In a video message conveyed during his team's visit to Carmen and Batuan, Bohol, Senator Christopher “Bong” Go expressed his steadfast commitment to advocate for more pro-poor initiatives and bolster support measures, aiming for a more inclusive economic recovery after the COVID-19 pandemic and other crises. If enacted into law, the Rural Employment Assistance Program (REAP) would be established within DOLE. REAP's primary goal is to furnish temporary job prospects to individuals who meet the criteria of being economically disadvantaged, impoverished, displaced, or seasonal workers. Go, chairperson of the Senate Committee on Health and Demography, then offered medical assistance to the beneficiaries. He advised them to avail of the services of any of the two Malasakit Centers in the province where they may conveniently avail of medical assistance programs offered by the government. In Bohol, the Malasakit Centers are located at Governor Celestino Gallares Memorial Hospital (GCGMH) in Tagbilaran City and at Don Emilio Del Valle Memorial Hospital in Ubay. Malasakit Centers bring together representatives from the Department of Social Welfare and Development (DSWD), Department of Health (DOH), Philippine Health Insurance Corporation (PhilHealth), and Philippine Charity Sweepstakes Office (PCSO). These one-stop shops aim to support impoverished patients in reducing their hospital costs to the least possible amount. Go is the principal author and sponsor of Republic Act No. 11463 or the Malasakit Centers Act of 2019, which institutionalized the Malasakit Centers program. Currently, there are 159 Malasakit Centers across the country, poised to assist with patients' medical expenses. Bong Go to DTI: More livelihood opportunities for poor
Senator Christopher “Bong” Go expressed his support for the proposed budget for the Department of Trade and Industry (DTI) and its attached agencies during the Senate Finance sub-committee hearing on Tuesday, 3 October. He however appealed to the concerned agencies of government, particularly DTI, to address rising prices of commodities, mitigate the impact of inflation, and provide more livelihood opportunities for the poor to help them recover from the pandemic and other recent crises. “Bigyan po ninyo ng mas maraming oportunidad na makabangon ang mga mahihirap. Ang maayos na kabuhayan ang isa sa mga magiging susi sa pagginhawa ng pamumuhay ng bawat pamilyang Pilipino,” he explained. “Trabaho po ng DTI na bantayan rin ang mga presyo ng bilihin lalo na ngayon na lumalala ang inflation. The proposed measure seeks to amend RA 6977 or the Magna Carta for Small Enterprises as amended by RA 9501, also known as the Magna Carta for MSMEs. If enacted, the SSF program would offer more cost-effective solutions to MSMEs by providing access to shared facilities and services that will help them improve the quality and productivity of their products, including equipment, tools, and machinery that they can use to upgrade their production processes that are typically expensive for individual MSMEs. During the previous administration, Go advocated for the Pangkabuhayan sa Pagbangon at Ginhawa (PPG) program which seeks to aid micro, small, and medium enterprises in crises and provide livelihood opportunities to more Filipinos. “Sa programang ito, tuturuan ang mga benepisyaryo na magnegosyo at bibigyan ng suporta para palaguin ito. Bong Go extends assistance to indigents in Lupao, Nueva Ecija
Senator Christopher “Bong” Go, an adopted son of Nueva Ecija, sent his team to provide assistance to indigent families in Lupao, Nueva Ecija, on Friday, 29 September. Go’s team assisted residents who gathered at the Brgy. Gymnasium of San Antonio Este. The team distributed masks and shirts to the identified beneficiaries, as well as shoes, and balls for basketball and volleyball to select recipients. The beneficiaries also qualified for financial assistance from the national government through the initiative of GP Partylist Rep. Jose Padiernos. “Huwag ho kayong magpasalamat sa amin. Sa totoo lang po kami po ang dapat magpasalamat sa inyo dahil binigyan n’yo po kami ng pagkakataon na magserbisyo sa inyo. Magta-trabaho po ako para sa Pilipino. Iyan po ang pwede kong i-alay sa inyo, ang kasipagan ko sa trabaho,” Go said in a video message. “Utusan n’yo lang po ako, parang kapitbahay lang tayo bilang isang adopted son ng inyong probinsya. The Super Health Centers are improved versions of polyclinics that offer basic health services, including database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray and ultrasound), pharmacy and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service, oncology centers, physical therapy and rehabilitation center and telemedicine. Through the concerted efforts of DOH and fellow lawmakers, adequate funding has been allocated in the national budget for the establishment of 307 Super Health Centers in 2022 and 322 more in 2023. Tulfo slams SSS, PhilHealth, Pag-IBIG over low coverage of domestic workers
