Meralco assures readiness to respond to impact of Southwest monsoon
The Manila Electric Company has assured its customers that its personnel are ready to immediately respond to power outages that may result from the southwest monsoon currently being experienced in parts of its franchise area. This comes as the state weather bureau Philippine Atmospheric, Geophysical and Astronomical Services Administration said the southwest monsoon was enhanced by Severe Tropical Storm Hanna (international name: Haikui) which is currently inside the Philippine Area of Responsibility, as well as Super Typhoon Saola and Tropical Storm Kirogi. The southwest monsoon is expected to bring gusty conditions over Bulacan, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, Western Visayas, and the northern portion of Eastern Visayas until 1 September. “As a 24–hour service company, we are ready to respond to these types of emergency. Our crews are on standby to attend to any trouble that may affect our facilities in areas that might be affected by the inclement weather,” Meralco Vice President and Head of Corporate Communications Joe R. Zaldarriaga said. Zaldarriaga added that Meralco has put in place necessary measures to mitigate the possible impact of monsoon rains, including the issuance of advisories on appropriate precautionary measures. The company has consistently requested billboard owners and operators to temporarily roll their billboards up to prevent these structures from being toppled by the strong winds. Meralco also advised its customers to continue practicing electrical safety measures which are very important especially when there is flooding. • Ensure that the main electrical power switch or circuit breaker is off. Be sure to be dry when being in contact with any electrical facility. • Unplug appliances from wall sockets. Turn off permanently connected equipment and unscrew all light bulbs if possible. • Remove mud and dirt from service equipment or main circuit breaker/fuse and its enclosure using rubber gloves and rubber-soled shoes. • Make sure that all electrical wires, connectors, and other wiring devices are completely dry. • When all electrical wires and accessories have dried and are clean, the wiring system of all appliances must be checked by a licensed electrician. Do not turn on flood-damaged electrical appliances. Zaldarriaga also urged the public to keep all channels of communication open and ready and charge mobile phones, laptops, radios, and other communication gadgets. Customers may tune in to the different public service radio stations should power interruptions occur. To report power outages and other concerns, customers may reach Meralco through its official social media pages on Facebook (www.facebook.com/meralco) and Twitter (@meralco). They may also text their concerns to 0920-9716211 and 0917-5516211 or contact the Meralco Hotline at 16211 and 8631-1111. Phl Navy, Air Force & US Marine to kick off support activity on 6 July
The Philippine Marines Corps is set to hold a marine aviation support activity, scheduled beginning 6 July until 21 July, aimed at enhancing the capabilities of the country’s naval infantry force. Captain Jarald Rea, director of the Marine Corps Public Affairs Office, said the combined interoperability exercises and training, to be held across Luzon, will be joined by Marines troops, personnel from the Naval Air Wing of the Philippine Navy, and Philippine Air Force along with the staff from the United States Marine Corps Forces Pacific. The San Antonio local government in Zambales will host the two bilateral trainings including Helicopter Rope Suspension Training and Maritime Strike. The maritime strike involves the conduct of live fire maneuvers wherein the combined forces will have to sink a decommissioned PN vessel and this will take place approximately 10 to 12 nautical miles west of the Naval Station Leovigildo Gantioqi Beach on 13 July. “A semi-annual activity of the Philippine and US military, MASA 2023 hopes to further improve interoperability, allowing both forces to operate seamlessly and effectively in joint operations,” Rea said. During the training, Rea fisherfolk of the abovementioned municipalities will not be allowed to go fishing considering safety reasons. The Philippine Marine Corps and the United States Marine Corps, in coordination with the Provincial Government of Zambales and with assistance from the private sector, will have a joint civil-military program within coastal communities that will be affected by the exercises. This assures that fisherfolk in the affected areas will get sufficient assistance throughout the implementation of the exercises. This year’s MASA is focused on the aligned procedures, tactics, and communications among marines, navy, and air forces. It targets to enhance combined capabilities and readiness, leading to a more synchronized response to the evolving security challenges. The Philippine Marine Corps has been conducting amphibious, expeditionary, and special operations missions for the Armed Forces of the Philippines. BI assures enough manpower at departure area
