Phl joins anew the global effort to protect oceans
Thousands of volunteers in over 150 countries, joined the International Coastal Cleanup (ICC) Day, a global initiative dedicated to addressing ocean pollution through beach and waterway cleanups held every third Saturday of September. Now in its 37th year, the Philippines has been participating in the ICC since 1994. In 2003, Proclamation No. 470 officially designated the third Saturday in September as ICC Day, instilling a sense of vigilance among Filipinos in their support of the ongoing global fight against marine litter. The theme "Clean Seas for Healthy Fisheries" is carried out by this year’s ICC which aligns closely with the objectives of the United Nations (UN) Ocean Decade Challenge 3 which is to “Sustainably Feed the Global Population”. This challenge recognizes the need to ensure sustainable food production from the ocean to feed the growing global population while safeguarding the health and productivity of marine ecosystems. The Department of Environment and Natural Resources in partnership with numerous organizations, took the lead in coordinating cleanups in various water bodies across the country. An estimated 35,000 volunteers armed with sacks, rakes, and gloves joined forces for the cleanup effort across the country. Participants included individuals and groups from the DENR workforce, national and local government agencies, academia, the private sector, youth organizations, civic groups, and civil society. Concurrent coastal cleanups led by various DENR offices and bureaus were held nationwide including key areas such as the Las Piñas-Parañaque Wetland Park; the Tullahan River along Barangay San Bartolome in Novaliches, Quezon City; Baseco Beach in Manila; the Balanga Wetland and Nature Park in Bataan; Barangay Butong Taal in Batangas; the Mactan Channel in Lapu-Lapu, Cebu; the Abatan River and Panglao in Bohol; Banica River in Dumaguete; Bais City, Negros Oriental; and along the shore of Pagadian Bay in Zamboanga Del Sur. The DENR regional and field offices also partnered with SM Supermalls, through its corporate social responsibility arm, SM Cares, together with SM Prime Holdings, Inc., in organizing clean-up drives in Luzon, Visayas, and Mindanao. Fifteen SM Malls were designated as a base that enabled volunteers, including SM employees, to actively participate in the cleanup drive. Likewise, regional offices of the Department have collaborated with UNTV offices across the country under the latter’s advocacy campaign Ocean Care Initiative. Beyond waste retrieval, ICC volunteers documented the volume of waste collected which will be submitted to Ocean Conservancy and UN Ocean Decade to contribute to global efforts to combat plastic pollution. During the 2022 ICC, findings of the Global Ocean Trash Index conducted by Washington, D.C.-based environmentalist advocacy group Ocean Conservancy showed that the Philippines collected 249.382 metric tons of waste. The collected waste encompassed a spectrum of items, including cigarette butts, beverage bottles, food wrappers, bottle caps, grocery bags, food containers, cups and plates, straws, and stirrers. DENR Secretary Antonia Loyzaga said her department's unwavering commitment to enacting effective solid waste management practices, supports a circular economy wherein all plastics are reused, recycled, repurposed, and responsibly managed. The DENR, she added, in collaboration with organizations, implements a range of programs to address solid waste in cities and municipalities nationwide. This is in support of reinforcing the Extended Producer Responsibility (EPR) Act of 2022 or Republic Act 11898 which mandates enterprises to establish EPR programs for plastic waste reduction, recovery, and diversion. Airline opens Vietnam route
Cebu Pacific, or CEB, announced on Tuesday the launch of its newest destination—Da Nang, Vietnam—with its signature Piso Sale. Beginning on 7 December 2023, CEB will offer three flights a week between Manila and Da Nang: on Tuesdays, Thursdays and Saturdays. At 7:30 p.m., the flight will depart for Manila and arrive at 9:30 p.m. (Time in Vietnam) in Da Nang. The Da Nang to Manila return flight will operate from 10:30 p.m. (Vietnam time) to 2:20 a.m. (PH time). According to CEB, Da Nang is a popular tourist destination known for its stunning landscapes, luxurious resorts and has a rich history. It is also the gateway to three UNESCO World Heritage Sites: the Hue Imperial Citadel, My Son Sanctuary, and Hoi An Ancient Town. Expedited project implementation needed to achieve GDP target — DOF
