Around 180,000 Filipinos living and working in Italy and Switzerland will have the opportunity to attend free financial education seminars organized by LANDBANK and OFBank. The state-run banks, in collaboration with Philippine embassies and consulates, aim to provide overseas Filipinos and overseas Filipino workers with basic knowledge on saving, digital banking, financial security, and investing. The seminars will also cover LANDBANK and OFBank's innovative banking solutions, such as safe savings options, real-time fund transfers, investment instruments, and loan products. LANDBANK President and CEO Lynette V. Ortiz emphasized that providing financial education to Filipinos abroad contributes to the economic growth and stability of the Philippines. Davao’s Pasko Fiesta opens on November 28
Davao City's highly anticipated Pasko Fiesta sa Davao 2023 will officially kick off on November 28th. The opening ceremony will take place at Rizal Park, also known as Dan-Ag Davao and Pag-abli sa Pasko. Jennifer Romero, the officer-in-charge of the Davao City Tourism Operations Office (CTOO), shared the details during a press conference on November 16th. This year's theme, Kainit sa Gugma, Kasinag sa Kasadya or Warmth of Love, and Radiance of Joy, represents the love and joyful spirit of Christmas shared by the people of Davao. The city is currently busy with preparations, including the installation of Christmas decorations around City Hall and various parts of the city. Jury finds ‘baby serial killer’ guilty
A jury’s guilty verdict on a British nurse accused of murdering seven newborn babies at a hospital where she worked was released on Friday. The verdict reached by the jury on 8 August after 22 days of deliveration, but embargoed by a court order, also found Lucy Letby, 33, guilty of attempted murder of six other babies at the Countess of Chester Hospital in northwest England. Letby had been on trial since October last year, accused of either injecting her sick or premature young victims with air, overfeeding them with milk or poisoning them with insulin. Letby fought back tears in the dock after the initial verdicts were read out. She was not in court Friday to hear the jurors’ final determinations. They eventually acquitted her of two counts, and could not reach decisions on six others. Prosecutors have asked for 28 days to consider whether to seek a retrial on those charges. The victims’ families said in a joint statement read outside Manchester Crown Court in northern England said: “Justice has been served.” Letby will be sentenced on Monday and has reportedly told her lawyers she will not attend court to hear her fate but she faces the prospect of never being released from prison. The nurse was arrested following a string of deaths at the neonatal unit of the Countess of Chester Hospital between June 2015 and June 2016. The court was told that colleagues raised concerns after noticing that Letby was on shift when each of the babies collapsed, with some of the newborns attacked just as their parents left their cots. The prosecution said Letby “gaslighted” her colleagues into believing the string of deaths were “just a run of bad luck.” Letby’s final victims were two triplet boys, referred to in court as babies O and P. Child O died shortly after Letby returned from a holiday in Ibiza in June 2016, while child P died a day after their sibling. Letby was also said to have attacked another baby boy, child Q, shortly after but the jury was unable to reach a verdict on the charge. Teves claims persecution, wants House panel to back off
Negros Oriental Rep. Arnies Teves, who has been the subject of the House committee on ethics and privileges for months now owing to "disorderly behavior" that has led to a double suspension, wants the House to terminate its proceedings against him. Ferdinand Topacio, the lead legal counsel of Teves, delivered before the panel chaired by Rep. Felimon Espares a letter dated 10 August from the lawmaker asking the committee to defer its further proceedings, claiming the accusations leveled against him are "clearly baseless" and "meant to "politically harass and persecute" him. Teves argued that the panel's continued proceedings breached its own rules, Section 2 of which states that "if the subject matter of the complaint against a Member of the House is pending before a judicial, quasi-judicial or administrative body, the Committee shall defer action on said complaint until final judgment has been rendered by such body." Citing the rules, Topacio said Teves' terrorist tag is currently pending before the Anti-Terrorism Council and may be raised to the court. Teves' letter countered the panel's letter on 1 August, relative to the lawmaker's alleged acts or omissions that supposedly constitute a violation of the Code of Conduct of the House of Representatives and for disorderly behavior. The embattled solon is being called to account for his recent designation as a terrorist, his supposed abandonment of office resulting from his prolonged absence in Congress and dancing in boxer shorts in a video uploaded on his social media account. Teves questioned why the panel, after the lapse of his second "questionable" 60-day suspension, wanted him to undergo the same process on the same matters, which he considered "clearly uncalled for as they are acts of persecution against me." "Honestly, it saddens me that this Committee is being used as a tool by this current administration to persecute me on my acts which are nothing but lawful," Teves said