India rail crash toll rises to 207, hundreds wounded: official
At least 200 people were killed, more than 850 more were injured and many others are feared trapped after a grisly three-train collision late Friday in eastern India's Odisha state, local officials said. Images broadcast on local stations showed smashed train compartments torn open with blood-stained holes of twisted metal near Balasore, about 200 kilometers (125 miles) from the state capital Bhubaneswar. AFP reporters at the scene saw carriages overturned as rescue workers searched to pull out survivors from the mangled wreckage, with scores of bodies laid out under white sheets beside the tracks. "We have more than 120 deaths per the last count and the number is increasing as there are a lot of serious injuries, head injuries," Sudhanshu Sarangi, director general of Odisha Fire Services, told AFP from the accident site. "A very sad incident and the prognosis is not good". Odisha state's chief secretary Pradeep Jena confirmed that "about 850 injured people have been sent to hospitals", with rescue work ongoing. "Our top priority now is rescuing (the passengers) and providing health support to the injured," he said. Amitabh Sharma, executive director of the Indian Railways, told AFP that two passenger trains "had an active involvement in the accident" while "the third train, a goods train, which was parked at the site, also got (involved) in the accident". With rescuers at the crash site pulling the wounded out of the wreckage, fears mounted that the toll could still rise. "The casualty figures from the ground or clarity on the number of injured is very difficult to assess for us at this moment," Sharma said, amid reports that many passengers were still trapped. One survivor told local TV news reporters that he was sleeping when the accident happened, and woke to find himself trapped under around a dozen fellow passengers, before somehow crawling out of the carriage with only injuries to his neck and arm. Another TV station showed graphic images of a train car toppled to one side of the track, as residents tried to pull victims to safety. With so many injured, casualties were carried by both ambulances and buses to any hospital that had space. "We have prepared all big government and private hospitals from the accident site to the state capital to cater to the injured", said SK Panda, a spokesperson in Jena's office in Odisha state. The spokesperson added that authorities had already rushed "75 ambulances to the site and had also deployed many buses" to transport both the injured passengers. At Bhadrak District Hospital, ambulances brought in casualties, with the bloodied and shocked survivors receiving treatment in crowded wards. Indian Prime Minister Narendra Modi said he was "distressed by the train accident". "In this hour of grief, my thoughts are with the bereaved families. May the injured recover soon", Modi said on Twitter, adding that he had spoken to railways minister Ashwini Vaishnaw to take "stock of the situation". Vaishnaw said that he was rushing to the accident site, with rescue teams mobilized, including the National Disaster Response Force and air force. U.S. gives $20M oil spill assistance
The Philippine government is set to receive $20 million or P1.104 billion in financial aid from the United States government to be used in mitigating the oil spill brought by the sunken MT Princess Empress in Oriental Mindoro. During a joint press conference in Washington, the country’s Department of National Defense interim chief Carlito Galvez Jr. said the amount from the US will be used for the oil spill response, proving that the two countries have strong alliances. “The timely and efficient response of our allies in providing the technical and material support amounting to more than $20 million was very instrumental in mitigating the impact of this environmental disaster on our coastal communities that may affect millions of Filipino people,” Galvez said. Earlier, the US Coast Guard had also sent their oil response team to assess the situation on how their government can help resolve the oil spill, which is more than a month now. Galvez also disclosed that the US Defense, Embassy, and Navy are also set to deploy their own remotely operated vehicle to conduct surveys on the ill-fated MT Princess Empress, aside from the technical support from the US Coast Guard and National Oceanic and Atmospheric Administration. Last month, the US Agency for International Development or USAID has already ushered $183,700 or P10 million worth of assistance to Oriental Mindoro for oil spill management and environmental assessment. Economists: 25-bps rate hike likely if inflation rises anew
