Bong Go reminds public to observe proper hygiene amid typhoid surge
Senator Christopher “Bong” Go has urged Filipinos to be more vigilant and prioritize their health by observing proper hygiene in the wake of an alarming increase in typhoid cases across the country. According to the Department of Health (DOH), at least 17,531 cases of typhoid have been recorded this year. Go, chairperson of the Senate Committee on Health and Demography, expressed his concern for the growing number of typhoid cases and called upon the Filipino people to take immediate action to protect their health and that of their loved ones. “Hinihikayat ko ang lahat na maging mapanuri sa ating kalusugan. Huwag tayong mag-atubiling magpatingin sa mga doktor kung may mga sintomas tulad ng lagnat o pagsusuka,” Go underscored. “Mahalaga ring magtulungan tayo para maiwasan ang pagkalat ng mga sakit na ito. Huwag nating kalimutan ang tamang kalinisan at sanitation sa ating mga tahanan. Siguruhing laging malinis ang ating mga paligid at inumin ang ligtas na tubig,” he added. Typhoid fever is a highly contagious bacterial infection that primarily spreads through contaminated food and water. Its symptoms, which include high fever, abdominal pain, and severe weakness, can be severe and even life-threatening if left untreated. Therefore, the recent increase in cases is a cause for significant concern, stressed Go. According to the most recent disease surveillance report from DOH, there has been a 38 percent increase in reported cases of the disease from 1 January to 30 September compared to the same period last year, with 12,693 cases. The Cordillera Administrative Region (CAR) reported the highest number of cases at 2,861 followed by Northern Mindanao with 1,932 cases, and Mimaropa Region (Mindoro Occidental, Mindoro Oriental, Marinduque, Romblon, and Palawan) with 1,413 cases. Cases in SOCCSKSARGEN (South Cotabato, Cotabato City, North Cotabato, Sultan Kudarat, Sarangani, and General Santos City) increased by 119 percent from 512 cases to 1,123. Central Luzon saw the most significant increase in cases, with a 192 percent increase from 334 cases last year to 975 cases this year. "Typhoid fever is a preventable disease, and it is disheartening to see the numbers continue to rise," Go said, adding "We cannot afford to be complacent when it comes to our health. It is our responsibility to stay informed and practice proper hygiene to prevent the spread of this disease." Go also urged the government and health agencies to intensify their efforts in raising awareness about typhoid prevention, enhancing healthcare services, and implementing strict measures to ensure food and water safety. Go then highlighted the importance of Malasakit Centers and Super Health Centers as crucial components of the country's healthcare system, saying, “As the nation battles the increasing number of typhoid cases, it is essential for Filipinos to be aware of the facilities designed to provide quick and efficient medical services and assistance.” The Malasakit Centers program, a brainchild of Go, serves as a one-stop shop for medical assistance programs. These centers bring together key government agencies to streamline the process of availing medical aid. “Ang Malasakit Center po ay one-stop shop, nasa loob na ho ng hospital ‘yung apat na ahensya ng gobyerno – ‘yung DOH, DSWD, PhilHealth, at PCSO. Tutulungan po kayo sa inyong billing,” said Go. The program was institutionalized through Republic Act No. 11463, which was principally sponsored and authored by Go. Other available services are eye, ear, nose, and throat (EENT) service; oncology centers; physical therapy and rehabilitation centers; and telemedicine. Through the collective efforts of fellow lawmakers and local government units, sufficient funds have been allocated under the DOH for 307 Super Health Centers in 2022 and 322 in 2023. "In times like these, we must come together as a nation. Let us be vigilant, look out for one another, and ensure that proper hygiene practices are consistently followed. DOLE, CHR reach agreement to safeguard workers’ rights
