China bolsters ‘patriotic education’ with new law
China has adopted a new law strengthening so-called patriotic education, state media said, the latest step in President Xi Jinping's drive to reassert the Communist Party's ideology in the country's classrooms. A crackdown on the highly lucrative world of for-profit private tutoring in 2021 was also seen as part of efforts to reassert ruling party control over the education system. The moves banned tutoring firms from hiring overseas teachers, with critics saying it was cutting off Chinese children from outside influences. The new law, which comes into effect on January 1 and was approved on Tuesday, will "strengthen patriotic education in the new era" and seek to impart a "patriotic spirit" in China's youth, according to state-run news agency Xinhua. A Xinhua commentary hailing the law's adoption by Beijing's top lawmaking body said that education had been "facing challenges" recently. "Some people are at a loss about what is patriotism," the commentary read. It attacked "the influences of some social thoughts, such as historical nihilism" -- a term often employed by Beijing's leadership to condemn accounts that run contrary to official rhetoric about the party. The law contains provisions already included in other legislation, the commentary said, including those banning "insulting the national flag and distorting or denying heroes' deeds and spirit". Zhao Leji, China's top lawmaker, said the law would help the country in "forging a mighty force" to build a "strong" nation, Xinhua reported. Education has long been used by the Communist Party to boost its legitimacy in the eyes of China's 1.4 billion people. Japan aid bolsters fight vs pandemic
Japanese Minister for Economic Affairs Nihei Daisuke graces the turnover ceremony for the Department of Health Program for Covid-19 Crisis Response Emergency Support. Sub bolsters Taiwan defense vs China
Taiwan unveiled its first domestically built submarine on Thursday to bolster the island’s defenses against China. President Tsai Ing-wen presided over the launch ceremony for the Hai Kun or “Narwhal” in English at CSBC Corporation's Kaohsiung shipyard, according to Taiwan News. Tsai performed the bottle-breaking ritual and named the submarine, which means “giant fish” in Chinese. National Security Council Secretary General Wellington Koo, American Institute in Taiwan Director Sandra Oudkirk, Defense Minister Chiu Kuo-cheng, Kaohsiung Mayor Chen Chi-mai and other dignitaries attended the ceremony, CNA reported. Strongly opposed by Beijing for her refusal to accept China’s authority over the island, Tsai launched a submarine program in 2016 with the aim of delivering a fleet of eight vessels. Construction on the first started in 2020 by CSBC Corporation, a company specializing in container ships and military vessels. Carrying a price tag of $1.5 billion, the submarine’s displacement weight is about 2,500 to 3,000 tons, with its combat systems and torpedoes sourced from the United States defense company Lockheed Martin. Ben Lewis, a US-based independent analyst who focuses on the Chinese military’s movements around the island, said the Taiwanese submarine can pose a threat to Chinese amphibious assault and troop transport capabilities. “They have practised extensively the use of civilian vessels to augment their existing troop delivery platforms, and a submarine could wreak havoc on vessels not designed for naval warfare,” Lewis said. PLDT bolsters alignment with global climate reporting standards
Leading integrated telecommunications company PLDT Inc. continues to strengthen its alignment with global standards for climate action as it benchmarks with the 2023 disclosure system of the CDP. Previously known as the “Carbon Disclosure Project” and recognized globally by investors, cities and corporates, CDP provides guidance on climate-focused reporting metrics and facilitates an independent scoring on progress in terms of governance, risk management, target and performance and emissions data, among others. For its 2022 CDP assessment, PLDT received a “B” or a “Management” rating, signifying that the company has measures in place to manage its business impact on the environment. DAR bolsters ARC dev’t program
The Department of Agrarian Reform announced over the weekend that it is strengthening its agrarian reform communities' (ARCs) development program by evaluating the framework and proposed programs for approval and integration. To achieve this goal, DAR has planned two batches of the "National Agrarian Reform Community Task Force (NARCTF) Deliberations on ARCs/ARC Clusters for Confirmation and Approval for 2023" to assess the proposed ARCs and ARC clusters. The first batch is scheduled from 7 to 11 August 2023, and the second batch will take place from 4 to 8 September 2023. DAR Undersecretary for Support Services, Atty. Milagros Isabel Cristobal, said the activity focuses on the level of development of potential ARCs and ARC clusters, taking primarily into account their social capital or organizational cohesion and human and financial resources. “We need to gauge their capacity, preparedness, and readiness to handle new responsibilities and obligations to ensure that they are up for the new challenges,” Cristobal said. So far, DAR has launched a total of 2,156 ARCs and 193 ARC clusters under its agrarian reform communities’ development program. On the other hand, the Ministry of Agriculture, Fisheries, and Agrarian Reform of the Bangsamoro Autonomous Region in Muslim Mindanao has confirmed and approved the applications of 96 ARCs. The ARC development strategy was adopted in 1993. It has been focusing on priority agrarian reform areas to maximize resource allocation, complementation, and mobilization for greater efficiency and impact taking into consideration the limited financial and material resources of the government. An ARC is a barangay or cluster of contiguous barangays within a municipality where the majority of the CARP-covered lands have been awarded to a critical mass of agrarian reform beneficiaries (ARBs). Fibernet Construkt Corp. along with Internet service provider Converge ICT Solutions Inc., have submitted to the local government an unsolicited proposal to build a fully underground fiber optic cable network for Cebu City along the city’s South Road Properties’ main road. FKC is in the business of building and maintaining broadband infrastructure facilities for telecommunication operators and internet service providers In their meeting with Cebu City Mayor Michael Rama, Converge chief executive officer and co-founder Dennis Anthony Uy, said he “could begin realizing Rama’s “dream of a city like Singapore for Cebu by placing all the lines of telecommunication companies (telcos) underground starting with those in the city’s main thoroughfares.” “He (Rama) asked me for my opinion. I told him it is too costly to put an underground cabling network for the whole of Cebu. It’s too expensive. Overhead expenses for underground cabling for power, for instance, is 10 to 15 times more. If you pass the costs on to consumers, they will raise a howl. So, I told him to start with telecommunications because that’s where you see a lot of ‘spaghetti wires.’ I think 50 percent of what you see are telecom wires which are no longer active,” said Uy in a media briefing during Converge’s official launch on Boracay Island recently. Bad experience “What happened during typhoon ‘Odette’ was a bad experience for Cebuanos. Utility posts were hit, and it took two months to put back on power,” he said. Thus, Uy is convinced that Cebu City badly needs to move all electricity and communication lines underground as part of its disaster resiliency strategy to prevent massive blackouts and connectivity losses during calamities like typhoons. For his part, FKC chief executive officer Jinho Kwon said FKC “intends to service the needs of the major telecommunications company and other service providers in Cebu City South Road Properties to enable them to provide full Telecommunication Broadband and Cable TV connectivity including Internet connectivity and other services in the said properties.” Unsolicited proposal Both Uy and Kwon personally went to Cebu City to present their unsolicited proposal to Rama. CEB bolsters routes via Clark reboot
Pioneer budget airline Cebu Pacific or CEB restarted last 21 April 2023 its Clark hub by relaunching flights and increasing frequencies from Clark International Airport to strengthen connectivity for its passengers from north and central Luzon. CEB recently flew its inaugural flights from Clark to Bacolod, Boracay, Davao and Bangkok. The airline previously announced that it would operate a combined 15 destinations from its Clark hub. The relaunch allows Cebu Pacific to add 10,000 seats per month and lower fares for both domestic and international flights by 30 percent compared to the pre-pandemic average.
