Mandaue, Carcarbets ‘disqualified’
The Commission on Elections has “disqualified” two reelectionist barangay chairmen in the cities of Mandaue and Carcar. The omnibus order, signed by Presiding Commissioner Socorro Inting and Commissioners Aimee Ferolino and Ernesto Ferdinand Maceda Jr., was issued last 25 October. “Disqualified” were Barangay Maguikay, Mandaue chairman Eduardo Gumera, and Barangay Valladolid, Carcar chairman Anthony John Apura. The order cited criminal complaints allegedly filed or decided against the two candidates. Gumera told the media that the issue was only a political motive for his opponent. Interior and Local Government Secretary Benhur Abalos over the weekend said he was pleased that majority of Barangay and Sangguniang Kabataan Elections bets at least in Tondo, Manila were opting to comply with poll rules. “We went around and found few violations. COMELEC disqualifies QC SK chairman candidate for ‘vote buying’
A candidate for Sangguniang Kabataan chairmanship in Quezon City was disqualified by the Commission on Elections over 'vote buying' charges. In a seven-page resolution issued on 26 October 2023 and signed by COMELEC's Second Division Presiding Commissioner Marlon Casquejo, concurred by Commissioners Rey Bulay and Nelson Celis, noted that SK candidate Judielyn Bartolome Francisco of Barangay San Bartolome was "disqualified" to run for the upcoming BSKE elections as she violated Section 68 (a) of the Omnibus Elections Code for "vote buying". The case stemmed from a petition filed by Arjay Lacsa on 26 September this year, who claimed that Francisco engaged in vote buying by sponsoring and funding a leadership seminar "cum" team building of some 80 youths of their village at Paradise Adventure Camp in San Jose Del Monte, Bulacan held on 16 and 17 September 2023, a few weeks after the filing of candidacies. Pieces of evidence presented by Lacsa included social media posts of the participants themselves tagging Francisco as their " future SK chairman" and three affidavits of witnesses who claimed that Francisco was even present in that event. On 5 October, the COMELEC summoned Francisco to explain her side who gave her reply on 9 October saying she did not have the resources to fund the gathering while she also admitted being there as a host for the opening program "in return for a professional fee." She also informed the commission that she also filed perjury charges against Lacsa's witnesses at the Quezon City Prosecutor's Office. The commission, however, concluded that they "are not convinced" as Francisco's lengthy answer reveals that "they are in the nature of general denials emanating from respondent's self-serving and uncorroborated statements." The affidavits of Lacsa's witnesses, the commission added, are "rich in details" and the evidence is pointing to Francisco as the host of the team building. Francisco's involvement is a deliberate and strategic scheme to influence the voters of Barangay San Bartolome to vote for her, the commission's resolution read. COMELEC reports second shooting incident of BSKE candidate
Commission on Elections chairman George Erwin Garcia announced on Friday that a candidate has been shot in Quezon Province. Garcia said they have monitored an ambush in General Luna, Quezon. “We have monitored an ambush in Quezon recently, the barangay chairman was taken in the hospital,” Garcia said. According to the report of the Quezon Police Provincial Office, the identified victim was Ruben Ilagan Pasia, 63, a resident of Barangay Malaya, General Luna, Quezon, and a running candidate for barangay chairman. This is the second BSKE candidate who has been shot in October. The first victim was running for barangay councilor in Bucay, Abra. “It’s sad because the election is almost two days away. Therefore, the increasing number of violence may not be election-related, other criminals are actually on it. We could not distinguish if it was election-related. What is important is for the police to be alert,” Garcia said. LTFRB whistleblower cited for contempt
