Murder suspect nabbed at QC checkpoint
A security guard wanted for murder in Caloocan City was nabbed by operatives of the Quezon City Police District, Novaliches Police Station (PS 4) at a checkpoint Sunday night. QCPD PS-4 commander, P/Lt.Col. Jerry Castillo, identified the suspect as Romnick Abayon Perote, 34 years old, a Security Guard at Parkview Executive Village, and a resident of Brgy. Bagumbong, Caloocan City. Castillo said they have received information regarding a shooting incident that transpired at 8:20 p.m. on 1 October 2023 at Parkview Heights Exclusive Village in Brgy. Bagumbong, Caloocan City. He immediately ordered the conduct of a checkpoint, Oplan Kandado, along Susano Road corner Austria St., in Brgy. Nova Proper, Novaliches, for the possible escape route of the fleeing suspect and intercept him. Fortunately, they were able to intercept the suspect onboard a passenger jeepney, which resulted in his arrest. Confiscated from Perote's possession was one caliber .38 Armscor 202 loaded with five live ammunition. The suspect was properly turned over to Caloocan Police Station (PS9) for further investigation and proper disposition to face the murder case and violation of Republic Act No. 10591 or the Comprehensive Firearms and Ammunition Regulation Act. A total of 27 individuals were arrested for various offenses by the different police stations and units of Quezon City Police District (QCPD) over the weekend. In its campaign against illegal drugs, the Anonas Police Station (PS-9) under P/Lt. Col. Ferdinand Casiano arrested Joselito Ruta Balones at 3:40 a.m. on 10 September 2023 in front of a house located along Maginhawa St., in Brgy. Sikatuna Village. Confiscated from his possession were 10 grams of shabu valued at P68,000. In addition, the PS-9 arrested Abdullazis Sandangan at the same day along Kamias Road corner K10th St. in Brgy. East Kamias. Confiscated from his possession were five grams of shabu valued at P34,000, a cellular phone, and the buy bust money. The suspects were charged for violation of RA 9165 or the Comprehensive Dangerous Drugs Act of 2002 before the Quezon City Prosecutor’s Office. Meanwhile, by virtue of warrants of arrest, the Talipapa Police Station (PS-3) under P/Lt.Col. Morgan Aguilar served warrants of arrest to Loida Junio on 9 September at PS-3 Custodial Facility for violation of Batas Pambansa Blg. 22 or the Anti-Bouncing Check Law and Estafa, respectively. Senate to probe viral road rage incident
A resolution has been introduced in the Senate to investigate the viral road rage video in Quezon City in which a driver, who turned out to be a dismissed police officer, was shown assaulting and brandishing a gun at an unarmed cyclist. In Senate Resolution No. 763, Senate President Juan Miguel “Migz” Zubiri and Senator Pia Cayetano stressed that the “incident involves public order and safety, which is an important concern for everyone.” “This is a serious case involving public order and safety, which cannot simply be settled amicably and swept under the rug,” the resolution read. The two lawmakers also emphasized that the incident “highlights the safety of cyclists on the road, and the issue of road sharing, a concept that remains ignored by and alien to many Filipino motorists…” Over the weekend, a video of a car driver physically assaulting and drawing his gun on an unarmed cyclist went viral on social media. The driver, later identified as Wilfredo Gonzales, surrendered to the Quezon City Police District. In a press conference at Camp Karingal, Gonzales claimed that he and the cyclist had settled the matter. However, lawyer Raymond Fortun, who first shared the video in the hopes of getting the identity of the man who drew his gun on the cyclist, said that the cyclist will no longer file a complaint due to fear for his life and his family. In a separate post, Fortun also claimed that the cyclist was forced to shell out P500 from his pocket for the alleged damage to Gonzales’s vehicle. On Tuesday, the Land Transportation Office issued a show cause order against Gonzales for committing several traffic violations during the incident near Welcome Rotonda in Quezon City on 8 August. Meanwhile, the Philippine National Police said it has confiscated three more guns from Gonzales following the cancellation of the latter’s gun permits. 600 checkpoints net over 15 Comelec gun ban violators: PNP
