Israel says killed ‘terror operatives’ in Jenin mosque air strike
Israel said Sunday it killed "terror operatives" from Hamas and Islamic Jihad who were planning attacks, in an air strike on a mosque in the West Bank's Jenin. The strike hit the Al-Ansar mosque, which the Israeli military said "was used by the terrorists as a command center to plan the attacks and as a base for their execution." The Israeli military said those targeted had already carried out "several terror attacks over the last months and were organizing an additional imminent terror attack." It said they were "neutralised", without giving details on the number killed in the strike or their identities. Dozens of people have been killed in the West Bank by Israeli troops or settlers since October 7, when Hamas militants stormed into Israel and killed at least 1,400 people, most of them civilians, who were shot, mutilated or burnt to death, according to Israeli officials. Israel has launched heavy bombardment of the Gaza Strip in retaliation, killing over 4,300 people, mostly civilians, according to the Hamas-run health ministry. 5 senior PCG officials shortlisted to replace retired Commandant Abu
Five senior officers of the Philippine Coast Guard are vying to be the PCG’s 30th Commandant, replacing Admiral Artemio Abu who retired on Tuesday, 19 September. PCG spokesperson Rear Admiral Armando Balilo identified the shortlisted senior officials as CG Vice Admiral Rolando Lizor Punzalan, CG Vice Admiral Ronnie Gil Gavan, CG Vice Admiral Joseph Coyme, CG Vice Admiral Allan Victor Dela Vega, and CG Vice Admiral Roy Echeverria. Punzalan, a member of PMA Tanglaw Diwa Class of 1992, is currently the PCG Deputy Commandant for Operations, while Gavan, a member of PMA Maalab Class of 1993, holds the number-three position in the Coast Guard hierarchy as the PCG Deputy Commandant for Administration. Coyme, of PMA Bantay Laya Class of 1994, serves as the Commander of the Maritime Services Command, while Dela Vega, of PMA Class of 1993, is the Commander of Weapons, Electronics and Information Systems. On the other hand, Echeverria serves as Commander of the Maritime Security and Law Enforcement Command and Director of the National Coast Watch Center. He is a member of the PMA Class of 1993. “The five candidates will undergo a series of interviews and will face the senior leadership of the Department of Transportation before they will be endorsed to the Office of the President," CG Rear Admiral Balilo said. "But the President, aside from the five nominees, can still choose from the qualified flag rank officers of the PCG,” he added. Abu served a year and a half as PCG commandant when his men suffered numerous bullying and aggressive incidents at the hands of Chinese maritime authorities in the West Philippine Sea. Despite this, Abu maintained that “with utmost professionalism and due regard for the safety and welfare of all persons with lawful business in our waters, the PCG is in lock-step with our commandant’s clarion call that despite the dangers of patrolling our waters in the West Philippine Sea, the PCG’s men and women will always be prepared to fulfill our obligations not only to the present but also to the future generations of Filipinos to the fullest.” Prior to this post, he served as the commander of the Maritime Safety Services Command and the Coast Guard Education and Training Command. BFP, volunteer groups discuss better coordination
The Bureau of Fire Protection on Thursday said its Pasig City command conducted a city-wide dialogue with volunteer groups and different organizations where they discussed the importance of partnership and coordination during emergency responses. BFP - National Capital Region Director, Chief Supt. Nahum Tarroza, and his command group entertained questions, ideas, apprehensions, and even worries from among the attendees composed of some officials of the local government unit, along with representatives of 28 non-government organizations and 16 barangay brigades. Two village leaders Irma Gomez of Brgy. Sumilang and Joel Dela Cruz of Brg. Malinao also skipped other chores to attend the meeting, dubbed “Fostering Partnership between BFP and Pasig City Barangay Brigades and Fire Volunteer Groups”, held at the Power Tech Building inside the Meralco compound in Ortigas Center, Pasig City on Tuesday afternoon. The question-and-answer portion made the event lively with participants airing and opening up their respective shares of opinion and concerns touching on several issues surrounding