Whistleblower Jeffrey Tumbado, the erstwhile executive assistant of now-suspended Land Transportation Franchising and Regulatory Board chairman Teofilo Guadiz, whom he earlier accused of corruption, will be confined in the halls of Congress after he was cited in contempt. During Monday’s motu proprio of the House committee on transportation into alleged anomaly plaguing the agency, Sagip Partylist Rep. Rodante Marcoleta moved to cite Tumbado in contempt after earning the ire of the panel for providing inconsistent responses to queries posed by lawmakers. “This is the hard part in this kind of hearing, Mr. Chair. You (Tumbado) know you’re not consistent with your answers. Now you just said that you were not threatened, but in the sworn statement that you gave to the NBI, you said, ‘I am worried about my safety and that of my family,’” Marcoleta said. Contrary to his prior statement that he was “pressured” to recant his corruption allegations against his previous boss, Guadiz, Tumbado now asserts that he was not apprehensive about withdrawing his previous claims. Tumbado admitted that he did not have enough evidence to substantiate his corruption claims against Guadiz, conceding that it was solely based on his “opinion.” Nevertheless, he remained resolute in asserting that systemic corruption permeates the entire agency. “The corruption is there because I myself am approached by operators who want to speed up the processing of their papers. I no longer have direct knowledge of the chairman’s corruption… There is indeed corruption in the LTFRB, not particularly chairman Guadiz,” he said, pledging that he would submit the list of complainants to the committee. The corrupt practices plaguing the LTFRB, according to Tumbado, involved the modification of routes, special permits, trafficking and substitutions. President Ferdinand Marcos Jr. immediately suspended Guadiz, whom Tumbado said stood at the center of a “lagayan” or bribery system in the LTFRB after the issue made headlines. Manila Rep. Benny Abante, previously claimed the bribery scheme has been in operation since 2009. Before retracting his accusations, Tumbado also dragged Transportation Secretary Jaime Bautista and no less than the Office of the President into the alleged corruption in the LTFRB. Tumbado told lawmakers that he withdrew his claims against Guadiz due to his lack of firsthand evidence implicating the chairman in the purported corruption, contrary to his previous assertion that Guadiz regularly received as much as P5 million in exchange for the expeditious approval and release of special permits, franchises, and route modifications. “I don’t have direct evidence to prove that chairman Guadiz can be pinpointed in the allegations,” he told the panel. Antipolo Rep. Romeo Acop, chair of the panel, however, posits a firm conviction that Tumbado had a hand in his own accusations. “For all intention purposes, you are included here. Over 300 candidates for the 30 October Barangay and Sanguniang Kabataan Elections have been issued show cause orders by the Commission on Elections due to suspected campaign violations. Comelec chairman George Erwin Garcia said that about 341 candidates have been issued show cause orders due to illegal campaigning. “As of yesterday, about 341 were already issued with show cause for illegal campaigning,” he said. According to Garcia, having campaign posters that are larger than the allowed size and disseminating materials in unauthorized areas are one of the violations committed by the candidates. The Comelec launched on Friday the Nationwide simultaneous “Operation Baklas” for the BKSE, removing the illegal campaign paraphernalia in unauthorized areas. “Outside common poster areas, that’s illegal. Private property, that’s legal as long as these comply with the size of 2 x 3 feet,” Garcia said. The chairman reminded the candidates to follow the allowable sizes for election materials, 8.5 x 14 inches for flyers, 2 x 3 feet for tarpaulins, and 3 x 8 feet for streamers. Solon wants Comelec to look into AI-enhanced campaign materials
Election candidates trying to impress voters by using artificial intelligence could be a form of dishonest campaigning, Senator Francis Tolentino stressed on Saturday. The senator lamented, “The issue of using artificial intelligence in the election campaign and propaganda materials and requested further study for future policy formulation as apps that change facial impressions of individuals proliferate that may violate the principle of truthfulness.” Tolentino believes that using AI in campaign paraphernalia should be covered by the Commission on Elections. He said he looks forward to Comelec policy "regarding the use of AI in producing campaign and software materials for the elections, especially on the question of what picture must be allowed: the candidate looks at present or the looks the voters wanted to see.” The senator then cited the Department of National Defense memorandum, which was made public on Friday, prohibiting its employees and military personnel from using AI image generator applications. In his order, Defense Secretary Gilberto Teodoro Jr warned that AI-powered applications