Economists believe the Bangko Sentral ng Pilipinas might further raise its policy rate by 25 basis points to 6.75 percent next month if food supply issues and high global oil prices persist. Dan Roces, chief economist of Security Bank, said the BSP might make this decision at its meeting on 16 November to help temper inflation faster. “The higher policy interest rate is driven by mounting local inflation risks, attributed to supply chain disruptions and increasing global commodity prices, including the threat of crude price spikes brought about by tensions in the Middle East,” he told the Daily Tribune in a Viber message. Last Thursday, the central bank hiked its rate by 25 bps to 6.25 percent on an off-cycle period to arrest further inflation uptrend due to the aforementioned factors. Risks might linger Jun Neri, chief economist of Bank of the Philippine Islands, said these inflationary risks might linger until the government finds solutions to increase supply of rice, the main driver of re-accelerated inflation at 6.1 percent last month. While Neri said managing food supply is not the BSP’s responsibility, he agreed with the central bank that rate hikes can help slow inflation by restraining consumer spending. “The rate hike is a statement from the BSP that it is determined to bring inflation back to its target. Meta quarterly profit jumps but it sees volatility in ad market
Meta on Wednesday reported that its quarterly profit more than doubled from last year's figure as it looks ahead at a volatile ad market and lawsuits accusing it of profiting from "children's pain." "Meta earnings looked pretty good," said independent tech analyst Rob Enderle. "They have clearly cut back on the bleeding surrounding their metaverse efforts and the company appears to be on a more even keel right now." The tech giant said it made a profit of $11.6 billion as ad revenue climbed 23 percent to $34 billion when compared to the same period a year earlier. "We had a good quarter for our community and business," said Meta chief executive Mark Zuckerberg. The number of people using Facebook monthly rose slightly to 3.05 billion in a year-over-year comparison while monthly active users of Meta's "family" of apps was 3.96 billion a 7 percent increase from the same quarter in 2022, the company reported. Meta said it had trimmed costs, with layoffs and other belt-tightening measures started last year providing "greater efficiency." Meta had suffered a rough 2022 amid a souring economic climate and Apple's data privacy changes, which allowed users to block ad targeting, the pillar of Meta's business. Meta's vow of austerity on spending brought an unprecedented round of cost-cutting that saw the company lay off tens of thousands of workers since last November. Meta shares, which closed the formal trading day down, fell more than three percent further in after-hours trades to $289.50. Chief financial officer Susan Li said during an earnings call that Meta is seeing "volatility" in an ad market that started to soften when the conflict between Israel and Hamas began. "It's hard for us to attribute demand softness directly to any specific geopolitical event," Li said. "We have seen broader demand softness follow other regional conflicts in the past, such as in the Ukraine war, so this is something that we're continuing to monitor." Lawsuit peril Analyst Enderle maintained that Meta is at risk from lawsuits poised to damage its image and its wallet. Dozens of US states this week accused Meta of profiting "from children's pain," damaging their mental health and misleading people about the safety of its platforms. "In seeking to maximize its financial gains, Meta has repeatedly misled the public about the substantial dangers of its Social Media Platforms," argued a joint lawsuit filed in federal court in California. The states accused Meta of exploiting young users by creating a business model designed to maximize time they spend on the platform despite harm to their health. In total more than 40 states are suing Meta, though some opted to file in local courts rather than join in the federal case. Meta said the states were singling it out unfairly instead of working with social media companies to develop universal standards for the whole industry. "This landmark lawsuit could herald a seismic shift in how social media platforms approach product features and user engagement," said Insider Intelligence principal analyst Jeremy Goldman. "That said, even as tech stocks face uncertainty, Meta's consistent performance cements its leadership in the digital realm." Meanwhile, the European Union is seeking details on measures Meta has taken to stop the spread of "illegal content and disinformation" in light of the conflict between Israel and Hamas. The AI race The tech giant is putting artificial intelligence into digital assistants and smart glasses as it seeks to gain lost ground in the AI race. Myanmar nationals ask Philippines to probe alleged war crimes