Senator Raffy on Thursday slammed three government pension agencies for their “deficient” compliance in providing benefits coverage for domestic workers. Tulfo cited the 2019 joint survey conducted by the Philippine Statistics Authority and the Department of Labor and Employment that there are 1.4 million registered domestic workers with the Social Security System, the Philippine Health Insurance Corporation, and the Home Development Mutual Fund or Pag-IBIG. However, only 6 percent of this figure, or 84,190 kasambahays were enrolled by their employers in SSS, while only 5 percent or 74,858 e in PhilHealth and 3.4 percent or 51,579 in Pag-IBIG. “This is very low compliance,” said Tulfo, vice chairman of the Senate Committee on Labor. “These agencies are not doing enough to ensure that employers in the country have registered and have been paying the SSS, PhilHealth, Pag-IBIG contributions of their kasambahays,” he added. Tulfo also expressed disappointment amid the failure of barangay officials to implement the registration system for domestic helpers. “Knowing that some employers are too busy to enroll their house help for said coverage or deliberately avoid doing so to avoid payments,” he said. The "Domestic Workers Act" or "Batas Kasambahay,” mandates every employer to register a house help under their employment in the barangay offices—where they are residing. The law also orders Punong Barangas to be responsible for the Registry of Kasambahay within their respective jurisdiction. “Why barangay officials managed to be very active on house-to-house campaigns during the elections period but were unable to go door-to-door to survey households with kasambahays and ensure implementation of Batas Kasambahay,” Tulfo questioned. Hence, he recommended the removal of “qualified theft punishment” for kasambahays. "Employers are using this to pin down house helps seeking better treatment or complaining about work-related benefits," Tulfo said. “In some cases, employers would get back at their kasambahays and avoid giving them proper treatment as mandated by the law by planting evidence pointing to a crime they did not commit, like stealing, employers would later report it to the police to send innocent and voiceless kasambahays to jail,” he added. Senator Christopher "Bong" Go, chairperson of the Senate Committee on Sports, underscored during a budget hearing on Tuesday, 12 September, the critical role of the Philippine Sports Commission (PSC) in promoting sports as a key factor in national development. He emphasized the necessity of adequate funding for both grassroots sports development and the country's participation in international competitions. “Noong nakaraan ay ipinaglaban natin sa deliberasyon ng ating 2023 budget ang karagdagang pondo para sa PSC. Go, in his opening statement, expressed his strong belief that sports can serve as a deterrent for the youth against engaging in illegal drugs and other harmful activities. He also mentioned that sports can be a way to continue the campaign against illegal drugs initiated by former president Rodrigo Duterte. “Sabi ko nga, get into sports, stay away from illegal drugs to keep us healthy and fit. The senator also highlighted the recent achievements of the Philippines in the international sports community, including the successful hosting of the 2023 FIBA World Cup. He praised the event organizers and shared his experience participating in a dry-run before the opening, emphasizing that "’pag nandyan po ang disiplina, kaya natin, gugustuhin natin na maging well-organized po tayo." Go likewise underscored the international attention that the Philippines has garnered through its successful hosting of sports events, particularly the FIBA World Cup. "For this year’s budget, with the support of our Chairman of the Committee on Finance, Senator Sonny Angara, we allocated funding for PSC’s grassroots program and the preparation, training, and participation of our national athletes in international sports competitions," he revealed. The PSC proposed a budget of P3.3 billion for 2024, but the DBM only approved P210 million. This is a reduction of more than 93 percent from the agency’s proposal. Go also touched on the need for proper training facilities for athletes. He mentioned the need for repairs at the Philippine Institute of Sports Multi-Purpose Arena (PhilSports Arena) and comfortable barracks for athletes. “Mahalaga na