expedite the delivery of medical assistance particularly to poor patients by consolidating the programs of various government agencies under one roof. Launched in 2018, it was later institutionalized under the Malasakit Centers Act of 2019, which I principally authored and sponsored in the Senate. According to the DOH, over seven million Filipinos nationwide have benefited from the program so far. During the inauguration, my team and I also aided 120 in-patients, 174 out-patients, and 378 front liners at the hospital. Additionally, a team from the Department of Social Welfare and Development extended assistance to qualified patients. On the same day, we visited Bulacan to assist 1,000 students in Guiguinto town with Mayor Agay Cruz and Congressman Boy Cruz, as well as 1,465 struggling Bulakeños in Meycauayan City. We also attended the ribbon-cutting and blessing of the city’s Super Health Center together with Mayor Henry Villarica. I have also long been advocating for the establishment of more Super Health Centers throughout the country. Through the efforts of our fellow lawmakers, sufficient funds had been allocated for 307 Super Health Centers in 2022 and 322 in 2023. DOH, as the lead implementing agency, identifies the strategic areas where they will be constructed. While our Super Health Centers bring basic health services closer to Filipinos, especially in remote areas, I am hopeful that we could also soon provide our kababayans improved access to specialized medical services following the recent ratification of the Bicameral Conference Report on the Regional Specialty Centers Act, which I authored and principally sponsored. If enacted, it will bring key medical services closer to the people by establishing specialty centers that cater to specific medical needs in different regions. Meanwhile, we have also continued distributing aid to many indigent Filipinos in various regions. On 5 June, I was in Digos City, Davao del Sur, with Mayor Josef Cagas and other local leaders to aid 1,500 indigents and witness the groundbreaking of its Super Health Center. We were in Agusan del Norte with Governor Angel Amante-Matba the following day, where we attended the groundbreaking of the Super Health Center in Las Nieves and inspected the ongoing construction of the Las Nieves Bridge. We then added 1,500 indigents in the town before visiting the Butuan City Super Health Center. We likewise assisted 2,000 residents in the city. Following this, I attended the annual general assembly of the Philippine League of Secretaries to Sanggunian Inc. in Davao City. Iloilo was our next destination where we attended the groundbreaking of the Barotac Viejo Super Health Center on 7 June and provided aid to 1,000 indigents in the town. I was also invited by Congressman Boboy Tupas and Mayor Bongbong Tupas to inspect the town’s new fire station. That day, we assisted 1,897 typhoon victims in Banate. We then made our way to Silay City in Negros Occidental, where we participated in the groundbreaking of a Super Health Center, dropped by the Teresita L. Jalandoni Provincial Hospital where I was instrumental in funding the construction of its new building, and extended aid to 2,000 underprivileged residents. Additionally, we joined in the commemoration of Silay City’s Charter Anniversary led by Mayor Joedith Gallego as we attended the PWD Sitting Volleyball event where I highlighted our efforts for more inclusive sports development programs as Chair of the Senate Sports Committee. On 8 June, we helped 1,493 beneficiaries in Palayan City, Nueva Ecija, in partnership with Governor Oyie Umali, Mayor Vianne Cuevas, Congressman GP Padiernos, and other local leaders. That same day, we aided 1,160 indigents in Quezon City with Cong. Marivic Pilar-Co. On 9 June, together with Senator Robin Padilla and in partnership with Governor Luigi Villafuerte, Congressman Lray Villafuerte, and Congressman Migz Villafuerte, we distributed aid to 2,699 indigents in Pili, Camarines Sur. That day, we attended the groundbreaking of the Super Health Center in Talisay, Camarines Norte, with Mayor Dondon Mancenido, where we likewise assisted 1,500 residents. Together with Governor Dong Padilla, I conducted a monitoring visit to the Malasakit Center at the Camarines Norte Provincial Hospital in Daet, Camarines Norte, where we aided 262 patients and 811 front liners. Finally, I headed back to Davao City to attend the 2023 Mindanao League of Municipalities of the Philippines Convention. Meanwhile, my office separately aided 186 fire victims in Quezon City, 41 in Caloocan