The Department of Finance (DOF) said on Friday that the Philippine government intends to expedite the implementation of government programs and projects to achieve the full-year gross domestic product (GDP) target of six percent to seven percent. During the Philippine Economic Briefing in Cebu on Friday, Finance Secretary Benjamin Diokno said the government intended to stimulate growth in the second half of the year after the Philippine economic growth slowed to 4.3 percent in the second quarter from 6.4 percent in the first quarter. Diokno said the country's GDP would need to grow by at least 6.6 percent in the second half to meet the full-year goal target. "To do this, we will expedite the implementation of government programs and projects, provide fiscal stimulus to increase the productive capacities of the public and private sectors, and address the adverse impact of recent typhoons," Diokno said. "The economic team is closely monitoring domestic and external developments and stands ready to make policy adjustments to ensure that we attain our medium-term growth targets," he added. In a separate statement, Rizal Commercial Banking Corp. chief economist Michael Ricafort said the country's 6 to 7 percent economic growth target for this year is still attainable if the government would avoid underspending. "Also, other than the government underspending, there is also a need to further lower inflation since these have been a drag on spending, especially consumer spending, whose share of GDP (gross domestic product) shrank to 68.8 percent versus 75 percent in the previous quarter," he said. Ricafort also cited the need to eventually bring down policy rates as higher interest rates also dragged on investments. He added that the economic growth might settle at 5 to 6 percent in the next quarters. "The 4.3 percent GDP growth in the second quarter of 2023, the slowest since the first quarter of 2021, could mathematically be the slowest for 2023 due to the relatively much higher base after the presidential, national, and local elections a year ago, given the one-time nature of election-related spending that is absent this year," he said. DND chief: EDCA sites’ proximity to Taiwan a ‘geographical accident’
Defense Secretary Gilberto Teodoro Jr. said the “proximity" of Enhanced Defense Cooperation Agreement or EDCA sites to Taiwan must be a “geographical accident”, emphasizing that these locations were identified for the country’s national interest. “You know what, its proximity to Taiwan is a geographical accident, and [if] other people are paranoid about it, it's their problem. For me, my concern is Philippine national interest and national security, and we will have to put bases, not necessarily EDCA, throughout our archipelago,” Teodoro told reporters in a chance interview during his visit on Thursday to Lal-lo Airport in Cagayan — where one of the additional EDCA sites is located — accompanied by Armed Forces of the Philippines Chief of Staff. Gen. Romeo Brawner Jr. Teodoro added that the defense department is now pursuing an archipelagic doctrine with baselines. “We have to protect that. The paranoia of other people may be, rightly so, taken into consideration, but national security is paramount in this country,” he said. The Philippines has already reassured other countries that it is not allowed by the Constitution to wage war or any offensive action “as an instrument of national policy.” “Now if they do not take our word for it, then how can we trust each other? Just like some people say they have pacific intentions, yet there are contrary actions,” he said. The defense chief maintained that the DND’s actions are anchored on the best interests of the country. “EDCA is not only for logistical support on the United States side, but it’s capability upgrade on the Philippine side and that’s what I’m making sure of,” he said. On the other hand, Teodoro said the development of all existing locations identified as EDCA sites should be expedited to address the “operational limitations.” An example of such limitation is refueling using the barrel method by Philippine and American aircraft engaged in disaster relief missions following the onslaught of the southwest monsoon and Typhoon "Egay". "Now you are noticing the operational limitation—as you can see they are using barrels for refueling for both Philippine assets and the United States air assets," Teodoro said. Citing the Lal-lo Airfield, Teodoro said developing or building more facilities will improve "operational tempo.” Considering the urgent demand for humanitarian assistance and disaster relief requirements in the Philippines, Teodoro pointed out the need to fast-track the construction of five initial EDCA sites with the US, including the Cesar Basa Air Base in Floridablanca, Pampanga; Fort Magsaysay Military Reservation in Nueva Ecija; Lumbia Airport in Cagayan De Oro; Antonio Bautista Air Base in Puerto Princesa, Palawan; and Benito Ebuen Air Base in Cebu, as well as the additional four, namely the Naval Base Camilo Osias in Sta. Ana, Cagayan; Lal-lo Airport in Lal-lo Cagayan; Camp Melchor Dela Cruz in Gamu, Isabela; and Balabac Island in Palawan. Teodoro said the areas where these EDCA sites are the most disaster-prone. These locations are also essential to the integrity of the country’s credible deterrent posture and Philippine territorial security, he added. "The EDCA is purely a logistical site of the United States to help us speed up operational tempo and response. Filipino fiesta fare Chef Reggie’s way
