Zambales sets new capitol building construction
Iba, Zambales — The provincial government here is eyeing the construction of a P500-million capitol building that will replace the current establishment. According to Governor Hermogenes Ebdane Jr., the new Capitol building in this town is set to replace a structure that was reconstructed at least two times from a building built in the 1870’s by the Spanish Civil Government. Ebdane said that the new “modernized” building will have tech upgrades that will boost the provincial government’s capacity to provide better-quality public service and enable greater access to residents and customers. “We have to build a new seat of government that would be in keeping with the needs of the times and with our mandate to elevate public service to a new level,” Ebdane said. “If our physical facilities stay in antiquated condition, it would not be surprising if government services remain as outdated. That’s why we need to bring the Zambales Capitol up-to-date. Our people need and deserve this upgrade,” he added. The new building will be constructed at the People’s Park across the old capitol building, around four stories high, with basement parking and a total floor area of 15,475 square meters. The project would be funded out of a P2.6-billion borrowing from the LGU-Omnibus Term Loan Facility Program of the Land Bank of the Philippines to finance priority development projects of the province. The loan was approved by the Zambales provincial board in October last year through Resolution No. 2022-283. The existing Capitol building is a two-storey structure that was renovated in 1979 under the administration of then Gov. Vicente P. Magsaysay. It houses the administrative and financial offices of the provincial government. The legislative department had since moved into a new building completed in January 2021 under the Ebdane administration. The original building where the Capitol now stands was constructed by the Spanish Civil Government in 1875 to 1878. This was used as a provincial prison and later as the general headquarters of the Revolutionary Government of Zambales in 1899. PFDA and Garcia push for construction of Cebu fish port
Philippine Fisheries Development Authority (PFDA) reported Tuesday, that their top management met with Cebu Governor Gwendolyn Garcia to discuss plans for the construction of a Regional Fish Port (RFP) in the province. The meeting, held at the Cebu Provincial Capitol on 6 July 2023, agreed a fish port would help boost the production of commercial fisheries, municipal fisheries, and aquaculture in the province. PFDA Acting General Manager Atty. Glen A. Pangapalan said this proposal can help more fisherfolk in the region and further improve the already robust economy of Cebu. Based on the Philippine Statistics Authority (PSA) data for 2021, Cebu recorded the highest annual increase in the value of production in agriculture and fisheries in Central Visayas at 7.3 percent. Cebu has proven itself to be the economic center of Central Visayas making the province a feasible location for a regional fish port. Garcia expressed her full support for the project. She said the port should be in a strategic place in Cebu, which can be accessible to fishing vessels from neighboring provinces in Central Visayas like Bohol, Siquijor, and Negros Oriental. An estimated eight hectares are required to construct the regional fish port. The PFDA and the Capitol will continue to cooperate to identify which area will give rise to the project. Once approved and completed, this project will be the second RFP in the region after the Iloilo Fish Port Complex (IFPC) in Iloilo City. If we were to judge how our country is doing, based on the faces of the Filipinos who joined the parade in commemoration of our country’s 125th Independence Day, it can be said with all fervor that our country is in good hands. The thousands of Filipinos from all sectors of our society, from the national and local governments, all of them in the parade were beaming with joy, and waving to President Bongbong Marcos and his family. The greetings of felicitation were warm, sincere, and mutual between and among many familiar faces, reminiscent of the millions who were with Bongbong in his caravans last May 2022. Ours is indeed a healthy, free, and vibrant democracy. Long live the Republic of the Philippines! Mabuhay ang Pilipinas! The record that President Ferdinand Marcos Sr. and his son Bongbong hold as builders of the longest bridges was sealed last 31 March when Bongbong led a milestone ceremony for the engineering design for the construction of the Bataan-Cavite Interlink Bridge in Mariveles, Bataan. The 32-kilometer BCIB is a one-of-a-kind structure that will give new hope and bring more progress to all Filipinos. According to Bataan Gov. Jose Enrique Garcia III, the bridge that will cross Manila Bay is poised to become the longest in the country. If the iconic San Juanico bridge was built to connect two provinces, Leyte and Samar, the Bataan-Cavite bridge will connect the two largest regions, one in Central Luzon and the other in Southern Tagalog. The five-year construction of the Bataan-Cavite bridge will start during the first semester of 2024. In pursuit of the hard-to-surpass record of his father and that of his immediate predecessor of building work-of-art infrastructure projects, President Bongbong Marcos announced recently that the government has approved 194 high-impact projects with a total budget of P9 trillion. Of the 194 projects on the list of the National Economic and Development Authority, or NEDA, 123 were initiated by the present administration, while the others were started during the Duterte term. The projects focus on power and energy, digital connectivity, flood management, and transportation infrastructure. Bongbong said the projects are part of his administration’s “Build, Better, More” program