Around 15 persons have been apprehended since the start of the Commission on Elections' gun ban on Monday during the first day of filing of the certificate of candidacy for the Barangay and Sangguniang Kabataan Elections, Philippine National Police chief Gen. Benjamin Acorda Jr. said on Tuesday. Acorda said since implementing the gun ban, 15 firearms have been confiscated from more than 600 checkpoints nationwide. The establishment of checkpoints was carried out under Comelec Resolution No. 10924 to effectively implement the ban on firearms and other deadly weapons during the 90-day election period from 28 August to 29 November. The resolution prohibits the bearing, carrying or transporting of firearms or other deadly weapons in public places, including any building, street, park, private vehicle or public conveyance, or even if licensed to possess or carry the same, unless authorized by the Comelec. Acorda also said he has ordered a probe and has a person of interest in the incident that happened in Libon town in Albay where the victim Alex Repato, reelectionist captain of Barangay San Jose, was shot dead by still unidentified assailants in his residence at around 5 p.m. Monday, just hours after he filed his candidacy. “It is unfortunate in Albay we have one case of shooting but we already have a person of interest there and tinututukan ng ating kapulisan. Gangman arrested for illegal gun possession
A male suspect believed to be associated with the notorious Kelly Calauad Dongalo robbery hold-up and carnapping criminal group was apprehended by personnel of Station Intelligence Section of Taguig City Police Station for violation of Republic Act 10591, for illegal possession of firearms and ammunition. The operation was launched following a tip received through the Barangay Information Network, which provided a description of the suspect brandishing an unknown caliber firearm. The arrest took place around 3:30 p.m. on 25 August, along Banana Street in Barangay New Lower Bicutan, Taguig City. The suspect was identified as Emerson Pillos, alias Robin, 40 years old. Pillos was reportedly found in possession of a .22 caliber Galand revolver with serial number R 9125, along with two live .22 caliber ammunition rounds When verified, Pillos failed to produce the necessary documentation for the firearm. It was further revealed that aside from being a newly identified member of Kelly Calauad Dongalo Robbery hold-up and Carnapping group, suspect had previously been a member of the Muslimen Saban Robbery Hold-Up Group. Pillos will undergo a physical and medical examination at the Taguig Pateros District Hospital, and the confiscated firearm will be subject to verification by the Firearms Explosive Office of the National Capital Region Police Office. PNP overhaul of anti-drug units ongoing
The Philippine National Police said dissolving special operations units attached to the PNP-Drug Enforcement Group is part of efforts to overhaul its anti-illegal drugs operations. PNP spokesperson Col. Jean Fajardo admitted that there were already initial discussions that the 17 SOUs could not just be disbanded since there is more than 1,000 PNP personnel that would be affected. She added that all top units of the PNP were already asked for comments, conclusions and recommendations in connection with the proposed deactivation of PDEG’s SOUs. “Once all the inputs are in, this will be submitted to the Office of the Chief PNP and if approved, it will be submitted to the National Police Commission for review,” Fajardo told reporters in a press briefing held at Camp Crame. PNP chief Gen. Benjamin Acorda earlier said that should the proposal be approved, all the operations of PDEG are COPLAN (case operational plan)-based and that much of the illegal drugs campaign would be delegated to regional and provincial Drug Enforcement Units. Meanwhile, more than 700 policemen assigned to the 17 SOU of the PDEG are set to be recalled and be subjected to a values formation and moral recovery program. Fajardo said the PDEG leadership under Brig. Gen. Faro Olaguera is now preparing for the recall of all its SOU personnel while the discussion on whether or not the 17 units would be disbanded is ongoing. The 17 SOU units of PDEG represent the 17 regions in the country. “According to him (Olaguera), they are now preparing for the possible transport of their personnel here at the National Headquarters (Camp Crame, Quezon City) and they are also preparing for the billeting area for them,” Fajardo said. “And should they be transported here at the NHQ, they will be included in the program that is now being prepared and spearheaded by the Directorate for Human Resources and Doctrine Development for them to undergo values formation and moral recovery program and other reorientation courses,” she added. The deactivation of PDEG’s SOUs became a hot topic in the PNP over the involvement of some anti-narcotics policemen to illegal drugs activities that include recycling and pilferage of confiscated illegal drugs. The recent and biggest controversy that hit the PNP was the October 2022 operation in Manila wherein PDEG personnel, some of them were assigned to the PDEG-SOU of Region 4A, were