Of the many good things they love about this country, foreign tourists always mention our food as the top three or five of their list, next only to our warm people and our white-sand beaches. Whether these are food sold on the streets, made at home in the simplest to the most sophisticated kitchens, all the way to gourmet offerings of Michelin-cited establishments, they occupy a special place in our visitors’ hearts and palates. One chef of long-standing fame and outstanding reputation is Reggie Aspiras, whose recipes are compiled in a number of best-selling cookbooks. A dear friend of mine, along with the other Aspiras girls, Aida Cristy and Babot, daughters of the late popular couple, Secretary of Tourism Sunshine Joe and his Marian devotee better-half Amparing, a staunch Cabinet lady of the Marcos years circa 1960-1980s, Reggie has been the subject of my features through the years. Being close to each other, we have collaborated on a number of projects highlighting her many accomplishments in the culinary arts. [caption id="attachment_165873" align="aligncenter" width="2560"] Aspiras sisters - Reggie, Aida and Cristy.[/caption] Recently, Chef Reggie prepared and hosted a special Sunday lunch in the Aspiras La Vista home as her contribution to the first Manila Food and Wine Festival, which was founded by Kate Dychangco - Anzani, a passionate food aficionado and wife of famed Italian chef Marco Anzani. According to Reggie, herself a prolific writer-columnist, the festival was “conceived to bring life to the food industry in Cebu after Covid, and it has been adopted by Manila, Ilocos and Davao.” In partnership with the regional offices of the Department of Tourism, this series of regional events aims to establish the Philippines as the emerging premiere culinary destination in Asia. Hence, the event showcases traditional and regional cuisines, local chefs and restaurateurs. “The festival is meant to highlight our food culture; as well as fuel the fire of innovation to elevate our food culture by establishing the Tatak Pinoy food stamping program,” Reggie shared. The first cook in Metro Manila to showcase her culinary specialties in the festival, she came up with an interesting mix of festive dishes to which she added her personal touch, a garnishing here and an indigenous flavoring there, mostly original Ilocano since the Aspiras family comes from the north in La Union. Reggie explained, “Filipino Done My Way, in Reggie’s Kitchen’ is the first of a series of events specially curated for the MFWF. " “Being a staunch believer in the possibilities of Philippine Cuisine, there was no other food to cook but our own, to which, of course, I added some touches. It was a very personal menu, as the dishes were created for a purpose that stem from my roots, a happy memory, which is to simply share the way I cook Pinoy food and how I like to eat.” Taking after her father Sunshine Joe’s inimitable way of promoting the Philippines, which highlighted Philippine crafts, music and dances, Reggie gave her guests, led by Senator Loren Legarda and television personality Korina Sachez Roxas, along with DoT Undersecretary Verna Buensuceso and DoT Regional Director Jeff Ortega, a sense-surround spectacle featuring dancers who welcomed the guests right from the gate, rondalla music, kiping ornaments hovering over the individual tables, table settings of local handwoven fabrics and fresh tropical flowers. I was honored with a place in the main table, along with Reggie’s sister Aida. All the while, her other sister, Cristy, hopped from table to table to help entertain everyone. To cut through the fat, I served the chicharon with seasoned vinegar and an assortment of achara: radish, corn, chilies and papaya. “I also recreated the Kilawing Hipon with a trio of Mangoes. This was one of the dishes I presented during the Food and Wine Festival in Cebu, paying tribute to their famous mangoes. To the kinilaw I added the famous Cebu dried mangoes, some fresh mangoes and a pickled green mango relish to cap the kinilaw that sat on kaykay (cassava chips from Cebu) or fried fish skins. “Being the Ilocana that I am, bagnet had to figure prominently in my spread, and it did -- in the form of Sisig; drizzled with Sriracha Aioli and crowned with Arugula Ensalada. Teodoro: No specific discussions on add’l EDCA facilities between Phl, US
There are no discussions between the Philippines and the United States on identifying more Enhanced Defense Cooperation Agreement Defense facilities in the country, Secretary Gilbert Teodoro Jr. said Thursday. “There was not [a] discussion. No specific discussion and there are no, there is nothing on my table to increase the number of these… EDCA facilities in on the Philippine bases,” Teodoro told the reporters at a press conference at the Department of National Defense headquarters at Camp Aguinaldo in Quezon City. He said the government will have to study the capability of the country before considering the expansion of the EDCA facilities. “We have to, you can’t bite more than what you can chew. That’s what I’m trying to state earlier, we gotta make things work first before expanding,” Teodoro said. “A lot of conglomerates have fallen because of too quick an expansion without being able to absorb the capability to sustain.” There are five existing EDCA sites in the country including the Bautista Air Base in Palawan; Basa Air Base in Pampanga; Fort Magsaysay in Nueva Ecija; Lumbia Airport in Cagayan de Oro City; and the Benito Ebuen Air Base in Mactan, Cebu. In April, the government identified additional four new EDCA sites namely Camilo Osias Naval Base in Sta. Phl, US jets undergo combat, maritime drills over Visayas and Mindanao