to improve the living conditions of the different sectors in the Philippines through modernization and the improvement of the quality of Philippine infrastructure. He pushed for public infrastructure projects that will ease traffic congestion in cities and boost connectivity in the provinces. Bongbong also cited alleviating the country’s food security challenges and reducing the impacts of climate change as priorities of the government. Modern and durable infrastructure will encourage more investors to come to the Philippines, thereby creating jobs and generating revenue for the country. To make the Philippines more attractive to investors, Bongbong explained that NEDA has also changed the guidelines for joint venture programs. Infrastructure means progress. It gives benefits that will not only improve the economy but also the quality of life of every Filipino, Bongbong pointed out. Forty-five of the administration’s major projects will receive funding from the private sector, the NEDA announced earlier, following the past administration’s lead. The government has given the green light to eight projects of the 95 that had been previously approved for implementation. In the meantime, 44 are in pre-project preparation while 47 are undergoing feasibility studies. Marcos said he hopes the new initiatives would increase employment in the country. The infrastructure projects will mean more jobs for our workers, our laborers, and our skilled workers. He said infrastructure projects provided 1.4 million jobs for Filipinos during the pandemic. However, the Philippine Statistics Authority reported that there were 2.37 million unemployed Filipinos in January 2023, up from the 2.22 million documented jobless Filipinos in December 2022. That is why the approval of these 194 projects in various parts of the country will bring millions of jobs for our fellow citizens, Bongbong said. UBX kicks off digital transformation in City of Calapan, Municipality of Pola
UBX, the leading open finance platform in the Philippines, has kicked off the digital transformation of several local governments under the province of Oriental Mindoro — the first digital province in the country powered by UBX — to promote greater financial and social inclusion. Following the official partnership launch with the Provincial Government of Oriental Mindoro last month, the City of Calapan and Municipality of Pola are among the first of its local government units to transition to digital. [caption id="attachment_138735" align="aligncenter" width="2048"] LOCAL government hopes to boost the local economy of Mindoro through digitalization.[/caption] Born out of the UBX-led Digital Transformation ng Pilipinas (DigiPinas), a multisectoral initiative for digital transformation in the government, UBX is equipping Oriental Mindoro with open finance technology for payments, disbursements and loans so it can leverage digital solutions for all government transactions — from tax collections and application processes, to payments. “Even in its initial stage, we can already see that this partnership with DigiPinas is a success. We have high hopes that this digital transformation initiative will boost Oriental Mindoro’s local economy and that this sets a good example for other provinces to follow,” Oriental Mindoro Governor Bonz Dolor said. After immersing itself in the province, UBX set up a digital payment system for real property tax of the local government via BUx, its payments processing unit. Last month, UBX started the training of local staff at the Provincial Capitol in the City of Calapan and has since started processing transactions. With the activation of BUx services, taxpayers in the region will have access to an easy, convenient and secure way to pay their taxes, driving financial inclusion and supporting economic growth in the region. On the other hand, the Municipality of Pola was surveyed for its path to digitalization, as Pola is also one of platform’s partner LGUs which has been greatly affected by the oil spill. “Catering to the needs of its constituents is the number one priority of all local governments. Given the recent events in Oriental Mindoro, our initial steps towards the province’s digital transformation could hopefully alleviate some of its burdens in addressing the disaster,” DigiPinas spokesperson Mikan Leachon said. Leachon added that beyond the DigiPinas initiative, UBX has also proven itself a strong ally of the provincial government by providing relief for those that were affected by the recent oil spill incident in the area. With its aim of designing digital solutions which center on its customers, UBX was able to identify pain points and customize solutions based on specific use cases by interviewing and observing employees and residents firsthand. To meet Oriental Mindoro’s needs when it comes to digitization, the provincial government staff was also trained on how to use an all-in-one payment gateway platform, to provide more payment options for their constituents. “Our onground efforts helped us gain valuable insights which will help us design digital solutions which are specifically tailored for the people of Oriental Mindoro. The challenges on tax payment were a primary concern, and we were able to provide them with a digital system which is already functional and caters to their needs,” Leachon said. In the long run, after its success with the digital system on tax payments, UBX seeks to enable digitization for transactions on utilities such as electricity and water at the Capitol. Digital loans for affected businesses and residents, especially those impacted by the oil spill, are also being explored for the benefit of the micro, small and medium-sized enterprises, such as sari-sari stores, carenderias, and small stalls that rely on loans to sustain their businesses. AP Was There: Seles tops Graf in riveting French Open final
