Tech’s carbon footprint: can AI revolutionize responsibly?
Across the globe, data servers are humming, consuming both megawatts and precious natural resources to bring life to our digital world. The planet's 8,000 or so data centers are the foundation of our online existence and will grow ever further with the advent of artificial intelligence -- so much so that research estimates that by 2025, the IT industry could use 20 percent of all electricity produced, and emit up to 5.5 percent of the world’s carbon emissions. This poses a real -- and to some, increasingly urgent -- question about the industry's carbon footprint as startups and companies fall behind Silicon Valley's latest forward march. "Pandora's box is open," said Arun Iyengar, CEO of Untether AI, a highly specialized chip-making company that strives to make AI more energy efficient. "We can utilize AI in ways that enhance the climate requirements or we can ignore the climate requirements and find ourselves facing the consequences in a decade or so in terms of the impact." The transformation of the world's data servers to AI readiness is already well underway, in what one Google executive called a "once-in-a-generation inflection point in computing." But the scope of the mission is huge. The creation of generative AI tools such as GPT-4, which powers ChatGPT, or Google's Palm2, behind the bot Bard, can be broken into two key stages, the actual "training" and then the execution (or "inference"). In 2019, University of Massachusetts Amherst researchers trained several large language models and found that training a single AI model can emit the CO2 emission equivalent of five cars over their lifetimes. A more recent study by Google and the University of California, Berkeley, reported that training GPT-3 resulted in 552 metric tons of carbon emissions, equivalent to driving a passenger vehicle 1.24 million miles (2 million kilometers). OpenAI's latest generation model, GPT-4, is trained on around 570 times more parameters -- or inputs -- than GPT-3, and the scale of these systems will only grow as AI becomes more powerful and ubiquitous. Nvidia, AI's chip giant, provides the processors that are indispensable for training, known as GPUs. And while they are more energy efficient than typical chips, they remain formidable consumers of power. The ChatGPT 'problem' The other side of generative AI is deployment, or inference: when the trained model is applied to identify objects, respond to text prompts or whatever the use case may be. Deployment doesn't necessarily need the computing heft of an Nvidia chip but taken cumulatively, the endless interactions in the real world far outweigh training in terms of workload. "Inference is going to be even more of a problem now with ChatGPT, which can be used by anyone and integrated into daily life through apps and web searches," said Lynn Kaack, assistant professor of computer science at the Hertie School in Berlin. The biggest cloud companies insist that they are committed to being as energy-efficient as possible. Amazon Web Services pledges to be carbon-neutral by 2040 while Microsoft has pledged to be carbon-negative by 2030. The latest evidence that the companies are serious about energy efficiency is reassuring. Between 2010 and 2018, global data center energy use rose by only 6 percent, despite a 550 percent increase in workloads and computing instances, according to the International Energy Agency. 'Backwards' thinking Silicon Valley's AI tycoons believe discussions of AI's current carbon footprint are beside the point, and underplay its revolutionary potential. The naysayers have it "backwards," Nvidia CEO Jensen Huang told reporters on a recent visit to his company's headquarters in California. The mass deployment of AI and faster computing will in the end diminish the need to go to the world's data clouds, he argued. AI's superpowers will turn your laptop, car, or device in your pocket into an energy-efficient supercomputer without the need to "retrieve" data from the cloud. "In the future, there'll be a little tiny model that sits on your phone and 90 percent of the pixels will be generated, 10 percent will be retrieved, instead of 100 percent retrieved -- and so you're going to save (energy)," he said. OpenAI's Sam Altman meanwhile believes that AI will soon enough be able to build humanity a completely new future. "I think once we have a really powerful