The Philippines and the United States utilized their respective military jets for the conduct of combat and maritime interdiction tactics over the skies of Visayas and Mindanao as part of the aerial exercises in this year’s Cope Thunder Exercise. The participating aircraft from the Philippine Air Force consisted of four FA-50PH light jet fighters and two A-28B "Super Tucanos” including five A-10 "Warthogs" from the Pacific Air Forces. PAF spokesperson Col. Ma. Consuelo Castillo said these aircraft departed Clark Air Base, Mabalacat City, Pampanga last July 11 for Brig. Gen. Benito N. Ebuen Air Base in Lapu-Lapu City, Cebu in preparation for the air drills over Mactan and General Santos City, from 12 to 15 July, which showcased a simulation of the 5th Fighter Wing’s deployment for next year’s "Pitch Black" exercises in Australia. Castillo underscored that the flight exercises included air interdiction and maritime target for the enhancement of the pilots’ skills on tactical air-to-surface or ground operations against enemy objectives and air combat maneuvers, also known as ‘dogfighting' which aims to enhance skills of participants’ air-to-air combat. PAF did not give further details on these exercises due to security reasons. Meanwhile, PAF’s 960th Air and Missile Defense Group participated in a three-day subject matter expert exchange on Integrated Air and Missile Defense which was held from 10 to 12 July at Basa Air Base, Floridablanca, Pampanga. This served as a forum for the 960th AMDG and the United States Air Force Pacific Integrated Air and Missile Defense Center to share their best practices and the latest information pertaining to IAMD. Moreover, Castillo said the PAF and PACAF experts provided a series of presentations covering topics in air domain awareness, mission planning considerations, rules of engagement, ID matrix, and passive defenses. “The presentations provided valuable insights into the challenges and advancements in the field of IAMD," she stressed. Castillo added that both air forces participated in workshops on criticality vulnerability and threat; focusing on critical assets list; and defended asset lists. "This workshop allowed participants from both teams to actively engage in hands-on exercises, simulations, and scenario-based discussions. The collaborative environment fostered a vibrant exchange of ideas and facilitated a deeper understanding of the intricacies of conducting air and missile defense operations effectively," she said. The Cope Thunder 2023-2 started on 2 July 2 and will run until 21 July. Participating air forces utilized a total of 15 USAF aircraft including three C130 Hercules, six A-10 Warthog, and six F22 Raptors while PAF used its C130 Hercules, HUEY II, two of its A29B Super Tucano, two of its T129 ATAK Helicopter and three FA-50PH. The first-ever Cope Thunder exercise was held in 1976 that provided regular flight training for US pilots and their counterparts from allied nations. AI to stay relevant in BPO, group claims
As artificial intelligence is causing global worry over the loss of jobs for humans, executives of the Contact Center Association of the Philippines maintain that AI would bring more benefits than harm, particularly to their industry. CCAP president Mickey Ocampo said artificial intelligence would be more helpful, than detrimental, to the BPO industry. He said the country’s contact center and business process management sector continues to evolve amid the emergence of new technologies, particularly Generative AI, which is quickly being incorporated into various tasks across the information technology and business process management or IT-BPM industry. “The impact of a generative AI will come within the next, maybe, two to four years. This will allow our country to develop using upskilling our people. Generative AI will increase productivity as at a certain level we will be able to handle more calls or more non-voice inquiries. AI will also generate additional jobs,” he said during Daily Tribune’s Straight Talk program last Tuesday. Ocampo said their group is confident the sector could easily keep its position as the world’s top provider of voice and business process outsourcing services and it’s being the “heart of customer experience (CX)” with the adoption of Generative AI, which critics say could either be a boon or a bane to the BPO industry. “Generative AI can be used to automate and enhance various aspects of customer interactions. Some examples are chatbots and virtual assistants. There are automated email responses for faster adaptability. To illustrate, in the past, when an agent needed to respond to a customer’s