By The Associated Press EDITOR’S NOTE -- Every French Open features matches that are memorable for one reason or another. There are upsets. Comebacks. Dramatic moments. Historic accomplishments. The AP is republishing stories about a handful of such matches while the postponed Grand Slam tournament was supposed to be played. One match memorable for the drama and competition between two all-time greats was the 1992 final at Roland Garros between Steffi Graf and Monica Seles. Less than a year later, Seles was stabbed by a spectator at a match in Germany. The following story was sent June 6, 1992. ___ By STEPHEN WILSON AP Sports Writer PARIS (AP) — This was a match no one deserved to lose. Monica Seles and Steffi Graf dueled for two hours and 43 minutes Saturday, matching each other shot for shot, fighting for the lead game after game. Finally, after an epic third set lasting 18 games and 91 minutes, Seles emerged with a 6-2, 3-6, 10-8 victory for her third straight French Open title. “It’s the most emotional match I’ve ever played,” said Seles, who is now halfway to winning the Grand Slam. “This one’s always going to stay in my memory.” “It really couldn’t have been a better final,” she said. “It shows women’s tennis is getting more and more exciting. It’s just too bad for whoever lost. Both deserved to win.” Even in defeat, Graf agreed it was a memorable match. “If you play 10-8 in the final set, it definitely is special,” she said. “Those are very special matches, even if you lose.” Seles became the first woman to capture three consecutive French Opens since Germany’s Hilde Sterling accomplished the feat from 1935 to 1937. Seles, strengthening her hold on the No. 1 ranking, has now won six Grand Slams in her career, including the last five in which she has appeared. She missed Wimbledon last year, but will be competing there in two weeks to try to win the third leg of the Grand Slam. Saturday’s third set provided some of the greatest drama in tennis — men’s or women’s — in recent years. “I’ve never played a set like that in my life,” Seles said. There were furious rallies, fantastic gets, lunging winners, frequent shifts in momentum. Despite fatigue, both players were so pumped up they showed their emotions after nearly every point. Graf would yell “Yes!” clench her fist and slap her hip after a winner. When Seles lost a point, she would shriek “Noooo,” close her eyes and grimace in agony. The lead swung back and forth. Seles was up 5-3. Graf saved four match points in the next game and moved ahead 6-5 and 7-6. Seles broke and went up 8-7. Graf broke back for 8-8. Seles broke again and then finally held serve to close out the match. “I never thought it would last so long,” she said. “I was getting getting a little bit tired. But I could have stayed out there if I had to.” The 18 games in the final set was the most in a women’s final here since 1956, when Althea Gibson beat Angela Mortimer 6-0, 12-10. The 35 total games was one short of the record for a French final since the Open era began in 1968. The 36-game mark was set in 1973 when Margaret Court beat Chris Evert 6-7, 7-6, 6-4. Graf paid tribute to Seles’ refusal to give up. “You have seen it in other matches,” she said. “She is definitely a tough one. Even if it’s close, if she’s tired, she is always going for it. That is definitely a big, big quality.” Graf found no satisfaction in her own gutsy performance. “I mean it’s great the way I came back, the way I fought every time,” she said. “I think it was a very good effort, especially being down 5-3 in the third set. But I’m disappointed the way I played when I was leading.” “Every time I gave her those games,” she said. “I didn’t play those points good enough. I didn’t really try like the games before to run everything down and to go for every shot. But it’s difficult if you have to do that all the time.” The crowd was overwhelmingly in Graf’s favor, repeatedly breaking into rhythmic clapping and chants of “Steffi! Steffi!” “I really can’t say that I have had that support ever before,” Graf said. “It was just amazing.” Seles controlled the first set, winning 12 out the first 14 points. Graf started to raise the level of her play at the end of the first set, even breaking Seles at love in one game. The German seemed to get a psychological boost early in the second set when she saved a break point to prevent Seles from taking a 2-0 lead. Graf gained the edge when she broke for 4-3. She saved three break points to hold for 5-3, then broke Seles at love to win the set. Seles didn’t even bother to chase Graf’s forehand winner on set point. Seles was up a service break at 3-1, 4-2 and 5-3 in the final set. Then came the four match points on Graf’s serve. She erased the first with a deep forehand, the second with a forehand putaway, the third with a forehand into the corner, and the fourth with a skidding slice backhand approach shot. “I said to myself, ‘Just go for it,’” Graf said. “On those points I really didn’t give her a lot of chances. I was trying to be the one who is aggressive.” “Steffi played some great shots under pressure and I played too safe,” Seles said. Seles served for the match in the next game, but Graf kept dictating the points with her big forehand and broke at 15 to even the set at 5-5. The two continued on serve until Seles broke for an 8-7 lead as Graf missed on a short forehand. But Graf broke right back, hitting a perfect backhand drop shot on one point. In the next game, Seles crushed a short crosscourt backhand after a long rally to break for a 9-8 lead. Serving for the match for the third time, Seles went up 40-15. On match point No. 5, Graf responded by ripping a clean forehand winner. But on the sixth, she pounded a forehand into the net. “It was totally up and down,” Seles said. “One or two points really decided it.” Seles won $372,896, putting her over the $5 million mark in career earnings.