super intelligence, addressing climate change will not be particularly difficult," Altman said recently. "This illustrates how big we should dream... Think about a system where you can say, 'Tell me how to make a lot of clean energy cheaply, tell me how to efficiently capture carbon, and tell me how to build a factory to do this at planetary scale.'" But some experts worry that the mad dash for AI has elbowed out fears about the planet, at least for now. "Large corporations are spending a lot of money right now deploying AI. I don't think they are thinking about the environmental impact yet," said Untether AI's Iyengar. But, he added: "I think that is coming." ‘Hanna’ intensifies; typhoon-enhanced ‘habagat’ brings heavy rains
Typhoon "Hanna" slightly intensifies as it accelerates west-northwestward towards the sea east of Taiwan while enhanced southwest monsoon or "habagat" will bring heavy rains over the western portion of Luzon in the next three days, the Philippine Atmospheric, Geophysical and Astronomical Services Administration said Saturday. PAGASA said the southwest monsoon currently enhanced by “Hanna” and two other typhoons, "Saola" (formerly "Goring") and Severe Tropical Storm “Kirogi”, will cause gusty conditions over the following areas not under any Wind Signal, especially in coastal and upland/mountainous areas exposed to winds in Batanes, Ilocos Region, Abra, Benguet, Zambales, Bataan, Bulacan, Aurora, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, Western Visayas, and the northern portion of Eastern Visayas until Saturday. Typhoon "Hanna" has already affected 112,384 families or 408,053 individuals residing in 1,445 barangays within the Ilocos region, Cagayan Valley, Western Visayas, Calabarzon, Mimaropa, Central Luzon, and Cordillera Administrative Region. The National Disaster Risk Reduction and Management Council reported more than P421.19 million worth of damages in the agricultural sector, affecting some 10,196 farmers and fisherfolk operating in 18,470.25 hectares of crop areas. The estimated cost of damage to infrastructure amounting to P130,251,200 was reported in Region 2, MIMAROPA, Region 6, and CAR. The NDRRMC accounted for a total of 502 damaged houses in the Ilocos Region, Cagayan Valley, Calabarzon, MIMAROPA, Western Visayas, and CAR with 25 roads and nine bridges remained not passable. Two areas in CALABARZON and Western Visayas are still experiencing water supply. There were 89 seaports that have canceled operations in Cagayan Valley, CALABARZON, MIMAROPA, and Western Visayas amid the continuing inclement weather. Some 234 passengers have been stranded in CALABARZON and Western Visayas. The six domestic flights that have been affected have now resumed operations. NDRRMC said two municipalities have already declared under a state of calamity due to the cyclones and intensified southwest monsoon. The government said it has already provided a total of P17.68 million worth of assistance, which came in the form of family food packs, family kits, financial aid, and many more. Meanwhile, PAGASA said "Hanna" is forecast to move west-northwestward or westward while intensifying until it makes landfall along the east coast of southern Taiwan on late Sunday. "Hanna" is considerably weakening is expected as a result of crossing the rugged landmass of Taiwan. PAGASA said "Hanna" will exit the Philippine Area of Responsibility and emerge over the Taiwan Strait around Monday morning or afternoon. Outside the PAR region, the weather disturbance is forecast to move erratically and may even become slow-moving or almost stationary over the Taiwan Strait while continuously weakening due to land interaction and an increasingly unfavorable environment. PAGASA forecast ‘Hanna’ will have weakened into a tropical depression by Wednesday or Thursday. It was last tracked over 455-kilometer east northeast of Itbayat, Batanes, packing maximum sustained winds of 130 kilometers per hour (kph) near the center and gustiness of up to 160 kph while moving west-northwestward at 15 kph. Typhoon ‘Hanna’ may reach peak intensity by Sunday