call, he had to look at the CRM and backtrack or even go to the knowledge base. Now, these things are automated, further enhancing agent productivity,” Ocampo said. CCAP managing director Rosario Cajucom-Bradbury said Generative AI will have an impact on client business, in the way services are delivered and in the corporate services of providers, namely, human resource and finance, among others. She said the use of Generative AI Assist working alongside agents when handling calls will increase their efficiency, productivity, and resolution in delivering customer service. “Thus, the call agent is provided the opportunity to have more focused active listening and genuine empathy rather than being preoccupied with navigating the system for resolution. Filipinos’ innate trait of service orientation combined with the power of Generative AI will enhance the employee’s experience at work which would translate to an even more satisfying customer experience — therefore helping the Philippines retain being the ‘heart of CX’ and at the same time meeting or even exceeding growth targets,” Bradbury explained. Additional 1.1M jobs Ocampo said with the use of Generative AI by CCAP members, they can generate an additional 1.1 million jobs for Filipinos until 2028, covering all types of BPO services, namely, finance, insurance, medical, and health, and overall cost-based customer service for fast moving and consumer goods. “And if we go back to the generative AI, new job roles are created. Generative AI will be useful to the end users and the consumers and the business. We will continue to upskill our workforce to cope with AI,” Ocampo said. The aggressive target is part of the 2028 IT-BPM Roadmap, which was launched in the third quarter of 2022, coinciding with the start of the administration of President Ferdinand Marcos Jr. It also sets a target of 2.5 million full-time employees (2.3 million to be accounted for by CCAP-member firms) and a 40-percent countryside expansion. In 2022, the contact center sector employed 1.4 million individuals, which was 87 percent of the 1.6 million total employment in the local IT-BPM industry. Ocampo said the impact of Generative AI would be reflected in the sector’s figures in two to four years, clarifying that the emerging technology was not factored in when the IT-BPM Roadmap was set “because it surfaced just about seven months ago although AI had already been widely used across the industry.” These and more interesting issues and developments would take center stage in the upcoming Contact Islands Conference 2023. AFP seeks more EDCA sites
The Armed Forces of the Philippines said Sunday the establishment of additional Enhanced Defense Cooperation Agreement sites with the United States will provide the country with “360-degree protection” in the future. AFP spokesperson, Col. Medel Aguilar, said the expansion of EDCA sites will further help defend the country’s maritime territory so Filipinos can utilize its abundant resources within its exclusive economic zone. “If we are talking about the further expansion of the EDCA, I think this is possible [if] what we want is to protect because we are an archipelagic country and we have so many islands, we have a long shoreline,” Aguilar said, partly in Filipino, Sunday. “If we are to protect our sovereignty and territorial integrity including the protection of maritime resources that should be enjoyed by our people, we need a 360-degree protection capability for the Armed Forces of the Philippines,” he added. The Palace and the Department of National Defense earlier announced the establishment of four additional EDCA sites at the Naval Base Camilo Osias in Sta. Ana, Cagayan; Lal-lo Airport in Lal-lo, Cagayan; Camp Melchor Dela Cruz in Gamu, Isabela; and Balabac Island in Palawan. On Saturday, Mr. Marcos said the Philippines and China have agreed to open more channels of communication to ensure that engagements between Chinese and Philippine forces do not escalate. Chinese Foreign Minister Qin Gang met this week in Manila with the President, Foreign Secretary Enrique Manalo, and other government officials. Qin’s visit was seen as China’s way of countering the growing influence of the United States in the Philippines, with the two nations holding their biggest Balikatan military exercises this year. Senate Committee on Foreign Relations Chairperson Senator Imee Marcos has questioned the selection of the new EDCA sites as they “seem to be random and no longer purposeful” for the modernization of the AFP. Selection process She also raised concerns that government seems to have given up the country’s territorial claims on the western and eastern Philippine seaboard. In response, Aguilar said the new EDCA locations have gone through a stringent and strategic selection process based on the country’s necessities and the need to improve the defense capabilities of the AFP. “In the selection, primarily we relied on the recommendation based on the AFP modernization roadmap,” he said, noting that the western and eastern seaboards of the country were also considered in locating the new EDCA sites.