seemed “harmless and amusing” but could be “maliciously used” to create fake profiles that can lead to identity theft, social media engineering, phishing attacks, and other erring activities which compromise someone’s personal data. Comelec Commissioner Rey Bulay backed Tolentino’s suggestion, but he noted that the green light to impose the AI restrictions in the coverage of campaign materials will still be up to the consensus of the poll body’s chairperson and other commissioners. Bulay added that those guidelines and policies on the use of AI in producing election materials, whether printed or digital in form, could be put in place for the 2025 mid-term elections. COMELEC says no ‘untoward’ incidents in most regions on first day of campaign
The Commission on Elections reported on Thursday that the first day of the barangay and Sangguniang Kabataan elections campaign was peaceful. No suspicious occurrences or unlawful campaign violations were reported in the National Capital Region, Cordillera Administrative Region, CARAGA, Region IV-A, Region IV-B, Region V, Region VI, Region VII, Region IX, and Region X, according to the data released by the COMELEC. Several areas in Pangasinan, however, were reported committed unlawful violations with the posting of campaign materials while a conflict in Barangay Buttong, Laoag City, is said to have resulted in physical injury and unjust vexation. There were no reported undesirable events that occurred in the rest of Region I. Meanwhile, posters were observed to have been placed outside approved areas in Davao City, Digos City, Bansalan, Hagonoy, Sta. Cruz and Malalag in Davao del Sur. The rest of Region XI reported no undesirable events occurred. Comelec must come clean
More than ever, Commission on Elections officials need to come clean about the alleged fraudulent transmission of the May 2022 election results. Particularly so after the poll body’s chief again admitted last week that most of the election results were electronically transmitted using just one private internet protocol or IP address. After Chairman George Garcia’s admission before senators, opposition Senator Aquilino Pimentel III blurted out, “I’m in shock to find out that our entire election system (in 2022) was one large private network.” Similarly, Senator Imee Marcos, confronting Garcia, said, “So you are telling us that it’s true that the transmission of the results came from a single IP address? So that is true?” Like Ms. Marcos and Mr. Pimentel, most of us, too, need to inform ourselves about the brewing electoral integrity controversy, which has been floating around the Internet for some time. What Ms. Marcos and Pimentel were referring to had been alleged by former Information and Communications Technology Secretary Eliseo Rio. Garcia’s admission, in effect, confirmed Rio’s allegation that more than 20 million votes received from various vote-counting machines or VCMs in the 2022 polls had the same private IP address, 192.168.0.2. An IP address is a string of numbers assigned solely to each device so it can connect to the Internet. Significantly, the information about a single mysterious IP address used by VCM modems in 20,300 precincts in the (National Capital Region), and Cavite, Laguna, and Rizal provinces only came to light a year after the polls. The mystery IP address surfaced when Rio and his group of digital forensic experts cross-checked what seemed to be “raw files” — which a Comelec insider uploaded on the Comelec website — against the “reception logs” provided by the Comelec. Immediately after the 2022 polls, Rio strongly expressed alarm about the extraordinarily speedy transmission of electoral results and urged the Comelec to release the “reception logs.” With the discovery of a single IP address used to transmit an over 20-million vote count, Rio and his group became ever more alarmed about the electoral exercise’s integrity. Comelec, however, insisted no law mandates different IP addresses for transmission. Comelec also said all the modems were brand new, purchased after thousands of modems were found defective. The poll body said the primary telecommunications company involved in transmitting results recommended that modems be 4G-capable instead of the 3G used in previous elections. This, even if it meant using only one IP address. Bolstering the Comelec’s contention, two private electoral watchdogs said there was nothing illegal and surprising about the use of a single personal IP address since it was common practice. Rio and his group, however, remain undeterred in their allegation that there was a single “fabricated