the firefighting task towards the main goal which is to save lives and properties. Pasig City Fire Marshal Supt. Elaine Baylon Evangelista said that the dialogue was aimed at making every volunteer understand that the national office of the BFP has a policy and implementing guidelines for them to follow. She did not elaborate further. She also reminded the participants that the city fire department on orders of the national headquarters will always be strict in issuing accreditation certificates to volunteers and applicants citing how risky the job is. Recently, Interior Secretary Benjamin “Benhur” Abalos Jr. ordered BFP chief, Director Louie Puracan, to implement stricter rules in requiring qualification standards among the fire brigades and its members in the wake of the death of a 62-year-old woman and the injury of eight others who were accidentally hit by a volunteer firetruck while responding a fire incident in Tondo, Manila. During the dialogue, Tarroza said he was amazed at the activeness of the Pasig volunteers and other fire and barangay brigades gauging the way they showed their passion to learn more and their vows to serve and do the risky firefighting jobs to save lives and properties. When asked by this reporter what they have achieved in the event, the BFP-NCR head quickly said; “Marami, nalaman natin na very active pala talaga ang mga volunteers sa Pasig, at nalaman natin na kumpleto, meron din Brgy. volunteers, merong NGO supported by different organizations like Chinese volunteers, tapos meron pa ditong company volunteers, like Meralco, sila ay open sa lahat ng pagbabago at willing sila mag-cooperate talaga sa BFP para sa ikabubuti ng ating mamamayan.” Tarroza also took the occasion as an opportunity to announce that Secretary Abalos is also looking forward to meeting all fire volunteers in Metro Manila to personally thank and congratulate them for giving their time to serve even in a very risky way. He said that this event is expected to gather around 8,000 to 10,000 fire volunteers and groups. “Isipin mo, walang allowance ang mga ito, walang insurance at walang support from the government and yet nagsasakripisyo sila para sa iisa nating adhikain. . . . ang magsilbi sa bayan,” Tarroza stressed. North Korean hackers target war games
South Korea’s police said Sunday that it foiled attempts by North Korean hackers to gather information about its war games with the United States. The Gyeonggi Nambu Provincial Police Agency said its investigation of the hacking with help from the US military found that the Internet Protocol address used in the latest attack pointed to North Korean group dubbed Kimsuky. The same IP address was linked to a 2014 hack against South Korea’s nuclear reactor operator, according to the GNPPA. Kimsuky carried out “spearphishing” or “continuous malicious email attacks” on South Korean contractors working at the allies’ simulation center for the annual Ulchi Freedom Shield drills. Sent emails have malicious attachments intended to exfiltrate desired information from victims. The war games start on Monday and will run through 31 August. It aims to counter growing threats from the nuclear-armed North. Pyongyang views such exercises as rehearsals for an invasion and has repeatedly warned it would take “overwhelming” action in response. The UFS exercise is based on an all-out war scenario and features various contingency drills, such as the computer simulation-based command post exercise, concurrent field training and Ulchi civil defense drills, Yonhap reported. The drills include scenarios to train troops to swiftly transition into wartime as well as to respond to false information possibly spread by Pyongyang during wartime or a contingency, according to the South Korean news agency. In addition to the allies’ Army, Navy, Air Force and Marine personnel, US space forces will also partake in the drills, according to the US Forces Korea. Personnel from nine member countries of the United Nations Command also will join the exercise, namely Australia, Canada, France, Britain, Greece, Italy, New Zealand, the Philippines and Thailand, Yonhap said. According to findings by the US Cybersecurity and Infrastructure Security Agency in 2020, Kimsuky is “most likely tasked by the North Korean regime with a global intelligence gathering mission.” The group — believed to be active since 2012 — targets individuals and organizations in South Korea, Japan, and the US, focusing on foreign policy and national security issues related to the Korean peninsula, nuclear policy, and sanctions, it added. Phl sends note verbale to China