magkaroon ng tama at sapat na training ang ating mga manlalaro. Kaya naman gusto ko ring pagtuunan ng pansin na mayroon tayong sports facilities na maaaring maging training center ng ating mga atleta,” he said. “Ako po'y saksi mismo, napasyalan ko ang inyong matagal ng pasilidad, itong Phil Sports, nakapaglaro na kami doon, medyo tumutulo na rin ang gym. Kailangan na sigurong magkaroon ng repair, at yung mga barracks ng atleta, dapat komportable, dahil iba talaga kapag suportado sila, mula pagkain, yung kanilang tirahan at bago sila sumabak sa competition, dapat kumbaga lahat ng laban naman ay dapat alagang-alaga po ang ating mga atleta,” he shared. Go noticed that the facilities that were presented during the hearing are in bad condition and that they really need to be improved. He urged the government to allocate funds for the construction of comfortable housing for the athletes, instead of spending on flood control projects in areas where there are no people. “Napapansin ko ang mga pasilidad na pinakita kanina. Talagang kailangan po, the more we should invest sa mga sports facilities natin na sira,” he added. “Bigyan naman natin ng maayos at komportable na tirahan ang ating mga atleta. Nananawagan ako sa DPWH, instead of flood control projects sa mga lugar na walang tao, dito na lang sa ating mga atleta na kailangan nila ng komportableng tirahan man lang. Baka pwede ninyo mapaglaanan ng pondo,” said Go. Meanwhile, he also discussed the National Academy of Sports (NAS) at New Clark City in Capas, Tarlac, established under Republic Act No. 11470 that he authored and co-sponsored, which allows students to train while getting quality secondary education. The law provided for the establishment of the NAS System and Main Campus. The NAS also offers a secondary education program with an integrated special curriculum on sports which was developed in close coordination with PSC and the Department of Education. “Pwede silang mag-training, at the same time, mag-aral. Tolentino wants stiffer punishment vs. abusive domestic help employers
Senator Francis Tolentino on Thursday said he would craft a new law to amend Republic Act 10361, or the ‘Batas Kasambahay’ to constitute stiffer penalties against abusive employers. In a television interview, Tolentino, who chairs the Senate Committee on Justice and Human Rights, said the penalty for any violations of the provisions of the law is “too small.” “The Kasambahay Law is good but I think it has to be amended. Even the fine is just P10,000 for the violations being done by the employers,” he said. “So, I would look at strengthening the law further and making it not just a turf of the Department of Labor and Employment but also include the Department of the Interior and Local Government because barangay captains should have their own databases,” he added. The Senate panel on Justice and Human Rights on Wednesday conducted an investigation into the alleged physical and mental abuse of Elvie Vergara, a domestic helper from Occidental Mindoro. Vergara went blind after long years of serving the family of Jerry and France Ruiz, who allegedly tortured her. “Perhaps, if we really made focus on our OFWs (overseas Filipino workers) working abroad, domestic helpers, there should be a local bureau or agency in charge of domestic helpers. Not just for the purposes of hotlines but for purposes of really educating, not only the domestic helpers themselves but also the employers on their responsibilities,” he said. Tolentino also proposed the creation of a “special court” that would handle cases involving domestic helpers. “I would suggest that… this is not too much since I sit in the Judicial Bar Council, that there should likewise be a special court to handle cases involving domestic helpers,” he said. Dela Rosa: Amend cybercrime law to check suspects’ mobile data
The Senate Committee on Public Order and Dangerous Drugs is eyeing amendments to Republic Act 10175 or the Cybercrime Prevention Act of 2012 to allow the disclosure of computer data, including the content of calls or text messages by individuals who are subjects of case investigations. This suggestion came during Monday’s public hearing on the ambush of Aparri Vice Mayor Rommel Alameda in Nueva Vizcaya last 19 February, where Lt. Col. Christopher Luyun, officer in charge of the Philippine National Police-Anti-Cybercrime Unit of Cagayan Valley cited restrictions provided in RA 10175 as among the hurdles hampering the probe into the ambush of Alameda and five others. "We applied for a warrant to disclose computer data doon sa number ni Mayor Chan based sa affidavit ni Mrs. Alameda. However, noong una, sinagot ng (telecommunications firm) Globe na they don't have the equipment to save ‘yung traffic data. Bong Go welcomes decision to lift public health emergency for COVID-19