in the letter. "May I remind you that what you are doing can become a dangerous precedent to future innocent acts of any member of the House, including yourself and the Speaker," he added. He further noted that the panel's proceedings are being used as a vehicle to pressure him to return to the country, "knowing full well" that there are threats to his life and limb which recent events, including a publicized video of death threats, have validated. But despite the security concerns, no law enforcement authority has even investigated the perpetrator, according to the solon. "In similar fashion, the authorities have also deliberately ignored all evidence of another possible angle in the Degamo murder, since the same points to a political ally of the administration. This is the unfortunate reality that engulfs this nation at present, and which prevents me from repatriating myself," Teves added. Teves, whose second suspension lapsed earlier this August, is being implicated in the murder of his political foe, Negros Oriental governor Roel Degamo, and eight others on 4 March in the governor's residence in Pamplona town, for which he is being tagged as the mastermind. Right before the killing, Teves flew out of the country and has yet to return due to what he claims are serious threats to his life. His continued stay out of the country, notwithstanding an expired travel clearance, prompted the suspension. He, however, again insisted that he never abandoned his duty as a lawmaker and stressed that he has been clamoring to be allowed to participate in legislative proceedings, which he argued is permitted by House rules and that his colleagues "equally enjoy" and "exercise". Teves claimed he has evidence supporting his assertion that he attempted to participate in several hearings but was blocked from doing so. As to his physical absence, he said, "Again, I repeat: the principal reason why I have been unable to attend sessions is due to grave and serious threats to my life, threats which have persisted and even intensified, as just two days ago." "I have received verifiable reports that armed men, without any court order such as a search warrant, have been in and out of my residence in Bayawan, for the purpose most probably of planting evidence." Teves could join legislative proceedings, but only if he asks
During a hearing on Tuesday, hours before Arnie Teves was designated as a terrorist by the Anti-Terrorism Council through Resolution 43, Manila Rep. Benny Abante, a panel member, said Teves could join proceedings in the House of Representatives via personal request. The House ethics and privileges panel, which jurisdiction includes administrative complaints and issues filed against House members, will let suspended lawmaker Teves participate in legislative proceedings via videoconferencing only if he would make a "personal request." "Because we have a rule here that must appear [in person]. The ruling here is this if any congressman would like to make use of the videoconferencing, he has to make a personal request on that and the reason why," Abante said. He underscored that Teves is not excluded from this privilege, which is afforded to all members of the House. "If he wants to participate with us through video conferencing, then he must make a personal request, not through his lawyers. He himself personally," Abante stressed. The lawmaker made the remark, notwithstanding that Teves has since pleaded that he be allowed to attend legislative proceedings via teleconference but has been denied. To recall, Teves lambasted the House leadership, questioning why colleagues were allowed to join meetings, sessions, and hearings through video teleconferencing while he was not. He had earlier cried over being considered absent--that later resulted in a twice suspension-- despite attending the legislative proceedings via teleconference, which he lamented was permitted by Congress. The lawmaker, who was being tagged as the "mastermind" behind the murder of his political foe, Negros Oriental Governor Roel Degamo, and nine others on 4 March, has been headstrong in his decision not to return home and physically attend the House ethics panel motu proporio, citing serious threats to his life. Ako Bicol Rep. Raul Angelo Bongalon, the panel's vice chairperson, in the same hearing, echoed Abante's comment, citing Speaker Martin Romualdez's recent order that "all the congressmen are required to attend physically or face to face all activities here in Congress" following the lifting of State of Public Health Emergency. President Ferdinand Marcos Jr., through Proclamation No. 297 issued on 21 July, ordered the lifting of the state of public health emergency that had previously been declared throughout the country owing to the Covid-19 pandemic, which had claimed thousands of lives. "That's why he (Teves) has to make a request personal to the Office of Speaker or to the Secretary-General to avail the videoconferencing," Bongalon said. The panel chairperson, Rep. Felimon Espares, meanwhile, stressed that "he needs to report [for work] here in the House," citing the lawmaker's expired travel clearance. "He left with an approved travel authority which already lapsed, so he needs to show up here,” Espares noted. We have nothing but admiration and best wishes for our national athletes who are currently competing at the 32nd Southeast Asian Games. Together with my colleagues, Senate President Juan Miguel Zubiri and Senator Francis Tolentino, Philippine Sports Commission Chair Dickie Bachmann