President Ferdinand Marcos Jr. on Monday said the government has sent a note verbale to China after a Chinese coast guard vessel used a water cannon on a Philippine boat that was on a resupply mission to Ayungin Shoal in the West Philippine Sea. In an interview with the media following a command conference in Bulacan, Marcos said the note verbale included pictures and video of the incident. “Our secretary of foreign affairs summoned Ambassador Huang (Xilian) today and gave him a note verbale, including pictures and video of what happened, and we are awaiting their reply,” Marcos told reporters. The incident happened Saturday as the Philippine Coast Guard was escorting chartered boats carrying food, water, fuel and other supplies for Filipino military personnel stationed at Second Thomas Shoal in the Spratly Islands. [caption id="attachment_168205" align="aligncenter" width="2048"] Philippine Coast Guard spokesperson for the West Philippine Sea Commodore Jay Tarriela (left), spokesperson for the National Security Council Jonathan Malaya (center) and spokesperson for the Armed Forces of the Philippines Colonel Medel Aguilar take part in a press conference in response to recent aggression by the Chinese Coast Guard against Philippine vessels in the South China Sea, at the Department of Foreign Affairs in Manila on 7 August. | Ezra Acayan / POOL/AGENCE FRANCE-PRESSE[/caption] Howls of protests The US State Department on Sunday condemned the Chinese action, saying it was carried out by its coast guard and “maritime militia,” and it directly threatened regional peace and stability. Britain, Australia, Canada and the European Union also criticized Beijing’s action. Beijing claims almost all of the South China Sea, through which trillions of dollars in trade passes annually, and has ignored a 2016 international court ruling that its assertion has no legal basis. The Philippine military and Coast Guard accused the China Coast Guard of breaking international law in blocking and firing a water cannon at the resupply mission, which prevented one of the charter boats from reaching the shoal. Another charter boat successfully delivered its cargo. China said it had taken the “necessary controls” against Philippines boats that had “illegally” entered its waters. Marcos said, “We continue to assert our sovereignty and territorial rights in the face of all of these challenges, consistent with international law and UNCLOS (United Nations Convention on the Law of the Sea) especially.” He said the Philippines would also continue to communicate with the Chinese government to try and resolve the issue. “Of course, China’s position is that they say, ‘we own this, that’s why we are defending it.’ On our side, we say, ‘no, this is ours, that’s why we are also defending it.’ That’s why there’s a gray area being discussed now,” Marcos said. The incident at Ayungin Shoal is the latest in a series of Chinese provocations in the West Philippine Sea. In recent months, Chinese coast guard vessels have harassed Philippine fishing boats and blocked resupply missions to its military outposts in the area. 444 diplomatic protests The Philippines has repeatedly called on China to respect its sovereignty in the West Philippine Sea. China, however, has refused to recognize the Philippines’ claims to the area. For context, the Department of Foreign Affairs said on Monday the Philippines has so far filed 444 diplomatic protests against China regarding its activities in the West Philippine Sea since 2020. Of this number, this year alone Manila has so far filed 34 diplomatic protests against Beijing. In the same media interview, Marcos said the recent West Philippine Sea incidents are unrelated to former President Rodrigo Duterte’s recent visit to China. Marcos was asked about what Duterte reported to him regarding his meeting with Chinese President Xi Jinping and why the incidents have recurred. “I don’t think it’s related. I don’t think this is related to his visit,” Marcos said. He said he and Duterte discussed the latter’s conversation with Xi, but that some things that were discussed need to remain confidential. “That is between President Digong and myself,” Marcos said. He said the incidents in the South China Sea involved “operational aspects” of the Philippines’ military, navy, and coast guard, which is why it is “difficult to discuss them in too much detail.” “These are things that are being handled by our military, our navy, our coast