Typhoon "Hanna" maintains strength as it decelerates westward but is “less likely to directly” bring heavy rains, rough seas conditions, and severe winds over the country throughout the forecast period, the Philippine Atmospheric, Geophysical and Astronomical Services Administration said Friday. However, PAGASA said the southwest monsoon or "habagat" currently enhanced by “Hanna” and Typhoon "Saola" (formerly "Goring"), and Severe Tropical Storm “Kirogi” will bring occasional monsoon rains over the western portion of Luzon in the next three days. It will also cause gusty conditions over the following areas not under any Wind Signal, especially in coastal and upland/mountainous areas exposed to winds in Batanes, Ilocos Region, Abra, Benguet, Zambales, Bataan, Bulacan, Aurora, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, Western Visayas, and the northern portion of Eastern Visayas until Saturday. PAGASA said similar weather conditions will be experienced over the Batanes, Ilocos Norte, Ilocos Sur, Zambales, Bataan, Bulacan, Aurora, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, and Western Visayas on Sunday. Also, Typhoon “Hanna” is less likely to bring rough sea conditions over any seaboard of the country through the forecast period. However, due to the southwest monsoon that is slightly enhancing, a Gale Warning is in effect for most seaboard of Luzon and Western Visayas, and the seaboard of Northern Samar. “Hanna” is forecast to move generally west-northwestward throughout the forecast period. It may pass close to or make landfall in the vicinity of the Yaeyama Islands in the Ryukyu archipelago between tomorrow evening and Sunday morning. Then make landfall on Sunday morning and traverse over Taiwan. “Hanna” is forecast to exit the Philippine Area of Responsibility on Sunday afternoon or evening. PAGASA said the tropical cyclone will turn more westward as it passes over the Taiwan Strait before making another landfall over mainland China on Monday morning or afternoon when outside PAR. Meanwhile, “Hanna” may reach its peak intensity on Sunday morning prior to its landfall over Taiwan while its rapid weakening will then ensue following its landfall over mainland China on Monday. “Hanna” was last tracked over 710 kilometers East Northeast of Itbayat, Batanes, packing maximum sustained winds of 120 kilometers per hour near the center and gustiness of up to 150 kph while moving westward at 15 kph. North Korean hackers target war games
South Korea’s police said Sunday that it foiled attempts by North Korean hackers to gather information about its war games with the United States. The Gyeonggi Nambu Provincial Police Agency said its investigation of the hacking with help from the US military found that the Internet Protocol address used in the latest attack pointed to North Korean group dubbed Kimsuky. The same IP address was linked to a 2014 hack against South Korea’s nuclear reactor operator, according to the GNPPA. Kimsuky carried out “spearphishing” or “continuous malicious email attacks” on South Korean contractors working at the allies’ simulation center for the annual Ulchi Freedom Shield drills. Sent emails have malicious attachments intended to exfiltrate desired information from victims. The war games start on Monday and will run through 31 August. It aims to counter growing threats from the nuclear-armed North. Pyongyang views such exercises as rehearsals for an invasion and has repeatedly warned it would take “overwhelming” action in response. The UFS exercise is based on an all-out war scenario and features various contingency drills, such as the computer simulation-based command post exercise, concurrent field training and Ulchi civil defense drills, Yonhap reported. The drills include scenarios to train troops to swiftly transition into wartime as well as to respond to false information possibly spread by Pyongyang during wartime or a contingency, according to the South Korean news agency. In addition to the allies’ Army, Navy, Air Force and Marine personnel, US space forces will also partake in the drills, according to the US Forces Korea. Personnel from nine member countries of the United Nations Command also will join the exercise, namely Australia, Canada, France, Britain, Greece, Italy, New Zealand, the Philippines and Thailand, Yonhap said. According to findings by the US Cybersecurity and Infrastructure Security Agency in 2020, Kimsuky is “most likely tasked by the North Korean regime with a global intelligence gathering mission.” The group — believed to be active since 2012 — targets individuals and organizations in South Korea, Japan, and the US, focusing on foreign policy and national security issues related to the Korean peninsula, nuclear policy, and sanctions, it added. Bong Go boosts fire victims’ recovery in Cebu City