and Commissioner Matthew Gaston, among other officials, we took the time last weekend to personally cheer on our representatives in the regional biennial sports meet in Cambodia. There, we witnessed once again the never-say-die attitude and spirit of all our Filipino athletes. As Chair of the Senate Committee on Sports and a firm advocate of long-term and grassroots sports development in the country, I was particularly filled with pride after seeing the dedication, discipline and undeniable talent of our athletes. That is why I remain committed to helping strengthen the development of sports in our communities. Sports keep our young people away from vices and criminality. As I always say, “Get into sports, stay away from drugs!” Last year, I sponsored and defended additional funding for the PSC during its 2023 budget deliberation, particularly for grassroots sports development and in support of athletes joining international competitions. What was supposedly just more or less P200 million proposed annual budget for PSC was increased by P1 billion through our efforts and with the support of my colleagues in the Senate. Particularly, the increase in the PSC’s 2023 budget is intended to support the Filipino athletes in international competitions, such as the Asian Games, SEA Games, Summer Olympics in Paris, ASEAN Para Games, Asian Indoor Martial Arts Games, World Combat Games, World Beach Games, and Asian Beach Games, among others. Portions of the funds were also allotted for the country’s hosting of the FIBA World Cup in 2023 as well as for grassroots sports programs, such as Batang Pinoy, the Philippine National Games, and those under the Sports Development Council. Moreover, funding was allocated for the development of sports infrastructure across the country, as well as for advanced research and development in sports sciences and sports technology. The provision of other financial assistance to Filipino athletes was also funded. I have also authored and co-sponsored Republic Act No. 11470, establishing the National Academy of Sports in 2020 to help ensure that our promising young athletes can further hone their talents while getting quality education. More recently, I filed Senate Bill 423, or the proposed Philippine National Games Act of 2022, with the aim of institutionalizing and providing a structure for a more comprehensive national sports program, linking grassroots sports promotion to national sports development. Meanwhile, together with my team, I was in Batangas province on 8 May where I personally led a series of relief operations for 1,109 indigents in Batangas City and 1,000 more in San Pascual town. As an adopted son of CALABARZON and a fellow Batangueño, I am thankful for being able to serve them to the best of my capacity as a public servant. I likewise visited the newly renovated San Pascual Super Health Center and met with some health workers to listen to their concerns and discuss ways to improve the delivery of healthcare services in their communities. The Super Health Center is an improved version of a polyclinic, which seeks to provide our fellow Filipinos, especially those in remote areas, easier access to basic health services. Through the collective efforts of fellow lawmakers and the Department of Health, 307 SHCs were funded in 2022 and 322 more in 2023. Last Tuesday, we conducted a public hearing by the Senate Committee on Health on mental health. As the committee’s chair, I reiterated that the state of our National Center for Mental Health is in need of utmost attention and improvement to preserve the basic right of all Filipinos to healthcare. Meanwhile, on 10 May, I led a relief effort for 672 fire victims from Pritil Public Market in Tondo, Manila. This was followed by a visit to Nueva Ecija last 11 May, where I personally inspected the Talavera bridge — a project I had earlier supported as Vice Chair of the Senate Committee on Finance. I then conducted a monitoring visit to the Malasakit Center at the Talavera General Hospital to personally assess its operations and ensure that indigent patients are given the assistance they need. In line with this, we extended relief to 79 patients and 406 front liners in the hospital while the Department of Social Welfare and Development extended financial aid to the qualified patients. On the same day, my team and I visited the town of Llanera to inspect its Super Health Center and attend the inauguration of the public wet market there, both of which I had advocated and supported. We then assisted 1,000 indigents in the town. As an adopted son of Nueva Ecija, I continue to support the province and help its people as much as I can. Separately, my outreach teams mounted several relief operations last week that benefitted 100 indigents in Veruela, 100 in Sta. Josefa, 40 in Esperanza, and 40 in San Francisco, Agusan del Sur; 227 in Botolan and 163 in Iba, Zambales; 520 Kibawe, Dangcagan, Cabanglasan and Malitbog, Bukidnon; 141 in General Natividad, Nueva Ecija; 2,199 in Gingoog City, 50 in Naawan, and 50 in Jasaan, Misamis Oriental; 332 in Minalin, Pampanga; 129 in Hamtic, Antique; 233 in Casiguran, and 166 in Dilasag, Aurora; and 44 in Sta. Maria and 45 in Malolos City, Bulacan. Fire victims, including 205 in Taytay, Rizal; 58 in Caloocan City; and 12 families in Puerto Princesa City, Palawan were likewise supported through our efforts. In the same way that our athletes remain unyielding in the face of tough competition, I hope that we can all remain resilient in the face of challenges.
