HIV antiretroviral drugs supply dwindling
The supply of HIV antiretroviral or ARV drugs in the country is dwindling, a non-government organization that helps people living with the human immunodeficiency virus, or PLHIV, said Tuesday. In a statement, Network Plus Philippines, along with its 40 member organizations, urged the Department of Health and the Philippine National AIDS Council to act on the matter immediately. According to the group, they received reports that PLHIV community members in various regions of the country have been receiving only “one bottle of ARV or even less” when refilling their ARV medication at HIV treatment facilities. “These concerns had been reported to the network since 25 May, and in response, the Network urgently emailed the offices concerned such as the Disease Prevention and Control Bureau of the Department of Health,” Network Plus Philippines said. The reply from the Health department, according to the group, confirmed that there were several regions in the country with low stocks of tenofovir disoproxil, lamivudine, and dolutegravir or TLD, a fixed-dose combination of ARV medications used to treat HIV/AIDS. The low stock levels were confirmed in Cagayan Valley, Central Luzon, Bicol, and Central Visayas. The DoH reply stated that “they have facilitated realignments early in May 2023 and have ongoing deliveries for Lamivudine 300 mg + Tenofovir 300 mg (3TC+TDF) to be dispensed with Dolutegravir 50 mg to complete the TLD regimen. The TLD procurement is expected to arrive in the country between the last week of June and early July 2023.” Network Plus Philippines noted that their concern has been elevated to the PNAC. The group noted that both agencies must exert efforts to provide a solution to the problem that is endangering the lives of PLHIVs in the country. “(We) demand a concrete response from the PNAC and DoH on how they will address this issue with immediate and long-term solutions,” the organization said. “Network Plus Philippines demands that they address their accountabilities as directed by the HIV Policy Act of 2018, or Republic Act No. 11166, and not be remiss in their duties to ensure that PLHIV are given equitable access to quality ARV treatment.” Daily Tribune sought comment from the Department of Health regarding the issue but it has yet to respond as of press time. DoLE flagged over CAMP distribution
The Department of Labor and Employment has been tagged by the Commission on Audit over the distribution of their one-time financial support program dubbed as the “Covid-19 Adjustment Measures Program” or CAMP. CAMP, which was first launched during the height of the Covid-19 pandemic in March 2020, was intended to provide one-time P5,000 cash assistance to workers in the private sector displaced by business closures brought on by the health crisis. The audit agency, however, said more than P70 million funds in CAMP-Bayanihan 2 went to 14,052 beneficiaries who were reported to have also received other forms of financial assistance which, as per guidelines, should have been excluded from the list of beneficiaries. The program was funded with a P10.89-budget allocation divided into CAMP-Bayanihan 1 and CAMP-Bayanihan 2, with the latter intended as an expansion of the first distribution period. CoA, in its performance audit report of the program, reported a 100-percent progress toward its target to distribute cash aid to 2.17 million workers, and a 100-percent and 99.87-percent in its disbursement of cash assistance in CAMP-Bayanihan 1 and Bayanihan 2, respectively. The audit agency, however, said more than P70 million funds in CAMP-Bayanihan 2 went to 14,052 beneficiaries who were reported to have also received other forms of financial assistance which, as per guidelines, should have been excluded from the list of beneficiaries. These include 6,181 who have also received a Small Business Wage Subsidy or SBWS, and 33 who received both SBWS and the Social Amelioration Program or SAP. Another batch of 7,838 beneficiaries was tagged by COA as “probable ineligible beneficiaries,” with 5,260 people who have received both CAMP-Bayanihan 2 and SAP, and 2,578 people whose salaries are above P40,000. “Based on the interview, DoLE only relied on applicants’ self-declaration since there was no available and complete centralized database that would serve as a basis for determining whether an applicant already received financial assistance from other programs,” CoA said in the report. “Only the DoLE, Department of Finance, and the Social Security System were able to have a data sharing agreement on their beneficiaries,” it added. It said the existence of ineligible beneficiaries, among other things, was because of manual cross-checking of SBWS recipients and lack of awareness among some DoLE regional offices over the SBWS program. “The evaluators of the said (regional offices) only relied on the attestation of the applicant,” CoA said. Of at least 147 CAMP beneficiaries, for instance, more than 120 said they have also received aid through SAP by the Department of Labor and Employment, while 10 are reportedly part of the Pantawid Pamilyang Pilipino Program or 4Ps. The rest were beneficiaries of other programs, such as the Department of Social Welfare and Development’s Assistance to Individuals in Crisis Situation or AICS and the DoLE-AKAP for Overseas Filipino Workers, as well as the Department of Agriculture’s own SAP program and the Barangay Financial Assistance. UAAP Executive Director on Tab Baldwin: 'Important to know context of what he said'
The UAAP has no problems with comments made by Ateneo de Manila University head coach Tab Baldwin that have caused some sort of controversy as of late. “Insofar as the UAAP is concerned, maganda ang sinasbi about us so no problem,” league executive director Atty. Rebo Saguisag said in the Philippine Sportswriters Association online forum on Tuesday. “Whether or not he uttered something that caused a stir among other organizations, we respect that kasi kanilang organization yun eh.” In last week’s Coaches Unfiltered podcast, Coach Tab said that the PBA’s imports stand on higher ground than local players. “A foul for a local player isn’t a foul on an import. Our local players are competitively disadvantaged in their ability to compete against imports,” he said. He then continued, “I do believe that this is based in the desire to have imports as superstars as a marketing tool for the PBA.” The multi-titled mentor then compared the PBA’s imports to the UAAP’s foreign student-athletes. As he put it, “I don’t think that the UAAP needs a marketing tool. It’s already a fantastic marketing vehicle by itself so I think that, on the back of that, we don’t see (foreign student-athletes) being coddled by referees.” The brilliant tactician also touched on what he coined as “tactical immaturity” of local coaches - many of whom have not wasted time voicing out opposition to his claims. Saguisag, however, also reminded everybody to have the complete picture before sharing their mind. “It’s important to know the context of what he said,” he shared. He then continued, “I never watched it in full nor have I read the transcript in full, but it’s very irresponsible to comment on something that you do not appreciate.” Coach Tab is well-known for his long and winding answers to questions. Regarding his view on local coaches, he was inquired by host Paolo Layug, “What are some of the similarities and differences between Philippine basketball and other places you’ve coached in? What is one thing about Philippine coaching culture that surprised you when you got here?” After his initial answer of what he perceives to be “tactical immaturity” of local coaches, Baldwin then furthered that there are factors beyond their control affecting that. “Our player development here is mature, but our appreciation for tactical advancement and tactical systems is immature,” he said. He then continued, “Now, let me explain to you why I think that isn't necessarily coaches' fault.” That then led to his view on imports. “We should never have a single import playing on a team. Further, we should never have a single import that is given all of the rules latitude that imports are given here by referees,” he shared. The brilliant tactician said so because what he sees as preferential treatment for import has long been an obstacle local players could not hurdle. “The imports who come here are very outstanding players… so if you’re a PBA coach and you don’t tactically run your systems through the import, you’re pretty stupid because they are given all the advantages,” he said. He then continued, “The PBA coaches are a smart lot, they’re good basketball coaches, but they could be much better if they were forced to coach much more.