Senator Christopher "Bong" Go has remained steadfast in his dedication to assisting disaster victims as shown by his team’s relief operations on Monday, 14 August, to communities affected by fires in Cebu City. Go’s team, in coordination with Mayor Mike Rama, Vice Mayor Raymond Alvin Garcia, and the Department of Trade and Industry (DTI), assisted 103 recovering fire victims gathered at the Atillo Gymnasium in Barangay Punta Princesa. DTI provided livelihood assistance through its Pangkabuhayan sa Pagbangon at Ginhawa (PPG) program which Go pushed for during the Duterte administration and continues to support its implementation in order to boost livelihood recovery of those affected by various crises. In addition to the livelihood support, Go’s team provided shirts and masks to all beneficiaries, and a pair of shoes, a watch, a cellular phone, and balls for basketball to select recipients. “Sa panahon ng kahirapan at pagsubok dulot ng iba't-ibang sakuna, nais namin sa inyo'y magbigay ng pag-asa at tulong na magbibigay daan sa inyong mga pangarap. Ang programa na ito ay hindi lamang simpleng tulong kundi isang oportunidad upang makabangon at makamtan ang mas magandang kinabukasan,” stressed Go. Go underscored the crucial role of DTI’s PPG program in providing opportunities for sustainable income generation and the agency’s dedication to assisting affected communities in their journey toward recovery and rebuilding their lives. “Palaguin niyo ang inyong negosyo. Kapag lumago ang inyong negosyo, dalhin niyo po ang mga kita sa inyong mga pamilya... mas masarap sa pakiramdam kapag pinagpawisan at pinaghirapan niyo po ang inyong pagnenegosyo,” he added. In a video message, Go highlighted his other efforts to enhance disaster preparedness, response, and recovery strategies on a broader scale. He also asked for support for the passage of Senate Bill No. 188, which aims to establish the Department of Disaster Resilience (DDR). The proposed legislation envisions a new government department led by a cabinet secretary, focusing on comprehensive approaches to strengthen disaster preparedness across the country. The DDR's core areas of concentration include disaster risk reduction, disaster preparedness, response and recovery, and the advancement of resilience. Iyan po ang Department of Disaster Resilience at restoration of normalcy kaagad,” he added. As chairperson of the Senate Committee on Health and Demography, Go initiated the Malasakit Centers program in 2018 in Cebu City after he personally witnessed the struggles of financially incapacitated Filipinos in getting medical assistance from the government. It was later institutionalized under Republic Act No. 11463, which he principally sponsored and authored. To date, there are 158 Malasakit Centers, including those at Vicente Sotto Memorial Medical Center (VSMMC), Cebu City Medical Center, and St. Anthony Mother & Child Hospital, that have helped over seven million Filipinos, according to the Department of Health (DOH). Other Malasakit Centers in the province are located at Cebu Provincial Hospital in Carcar City, Lapu-Lapu City District Hospital, Eversley Childs Sanitarium and General Hospital in Mandaue City, and Talisay District Hospital in Talisay City. Moreover, Go said DOH has identified areas to construct Super Health Centers (SHCs) in the province. SHCs were funded to be established in the cities of Bogo, Danao, Lapu-Lapu, and Mandaue; and in the towns of Borbon, Cordova, Moalboal, Samboan, and San Francisco in 2022. This year, more Super Health Centers were funded in the cities of Carcar, Cebu, Talisay, and Toledo; and in the towns of Carmen, Consolacion, Liloan, Medellin, and San Nicolas. An additional SHC will also be established in Danao City. “Ang isang malaking bagay dito ay ang early detection kung may sakit ang isang pasyente. Dahil nasa kanilang komunidad ang SHC, madali na para sa kanya ang magpakonsulta. At kung malalaman agad ang sakit ng isang pasyente, mabibigyan siya ng primary care, malalapatan ng lunas, at lalaki ang tsansa na maka-recover siya sa kanyang sakit,” he explained. SHCs offer database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service; oncology centers; physical therapy and rehabilitation center; and telemedicine. Go, vice chairperson of the Senate Committee on Finance, supported the funding of various projects in the province, including the construction of multipurpose buildings in Barili, Cordova, Ginatilan, Pilar, Tabogon, and Talisay City; improvement of existing roads in Alcantara, Alcoy, Alegria, Asturias, Balamban, Boljoon, Borbon, Carmen, Madrilejos, Malabuyoc, Minglanilla, Moalboal, Pinamungajan, Sibonga, Sogod, Tabogon, Tabuelan, Carcar City and Naga City; improvement of flood mitigation structures in Catmon and Tuburan; installation of street lights in Asturias, Compostela, and Daanbantayan; and acquisition of ambulance units for Madridejos and Naga City. SBG assists typhoon victims in Benguet and Pampanga
