PCSO ask lawmakers to toughen laws vs illegal lottery firms
The Philippine Charity Sweepstakes Office General Manager Mel Robles, called out lawmakers on Monday to toughen the law against Illegal lottery firms. Robles personally led the filing of charges at Mandaluyong Prosecutors Office against individuals behind the four firms engaged in unauthorized online lottery operations. “I am calling out the attention of the lawmakers to toughen the law. Maybe others see that they can handle the penalty but we’ll see. Even if it’s light, we will still pursue the cases against them,” Robles said. Robles added that PCSO is losing billions of pesos in revenue because of illegal operations perpetrated by the suspects. “We are serious about this. We will prosecute and imprison everyone associated with this illegal operation to stop them,” he said. The PCSO stated that PayMaya reportedly remitted billions to a company operating an illegal online lottery. “A payment platform, like PayMaya, reported that they were able to remit about P4.7 billion to a company that was operating the Illegal lotto. It is also included in the complaint affidavit,” he said. The criminal complaints were filed against four companies, Eplayment Corporation, Paymero Technologies Limited, GlobalComRCI International, and Blockchain Smart-Tech Co. I.T. Consultancy. The complaints were prompted by an investigation conducted by the National Bureau of Investigation, which revealed that the mentioned companies were responsible for the ownership, operation, and administration of Pakilotto and Surelotto. The companies reportedly misused the PCSO’s name, logo, and various lottery games, soliciting and accepting bets from the public through their unauthorized mobile application and websites. Robles said that based on their investigation, they have found out that the alleged suspects for Illegal online lottery are operating in the cities of Quezon and Cebu. “We found out one in NCR, in Quezon City, the other is in Cebu,” he said. PCSO reported that Eplayment, which operated under the now-defunct website ‘Pakilotto’, was soliciting and accepting bets from the public at an inflated price of P30 per ticket, a 50% markup compared to the standard P20 lotto ticket. Meanwhile, Surelotto, a similar mobile app, sold tickets online for P25, a 25% increase from the regular lotto price. Prizes of smaller denominations are allegedly directly deposited into the winner’s registered bank account, while jackpot prizes require winners to visit the Surelotto office in person. The complaint-affidavit states that the owners, directors, and/or officers of Paymero, Eplayment, GlobalComRMCI, and Blockchain, as owners, operators, and/or administrators of Pakilotto and Sukilotto, have committed Usurpation of Authority under Article 177 of the Revised Penal Code, a violation of R.A. No. 1169, as amended, and a violation of Presidential Decree No. 1602, as amended by Republic Act No. 9287, in connection with Executive Order No. 13, Series of 2017. A model urban community
As a young boy, I loved drawing a “roadmap” of livable communities where family and industry were central to this unadulterated fun design. I would put skyscrapers and blend these with old trees, brilliant lights, and flowers along walkways and entertainment centers. The distance between neighborhoods was enough to give space and privacy. In this universe, people of different economic classes are resilient to the challenges and complexities of modern living. I grew up in a small town with inadequate potable water and transportation. There was a thin line between regression and progression where one cannot differentiate silt from clay particles when wading through the flooded, muddy streets of Barangay Busugon in San Remigio municipality. Life then was simple but joyous because of my family and the neighborhood. This was my unsophisticated urban planning, where things that matter most to me can be found in one place. Although I did not become a city or urban planner, my interest in “designing” communities is as strong as my entrepreneurial consciousness. It has become an advocacy. Be that as it may, urban planning, a form of spatial planning, requires strategic innovations and thorough study to develop equitable habitats and sustainable human settlements and development. A strategic plan, or a development plan, considers population growth, zoning, geographic mapping, structural and people’s safety analysis, water supply, and essential social services. Urban planning, says the United Nations Human Settlements Programme or UN-HABITAT, should “improve policies, plans, and designs for more compact, socially inclusive, better integrated, and connected cities that foster sustainable urban development and are resilient to climate change at the city, regional, and national levels.” The world’s best-planned urban cities include Singapore City in Singapore, Brazilia in Brazil, Chandigarh in India, Seoul in South Korea, and Copenhagen in Denmark. In the Philippines, five regions that surpassed the national level of urbanization in 2020 are Calabarzon (70.5 percent), Davao (66.8 percent), Central Luzon (66.3 percent), and Soccsksargen (55.5 percent), according to the 2022 report of the Philippine Statistics Authority (PSA) based on the 2020 population census. The cities of Angeles in Pampanga and Mandaue in Cebu had the highest level of urbanization, with 100 percent each. Of the country’s 81 provinces, 11 provinces registered a level of urbanization higher than the national level in 2020. On a sad note, Eastern Visayas (14.7 percent), Cagayan Valley (19.5 percent), Bicol (23.8 percent), Ilocos (25.5 percent), and Bangsamoro Autonomous Region in Muslim Mindanao (27.6 percent) posted the lowest level of urbanization, the same PSA report showed. Overseas, towns and villages have adapted to technological innovations and big data for urban analytics. Urban planners now consider including