accused of stealing kilos of shabu from the 990 kilos confiscated from a lending agency owned by dismissed police master sergeant Rodolfo Mayo Jr. Former PNP chief Rodolfo Azurin, Jr. was also quoted saying that the reason why he would not attend on-site presentations of confiscated illegal drugs is that such successful operations are sometimes included in the playbook of illegal drugs syndicates to make it appear that the drug war is winning. Two police generals and two police colonels were also recommended to be kicked out of the police service and be slapped with criminal and administrative charges for illegal drugs involvement. All of them turned out to be former officials of the PDEG. Earlier, Acorda also said policemen will undergo “proper vetting” before they will be assigned to police units involved in the continuing war against illegal drugs. Acorda made the pronouncement amid recent findings about the involvement of some personnel of the PDEG in illegal drugs. More than 40 personnel of the PDEG were disarmed, ordered restricted and are now under investigation over allegations of drug protection racket, pilferage and recycling of confiscated illegal drugs. “The anti-illegal drug campaign shall be done by ensuring proper vetting of PDEG and Drug Enforcement Unit personnel to make sure that only those who have successfully undergone an honest vetting process will be assigned with anti-illegal drug units,” he said Acorda, who used to be the head of the PNP’s Directorate for Intelligence, wants to maximize all the information that must be obtained in ensuring that anti-narcotics personnel of the PNP are all clean. He said the vetting process will be done from the PDEG down to the station level of drug enforcement units. Fajardo said the move is also aimed at ensuring that those who have a derogatory record will not be returned to the PDEG or any PNP anti-illegal drugs unit -- the issue behind dismissed Mayo. “The background investigation will further be intensified and field commanders were the ones tasked to conduct it and all their findings were tasked to be written so that if there would be problems later on, we would hold them accountable,” said Fajardo. Teves camp pushes illegal firearms raps’ dismissal
The camp of suspended Negros Oriental Third District Representative Arnolfo Teves Jr. has filed a petition to the Department of Justice on Friday to dismiss the criminal charges filed against the lawmaker and his sons Kurt Matthew and Axel in connection with the alleged illegal possession of firearms and explosives. The embattled solon and his two sons were accused of violating Republic Act 10591 and RA 9516 for alleged illegal possession of firearms and explosives, respectively. The alleged firearms and explosives were seized by operatives from the Philippine National Police-Criminal Investigation and Detection Group during the service of a search warrant in the legislator’s house in Bayawan City last 10 March. Atty. Ferdinand Topacio, legal counsel of the Teves family also urged the DoJ panel to be impartial despite the claim of Justice Secretary Jesus Crispin Remulla, which was based on the statement of arrested suspects, that the suspended legislator is “one of the masterminds” in the 4 March killings in Pamplona town where one of the victims was Negros Oriental Governor Roel Degamo. Teves — who is still abroad as there are allegedly threats against his life — denied the allegations of the Justice secretary. To recall, the DoJ panel of prosecutors decided to submit for resolution the criminal charges lodged PNP-CIDG after the filing of the motions to dismiss during the hearing. The panel of prosecutors, according to Topacio has two months to resolve the charges, adding that the panel of prosecutors is time-bound under the 2017 DoJ Revised Manual for Prosecutors, which give 60 days to release the resolution of the case. “The complainants miserably failed to discharge their duty to establish probable cause against Teves Jr. as nothing has been shown to support his alleged constructive possession of any of the confiscated articles, much less of the premises where they were allegedly found,” said the petition. “There is no question on the fact that Respondent Teves Jr. was not present when and where the alleged search and seizure transpired. This is settled from the complaints and supporting affidavits and other documents attached thereto. Physical or actual possession of any of the subject firearms, ammunition and explosives on his part is, therefore, necessarily absent,” it added. The solon alleged that the firearms and explosives were illegal seized and should be inadmissible as evidence. Also, Teves alleged that the PNP violated the rules in implementing search warrants based on the joint affidavit of Barangay Captain Andrew Barte and Kagawad Ulysses Ilagan, who both served as police witnesses, as well as the affidavits issued by the staff of Teves who were present during the implementation of the search warrant and even took videos. The witnesses, according to Teves, disclosed that prior the presentation of the search warrant, members of the PNP’s Special Action Force were already there at the house and were seen carrying large bags. The embattled lawmaker also disclosed that the SAF team members — who are necessarily part of the team implementing the search warrant — broke and violated the most basic of statutes and rules that proscribe unreasonable searches and seizure. QCPD nets 23 in anti-crime drive