City, 76 in Parañaque City, and 10 in Baguio City. Likewise helped were 1,015 indigents in Alitagtag, Batangas; 1,500 in Cabanatuan City and 1,040 in General Mamerto Natividad, Nueva Ecija; 500 in Datu Odin Sinsuat, Maguindanao del Norte; 360 in Culasi, Antique; 150 in Island Garden City of Samal, Davao del Norte; 53 in Iba and 13 in Botolan, Zambales; 1,620 in San Vicente, Camarines Norte; 380 Tesda graduates in Lapu-Lapu City, Cebu; and 90 indigent couples in Baroy, Lanao del Norte. My team likewise witnessed the groundbreaking of the Super Health Centers in Barangay Talon-talon, Zamboanga City on 6 June, and Mabuhay, Zamboanga Sibugay on 8 June. 4 int’l airlines moving to NAIA 3 by 1 June
Under the Schedule and Terminal Assignment Rationalization initiative of the Manila International Airport Authority, four international airlines will transfer from Ninoy Aquino International Airport Terminal 1 to NAIA Terminal by 1 June 2023. According to the MIAA Media Affairs Division, Jeju Air, Ethiopian Airlines, Thai Airways and Gulf Air will move to Terminal 3 of the NAIA, while Philippine Airlines will start running all of its international flights from Terminal 1 on 16 June. Earlier this year, on 16 April, Jetstar, Scoot, China Southern and Starlux made the switch from Terminal 1 to Terminal 3. MIAA said that in the first phase of the STAR program that was implemented on 16 April 2023, a total of 3,311 passengers boarded the 22 flights affected by the new terminal assignments. Only 2 percent of passengers were misrouted — 28 in Terminal 1 and 43 in Terminal 2 — while none were offloaded as a result of the terminal reassignment, according to the agency. All ground handlers ensured the presence of their personnel at the departure gates to assist passengers with their needs during the transfer. The undertaking aims to optimize the capacity of the four NAIA terminals, with NAIA Terminal 2 becoming an entirely domestic terminal, consistent with its intended design when it was built in the late 1990s. While MIAA works on further expanding the capacity of NAIA Terminal 2, the domestic operations of Cebu Pacific will remain in NAIA Terminals 3 and 4 in the meantime. Senator Bong Go, Chair of the Senate Committee on Health and Demography, personally visited Jordan, Guimaras on Friday, 19 May, where he checked the operations of a Malasakit Center in the town. To help ensure quality healthcare services are provided to the residents, Go conducted a monitoring visit to the Malasakit Center at Dr. Catalino Gallego Nava Provincial Hospital. In his speech, Go highlighted that there are now 157 Malasakit Centers nationwide that serve as one-stop shops for medical assistance programs, streamlining the process of availing such programs. “Ako po ang Chairman of Committee on Health sa Senado at ako rin ang Chairman on Sports. Kaya Mr. Malasakit, mayroon na tayong 157 na Malasakit Centers sa buong Pilipinas, kasama na po ang Guimaras, na may Malasakit Center,” said Go. Cebu City welcomes ARTA office
The Anti-Red Tape Authority has opened in Cebu City a regional office which aims to assist businesses on complaints of government red tape or bureaucracy. ARTA director general Secretary Ernesto V. Perez believes that opening the regional office will encourage more businesses to open, thus creating more jobs and boosting the local economy. “When people know that it is easier to deal business, the economy will grow even better,” said Perez, during the inauguration of the new office located at the National Food Authority compound in Barangay Banilad, Cebu City. Its jurisdiction will cover Central and Eastern Visayas regions. Perez also vowed a seamless government service and simplified way of starting a business across Central and Eastern Visayas regions as the new field office will monitor how well the Central and Eastern Visayas government entities are adhering to the regulations for carrying out both business and non-business activities by putting the Ease of Doing Business Law into practice. One of the key efforts of the law is that each local government unit should carry out is the Electronic Business One-Stop Shop or e-BOSS which digitalizes business permitting and licensing systems, allowing LGUs to issue tax bills, order of payments, permits, licenses and clearances and accept applications and payments online. “Once the LGUs are able to set up and operationalize, an end-to-end process from the filing of application, submission of requirements, the processing, the payment, and printing of mayor’s permit should be done online,” Perez said.