countryside localities in developing sustainable and resilient communities despite needing more resources, strategies, and expertise. Many urban planners find harmony in geometry and numbers, taking a leaf from the ancient works of Greek architect and mathematician Hippodamus of Miletus, considered the father of urban planning. Today’s towns and cities incorporate functional innovations where everything gets “smart,” from people to intelligent traffic lighting and drones, better infrastructures, facilities, and communications systems, and a strategic blueprint for mitigating the impact of climate change and other environmental problems. With the booming population nationwide, it would be wise to create more growth areas outside the center of progress to improve service and operational efficiency. Local executives and councils must do much work to empower those who must catch up and provide leadership in a highly competitive environment. After all, greater economic inclusion should benefit people with low or no incomes and vulnerable sectors. The beauty of inclusive urban planning lies in ensuring that all can partake of its benefits. As Greek philosopher Socrates once said: “By far the greatest and most admirable form of wisdom is that needed to plan and beautify cities and human communities.” Ultimately, any strategic urban design should not only be a mixture of arts and humanities, but also a fusion of science and numbers. Eco group warns vs toxic lead spray paints
An environmental group on Wednesday has urged authorities to look into the sale of five lead-containing spray paints being sold in Metro Cebu cities. According to the EcoWaste Coalition, the spray paint brands — the yellow Bad Axe Spray Paint which contains 23,080 ppm lead, canary yellow, jade green, Gongcheng orange yellow and deep yellow variants — had 21,610 ppm, 21,500 ppm, 20,040 ppm and 15,700 ppm. It added that it discovered these spray paints are being sold in the cities of Cebu, Lapu-Lapu and Mandaue. “Our discovery of five more lead-containing aerosol paints in Cebu indicates the need for improved compliance monitoring, particularly outside Metro Manila and Luzon, to protect the health of children and adults from this continuing source lead exposure,” said EcoWaste Coalition’s Manny Calonzo. These five Bad Axe brand spray paints are being sold each for less than P100 per 400 ml can. As indicated on the label, Bad Axe can be used for coating the interior and exterior wood, steel and other metal surfaces of household appliances, equipment, furniture, bicycles and the like. “The product has no manufacturer’s markings and its country of manufacture is unknown. It provides no information or warning about the paint’s lead content,” said the group. However, the product’s date of manufacture is indicated at the bottom of the can and all variants of Bad Axe were manufactured between 2021 to 2023, or after the completion of the national phase-out deadline for lead-containing decorative paints in December 2016. The World Health Organization, which co-manages the Secretariat of the Global Alliance to Eliminate Lead Paint or the Lead Paint Alliance, has warned that lead exposure can have serious consequences for the health of children. EcoWaste Coalition added that exposure to lead is known to result in adverse health effects such as damage to the brain and central nervous system, slowed growth and development, hearing and speech problems, learning difficulties and behavioral problems, which can cause reduced ability to pay attention, underperformance in school, and lower intelligence quotient. The country’s lead paint regulation is stipulated under the Department of Environment and Natural Resources Administrative Order 2013-24, which established a maximum limit of 90 ppm for total lead in paint. This landmark chemical policy phased out leaded decorative and industrial paints in December 2016 and December 2019, respectively. Cebu City eyes 100 electric vehicles
The local government of Cebu City is planning to acquire at least 100 electric vehicles that will ply major roads in the city by next year as it aims a greener and more sustainable land transportation system in Cebu City. North district City Councilor Joel Garganera, chairman of the committee on environment told DAILY TRIBUNE that the city expects to receive at least 10 e-vehicles from Global Electric Transport by the first quarter of 2024. “This could be the first large-scale electric vehicle deployment by a local government unit in the Philippines,” said Garganera, adding that the local government has allocated P150 million for the purchase of e-vehicles, while P50 million was pledged by businessman Endika Aboitiz and P100 million will come from the Aboitiz Foundation’s donation. About P300 million is needed to purchase 100 units of EVs. The unit cost per EV is pegged at P4.2 million but under the special agreement with GET, each unit can be purchased for only P3 million and the city will pay only P1.5 million for each unit as the remaining P1.5 million will be paid by the private sector. Garganera also disclosed that in the tripartite agreement between the City, GET and Aboitiz Foundation, it will be GET that will operate the e-vehicle units as well as provide the necessary maintenance at no cost to the city. He reiterated that green mobility aims to reduce a diverse set of environmental impacts primarily caused by the transport sector. “The goal is for the transport sector to decarbonize and decrease the current level of emissions to a low-carbon scenario,” Garganera said. Studies revealed that 50 to 70 percent of the air pollution in most cities is attributed to the carbon emissions from fuel-powered vehicles, noting that air pollution kills seven million people per year based on a GET report. In terms of maintenance, EVs have low-cost maintenance compared to traditional gasoline-powered vehicles since fewer materials are involved.