We trust that it was arrived at after careful consideration of the present health issue and the need to finally open up the economy. Gayunpaman, ang apela ko sa executive branch ng gobyerno ay siguraduhin pa ring maibibigay sa ating mga healthcare workers ang dapat nilang nakuha noon ayon sa batas. Kasama na diyan ang mga hindi pa nabibigyan ng kanilang COVID-19-related allowances, pati ang mga death benefits para sa mga nagbuwis ng buhay sa ating laban kontra COVID-19. Bong Go throws support to grassroots sports development programs
Championing grassroots sports development initiatives in various local communities, Senator Christopher “Bong” Go personally witnessed the opening of the inter-barangay basketball league in Cortes, Bohol on Monday, July 17. The basketball league is in partnership with the Philippine Sports Commission and the local government led by Mayor Lynn Iven Lim. Addressing the crowd gathered at the ampitheater, the chair of the Senate Committee on Sports underscored the significance of sports in promoting physical fitness and diverting the youth's attention away from illegal vices, including drug abuse. As an ardent supporter of grassroots sports development, Go recognized the pivotal role that athletics play in nurturing a healthier and more productive citizenry. “Sporting events, such as the basketball league in Cortes, not only provide an avenue for physical exercise but also encourage teamwork, discipline, and camaraderie among participants,” he said. Go emphasized the importance of promoting sports activities as a means to promote a drug-free community. He highlighted the prevalence of illegal drugs in various communities and expressed his commitment to combat this menace by promoting productive activities that inspire individuals, especially the youth, to stay away from harmful substances and become productive members of society. Mayor Lim likewise thanked Go for the projects he supported in Cortes as Vice Chair of the Senate Committee on Finance, including the acquisition of a multipurpose vehicle, the construction of a multipurpose building, and the improvement of the municipal public park and hall grounds. Go also underscored the importance of creating opportunities for young athletes, including scholarships, training programs, incentives and continuing investments in local sports facilities. It can be recalled that in 2021, Go visited Bataan and participated in the presentation and signing of the Deed of Donation for the land where the Philippine Sports Training Center (PSTC) was proposed to be constructed in Bagac. The creation of the PSTC aims to promote sports in the country and achieve excellence in international sports competitions. Meanwhile, Go authored and co-sponsored the measure that became Republic Act No. 11470, establishing the National Academy of Sports (NAS) in 2020. NAS is a government-run educational institution that offers quality secondary education with a special curriculum on sports for gifted young Filipinos who want to enhance their physical and mental capabilities in sports. Go also filed Senate Bill No. 423 or the proposed Philippine National Games (PNG) Act of 2022. The measure aims to institutionalize “a truly comprehensive national grassroots sports program, which will harness the vast potential of the citizenry in discovering and developing champion athletes who could excel in international sports competition, thus giving the country pride and international goodwill and addressing the long-standing problems of Philippine sports in general.” “As chair of the Senate Committee on Sports, I am one with President (Ferdinand) Marcos Jr. in highlighting the importance of sports in nation-building. I reiterate my firm commitment to always look after the welfare of our athletes and to push for long-term and grassroots sports development,” Go previously said. It can also be recalled that Go played a crucial role in pushing for additional funding for sports development in the country. He effectively advocated for a boost in the 2023 budget of the PSC, specifically designating an extra one billion pesos to aid athletes, both at the international level and in grassroots initiatives. On the same day, Go visited several infrastructure projects he supported the funding of as vice chair of the Senate Committee on Finance, including the ongoing construction of Governor Celestino Gallares Multi-specialty Medical Complex in Cortes, and the Cortes Municipal Park and Disaster Risk Reduction and Management building, both in Cortes town. He also led a distribution activity for athletes, coaches, and barangay workers in Cortes town. Bong Go’s team helps Pasig City indigents
