Couple Benedict and Marjorie have been living in the vicinity of Rajah Sulayman Park in Malate for 13 years now. With their four young children, the entire park is their living room, dining area and playground. An old pedicab covered with a hand-me-down tarpaulin serves as their bedroom cum storage area. At night, they all retire to their “bed,” a collapsed carton box in a tiny space inside the pedicab — like sardines in a can. Rain or shine, their precious pedicab is their security blanket against the external elements. For more than a decade, Benedict and Marjorie have been making ends meet with their measly earnings as a parking striker and attendant, respectively. Their combined daily minimum income of less than P400 is not enough to feed six and sustain the needs of two children who are already in kindergarten and two toddlers. Undaunted, the couple still looks forward to receiving government assistance despite having been denied Pantawid Pamilyang Pilipino Program or 4Ps membership four times. In the thick of their hopes came the recent pronouncement by President Ferdinand R. Marcos Jr. that the 4Ps — a poverty alleviation initiative that provides cash assistance for the immediate needs of the poor — may be terminated if there is no need for it. Imagine how broken-hearted the 4.3-million households who were helped in 2022 by the 4Ps must be. It could be even more depressing for Benedict and Marjorie who continue to hold on to their hope of having their own house and small business so their children will not have to grow up in the streets, and ultimately may be snatched away from poverty. Launched in 2008, 4Ps provides conditional cash transfers designed to meet the health, nutrition, and educational needs of vulnerable families. On 17 April 2019, 4Ps was institutionalized under Republic Act 11310. Patterned after the conditional cash transfer schemes implemented in other developing countries, 4Ps provides cash grants to low-income households on the condition that they meet certain requirements, such as sending their children to school and going for healthcare check-ups. Among the countries that have implemented successful conditional cash transfer programs as part of their poverty reduction strategies are Brazil, Mexico, Colombia, Peru and Indonesia. Undeniably, CCTs have shown promising results in reducing poverty and improving living conditions for the target population. By providing cash transfers, households have increased their income to meet basic needs, such as food, education and healthcare. I know many whose children are now college graduates and evidently broke the intergenerational cycle of poverty and improved the long-term prospects for individuals and communities. Innumerable women and children were provided financial resources and opportunities for empowerment. The program, however, did not target all the poorest of the poor. It is a known fact that cash transfers reached those that did not need them the most — like families of OFWs. Relatives, friends, neighbors and allies of local officials have been surprisingly part of the 4.2 million beneficiary list. Here lie the challenges, however. One, implementing and managing conditional cash transfer programs can be complex and resource-intensive to accurately identify eligible beneficiaries, track compliance with conditions, and distribute payments promptly. Two, imposing conditions on beneficiaries may not always be feasible or effective. Like Benedict and Marjorie, who were denied a 4th time because they have no marriage certificate to show. Another one this writer knows is someone with a disability who faced difficulties in complying with the requirements, thus missing out on the benefits. Three, sustaining these programs in the long term can be challenging, especially if funding sources are uncertain or subject to political changes. It’s important to note that the effectiveness of conditional cash transfers can vary depending on the specific design, implementation, and local context. Evaluating the impact and monitoring the outcomes of 4Ps is crucial to ensuring its success, before finally calling it off. There will never be a time to say that we no longer need it. Final bell rings for boxing chief Ed Picson
Philippine sports lost a pillar -- both inside and outside the boxing ring. Edgar “Ed” Picson passed away following a long battle with liver cancer, his friend and longtime colleague Joaquin Henson announced. He was 69. A Letran College alumnus, Picson started his television career as a semi-regular in "John N Marsha" -- a highly-successful sitcom featuring comedy king Dolphy and Nida Blanca in the 1980s -- while doing boardwork as a radio DJ. He made it into sports the following decade as he served as commentator for “Blow By Blow,” the weekly boxing program that launched Manny Pacquiao’s professional career. He also served as color commentator for the Philippine Basketball Association and wrote a regular column at the Manila Bulletin. In 2009, his biggest break came. With the group of industrialist Manny Pangilinan taking over the leadership of the Association of Boxing Alliances of the Philippines from Manny Lopez, Picson was appointed