Amid concerns over the crowding at the airport’s immigration departure area, the Bureau of Immigration assured the public Thursday that it has enough staff to assist those who will fly out of Terminal 3 of the Ninoy Aquino International Airport. In his statement, BI Commissioner Norman Tansingco said that the immigration booths in NAIA 3 are always fully manned as the bureau has already beefed up the number of BI officers deployed at the premiere port. Tansingco added that although their manpower at the airport is more than enough, these long queues of passengers could not be avoided due to many factors, foremost of which is the recent transfer of several airlines from NAIA 1 to NAIA 3 that resulted from the impending shutdown of international flight operations at NAIA 2. The BI chief disclosed that the recent transfer to NAIA 3 of China Southern Airlines, Gulf Air, Jeju Air, Thai Airways, Ethiopian Airlines, Jetstar, Starlux and Scoot has caused a 10-percent increase in the average number of passengers who depart from NAIA 3 daily. Tansingco also attributed the congestion problem at NAIA 3 to other factors, such as limited space, flight delays and diversions caused by bad weather, and the frequent declaration of lighting alerts that result in the simultaneous disembarkation of passengers from affected flights. “We are constantly coordinating our efforts with the Manila International Airport Authority in seeking the best solution to address this perennial problem of overcrowding in our immigration areas at the NAIA,” the BI chief added. “Among these are the installation of additional BI counters and expanding the space of our departure area.” He reiterated that the BI has already addressed its previous problem of manpower shortage in light of the continuous hiring by the bureau of new immigration inspectors. “In fact, due to the augmentation of our manpower, we have granted the request of our airport terminal heads outside Metro Manila, such as those in Clark, Mactan, and Davao, by reassigning immigration officers to their turfs, Tansingco said. NoLCom assures sufficient relief assistance for Luzon islands
The Armed Forces of the Philippines’ Northern Luzon Command or NoLCom said Friday it has already transported some 850 boxes of relief items to Basco, Batanes via the Philippine Air Force’s C130 aircraft in anticipation of the onslaught of Typhoon "Mawar" in the country this weekend. NoLCom Commander, Lt.Gen. Fernyl Buca, said the advance delivery of the relief goods to the province was coordinated among the Department of Social Welfare and Development, the Office of the Civil Defense, the Philippine Coast Guard, the Philippine National Police, and the PAF's Tactical Operation Group 2. Buca said the member agencies of the National Disaster Risk Reduction and Management Council are also closely coordinating with the local government units and non-government organizations in the Luzon provinces. He assured of the continuous transportation of sufficient relief goods "before and after the typhoon hit the islands of Luzon." “All units under NoLCom are on standby to conduct humanitarian assistance and disaster response operations as soon as the need arises,” Buca added. NoLCom is the AFP’s unified command in charge of the Ilocos Region, Cordillera Administrative Region, Cagayan Valley, and Central Luzon, including the indifferent maritime areas in the West Philippine Sea, Batanes Group of Islands, and Philippine Rise in the Pacific Ocean. Based on the latest PAGASA weather bulletin, the center or the eye of Typhoon "Mawar" with local name "Betty" was last tracked over 1,475 kilometers east of Central Luzon (15.8°N, 135.9°E). Five ways Metro Manila can be made a better city
Metro Manila is forecast to become a global power city, but that development is challenged by rapid urbanization. The UN Habitat sees climate change, inequality, poverty and other social problems arising from poorly managed cities. Is there a way out of Metro Manila’s problems? Architect and urban designer Chintan Raveshia and urban planner and sustainability consultant Tony Chan of Singapore-based Arup stress that urban development should also consider people’s aspirations, their changing needs and expectations, and the collective identity of the residents. Raveshia says stakeholders should first ask themselves the most fundamental question: “What’s the identity of the city and how do we make its residents proud?” As an example, “Singapore, a city high on everyone’s liveability list, is also working with citizens and grassroots organizations to inculcate a sense of ‘lovability’ for the city. This helps to strengthen societal bonds, increase equity, improve community safety, and exude pride and a feeling of ownership of the city among the residents.” Chan believes that successful sustainable urban development goes hand in hand with the capability to enhance people’s quality of life. “We must develop and harness models of development that have low-carbon targets, that are also just, secure and enhances the quality of life for all residents.” If Singapore reclaims lands for more affordable housing and Melbourne builds accessible green spaces to promote social interaction, for instance, what plans would likewise best fit Metro Manila’s sustainable and livable future while maintaining its identity? Here are five ways the country’s main political and economic hub can be made much better for its residents. Greater accessibility for all. While Metro Manila is the Philippines’ major economic driver, accounting for 32 percent of the country’s gross domestic product, it’s often challenged in sustaining accessible living conditions for residents across all social classes. The UK-based The Economist Intelligence Unit ranked Metro Manila 105th out of 139 cities in the Global Liveability Index 2022. The increasing population density in Metro Manila has resulted in traffic gridlock, scarce open spaces, high carbon footprint, unaffordable housing and unequal income opportunities. Urban planners and developers suggest mixed-use planning in the metropolis and coastal developments where residents across all walks of life are can live healthy, affordable and sustainable lifestyles, with residential, commercial and office spaces integrated within a single development. Green open spaces. Despite land scarcity, Singapore manages to be one of the greenest cities in the world with over 400 parks, more than 3,300 hectares of nature reserve and over 300 kilometers of park connector network. Studies shows that Metro Manila has only 5 square