Senator Christopher “Bong” Go’s team visited Macabebe, Pampanga and Tuba Benguet to distribute food packs on Saturday, 12 August. Go aided 500 flood victims at the respective barangay halls of Saplad David and San Roque, in coordination with Kagawad Julius Gabucay of Brgy. San Roque, former military officer Glen Agudo, and other volunteers in Pampanga. Meanwhile, Go also assisted 2,500 affected residents at Barangay 3 Hall and Barangay 6 gymnasium in Tuba, Benguet in coordination with Governor Melchor Diclas. Demonstrating his strong commitment to creating a more disaster-resilient nation, Go continues to advocate for the passage of two critical bills: Senate Bill No. (SBN) 188, which proposes the establishment of the Department of Disaster Resilience (DDR), and SBN 193, also known as the Mandatory Evacuation Center Act. These bills aim to enhance the government’s capacity to effectively respond to calamities and provide essential shelters for disaster victims. SBN 188 outlines the creation of DDR, an agency focused on developing comprehensive measures to bolster the government's disaster response capabilities. Similarly, SBN 193 emphasizes the importance of establishing evacuation centers equipped with proper facilities to ensure the safety and well-being of those displaced by disasters. Go emphasized the necessity of these measures, considering the various types of disasters that frequently impact the country, such as floods, typhoons, earthquakes, volcanic eruptions, and fires. He underscored his dedication to advancing the establishment of the DDR and the mandatory evacuation centers to address these challenges effectively. He emphasized the value of life and the importance of safeguarding the well-being of every individual. On 8 August , fire victims received relief from Bong Go’s team in San Fernando City in Pampanga. Go also supported the improvement of farm-to-market roads in Atok and Buguias, rehabilitation of roads in Kabayan and Sablan, acquisition of multipurpose vehicles in Bakun and Kibungan, and the construction of a public market in Kapangan in Benguet. This initiative was spearheaded by Go and later formalized under Republic Act No. 11463, a legislative measure he principally authored and sponsored. “Patuloy po akong tutulong sa pagpaparami ng Malasakit Centers sa bansa. Andiyan na po sa loob ang apat na ahensya ng gobyerno para sa mga available na medical assistance programs. Target po nito na pababain nito ang inyong hospital bill to the lowest amount possible,” Go explained. “Huwag ho kayong mahihiyang lumapit sa mga Malasakit Centers. Para po yan sa Pilipino. Nalulungkot po ako tuwing may mga nagaalangan magpatingin sa doctor dahil natatakot sila sa babayaran sa hospital. Pangalagaan niyo po ang inyong kalusugan at ang Malasakit Center ay handang tumulong sa inyo,” he added. Go, chairperson of the Senate Committee on Health and Demography, also supported the construction of a Super Health Center (SHC) in Lagawe, which will offer basic health services, such as database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray and ultrasound), pharmacy and ambulatory surgical unit. Other available services are eye, ear, nose, and throat service, oncology centers, physical therapy and rehabilitation center and telemedicine, which makes remote diagnosis and treatment of patients possible. “Sa panahong ito, magtulungan tayo upang maipagpatuloy ang pagbangon at pag-asa. Patuloy nating ipagdasal ang isa't isa at patuloy na magmalasakit sa ating mga kapwa Pilipino,” said Go. Hedcor, Luzon Hydro aid ‘Egay’-stricken communities
