Gun ban violators netted
The weeklong checkpoints related to the 2023 Barangay and Sangguniang Kabataan Elections logged at least 216 gun ban violators so far, according to the Philippine National Police on Sunday. PNP spokesperson and acting Public Information Office chief Col. Jean Fajardo revealed that the 216 violators were apprehended from 28 August until 2 September 2023, adding that of the total violators arrested, most were civilians while two were security guards and two were military personnel. A total of 130 firearms have been confiscated during the implementation of the gun ban. The establishment of checkpoints was carried out under Commission on Elections Resolution 10924 to effectively implement the ban on firearms and other deadly weapons during the 90-day election period from 28 August to 29 November. The resolution prohibits the bearing, carrying, or transporting of firearms or other deadly weapons in public places, including any building, street, park, private vehicle, or public conveyance, or even if licensed to possess or carry the same, unless authorized by the Comelec. Exempted from the ban are law enforcers but they should have authorization from the Comelec and wear an agency-prescribed uniform while on official duty during the election period. 600 checkpoints net over 15 Comelec gun ban violators: PNP
Around 15 persons have been apprehended since the start of the Commission on Elections' gun ban on Monday during the first day of filing of the certificate of candidacy for the Barangay and Sangguniang Kabataan Elections, Philippine National Police chief Gen. Benjamin Acorda Jr. said on Tuesday. Acorda said since implementing the gun ban, 15 firearms have been confiscated from more than 600 checkpoints nationwide. The establishment of checkpoints was carried out under Comelec Resolution No. 10924 to effectively implement the ban on firearms and other deadly weapons during the 90-day election period from 28 August to 29 November. The resolution prohibits the bearing, carrying or transporting of firearms or other deadly weapons in public places, including any building, street, park, private vehicle or public conveyance, or even if licensed to possess or carry the same, unless authorized by the Comelec. Palawan CoC filing ‘peaceful’
PUERTO PRINCESA CITY, Palawan — The Commission on Elections here on Monday said that the first day of filing of certificates of candidacies for the 2023 Barangay and Sangguniang Kabataan elections was generally peaceful. City and provincial election supervisors — Atty. Julius Cuevas and Atty. Percival Mendoza — confirmed that checkpoints were deployed across Puerto Princesa and the 23 municipalities of Palawan, starting as early as 11 p.m. on Sunday night. Cuevas said that the start of reactivating checkpoints for the BSKE 2023 in Puerto Princesa went well, with no unfavorable incidents. “The launching of the checkpoints was very successful for the simultaneous holding of the BSKE filing of certificates of candidacy,” Cuevas said, expressing gratitude to the Puerto Princesa City Police Office and its various units. He also mentioned an estimated 2,100 individuals from the 66 barangays of Puerto Princesa are expected to submit their certificates of candidacy until the filing period ends on 2 September. African swine fever checkpoints set in Puerto town
PUERTO PRINCESA, Palawan — Dr. Darius Mangcucang, officer-in-charge of the Provincial Veterinary Office, has revealed that African swine fever has killed roughly 300 pigs in Cocoro Island, a barangay in the town of Magsaysay. Mangcucang said that five of the six blood samples taken from domesticated pigs in Cocoro proved positive for ASF in tests conducted by the Bureau of Animal Industry. The PVO said all domestic pigs on the island had already died from the disease, but that it was still working closely with Magsaysay town officials to keep ASF isolated and stop the spread throughout Palawan. “The pigs may have all died, so there is no need for culling. Instead, we’ll disinfect the area,” Mangcucang said. “In order to contain the virus, we will place lime on the sites where the pigs were buried by farmers and residents.” Checkpoints at all Magsaysay access points had been put in place by the PVO, municipal authorities, and the Philippine National Police as part of the virus-containment procedures. The PVO said it would continue surveillance, blood sample collection, and quarantine assessments. ASF invades Cocoro Island
PUERTO PRINCESA CITY, Palawan — The Provincial Veterinary Office here disclosed on Friday that the African swine fever has reached the region and caused an outbreak on Cocoro Island, a barangay in the fifth-class municipality of Magsaysay in the easternmost side of the province. Palawan PVO officer-in-charge Dr. Darius Mangcucang, in an interview, revealed that Cocoro has recorded approximately 300 swine mortalities as a result of African swine fever and confirmed that out of the six blood samples collected from the domesticated pigs that survived on Cocoro Island, five of them were positively identified as having ASF. The results were according to laboratory evaluations conducted by the Bureau of Animal Industry. He also stressed that measures have been put in place to isolate the area and prevent the disease from spreading as the PVO is already enacting measures to control the situation. Meantime, community leaders are taking steps to restrict the movement of pigs and pork products from the island, while surveillance is also focused on monitoring the transportation of pork into the town. “We can manage the situation on the island as long as there is cooperation from the community. The barangay officials are monitoring closely as they have received directives from their leaders,” Mangcucang said. As an alternative to culling, given that all domestic pigs on the island have already succumbed to ASF, Mangcucang said they already initiated a disinfection procedure and used lime on the burial sites. The method aims to confine the virus and is anticipated to last for approximately three months, according to his estimation. “The pigs might all be gone, there’s no need for culling anymore. What we’ll do instead is disinfection. We’ll place lime on the sites where the pigs were buried by the farmers and residents, in order to contain the virus,” Mangcucang said. The PVO, in collaboration with the Philippine National Police and local municipal authorities, has also established checkpoints in all entry areas to Magsaysay. He said their endeavors include continuous monitoring, gathering of blood samples, and conducting quarantine assessments. Las Piñas City Mayor Imelda Aguilar yesterday disclosed her city was recognized as “safest city” in the southern part of Metro Manila, the second award given to the city. The mayor said the Southern Police District named Las Piñas as the safest city in the southern Metro Manila during its 122nd police service anniversary celebration on 17 August held at the SPD headquarters in Fort Bonifacio, Taguig. Aguilar said the city was also recognized as safest city during the 121st Police Service Anniversary on 9 August 2022. Bontoc town bans pigs, pork products entry