Senator Christopher “Bong” Go’s outreach team spearheaded a relief activity on Wednesday, 12 July, for the struggling residents of Pasig City. In his video message, Go reiterated that he will continue to provide assistance to the most needy sector, considering the adverse effects of various crises faced by the poor. “Nandirito po ang aking staff ngayon sa Pasig City para makatulong at makaiwan ng kaunting ngiti sa inyo, mga kababayan ko. Alam n’yo masaya po ako ‘pag nakikita ko ‘yung mga kababayan nating masaya rin po ngayong araw na ito,” said Go. In coordination with Pasig City Councilor Syvel Asilo, Go’s team led the activity at Pinagbuhatan Multi-purpose Hall where they distributed masks, vitamins, snacks, and shirts to 300 indigents. They also gave away shoes and balls for basketball and volleyball to select recipients. Lastly, the Department of Social Welfare and Development extended financial assistance to each beneficiary. The senator, who chairs the Senate Committee on Health and Demography, urged residents to avail of aid from the Malasakit Centers as it provides convenient access to the government’s medical assistance programs. Go initiated the Malasakit Centers in 2018. It was later institutionalized under Republic Act No. 11463 in 2019, which Go principally sponsored and authored. Since then, the program has helped more than seven million particularly poor and indigent patients, according to the Department of Health. “Mayroon na po tayong 158 na Malasakit Center sa buong Pilipinas na laging handang tumulong sa ating mga kababayan. Ang Malasakit Center po batas na ‘yan na isinulong ko noon, pinirmahan ni dating pangulong Rodrigo Duterte. At mayroon po kayong Malasakit Center dito po sa Rizal Medical Center po. Para po iyan sa Pilipino, karapatan n’yo po ‘yan, lapitan n’yo lang po,” he added. As vice chair of the Senate Committee on Finance, Go continues to support the health sector of the city through several projects for the Rizal Medical Center, including its improvement, construction of a seven-story multi-specialty building, and the acquisition of medical equipment. “Minsan lang tayo dadaan sa mundong ito. Kung ano pong kabutihan o tulong na pwede nating gawin sa ating kapwa ay gawin na po natin ngayon dahil hindi na po tayo babalik sa mundong ito. Bong Go leads groundbreaking of Super Health Center in Hagonoy, Davao del Sur
In his commitment to continue improving access to public health services in the country especially in far-flung communities, Senator Christopher “Bong” Go personally attended the groundbreaking for the Super Health Center in Hagonoy, Davao del Sur on Saturday, July 1. Coinciding with the 70th Araw ng Hagonoy celebration, the event provided an opportunity for Go to greet the people of Hagonoy, emphasizing his dedication to assisting those in need. “Masaya ako na maka-greet sa inyo ngayong araw. Hindi kasi ako makatiis na pupunta ako sa isang lugar na hindi makakatulong. Kaya pinakiusapan ko si Mayor Jay Dureza, sabi ko pupunta ako sa iyong imbitasyon pero pipili tayo ng mga indigents para mabigyan ng tulong, kayo ‘yon ang mabibigyan ng tulong ngayong araw,” shared Go. “Sa totoo lang kami ni (dating) presidente (Rodrigo) Duterte ang dapat na magpasalamat sa inyo dahil binigyan n’yo kami ng pagkakataon na makapagserbisyo sa inyong lahat,” he added. The establishment of Super Health Centers is one of Go’s initiatives, done in collaboration with the Department of Health, aimed at strengthening the healthcare system, particularly access to basic medical services in remote areas. In his capacity as the Chair of the Senate Committee on Health and Demography, Go consistently advocated for the establishment of these healthcare facilities, emphasizing the importance of ensuring that more Filipinos have access to affordable healthcare. Super Health Centers will offer basic health services, including database management, out-patient, birthing, isolation, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service, oncology centers, physical therapy and rehabilitation center, and telemedicine, where remote diagnosis and treatment of patients will be done. Through the collective efforts of fellow lawmakers, sufficient funds had been allocated for 307 Super Health Centers in 2022 and 322 in 2023. Moreover, personnel from the Department of Social Welfare and Development extended financial aid to struggling residents in the town through its Assistance to Individuals in Crisis Situation program. DND: No decision yet on Afghan refugees issue