Five Myanmar nationals asked the Philippines on Wednesday to investigate alleged war crimes committed by 10 serving or former members of Myanmar's military against the mainly Christian Chin minority. Filipino lawyers representing the Myanmar nationals told reporters they lodged the "landmark" criminal complaint against junta chief Min Aung Hlaing and nine others at the Department of Justice in Manila. They asked prosecutors to open an investigation into alleged war crimes under a Philippine law penalising "crimes against international humanitarian law, genocide, and other crimes against humanity". The five Myanmar nationals are from western Chin state, but now live in Australia, Britain, Canada and India. They were at the justice department in Manila. "This is a landmark suit because this is the very first time that such a case is being brought before the Philippines," Romel Bagares, one of the lawyers, told reporters. Justice Secretary Crispin Remulla said his department would "evaluate" the complaint, which he described as "very novel". "If this is sufficient in form and substance, that's the time when we will require the respondents to answer these complaints," Remulla told reporters. Among the accused is Chin Chief Minister Vung Suan Thang, who is a former military officer. The others are serving members of the military. The complaint alleged that members of Myanmar's military killed a pastor and two church elders in Thantlang town, Chin, in September 2021. It also accused the 10 of "intentionally" directing attacks on churches and the burning of hundreds of houses in the same town between August 2021 and June 2022. They also allegedly blocked relief supplies from reaching people in Chin state in the aftermath of Cyclone Mocha in May. 'Truly historic day' Philippine law allows for the prosecution of war crimes committed elsewhere. One of the stipulations of the law is that the accused must be present in the Philippines. According to Gilbert Andres, another Filipino lawyer representing the Myanmar nationals, if the Philippine justice department were to decide to mount a case against the 10 accused, it could issue subpoenas to Myanmar's Central Authority or go through diplomatic channels. The toppling of Aung San Suu Kyi's civilian government in a 2021 coup sparked a huge backlash and the military junta is now battling opponents across swaths of Myanmar. Some of the bloodiest fighting has been happening in Christian-majority areas, including in Chin state. "This is a truly historic day," Salai Ling, one of the five complainants and also of the Chin Human Rights Organization, told reporters in Manila. "We are really hoping that with the solidarity and support from the Filipino people and people in the ASEAN region, that we will be able to get some form of justice for the atrocities that our people suffered." Myanmar and the Philippines belong to the Association of Southeast Asian Nations (ASEAN). The regional bloc's efforts to defuse the Myanmar crisis have been fruitless so far. The Philippines is now the subject of an international human rights probe, with the Hague-based International Criminal Court investigating "possible crimes against humanity" during former president Rodrigo Duterte's deadly drugs crackdown. Rally outside UN calls for Hamas to release hostages
Hundreds of demonstrators rallied outside the United Nations on Sunday demanding the release of hostages seized by Hamas during the Islamist group's bloody attack on Israel. The protest on the square outside the UN's Palais des Nations headquarters in Geneva was organized by the Voice for Freedom coalition, bringing together several Christian Zionist organizing committees. The gathering therefore had a religious tone, with chants and slogans intermingled with prayers and psalms. The demonstration was the culmination of a visit to Geneva by the families of several of those missing since the Hamas attack. They met with Mirjana Spoljaric, president of the International Committee of the Red Cross, and UN human rights chief Volker Turk. Many demonstrators waved Israeli flags or wore them around their shoulders, or held posters featuring pictures of missing Israelis, including children. Some wore T-shirts that said "Set them free", and held placards reading: "Never again is NOW", "Innocent life is non-negotiable" and "Children aren't bargaining chips". Leon Meijer, president of Christians for Israel International, urged the UN Human Rights Council to "work for the release of the hostages", saying: "Save the lives