CHEd unveils Talisay satellite office
The Commission on Higher Education, or CHEd, has expanded its delivery of frontline services in Negros Occidental province as it opened its new satellite office in Talisay City on Friday. With the new regional office, the issuance of certifications, special orders, scholarships and pertinent transactions will be made easier and more accessible, CHEd said. “I thank our education champions, especially Representative Kiko Benitez, and Regional Director Raul Alvarez for facilitating the establishment of the CHEDROVI Subregional Office. This shows that we are serious in bringing services closer to the people,” CHEd Chairperson Prospero de Vera III said. “We are an archipelago of more than 7,000 islands, so implementation of government programs will remain challenging. We therefore need to establish government facilities particularly in island provinces,” De Vera added. Rep. Benitez said they have been hoping for the establishment of a subregional office in Negros Occidental because their province has a large population. “Now, we have one for CHEd. Rest assured, we will work in the Congress to further the cause of education and to help CHEd specifically,” Benitez said. “With our new regional office, people here in Negros Occidental will no longer go to the next island and visit Iloilo to process CHEd documents, dito nalang,” Alvarez added. Their technique employs pulses measured in attoseconds, a unit so short that there are as many in one second as there have been seconds since the universe's birth over 13 billion years ago, the jury said. The laureates' research has made it possible to examine moves or changes so rapidly that they were previously impossible to follow, with potential applications in both electronics and medical diagnostics. The Royal Swedish Academy of Sciences likened the process to how the flapping wings of a hummingbird turn into a blur for the human eye but can be slowed and examined using high-speed photography. "We can now open the door to the world of electrons. Attosecond physics gives us the opportunity to understand mechanisms that are governed by electrons," Eva Olsson, chair of the Nobel Committee for Physics, said in a statement. 'Not so many women' In 1987, L'Huillier "discovered that many different overtones of light arose when she transmitted infrared laser light through a noble gas," the Nobel Committee noted, adding that her exploration of the phenomenon laid "the ground for subsequent breakthroughs". Phl shares anti-trafficking best practices with Thailand
The Bureau of Immigration (BI) and Interagency Council Against Trafficking (IACAT) have shared their finest anti-trafficking strategies with Thailand's authorities. Representatives from the National Bureau of Investigation, Department of Social Welfare and Development, IACAT, Immigration Protection and Border Enforcement Section of the Bureau of Immigration (I-PROBES), and Ninoy Aquino International Airport Task Force Against Trafficking (NAIATFT) welcomed Thai delegates to the event, "Regional Knowledge Exchange between Thailand and the Philippines on Emerging Concerns in Trafficking in Persons", held from 25 to 28 September. The foreign delegation was led by Director General Jatuporn Saenghiran of the Thai Department of Trafficking in Persons Litigation, Office of the Attorney General. Representatives from the ASEAN Convention Against Trafficking (ACT), the International Justice Mission, and the Thai Bureau of Human Trafficking Crime also attended the event. The event was held at the New Coast Hotel and NAIA Terminal 3 in Pasay City. Among the topics covered were techniques and difficulties in rescuing trafficking victims, particularly Thai and Filipinos, caught in internet frauds, as well as techniques in repatriating victims. Through persistent work, the Philippines has successfully maintained its Tier 1 position in the Trafficking in Persons (TIP) report from the United States for eight years running. This accomplishment shows how dedicated the country is to stopping human trafficking and safeguarding its citizens from exploitation. Thai representatives looked over and observed the immigration processes at NAIA Terminal 3's BI arrival and departure area, taking note of its anti-human trafficking protocols. In an effort to combat human trafficking on their own soil, international governments are showing interest in studying the Philippine model, according to BI Commissioner Norman Tansingco. Mooncakes are a traditional Chinese delicacy that are enjoyed and given as a gift to friends, colleagues, family, relatives