source” for the electoral results, and they were unconvinced by the watchdogs’ explanation. So, the debate on IP address 192.168.0.2 continues, particularly on the technical issue of a “man-in-the-middle” hack attack. Technically, “a man-in-the-middle attack is a security breach where a hacker inserts himself between two parties and potentially alters the communication between the two.” Still, wherever these highly technical debates lead to, Rio and the electoral watchdogs are sure of one thing — Comelec must do more. Rio and his group are challenging Comelec to resolve all remaining doubts about the election by disclosing the actual transmission logs from the VCMs. They rightly point out that transmission logs are not the same as “reception logs,” which the Comelec made public last March. Like Rio and his group, the National Citizens Movement for Free Elections said that what Comelec claimed to be “transmission logs” were actually “reception logs.” Resolving the ongoing controversy, therefore, will only happen when the Comelec comes clean with accurate transmission logs. ‘Rama, Hari’ gala is a cultural feast
Rama, Hari (Rama the King) returns to live stage, becoming one of the most anticipated cultural events of the year. Produced by the National Commission for Culture and the Arts, in partnership with the Cultural Center of the Philippines, the ballet and musical had its gala at the rehabilitated Manila Metropolitan Theater on 15 September. Aside from the show itself, there were a lecture and a small tiangge (bazaar), affording the audience a fuller experience and a deeper appreciation of the ballet, as well as the source material, the Sanskrit epic Ramayana. Also an initiative in line with the recently signed Philippines-Indonesia Memorandum of Understanding on Cultural Cooperation and the Philippines-India Cultural Exchange Program, the lecture, “Perspectives: Understanding Ramayana, The Great Epic of Asia,” was held in the early afternoon at the Metropolitan Theater Ballroom, tackling the impacts and different interpretations of Ramayana not only in India but also in Southeast Asia. Speakers were Agus Widjojo, ambassador of Indonesia to the Philippines; Shambu Kumaran, ambassador of India to the Philippines; and Dr. Marilyn Canta, retired professor from the University of the Philippines in Diliman. Its influence is very much evident in Indonesia, where the epic has a version written in old Javanese, called the Kakawin Ramayana. The Prambanan, the ninth-century Hindu temple compound, has bas-reliefs depicting scenes from the epic, and the Ramayana Ballet is regularly performed up to this day. In the Philippines, the Meranaw people of Mindanao has a folk story derived from Ramayana, “Maharadia Lawana,” which was adapted into an hours-long, modern theatrical showcase for the Budayaw: The BIMP-EAGA Festival of Cultures in 2017. It is the best of Philippine Dance and Music.” She encouraged everyone not to miss “the only collaboration that features the masterful works of five National Artists.” Aside from Reyes and Cayabyab, the other National Artists involved in the production are the late Bienvenido Lumbera, who wrote the lyrics and libretto; Salvador Bernal, who designed the stage and costumes; and Rolando Tinio, who translated it to English. They were not yet declared National Artists when the production by Ballet Philippines premiered on 8 February 1980 at CCP’s Tanghalang Nicanor Abelardo. The original staging featured Nonoy Froilan, Basil Valdez, Kuh Ledesma, Leo Valdez and Edna Vida. Rama, Hari was not restaged until 2012, starring Christian Bautista, Karylle Tatlonghari, Richardson Yadao and Katherine Trofeo. It won 14 Philstage Gawad Buhay awards. An adaptation was mounted in 1999, called Rama, Hari, Rama at Sita, The Musical, featuring Ariel Rivera and Lani Misalucha as performers, directed by Leo Rialp and choreographed by Locsin. The music was composed by Cayabyab and Danny Tan, and the lyrics written by Roy Iglesias and Dodjie Simon, based on Lumbera’s book. Rama, Hari was planned to be the closing production of Ballet Philippines’ 50th season in March 2020, but was canceled when lockdowns were imposed because of the coronavirus pandemic. When Reyes established her own dance company in 2022, the Alice Reyes Dance Philippines, Rama, Hari became one of its cherished projects. 91 BSKE candidates facing disqualification