of those who can still be saved". Multiple demonstrations Hamas militants stormed into Israel from the Gaza Strip on October 7 and killed at least 1,400 people, mostly civilians who were shot, mutilated or burnt to death on the first day of the raid, according to Israeli officials. It was the worst attack on civilians in Israel's history. Israel says more than 200 hostages were abducted by the militants. More than 4,600 Palestinians, mainly civilians, have been killed across the Gaza Strip in relentless Israeli bombardments in retaliation for the attacks by the Palestinian Islamist militant group, according to the latest toll from the Hamas health ministry in Gaza. Several demonstrations have been held in Switzerland, some pro-Palestinian and others in solidarity with Israel. Three days after the Hamas attack, Zurich's Jewish community organized a demonstration in support of Israel, bringing together several hundred people. A demonstration in Lausanne brought together 4,500 to 5,000 people to demand an immediate end to Israel's bombardment of the Gaza Strip, while around 6,000 pro-Palestinian protesters rallied in Geneva last Saturday. Zurich has since decided to ban any gatherings relating to the Middle East, while Basel decided to ban all gatherings this weekend. The UN human rights office said Friday that blanket bans on peaceful assemblies were disproportionate. States "must not unduly restrict participation and debate, or critical commentary about the conflict, of expressions of solidarity with Israelis or Palestinians", spokeswoman Ravina Shamdasani told a media briefing in Geneva. India holds trial run for manned orbital mission
India on Saturday successfully launched the first unmanned trial run of its upcoming crewed orbital mission, in the latest milestone for its spacefaring ambitions. The Gaganyaan (“Skycraft”) mission is slated to send three astronauts into Earth’s orbit in 2025, an important yardstick of the Indian Space Research Organization’s technical capabilities. Saturday’s rocket tested the emergency escape system of its crew module, which separated from the thruster and made a soft sea landing about 10 minutes after the launch. “I am very happy to announce the successful accomplishment of the mission,” ISRO chief S. Somanath said afterwards. The lift-off was postponed for two hours after bad weather and a glitch in the engine. ISRO will conduct a series of 20 major tests, including carrying a robot to outer space, before the final manned mission takes place in 2025. Gaganyaan is the first mission of its kind for India and comes with an estimated price tag of $1.08 billion, according to ISRO. India plans to send astronauts beyond the reaches of Earth’s atmosphere for three days before they are brought safely back with a soft landing in Indian territorial waters. Prime Minister Narendra Modi has announced plans to send a man to the Moon by 2040 following a year of triumphs for India’s space program. In August, India became the fourth nation to land an unmanned craft on the Moon after Russia, the United States and China. The following month, India launched a probe to observe the outermost layers of the Sun from solar orbit. India’s space program has grown considerably in size and momentum since it first sent a probe to orbit the Moon in 2008, and it has steadily matched the achievements of established spacefaring powers at a fraction of their cost. India also plans a joint mission with Japan to send another probe to the Moon by 2025 and an orbital mission to Venus within the next two years. Dust in the air worsened in 2022: UN
The amount of dust in the world's air worsened in 2022, the United Nations said on Thursday, as it called for more research into how climate change may increase sandstorm hotspots. The UN's World Meteorological Organization (WMO) said the slight rise was due to increased emissions from west-central Africa, the Arabian Peninsula, the Iranian Plateau and northwestern China. "Human activities are having an impact on sand and dust storms," WMO chief Petteri Taalas said in the global weather agency's Airborne Dust Bulletin. "For example higher temperatures, drought and higher evaporation lead to lower soil moisture. Combined with poor land management, this is conducive to more sand and dust storms." The annual WMO report looked at the incidence and hazards of dust storms and their impact on society. "The global average of annual mean dust surface concentrations in 2022 was slightly higher than that in 2021," it said. Last year's figure was 13.8 micrograms (one millionth of a gram) per cubic meter; in 2021 the figure had been 13.5. The peak estimated annual mean dust surface concentration was located in the Bodele region in Chad, with a