LGUs’ classification, revenue basis codified
President Ferdinand Marcos Jr. has signed into law a bill classifying local government units based on their revenues to establish a basis for their separate financial allocations and other forms of assistance. Republic Act 11964 seeks to institutionalize the automatic income classification of LGUs as a “more responsive approach” to support the local economy and “enable LGUs to realize their full economic potential.” “In line with this, the State recognizes the need to determine the financial capability and fiscal position of local government units,” the new law read in a statement released on Friday. The government determines the level of administrative and statutory help, financial grants, and other forms of support to be given to an LGU on the LGU revenue classification system. Likewise, the revenue categorization of LGUs is used to ascertain its financial capacity to carry out projects and programs, as well as how it would carry out administrative orders on allowances and salary regulations. The first general income reclassification would take place six months after RA 11964 goes into force, and afterward, every three years, Malacañang said. According to the law, municipalities are divided into five classes based on their annual average regular income for three fiscal years before the LGU’s general income is reclassified. The classifications of municipality based on annual average income are as follows: first class: P200,000,000; second class: P160,000,000 to P200,000,00; third class: P130,000,000 to P160,000,00; fourth class: P90,000,000 to P130,000,000; and fifth class: less than P90,000,000. This will determine the “LGU capability to undertake development programs and projects” and the overall yearly supplemental appropriation for personal services for all units. Compensation adjustments for LGU employees will also be predicated on classification following the “Salary Standardization Law of 2019.” The classification also includes the following: Minimum wages for domestic workers, bases for the creation of new local government units (LGUs), the number of elective members in Sangguniang Panlalawigan and Sangguniang Bayan, free patent titles for residential land, government service insurance system coverage for LGU properties, and the maximum percentage of agricultural land area that can be reclassified and used. On January 1st of the year following the Finance Secretary’s release of the income classification table, the provinces, cities, and municipalities will undergo their first income reclassification. Within three months of the law’s enactment, the Department of Finance will draft the rules and regulations that will carry out its provisions in collaboration with the Department of Budget and Management and after consulting with the local government leagues. An attractive proposition and a necessary goal to further improve the state of the Philippines is to accelerate and sustain inclusive growth in the country. But what exactly needs improvement? How can this be achieved? What does it entail? How will it benefit the Philippines? Metro Manila is already developed and, in my opinion, not the priority in making more improvements. The cities outside Metro Manila are, however, a different story altogether. The economic competitiveness and resilience of said cities require much improvement. The development of these cities as engines of growth that are inclusive, environmentally sustainable, and strong is the foundation with which to realize these improvements. Specific areas may need financial inputs, and technical support varies from city to city. Examples of sectors to focus on are energy, environment, governance, health, local economy, small to medium entrepreneurship, taxation, technology and education. The enumeration is not exclusive and may be expanded. Generally, the growth trajectories of nations are closely linked to their urban environment, where cities act as propulsions of growth and lay the groundwork for their foundation. At first glance, it may seem like a tall order, but with proper planning, preparation, and stakeholder cooperation, it becomes achievable. If urban growth is well planned, cities can accelerate regional economic growth, innovation, and the end goal of prosperity for all. Circling back to my initial point on why cities outside Metro Manila are important to focus on for development, these smaller cities have a relatively high urban population concentration and hold the most growth potential. Although varying in size and level of development, they are equally important in ensuring the country’s success. To achieve this would require the cooperation and participation of various sectors and stakeholders. Government agencies, various leagues of local government units, civil society groups, non-government organizations, and the private sector, which may include corporations, business chambers, and trade associations, must all be involved. Implementing this undertaking will be an opportunity to remind everyone of the importance of the “whole-of-nation” approach. Government agencies that top the list of entities expected to shore up this collective effort include the Department of the Interior and Local Government, National Economic and Development Authority, Anti-Red Tape Authority, Department of Finance, Department of Trade and Industry, Department of Health, and Department of Education. The participation of the Philippine National Police is also crucial, as business can thrive only in an atmosphere of peace and security. The benefits of capacity building for cities are many. Initially, the more apparent recipients are the affected cities themselves and their inhabitants. However, increased capability will lead to a more efficient and equitable distribution of resources and delivery of services to the specific sectors we have mentioned. This will support decentralization and public financial management by helping cities widen their own-source revenue bases. It also helps cities enhance tax collection efficiency, access debt capital markets, and strengthen their public financial systems to create a more equitable fiscal framework geared towards inclusive growth. Decentralization also improves governance, with cities becoming more accountable and transparent to their constituencies. With accountability and transparency, the city becomes an attractive destination for investments. Local entrepreneurs will be one of many who will seize upon these attractions, but foreign investors as well. The different benefits and positive impact foreign direct investments provide a country deserve another article in the future. For now, let us all call on our government and the private sector to join hands in developing and building capacity for all cities in the Philippines. Bong Go reminds Filipinos to exercise right to vote in upcoming barangay elections
Senator Christopher "Bong" Go, in an interview on Tuesday, 24 October, during his inspection of projects he supported in Kapalong, Davao del Norte, urged the Commission on Elections (COMELEC) to safeguard the integrity of the upcoming Barangay and Sangguniang Kabataan Elections on 30 October. Moreover, Go encouraged Filipinos to exercise their right to vote and to be discerning in choosing candidates they believe can contribute to the development of their respective communities. "Sa mga kababayan natin, exercise your right to vote. Pumunta po kayo sa mga presinto, go out and vote for candidates na tingin ninyo ay makakatulong sa pag-unlad ng inyong barangay," said Go. The senator also suggested a set of criteria for voters when selecting candidates. He advised, "Unahin n'yo po ang mga honest, competent, at pinakamahalaga, 'yung may pagmamahal at pagmamalasakit nila sa kapwa Pilipino." For candidates, Go advised them to always prioritize the welfare of their constituents and to take to heart the essence of public service they are aspiring for. "Public office po itong pinapasukan ninyo. ‘Wag n'yo pong sayangin ang binigay na tiwala ng ating mga kababayan. Meanwhile, Go cautioned voters to be more discerning during the campaign period amid reported use of artificial intelligence (AI) to enhance images of candidates in campaign materials, saying that the integrity of the election lies on the truthfulness of those participating in it. "Ang paggamit po ng artificial intelligence sa election campaign sa Pilipinas ay masasabing new terrain, new tool, new style kung ikumpara po sa tradisyunal na pangangampanya," Go stated. While acknowledging the innovative aspects of AI, he also expressed caution and emphasized the ethical implications that come with this technological advancement. He specifically pointed out that AI applications have the capability to alter facial features, which could potentially violate the truthfulness of candidates. "Importante dito ang katotohanan… ang karapatang bumoto ay very sacred 'yan. Ibig sabihin, ating karapatan 'yan, tag-iisang boto at dapat po ang iboboto nila ayon sa kanilang pagkaalam sa katotohanan po," he explained. The senator stressed the importance of transparency in elections and warned against the misuse of AI for deceptive purposes for candidates to gain a "visual edge" beyond what is deemed truthful such as enhancing one’s image in campaign materials.