Aboitiz Power Corporation subsidiaries Hedcor and Luzon Hydro Corporation, together with Aboitiz Foundation Inc., recently donated rice and fuel to its host communities hit by super typhoon “Egay.” “Egay,” known internationally as Doksuri, devastated communities in northern parts of Luzon after its landfall on 26 July, destroying crops, displacing entire villages and leaving many roads impassable. Responding to requests from LGUs for assistance, Luzon Hydro distributed 150 sacks of 50-kilogram rice, benefiting 750 families in Ilocos Sur. [caption id="attachment_167827" align="aligncenter" width="1600"] Hedcor Group’s external relations manager for Luzon Geraldine Ronquillo (center) turning over the company’s rice donation to Ilocos Sur Provincial Disaster and Risk Reduction Management Officer Rhon Arquelada (left) and staff member Tereza Zaragosa (right).[/caption] Hedcor, on the other hand, extended over 1,700 liters of fuel to the municipalities of La Trinidad, Tuba, Sablan, Itogon and Bakun in Benguet, while Hedcor Sabangan aided the municipalities of Bauko and Sabangan with 780 liters of fuel. The fuel is intended for heavy equipment vehicles and chainsaws that will help clear debris in affected roads, ensuring faster mobilization of relief goods, and for generators in sitios without electricity. “Hedcor is honored to contribute to the rebuilding of our communities. Our bayanihan spirit furthers our cause to help each other during this period of recovery,” said Hedcor president and COO Rolando Pacquiao. “We join hands with the local government to provide essential aid and relief. We stand in solidarity with our kababayan.” Previously, Hedcor helped strengthen the disaster preparedness and risk management capabilities of Benguet by providing training and donating first aid equipment. Through this, community-based Disaster Risk Reduction and Management offices were established in localities to improve the resiliency and prompt response capability of authorities in times of emergency. “Hedcor is driven by its strong sense of responsibility. By collaborating closely with the different host communities, we are better equipped to support each other,” Pacquiao added. Earlier this month, Hedcor and fellow AboitizPower subsidiary Therma South Inc. also mobilized relief efforts for over 560 families in Sta. Cruz, Davao del Sur, after the municipality was hit by flash floods due to rain showers and thunderstorms. Australian man charged with sex crimes against 91 young girls
An Australian former childcare worker sexually abused 91 young girls in a "chilling" spate of crimes across 15 years, police said Tuesday after charging him with 1,623 separate offenses, including rape. Seasoned detectives have described it as one of Australia's "most horrific" child sex abuse cases, with a scale of offenses "beyond the realms of anyone's imagination". "I know this news will seem unfathomable, and I know there will be many questions," said Assistant Federal Police Commissioner Justine Gough. "There is not much solace I can give to the parents and children who have been identified," she added. Included within the 1,623 charges are 136 counts of rape, 110 counts of sexual intercourse with a child younger than 10 -- a charge used instead of rape in some Australian jurisdictions -- and 613 counts of making child pornography. Investigators have been hunting for the 45-year-old man since discovering a cache of child pornography photos and videos being shared on the dark web in 2014. But their efforts had been mostly fruitless until they made an unexpected breakthrough in August last year -- matching visual clues in the background of the material to a childcare center in the city of Brisbane. While the man was initially charged with just three offenses, Gough said the gravity of his "heinous" alleged crimes emerged as police sifted further through his computer and phone. Police believe the man filmed or took pictures of "all" his alleged crimes -- and eventually cataloged more than 4,000 photos and videos of abuse. New South Wales Assistant Police Commissioner Michael Fitzgerald said it was one of the most horrific cases he had ever seen. "It's beyond the realms of anyone's imagination what this person did to these children," he said. "I can only say, you try not to be shocked after a long period of time in the police, but this is a horrific case." Young girls targeted Police said the abuse happened at 10 different childcare centers between 2007 and 2022 and exclusively targeted "prepubescent girls" -- some as young as one year old. While 87 of the 91 victims were from the Australian states of Queensland