figure between 900 and 1,200 micrograms per cubic meter. In the southern hemisphere, the highest concentrations were found in central Australia and the west coast of South Africa, with figures between 200 and 300. Darkened skies "Every year, around 2,000 million tonnes of dust enters the atmosphere, darkening skies and harming air quality in regions that can be thousands of kilometers away, and affecting economies, ecosystems, weather and climate," the report said. "Much of this is a natural process, but a large part of it is the result of poor water and land management." The bulletin detailed three major incidents in 2022, including the March "exceptional dust outbreak" from northern Africa over Spain and Portugal. European Union air quality regulations set a mean daily limit of 50 micrograms, but in southeastern Spain peak hourly values topping 3,500 were recorded. The severe dust storm over the Middle East in May which "dramatically reduced the visibility all over the region" and the cropland dust storm in the eastern United States that month were also detailed. "Sand and dust storms have impacts on health, on transport including aviation, ground transportation, road and railroad transportation and agriculture. This affects public health and safety, and economies," said Taalas. The bulletin called for further research into dust storms and climate change, which remain largely "unexplored". The WMO wants the whole world covered by weather disaster early warning systems within four years to protect people from the worsening impacts of climate change. Bucay town poll violence spills in metro
BAGUIO CITY — Hours before the shooting of a barangay kagawad candidate took place in Bucay town, Abra province, the wife of a candidate for village chief in the same town was confirmed abducted by unknown suspects in Parañaque City. Reports from the Parañaque City Police Station disclosed that the victim — identified as Bliss Progreso Loy, a teacher of Col. E de Leon Elementary School in Barangay Moonwalk, Parañaque City — was abducted in the morning of 18 October 2023. Initial investigations revealed that the teacher, together with her siblings, were on board a motorcycle at Matthew Street, Barangay Moonwalk, Parañaque City when two male persons on board a motorcycle blocked their way. The suspects grabbed the teacher and forced her inside a black van with plate number ABR-5730. The alleged kidnap victim is the wife of Benjamin Loy, a candidate for captain of Barangay Abang in Bucay town, Abra. Days before the alleged abduction, their house in the said barangay was ransacked by unknown assailants. The police are reviewing the CCTV footages to identify the suspects and the direction where the black van headed. At past 7 a.m. on 18 October, a candidate for barangay kagawad was shot two times by unidentified gunmen at Sitio Nagpasinan, Barangay Bangbangcag, Bucay, Abra. The victim was identified as Catalino Turalba Sr., a resident of Barangay Bangbangcag. Police reported that Turalba was on board his motorcycle with his son and was said to be heading to Barangay Palaquio of the same town. On their way, a riding on tandem followed him and one of the suspects shot him two times with a pistol of unidentified caliber. The victim was rushed to the St. Therese Hospital in Talogtog, Dolores, Abra by personnel of the 1504th Regional Mobile Force Battalion. He was later transferred to the Abra Provincial Hospital in Bangued where he expired. On 9 October 2023, an encounter ensued between the Bucay police and armed men where one of the suspects died. Hundreds dead in Israel-Gaza war as Hezbollah launches attacks
Israeli Prime Minister Benjamin Netanyahu on Sunday warned of a "long and difficult" war, as fighting with Hamas left hundreds dead on both sides after a surprise attack on Israel by the Palestinian militant group. The conflict's bloodiest escalation in decades saw Hamas carry out a massive rocket barrage and ground, air and sea offensive Saturday that Israel's army said had killed more than 200 Israelis and wounded 1,000, while soldiers and civilians were taken hostage. Gaza officials said intense Israeli air strikes on the coastal enclave had brought the Palestinian death toll to at least 256, with nearly 1,788 wounded. As fighting raged Sunday, Lebanon's powerful Iran-backed Hezbollah movement said it had fired "large numbers of artillery shells and guided missiles" at Israeli positions in a contested border areas "in solidarity" with Hamas. Israel's army had earlier said it fired artillery on southern Lebanon in response to a shot from the area without identifying the attackers. "We are embarking on a long and difficult war that was forced on us by a murderous Hamas attack," Netanyahu said