The Commission on Elections on Sunday reported that 91 Barangay and Sangguniang Kabataan Elections candidates on 30 October are facing disqualifications. COMELEC Chairman George Garcia, in a radio interview at dzBB, said the COMELEC has already issued the candidates show cause orders over their alleged election offenses such as premature campaigning. "There were no formal complaints. These were only the results of what we have seen or reported to us. What the COMELEC did is motu proprio investigation. This is the COMELEC’s own initiative," Garcia said. He added that the COMELEC has the power to investigate and file its own complaints against candidates who commit election offenses. COMELEC spokesperson John Rex Laudiangco also last Friday said they have over a hundred petitions for disqualification due to various election offenses, as of Thursday. At least 43 of the petitions are to declare certain candidates as nuisance bets, cancel certain certificates of candidacy (COCs), and disqualify over some issues. The rest have yet to be formally filed. The 91 candidates, on the other hand, were given three days from the receipt of the show cause orders to explain their sides regarding the accusations. For formal complaints, Garcia said, the COMELEC would issue subpoenas. The poll body has repeatedly warned against premature campaigning as the campaign period will run only from 19 to 28 October. Garcia said putting up posters and promoting themselves on social media before the campaign period starts may be considered premature campaigning. "The filing of show cause orders against 91 BSKE bets was just the beginning. There will be many more. We will do that daily," Garcia said. The COMELEC chair earlier encouraged voters to file complaints against BSKE candidates who will campaign even before the official campaign period starts. More than 17K candidates seek barangay, SK positions in Palawan
PUERTO PRINCESA CITY — A total of 17,815 individuals submitted their certificates of candidacy in Palawan within a week-long timeframe set by the Commission on Elections for an activity categorized as being "generally peaceful." From the total number, 2,593 individuals filed their candidacy in Puerto Princesa City, and 14,862 in various municipalities in Palawan, all competing for roles in the Barangay and Sangguniang Kabataan Elections scheduled for 30 October, as shared by Jomel Ordas, the spokesperson of the provincial COMELEC. Based on the information he provided, there are 172 individuals aiming to vie for the role of barangay captain and 160 individuals planning to run for SK chairman in Puerto Princesa City. In Palawan, approximately 1,034 people have expressed interest in competing for the leading position in the barangay, and 970 individuals aspire to become SK chairman. Ordas pointed out that the list must undergo submission to the Election Records and Statistics Department (ERSD) at their central office for verification before it can be determined whether all of them are eligible candidates. "The process will involve submitting the initial list of filers to the ERSD at the COMELEC main office, and it will undergo several verification steps to ensure that everyone is qualified and not disqualified by law," he explained. He noted that following the completion of the verification process, the COMELEC will furnish an official list of certified candidates. This compilation will be prominently displayed in the barangay halls before the BSKE polls on 30 October. Ordas said that the qualifications subject to assessment encompass being a Filipino citizen, a registered voter in the respective barangay, residing in the same barangay for a minimum of one year prior to the election, possessing the ability to read and write in either Filipino or a local dialect, and reaching the age of 18 or older on the day of the election. He also said that the ERSD will examine whether individuals who submitted their COCs share a second-degree civil relationship with the SK, have a criminal conviction involving moral turpitude, or an offense carrying a penalty of one year or more imprisonment within two years of the sentence, and are not barred by legal disqualifications. For the SK, in addition to some of the previously mentioned qualifications, candidates must fall within the age range of 18 to 24 during the election, possess the capability to read and write both in Filipino and English, and not have a blood or marriage connection up to the second degree of consanguinity or affinity with any elected official anywhere in the country. Based further on information furnished by the provincial COMELEC, in the entirety of Palawan, which also includes Puerto Princesa City, the number of individuals aspiring to contest for barangay councilor positions is 10,371, and there are 5,108 candidates vying for SK councilor roles.