BAGUIO CITY — The local government of Bontoc town in Mountain Province announced that it is temporarily banning the entry of hogs and pork products from the lowland municipalities amid reported cases of the African swine fever in other areas, particular in Cervantes, Ilocos Sur. In a public advisory, Bontoc Mayor Jerome Tudlong Jr. warned residents of the town to be aware of ASF cases logged in backyard farms of Cervantes and is said to be fast spreading in nearby areas. “To prevent further spread of this disease and to help protect the livelihood of our swine raisers against the re-infection of ASF in our municipality, the entry of live swine/pigs, pork, locally processed pork products and by-products from the said area is hereby temporarily suspended,” Tudlong said. To recall, the hog disease was earlier detected in a barangay in Cervantes last July this year, which prompted other towns of Ilocos Sur to safeguard their borders to ensure that no pigs or pork products can enter their areas of responsibility. On 24 July 2023, the provincial government of Benguet issued a temporary ban of entries of hogs and swine products from Cervantes. Dinagat eyes state of calamity amid ASF rise
BUTUAN CITY — The local government of Libjo in Dinagat Islands is recommended to be placed under a state of calamity as a consequence of the continued increase of African swine fever cases. The recommendation was pushed by the Municipal Disaster Risk Reduction and Management Council led by Libjo Mayor Melody Llamera Compasivo to the Sangguniang Bayan a day earlier. “The people in the municipality are alarmed by the rising cases of ASF. A solution to deter the further spread of the ASF is necessary,” said the MDRRMC’s statement. The state of calamity proposal was approved by both the MDRRMC members and the 16 barangay chairpersons of the town. “Based on the data provided by the Municipal Agriculture Office, six barangays in the town are already affected by the ASF,” the statement said. As of 7 August, some 163 heads of hogs were already culled in the affected barangays as a measure to stop the spread of the disease to other villages. The MDRRMC has suggested the installation of footbath checkpoints at the entry points of barangays that have not yet been impacted by ASF. Also, the council proposed that the sale of live hogs and pork by-products should only be permitted in barangays that have not yet been impacted by the disease. ASPAIC in Barangay Pangpang used to have 62 hogs but one boar died on 26 July, while 61 others, including eight sows, eight gilts, two boars, 19 weanling pigs and 24 piglets, were depopulated on 2 August. PRO-BAR director P/Brig. Gen. Allan Nobleza on Wednesday said that the SITG “Silongan” has been activated to investigate the shooting of municipal councilor Demson Dagloc Silongan along the National Highway of Barangay Pagatin, Datu Salibo, Maguindanao del Sur on Monday. Nobleza said Silongan’s driver, identified as Jam L. Madzig, was also injured during the incident and was immediately brought to Abpi-Samama Lying-In Clinic and Medical Hospital for treatment. A report from the Datu Salibo Municipal Police Station disclosed that Silongan arrived at the Municipal Hall to attend a Sangguniang Bayan session at about 8:22 a.m. on Monday, adding that an unidentified gunman shot dead Silongan upon his arrival at the Sangguniang Bayan building while Samama suffered serious injuries in the incident. Personnel of Datu Salibo MPS and 1402nd Regional Mobile Force Company immediately conducted a hot pursuit operation to arrest the suspect. BARMM police on high alert
ZAMBOANGA CITY — Police in the Bangsamoro Autonomous Region in Muslim Mindanao were placed on heightened alert following the explosion of an Improvise Explosive Device inside a provincial bus while loading passengers inside the Isulan Integrated Public Terminal in Isulan, Sultan Kudarat on Monday. Regional Office for the Bangsamoro Autonomous Region in Muslim Mindanao director P/Brig Gen. Allan Nobleza ordered increased police security and visibility, particularly at the terminals throughout the BARMM. Nobleza said that the explosion inside the bus at Isulan Integrated Public Terminal, Barangay Kalawag 2 in Isulan is a reminder for the police to always be on guard. To recall, at least nine people were injured and were brought to the Sultan Kudarat Provincial Hospital for medication after the explosion. “I already directed all our policemen to increase our security measures, particularly at the terminals and other convergence to protect our people,” Nobleza said. The police have adopted stricter security measures on major streets and potential target areas such as mass transit terminals, seaports, public markets, schools and other points of convergence. Police checkpoints and chokepoints were also established in all possible entry and exit points in the BARMM region an hour after the bombing incident. NCRPO vows intensified police visibility
The National Capital Region Police Office on Wednesday to keep its police presence in various parts of the region to combat criminality and maintain peace and order even after Holy Week which, according to NCRPO spokesperson Lt. Colonel Luiseno Andaya, resulted in an 18-percent decrease in incidents of theft from 1 to 9 April. In an interview with Daily Tribune’s online morning program Gising Na!, Andaya stressed that the decrease in crime in the region is due to police visibility combined with citizen participation in crime reduction during Holy Week, where people are mostly out in the Metro for a provincial excursion or homecoming. ““In accordance with the orders of NCRPO regional director Police Major General Allan Acubo, he aimed for maximum coverage in our police visibility. This is why if you go out of your homes, you’ll see policemen in every corner.