guard,” he said. Duterte and Xi met in Beijing on 17 July, shortly after the Philippines marked the seventh anniversary of the arbitral decision that affirmed the nation’s exclusive economic zone in the West Philippine Sea, countering China’s extensive territorial assertions. Chinese media reported that Xi expressed hope that Duterte would maintain a significant position in fostering an amicable collaboration between the Philippines and China. Another report said that Xi urged Duterte to “play an important role in the friendly cooperation between the two countries.” Marcos acknowledged the former president’s visit to China and expressed openness to establishing fresh channels of communication amid ongoing concerns in the South China Sea. Fireworks warehouse blast kills 10
Thai authorities have counted 10 fatalities from a powerful fireworks warehouse explosion as of Sunday. “We have identified 10 people and found parts of two bodies which we cannot identify yet,” Narathiwat provincial governor Sanan Pongaksorn told a press conference Sunday. Police said of the original 115 injured in the blast, some 106 people had been discharged. The condition of those remaining in hospital was not known. The governor also said police are seeking the owner of the unlicensed warehouse after it exploded on Saturday. “We have issued a summons to the owner of the factory with the charge of negligence, which caused the accident,” Colonel Suthawet Thareethai, police chief in Muno district, said. Authorities suspect that the blast in the town of Sungai Kolok was caused by welding during construction work. The blast detonated from roughly 1,000 kilograms of gunpowder, he said, causing two holes roughly two meters deep and six meters wide. The fire was brought under control late Saturday. The army would assist in the recovery and clean-up operation, southern army commander Lieutenant General Santi Sakhutanark said. Officials said a command center had been established not far from the incident, and authorities had already received 365 complaints from those who had been injured, or had their homes and property damaged. Moscow assures Africa of Russian grains
With Ukrainian ships again open to Russian attacks in the Black Sea and grains silos in Odesa port destroyed in ongoing missile strikes by Moscow, food shortage threatens Africa which mainly imports the commodities from the two warring countries. President Vladimir Putin, however, assured on Monday that Africa will get its needed food supplies, fertilizers and other goods from Russia, according to the Kremlin. “I want to give assurances that our country is capable of replacing the Ukrainian grain both on a commercial and free-of-charge basis,” Putin said. The statement was issued as the African Union expressed “regret” over Moscow’s decision to end the grain export deal with Ukraine under which the latter’s cargo vessels are spared from Russian attack. The deal signed in July 2022 enabled Ukraine to export 32 million tons of grain to Africa last year. Putin’s assurance also came ahead of his hosting of the second Russia-Africa Summit and Russia-Africa Economic and Humanitarian Forum. Russia continues to pound Odesa port with drone strikes on Monday, destroying a grain hangar, Kyiv’s military said. “Tonight an almost four-hour attack by ‘Shahed-136’ drones was directed at the port infrastructure of the Danube” in the Odesa region, Ukraine’s southern military command said on Telegram. “As a result of the strikes, a grain hangar was destroyed, tanks for storing other types of cargo were damaged.” Four port workers were also injured in the attack. Ukraine’s air defenses destroyed three Iran-made Shahed explosive drones. Earlier, Kyiv vowed to continue shipping grains to other countries through the Black Sea corridor. Meanwhile, Ukrainian drones hit two buildings in Moscow and an ammunition depot in Russian-annexed Crimea on Monday, Russian officials said. Russia said it had shot down or disabled two Ukrainian drones over Moscow during the night with no casualties reported. One of the drones crashed close to the defense ministry in the center of the Russian capital, while the other hit an office building in southern Moscow. The attacks came a day after Ukraine President Volodymyr Zelensky vowed to “retaliate” for a Russian missile attacks on Odesa. In Crimea, Moscow-installed governor Sergei Aksyonov said Russian forces shot down 11 Ukrainian drones. He said an ammunition depot was “hit” and a private house “damaged,” without providing further details.