meters of green space available per person, a number well below the 9 square meters set by the World Health Organization.COVID-19 had the entire world reassess their health conditions, lifestyle practices and environmental situations. The impact was even more drastic in Metro Manila due to population density, crowded spaces and insufficient parks and open areas. Aside from improving air quality and enhancing biodiversity, green spaces also moderate temperatures during the warm season. Enhanced human health and wellbeing. Cities with sufficient healthcare facilities, access to health coverage and infrastructure that enhance well-being and promote a healthy lifestyle produce prosperous societies. The way cities are planned, designed and executed has a crucial impact on how people live. While there is evident progress in Metro Manila’s health sector, rapid urbanization continues to pose risks in communities due to overcrowded neighborhoods, vehicular emissions, heavy traffic, pollution and flood-prone areas. Resilient communities. Resilience is the capacity of individuals, communities and systems to adapt, survive and grow in the face of stress and shocks, and even transform when conditions require it. The Philippines is among the top 10 countries in the world most affected by climate change in the past 20 years, according to the Global Climate Risk Index. Well-planned and executed urban designs have the power to build safe and resilient communities against that danger. Infrastructure like proper bike lanes and walkable streets ensure residents’ safety, accessibility and comfort, while science and technology-based solutions can build flexible structures, multi-use systems and technologies that can help residents adapt and prepare for changing conditions. [caption id="attachment_122966" align="aligncenter" width="908"] Melbourne is considered one of the most liveable cities in the planet.[/caption] Competitive city. In 2022, Singapore placed 3rd in the World Competitiveness Ranking. This small country in Asia even placed first in 2019 and 2020. Metro Manila is one of Asia’s premier regions. As the country’s engine growth driver, it can further step up by following global models like Singapore, Melbourne and Hong Kong, which created integrated cities and coastal developments that ushered in a vibrant economy and better urban lifestyles. A similar endeavor for Metro Manila can increase opportunities for jobs, education, tourism, infrastructure and the overall economy. When all stakeholders are listened to and addressed, communities are energized, especially when their participation is harnessed for well-designed and master-planned and -implemented developments. This assures more inclusive growth for residents, making the urban landscape an extension of their home. When a city embraces its history, celebrates its milestones, innovates and adopts for the future and, most importantly, nurtures its residents and responds to their aspirations, it is a city working toward competitiveness and unlocking future potential. DepEd assures printing of modules is on schedule
As it braces for the crucial weeks before the opening on Oct. 5, the Department of Education (DepEd) assured the reproduction of printed modules to be used by students in public schools for distance/blended learning is right on track. DepEd Undersecretary for Curriculum and Instruction Diosdado San Antonio said that the reproduction as well as the distribution of printed Self Learning Modules (SLMs) are ongoing in various regions and divisions nationwide. During the Sept. 14 virtual presser, San Antonio said that when it comes to printing of modules, “73.36 % of the division offices are on track.” He noted that this figure represents 157 out of 214 Schools Division Offices (SDOs) nationwide. San Antonio noted that there are also some regions that completed the printing of SLMs including Regions II, IV-A, IV-B, IX, and XII. “All these SDOs have reported that they completed almost 100 % of the reproduction,” he said.In Metro Manila, San Antonio said the SDOs are currently distributing modules for the students. With the help of the local government unit, students in public schools located in the National Capital Region (NCR) will receive printed modules. San Antonio, during the House of Representatives’ ( Committee on Appropriations deliberation on the budget allocation for the DepEd on Tuesday, also noted that in some areas, the distribution of modules “will most likely be on a weekly basis.” When it comes to approaches in delivering distance modalities this school year, San Antonio said that DepEd “offered several options.” For those learners with gadgets and with access to the Internet at home, they will do online distance learning. For those who do not have access to the internet but with access to gadgets, they will be doing modular digital wherein the “learning resources will be sent to the learners through flash drives or in any other means and they will be open these at home.” Of all the options, San Antonio said that modular printed is the “most popular choice of families even in areas – which we believe – they have access to gadgets or Internet.” These students will use printed SLMs. DepEd will also make use of TV and radio – “essentially to supplement the other modalities.” “The approach really is blended, distance learning,” San Antonio explained. Aside from printed and offline SLMs, textbooks aligned with the Most Essential Learning Competencies (MELCs), activity sheets and learning plans prepared by teachers will also be used. “Essentially, the learning will happen at home,” San Antonio said. He added that the learning approaches will also not be uniform because local DepEd officials were “empowered” to contextualize the Learning Continuity Plan (LCP) depending on their respective circumstances......»»