on X, formerly Twitter, early Sunday. "The first stage is ending at this time by the destruction of the vast majority of the enemy forces that infiltrated our territory," he added, pledging no "respite" until victory. For starters, have the crisp BBM or Bagnet, Buro and Mustasa — a platter filled with thinly sliced, crispy pork bagnet chips that you wrap in mustasa leaves (Samgyup style) seasoned with burong (pickled) hipon and burong mangga with gochugaru (Korean chili flakes). Follow it up with Bistek Pintxos, toasted bread decked with bistek-style beef tenderloin, grilled quesong puti, truffle aioli and red onions. All these dishes are paired with seven new signature cocktail drinks, crafted by its in-house mixologist. Pahan says the new refreshing drinks heavily relies on the food being served at the restaurant. They complement the taste of the meals. Locavore serves alcohol and spirits. The drinks include Hardin, a hybrid between gin tonic and Tom Collins, with tonic water and botanicals and floral notes like blue pea and elderflower (which has a similar taste notes of lychee), garnished with rosemary and black pepper; Kinilig, a combo of Disaronno amaretto, honey, lemon juice and rum, with rice paper art design on top; Diwata, a blend of Bombay Sapphire gin with Giffard Lychee liqueur, sugar syrup and lemon juice, dressed with basil sprig and forget me not flower; and Antibayotiko, a whiskey-based mix of bourbon, ginger liqueur, honey and lemon juice. The menu is broad and touches base with all the departments of classic Italian-American fare. Upon arrival, diners are swiftly delivered a basket of freshly baked breadsticks, which are widely popular in all 900 Olive Garden stores all over the world, including the Philippines. MIMAROPA logs lower crime rate
The Police Regional Office in MIMAROPA region reported on Tuesday that the crime rate in the region has dropped by 20 percent compared to the same period last year following the three-day regionwide Simultaneous Anti-Criminality Law Enforcement Operations. The operations highlighted the intensified campaign against wanted persons, campaign against loose firearms, anti-illegal drugs and anti-illegal gambling activity. PRO-4B chief Brig. Gen. Joel Doria said that based on the data from the Regional Investigation and Detection Management Division, they have recorded a 20.15 percent decline in the region’s crime volume with 31 crime incidents recorded from 28 to 30 September compared to 39 in the same period last year. Of the total crimes recorded, the Peace and Order Indicator recorded a significant decrease of 44.12 percent or 15 from 34 in 2022 to 19 in 2023. He said that during the three-day SACLEO, there were 35 persons arrested which includes 26 in the campaign against wanted persons with four most wanted persons nabbed from the provincial and municipal levels. He added that five drug personalities were apprehended during the conduct of four separate anti-illegal drug operations and the confiscation of approximately 8.68 grams of shabu and 13 grams of marijuana, with an estimated value amounting to P172,372. In the operation against loose firearms has recorded a total of 10 confiscated, recovered, surrendered firearms while six were turned over for safekeeping as authorities. All arrested suspects and recovered evidence were brought to the respective units/police stations for further investigation, documentation and proper disposition. Brawner denies 2 activists tortured
Armed Forces of the Philippines chief, General Romeo Brawner Jr., on Wednesday denied the allegations of torture by the two young activists who claimed they were abducted by soldiers in Bataan province. Brawner clarified that environmentalists Jonila Castro and Jhed Tamano have undergone the military’s standard operating procedure for the rebel returnees. “We applied everything that is stipulated in our SOP when someone surrenders. We let them undergo medical examination the very first hour that they were brought to our custody when they surrendered,” Brawner said during the Senate deliberation on the proposed 2024 national budget of the Department of National Defense and its attached agencies. Brawner stood firm that Castro and Tamano “voluntarily surrendered” to the Philippine Army’s 70th Infantry Battalion in Plaridel, Bulacan, after going missing on 2 September. “When they surrendered. The first hour, we called for a doctor to do a physical examination on them. That’s why their statements that they were tied up with their other allegations of torture — are not true,” he said. In a government-sponsored press conference last week, Tamano and Castro made a surprising statement that they were “coerced to surrender” and “threatened” by the military.