and New South Wales, police believed four other unidentified children were abused while the man worked overseas for a brief spell between 2013 and 2014. Police said they were now working with international crime agencies to find those children, without revealing which country they were targeting. "We have been working tirelessly since August last year to identify the children in the alleged child abuse material," Gough said. Police said the man had passed the stringent series of background checks needed to work at childcare centers in the states of Queensland and New South Wales. Queensland's Acting Assistant Police Commissioner Col Briggs said detectives had first been tipped off in 2021, but had been hamstrung by a lack of evidence. "There was insufficient evidence to take action against any person based on evidence available at the time," he said. Given the sheer volume of child abuse material that needed to be documented, a dedicated task force of about 35 staff was called in to work on the investigation. The man, who has not been named by police, is scheduled to face court in Queensland on August 21. Once those proceedings are finished, he will be extradited to New South Wales to face further charges. Typhoon Falcon strengthens, enhances ‘habagat’
Typhoon Falcon's enhancement of the southwest monsoon or "habagat" will bring a significant amount of rain in the next three days, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration on Monday In its latest weather bulletin, PAGASA said "Falcon" has maintained its strength as it moves north-northwestward at 15 kilometers per hour on Monday morning—with its center last tracked over 1,045 km east of extreme Northern Luzon. It packs maximum sustained winds of 150 kph near the center and gustiness of up to 185 kph. PAGASA said "Falcon" may exit the Philippine area of responsibility between Tuesday afternoon and Tuesday evening. It is forecast to further intensify over the next two days and may reach its peak intensity Tuesday or on Wednesday. When outside the PAR region, the typhoon will turn west-northwestward and pass close— with landfall not ruled out—over Okinawa Islands in the Ryukyu archipelago between Tuesday evening and Wednesday morning while gradually decelerating. The "Falcon"-enhanced southwest monsoon will continue to bring occasional monsoon rains over the western portion of Luzon and Visayas. ‘Falcon’ is the sixth cyclone to hit the Philippines this year. PAGASA said the hoisting of Wind Signal due to "Falcon" over any locality in the country remains “unlikely” based on the current forecast scenario. However, the enhanced Southwest Monsoon will bring gusty conditions over Zambales, Bataan, the central and southern portions of Aurora, Pampanga, Bulacan, Metro Manila, and most of Ilocos Region, CALABARZON, MIMAROPA, Bicol Region and Western Visayas on Monday. Gusty conditions will prevail in Batanes, Babuyan Islands, Abra, Benguet, Zambales, Bataan, the central and southern portions of Aurora, Pampanga, Bulacan, Metro Manila, and most of Ilocos Region, Calabarzon, Mimaropa, Bicol Region and Western Visayas throughout on Tuesday. On Wednesday, gusty conditions will be experienced in Batanes, Babuyan Islands, Ilocos Region, Abra, Benguet, Aurora, Zambales, Bataan, Bulacan, Pampanga, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, the western portion of Northern Samar and most of Western Visayas. The typhoon-enhanced "habagat" will bring moderate to rough seas over the coastal waters along the northern (1.2 to 2.8 m), western (2.5 to 3.5 m), and southern (1.5 to 3.0 m) seaboards of Luzon. PAGASA advised mariners of small seacraft to take precautionary measures when venturing over these waters. “If inexperienced or operating ill-equipped vessels, avoid navigating in these conditions,” it warned. The Benguet Electric Cooperative, on the other hand, announced that it has restored power in 60 percent of Baguio City and Benguet province as of 8 a.m. Thursday, and disclosed the sheer volume of damages to its distribution system with initial cost of damages placed at more than P2.6 million due to broken, damaged and eroded poles felled by trees that fell on the wires. Marcos Highway and Naguilian Road remain open even as the Department of Public Works and Highways said road clearing operations are continuing in stretches affected by the typhoon warning people to “observe extra caution while on the road