Defense Secretary Gilbert “Gibo” Teodoro on Monday said they are still awaiting the legal opinion of the Department of Justice regarding the United States' request to grant some Afghan refugees special immigrant status in the Philippines. In a chance interview, Teodoro said the government is still “carefully” assessing the legality of the request. “Hinihintay pa namin ang opinyon ng DOJ kung ito ay legal at pwedeng pagbigyan o hindi kung hindi maari sa batas ng Republika, ano pa ang pag-uusapan natin? (We’re still waiting opinion from the DOJ if it is legal and can granted or not. If it is not allowed in our law, what we should talk about?),” Teodoro told reporters. Teodoro said the Philippines has yet to craft a formal response to the US’ request, but it has no timeframe. “Lahat ng gawain natin kailangan may legal basis tayo. Hindi puwedeng wala (In everything we do, we must have legal basis),” he said. Teodoro said the matter is yet to reach President Ferdinand Marcos Jr. for discussion, as they still need to evaluate if the country has sufficient resources to house the US-backed Afghan nationals. “Bagamat gusto nating tumulong, ay may mga kababayan din tayo dito na nangangailangan din ng tulong, pabahay at pangangalaga (While we want to help, our fellow Filipinos also need help, housing and care),” he said. In a separate television interview, Philippine Ambassador to the United States Jose Manuel Romualdez earlier said the country's response to the request may become available on 15 July. “I would think that before the middle of July, we should be able to make a decision. The memorandum for the President’s approval or disapproval, whichever the case may be, will be sent to Malacañang as probably as late as July 15… That is more or less what we are tracking right now from here, from Washington DC,” Romualdez said. Last Friday, Senator Imee Marcos urged Teodoro and National Security Adviser Eduardo Año to explain the US’ request to grant some Afghan refugees special immigrant status in the country. The Senate Committee on Foreign Relations launched an investigation after Marcos filed Senate Resolution 651, seeking an inquiry into the request. Marcos noticed that no data have been made public on the said Afghans' status as legitimate refugees, employees of the US government, or American companies. There's a lack of transparency in the present case," Marcos said, comparing the previous administration's policy of accepting Afghan refugees when the Taliban took over Afghanistan in August 2021, following the withdrawal of American troops. "We need to know the real nature of the agreement between the Philippines and the United States and the course of action the executive branch plans to take," she stressed. The Philippine Immigration Act of 1940 stated that the admission of refugees for religious, political, or racial reasons should serve a humanitarian purpose and not be opposed to the public interest. Meantime, Teodoro noted that the US did not cite humanitarian considerations in its request. "Ito, hindi humanitarian ang hinihingi eh. SIV (special immigrant visa) ito so ibang kaso ito at kahit na humanitarian ang rason, inaaral pa rin ng ating gobyerno ang lahat ng implikasyon (The reason for their request is not humanitarian. Bong Go celebrates post-birthday with indigents from Marikina and Rizal
A day after his birthday, Senator Christopher “Bong” Go personally led a distribution activity for impoverished residents from Marikina City and from San Mateo and Rodriguez, Rizal on Thursday, 15 June. “Kahapon ay aking kaarawan. At katulad ni dating pangulong Rodrigo Duterte, walang selebrasyon, walang birthday party, patuloy lang ang pagseserbisyo. Kung kaya pati ngayong araw ay pinili kong mabisita at personal na maghatid ng tulong sa mga kababayan nating mahihirap sa Brgy. Payatas at Commonwealth sa Quezon City. Nagpaabot din tayo ng tulong sa mga mahihirap mula sa Marikina City, at San Mateo at Montalban sa Rizal sa araw ding ito,” he said. Go and his team conducted the relief operation at Marikina City Sports Complex for a total of 3,000 residents. To ensure a more organized distribution, the beneficiaries were split into three groups. Residents from Marikina City and Rodriguez, Rizal were brought to the basketball and tennis courts, respectively, while those from San Mateo gathered in another covered area in the complex. All beneficiaries received grocery packs, masks, snacks, and vitamins from Senator Go’s office while the Department of Social Welfare and Development extended them financial assistance. Go has also been instrumental in promoting the establishment of Super Health Centers to ensure that more Filipinos have access to basic healthcare services. There will be four Super Health Centers in the city of Marikina while there will be one each in Rodriguez and San Mateo.