The Quezon City Police District on Tuesday reported that at least 23 individuals were arrested in different police stations in the city. At the Novaliches Police Station under Lt. Col. Jerry Castillo, operatives arrested Jeff Lawrence Pineda, a resident of Barangay Bagbag for Theft while the Batasan Police Station under Lt. Col. Morgan Aguilar nabbed a certain Omer Rotoni, a resident of Barangay Commonwealth, for violation of RA 9003 or the Ecological Solid Waste Management Act of 2000. Another individual identified as Jomer Rotoni of Barangay Commonwealth was netted by authorities for qualified theft, while a certain Abubakar Abdurahim Banggali was arrested by operatives from the Eastwood Police Station for violation of RA 9003. Meantime, the District Intelligence Division operatives under Lt. Col. Christine Tabdi collared Emerson Alonzo for violation of RA 10175 or the Cybercrime Prevention Act of 2012, while a certain Wesley Tan was also arrested for Falsification of Public Documents by a Private Individual. 8 Makati druggies fall
Southern Police District director P/Brig. Gen. Kirby John Kraft on Tuesday reported the seizure of P1,121,524 worth of suspected shabu and the arrest of eight drug suspects at Laperal Compound in Barangay Guadalupe Viejo, Makati City last Monday. The eight suspects were identified as Jake de la Vega y Jumarang, Ryan Sularte, Roderick Gayacao, Kaitlyn Gabaya, Amador Romasanta, Mary Grace Roldan, Rose Ann Lopez and Joy Espayos. The arrests came after personnel from the Poblacion Substation, through a report from a concerned citizen, chanced upon a group engaged in cara y cruz. Confiscated from the scene were three pieces P1 used as flippers/pang-ngara and bet money amounting to P1,740 in different denominations. However, when police conducted procedural body search, the suspects were found in possession eight medium and seven small heat-sealed transparent plastic sachets containing suspected shabu with estimated weight of 164.93 grams valued at P1,121,524 and one digital weighing scale. The suspects and recovered evidence were brought to Poblacion Substation 6 for proper documentation and the case was referred to Investigation and Detection Management. DENR employee gunned down in Davao City buy-bust
DAVAO CITY — An employee of the Department of Environment and Natural Resources was killed during a buy-bust operation on MacArthur Highway, Bangkal, here Wednesday. The suspect was identified Ronel T. Revilla, forest ranger of DENR assigned in Mati City, Davao Oriental and a resident of Toril District here. Logronio said the operation stemmed from a month-long case buildup, surveillance, and background investigation of the suspect and his involvement in illegal drug operations. The station commander lauded the operatives for their efficiency, good intelligence work, and tremendous courage in dealing with armed drug suspect. “In our line of work, we always expect armed encounters such as during buy-bust and other related operations. Yes, it is scary. You can imagine what goes through the mind of a police officer seeing your suspect armed. Good thing these men heightened their sense of alertness, their training and they were able to retaliate fast,” he said. No new COVID-19 case in Agusan del Norte for 10 days
BUTUAN CITY – For 10 consecutive days, Agusan del Norte province has reported no new case of coronavirus disease (COVID-19), it was reported Saturday. Since July 21, the total number of COVID-cases in the province has remained unchanged at 51 as many of the patients have also recovered and have been discharged. Despite this development, provincial officials, led by Agusan del Norte Gov. Dale Corvera, urged Agusanons to continue observing health protocols to prevent the spread of the deadly virus. Corvera said all the active COVID-19 cases were in isolation facilities in their respective municipalities, and were strictly being monitored by health workers. He reiterated the need for people to strictly observe all health protocols like wearing a mask, physical distancing, and frequent hand washing, among others.