and avoid unnecessary travel if possible.” In other developments, the Office of the Civil Defense Cordillera reported that a total of 2,421 families or 7,795 individuals sought refuge to the houses of their relatives and evacuation centers in the Cordillera Region during the typhoon. The figures were from the provinces of Benguet, Abra, Apayao, Kalinga and Mountain Province. In Abra, there are 2, 202 families or 7,324 individuals from the 39 municipalities were forced to leave their homes. Some of them went to the designated evacuation centers and some to the houses of their relatives. The province listed the most evacuees. At least 60 families or 194 individuals in Apayao went to the evacuation centers or their relatives. The evacuees are from 9 barangays in the province. Over at Ilocos Sur, the super typhoon had swept away the old Banaoang bridge, a road and another bridge in this town and caused the evacuation of thousands of families whose houses were submerged due to continued heavy rains inundated by flashfloods for two days. In a video footage taken by the Ilocos Sur police, the Old Banaoang bridge’s two spans were swept away Wednesday night by the strong current of flash floods coming from nearby Abra. The Philippine Atmospheric, Geophysical and Astronomical Services Administration, said Typhoon Egay is now out of the Philippine area of responsibility while a new tropical cyclone is likely to hit the country. PAGASA said ‘Egay’exited PAR at 8 a.m. and was on its way to the Taiwan Strait and China. It was last tracked over 255 kilometers west of Itbayat, Batanes, packing maximum sustained winds of 150 kilometers per hour near the center and 185 kph gusts. Meanwhile, PAGASA said it now monitoring another tropical cyclone, which was last tracked 1,585 km east of Eastern Visayas still outside PAR and it “has no direct effect on any part of the country yet.” The tropical cyclone may enter PAR between Saturday night and Sunday. PAGASA said the Tropical Cyclone Wind Signal No. 2 is still hoisted over Batanes, the northwestern portion of Cagayan (Claveria, Santa Praxedes) including Babuyan Islands, and the northern portion of Ilocos Norte (Pagudpud, Adams, Bangui, Dumalneg, Burgos). These areas may experience flooding, especially in low-lying areas. Strong winds could damage old and light materials amid inclement weather. TCWS No. 1 is raised over the Pangasinan, La Union, Ilocos Sur, the rest of Ilocos Norte, the rest of Cagayan, Apayao, Kalinga, Mountain Province, Ifugao, Abra, Benguet, Isabela, Quirino, Nueva Vizcaya, northern portion of Aurora (Casiguran, Dinalungan, Dilasag), northern portion of Nueva Ecija (Cuyapo, Guimba, Pantabangan, Science City of Muñoz, Carranglan, San Jose City, Lupao, Nampicuan, Talugtug), and the northern portion of Tarlac (Paniqui, Moncada, Pura, Camiling, Ramos, San Manuel, Anao, San Clemente). Death toll from ‘Egay’ rises to six
The death toll from Typhoon Egay has risen to six, official figures showed Thursday, as the storm swept towards southeastern China. Egay battered the main island of Luzon on Wednesday, toppling trees, knocking out power, and forcing the evacuation of thousands of people from coastal communities. Strong winds and heavy rain pummelled the lightly populated Babuyan islands and northern provinces, triggering flooding and landslides. A mother and her three children were killed Wednesday morning when a landslide struck their house in Buguias municipality in the mountainous province of Benguet, local disaster official Satur Payangdo told AFP. Five other people in the house were rescued. That took the death toll to six after a woman was killed by a falling coconut tree in Isabela province and a 16-year-old boy was crushed to death by a landslide in Baguio city. Egay had been a super typhoon as it swept across the Pacific Ocean on Tuesday but weakened as it neared the Philippines. The storm is expected to weaken further as it moves across the South China Sea before making landfall in southeast China on Friday. While Egay will bypass Taiwan, heavy rains related to the typhoon led to the drowning death of a 57-year-old woman who was trapped with two others when a mountain river overflowed, the island's emergency operations center said. The rains also caused power outages in around 43,000 households, though most have been restored. The post Death toll from ‘Egay’ rises to six appeared first on Daily Tribune......»»