as executive director who will man the day-to-day operations of the organization. A few years later, he was tapped as Vargas’ secretary general replacing Patrick Gregorio. Under Picson, Philippine boxing flourished as he retained the services of longtime coaches like Pat Gaspi, Ronald Chavez and Roel and Boy Velasco while expanding its talent identification program in major provinces like Cebu, Davao and Cagayan de Oro. To make the program more holistic, he hired a foreign mentor in Donn Abnett of Australia and provided the boxers with deep knowledge in strength and conditioning, psychology, nutrition and other sport sciences. The result was truly impressive as his leadership inspired Nesthy Petecio and Carlo Paalam to win a silver medal while Eumir Marcial took home a bronze medal in the Tokyo Olympics in 2021. His achievement was greatly rewarded when Vargas passed him the Abap leadership in November of 2021. To make up for his lingering battle with cancer, he tapped a young sport leader in Marcus Manalo to assist him as his secretary general. The boxers were preparing for the 32nd Southeast Asian Games at the Teachers Camp in Baguio City when news of Picson’s demise broke out at high noon on Wednesday. “It is with deep sadness that I confirm that ABAP president Ed Picson passed away this morning due to complications from cancer of the liver,” Manalo said in a statement. “ABAP will have a special board meeting tomorrow and will come up with an official statement.” Henson said branded Picson as a sports broadcasting “legend.” “ABAP president and dear friend Ed Picson passed away at 11 this morning due to complications from liver cancer,” Henson said in a social media post. “Ed was a legend in sports broadcasting and when Senator Manny revived ‘Blow By Blow’ late last year, he was invited to cover the fights but he declined. He will be missed.” Another broadcasting colleague in Bill Velasco said he will definitely miss Picson, whom he worked with in the PBA panel in the 1990s. “Lost another old friend today. Farewell, Ed Picson, my colleague from Vintage Enterprises in the early 1990’s,” Velasco said. “You were always articulate, level-headed, and spoke your mind. Paul Lee sees himself in fellow Manileno Fran Yu
Fran Yu was born and bred in Manila and played for University of the East. His journey has parallels to Paul Lee who is also proudly from the country's capital and suited up for the Red Warriors. Of course, while Lee starred for most of his time in red and white, Yu moved on from Recto and ultimately took his talents to Colegio de San Juan de Letran where he finally broke out. Still, a common thread ties the two together. Lee said so himself. "Nung unang nakita kita sa UE, para talagang naalala ko yung sarili ko sayo. Famously, one comment from the internet even questioned where he came from - and, essentially, just who he was. History lesson: The University of the Philippines' rise began even before Kobe Paras, even before Bright Akhuetie, and even before Paul Desiderio. The Fighting Maroons, with Jett Manuel at the helm, were already knocking on the door of the UAAP 79 Final Four. In the end, they fell short, but tying for fifth-place remains a step forward from their so-called "dark days." From there, they improved year-by-year. Technically, that was the origin story of their transformation into the “Winning Maroons.” In essence, however, this new State U, this legitimate contender State U, was born on the day Desiderio claimed victory. UP still fell short of the playoffs that year, but next season, they finally broke through for their first Final Four appearance since 1997 and then their first Finals stint since 1986. From then until now, “Atin ‘To” has been the battlecry of a long-suffering team and fanbase. Sometimes, however, don’t you ever think what if… What if Desiderio missed that shot? That guarantee he made and that game he won was just the jumpstart the Fighting Maroons needed to believe that hey, they could really, really do this. When the proud Cebuano said it, though, there was also a 50 percent chance he was going to disappoint his teammates, his coaches, and their faithful. What if he did? Of course, Desiderio would not be a lifetime legend in Diliman. There is a credible chance he still goes on to make the Mythical Team that year, but wouldn’t have his iconic moment. In turn, State U wouldn’t have a battlecry - two words so simple, yet so strong. “Atin ‘To” was the short and sweet statement that all has changed for UP and it will now stand alongside the best of the best in men’s basketball. And that means that one of the four spots in the playoffs was theirs. In Season 81, the Fighting Maroons would still put an end to their 21-year Final Four drought and 32-year Finals absence - of course they do behind MVP Bright Akhuetie, Mythical selection Juan Gomez de Liano, and team captain Desiderio. They do so, though, with a battlecry with a lot less passion that “Atin ‘To” encapsulated and entailed - think “16-strong” or something to that effect. Without an iconic moment, Desiderio fails to stand out all that much in the 2018 PBA Draft and falls lower than the no. 4 he was picked at.