The Department of Labor and Employment partnered with the Commission on Human Rights to facilitate the investigation of violations of workers’ freedom of association and right to organize. DOLE Secretary Bienvenido E. Laguesma and CHR Chairperson Richard P. Palpal-Latoc signed a Memorandum of Agreement at the CHR Central Office in Diliman, Quezon City on 20 October which directs both agencies to cooperate on cases referrals, investigations, and monitoring; witness protection and psychosocial support; labor education and human rights promotion; and policy development. Laguesma said that the DOLE-CHR collaboration is vital in addressing the labor issues raised during the International Labor Organization High-Level Tripartite Mission visit in January 2023. “This collaboration underscores the need for our sustained partnership, ensuring that the principles of both labor and human rights are consistently upheld in every initiative and policy we undertake. We need the support of the labor groups and the employer sector as well as the ILO so that our common goal of ensuring that the Conventions, especially Conventions 87 and 98, will be respected,” Laguesma said. Following the MOA signing, a streamlined case referral mechanism will be promptly established. The DOLE’s Bureau of Labor Relations and CHR Protection cluster will be responsible for correspondence and referrals. The CHR will promptly inform DOLE upon receiving reports or complaints about alleged violations of labor rights. Afterward, DOLE will verify the reports, conduct case build-up, and gather evidence. The Philippines confirmed on Monday 165 new Covid-19 cases, increasing the country’s total cases since the outbreak’s inception to 4,118,885. According to the Department of Health’s Covid-19 tracker, active cases declined by 54 to 2,970, while recoveries increased by 558 cases to 4,049,192. The death toll has remained at 66,723 for the second day in a row. Metro Manila had the most new cases in the previous 14 days with 860, followed by CALABARZON with 397, Central Luzon with 205, Davao Region with 120, and Central Visayas with 97. Palace: ‘Northrail met standards for abolition, not producing desired outcomes’
Malacañang announced on Saturday that President Ferdinand Marcos Jr. has ordered the abolition of the North Luzon Railways Corp. as it is no longer cost-efficient and producing desired outcomes. The Memorandum Order 17 was signed by Executive Secretary Lucas Bersamin—by the authority of President Marcos—on 19 October. The Governance Commission for GOCCs determined that Northrail has met the standards for abolition for not producing the desired outcomes; no longer achieving the objectives and purposes for which it was designed and created; not being cost-efficient; and not generating the level of social, and physical, and economic returns vis-a-vis the resource inputs. In ordering the abolition, Marcos tasked the Bases Conversion and Development Authority board of directors to act as the administrator and liquidator of Northrail. The BCDA should settle the Northrail liabilities, including the payment of separation incentive pay to affective officials and personnel as well as undertake the necessary steps in liquidating Northrail’s assets and assist in the winding up of its corporate affairs. The BCDA directors shall also conduct an inventory of all of Northrail's existing programs and projects and either terminate or transfer them to concerned government agencies. The inventory also includes the list of Northrail's assets and liabilities and how to dispose of or settle them. The BCDA is also tasked to formulate a Change Management Plan for affected stakeholders of Northrail. It shall likewise conduct an inventory of all pending cases brought by and against Northrail and formulate the appropriate actions to resolve the cases. The original copies of Northrail’s corporate books and account and financial records will be surrendered to the Commission on Audit by the BCDA board of directors. Palace said the Office of the Government Corporate Counsel shall provide the necessary legal assistance to the BCDA in this endeavor. The GCG shall monitor the implementation of the abolition of the Northrail. The Department of Transportation, as the supervising agency of the Northrail, shall continue to oversee the programs and activities relative to liquidation and winding-up of the affairs by the Northrail. Malacañang imposed the separation incentive pay to all effective personnel and officials of Northrail. Those who have rendered 20 years of service may avail of the following separation benefits of 1.00 x Monthly Basic Salary x No. of years. 20 years and 1 day to 30 years: 1.25 x MBS x No. of years 30 years and 1 day and above: 1.50 x MBS x No. of years The separation pay shall be charged against the available corporate funds of Northrail, subject to existing budgeting, accounting, and auditing policies. The Northrail was registered with the Securities and Exchange Commission on 31 July 1995. It was then created as a wholly owned subsidiary of the BCDA to develop, construct, operate, and manage a railroad system to serve Metro Manila, Central Luzon, and Northern Luzon. In 2015, the National Economic and Development Authority Board approved the North-South Commuter Railway Project, which was financed through official development assistance from Japan, effectively rendering the Northrail project terminated. The GCG ordered the “deactivation” of the Northrail, through Memorandum Order No. 2019-05 on 20 May 2019.