and clients during the Mid-Autumn Festival, which is now better known as the Mooncake Festival. The date changes every year because it follows the Lunar calendar. Highlight of the festival takes place on 29 September this year, but the celebration is actually longer than that. There are so many different kinds of mooncakes these days — from the traditional lotus paste to the more contemporary beans, nuts and custards, even meats. And the ultimate indulgence, the egg yolk, can be just one or as many as four or six. Shapes, too, shift from square to round, and sizes range from small, almost bite-sized, to big and for-sharing. At UN, fading hopes for improving lives on planet
World leaders meeting in New York next week will try to revive key goals meant to improve the lot of humanity by 2030, plans that are in doubt today as hunger, poverty and other crises persist. Leave no one behind In 2015, UN member-states adopted 17 wide-ranging development goals to be met by 2030, which included eradicating extreme poverty and hunger, providing access to drinking water, ensuring gender equality and health care for all. "In thriving economically in the 21st century, you cannot any longer try to do so at the expense of nature, or at the expense of people who are left behind," the head of the United Nations Development Program (UNDP), Achim Steiner, told AFP. But the 2030 Agenda is in trouble, according to the UN. "The Sustainable Development goals are in peril," the UN said in a report published in July. In order to meet these goals, governments coming together at the UN General Assembly on Monday are slated to commit to "act with urgency... for people, planet, prosperity, peace and partnership, leaving no one behind," according to the draft declaration. Poverty and hunger Progress has been slow and, in some cases, things are even worse now than they were in 2015. The Covid-19 pandemic has halted progress in combating extreme poverty, defined as living on less than $2.15 per day. Far from the hoped-for eradication, at the current rate 575 million people will still be living in such conditions in 2030, most of them in sub-Saharan Africa. And the world has returned to levels of hunger not seen since 2005. Furthermore, 1.1 billion people live in urban areas in slum-like conditions, more than two billion still do not have access to drinking water, 38 out of 1,000 children die before their fifth birthday and the impacts of climate change are increasingly devastating. Debt burden Crippled by various world crises, from Covid-19 to the war in Ukraine, many countries are crumbling under the weight of their debt and do not have the means to change course. "Countries are not able to pursue the development they want right now, but they can only opt for a recovery, where they go for the growth they can get," Steiner said. That, however, is a risky path. "That growth takes us back to the fossil fuel dependency and to greater inequalities, precisely the things that have led to so many tensions, protests on our streets," he added. That is why the draft declaration that will be discussed on Monday talks about reforming international financial institutions, over which, however, the UN has no control. How milk can make dishes taste creamier and more delicious
At the recent launch of Judy Ann Santos as the new celebrity endorser of the Alaska milk brand, the actress helped demonstrate how to make dishes taste creamier and more delicious. She was with culinary experts, such as online food content creator Hazel Cheffy. The dishes they whipped up — pumpkin soup, fried chicken with special gravy, halo-halo — were served to the media representatives and other guests at the event. Santos later on shared this tip to DAILY TRIBUNE when asked what makes her halo-halo extra special: use frozen evaporated milk. “Kasi na-realize ko, ‘Oo nga, no, bakit hindi ’yung mismong Alaska evap ang i-freeze ko instead of using ice? Para mas malasahan ko ang gatas. Di ba pag natunaw na ang yelo, nagiging matabang? E, ayoko kasi na tumatabang ang halo-halo ko.” The chef and owner of Angrydobo restaurant also pointed out, “Gusto ko, dire-diretso ang kain ko. Ayoko nang nabibitin.” She then added, laughing, “Masyadong matakaw.” Here are two recipes from Alaska to try. [caption id="attachment_180493" align="aligncenter" width="1100"] Photographs Courtesy of AlaskaCreamy Garlic Chicken Stew.[/caption] Creamy Garlic Chicken Stew 500 g chicken thigh fillet, cut into large chunks Salt and pepper to taste 2 tbsp olive oil 2 pcs garlic, pounded to a paste 2 tbsp ginger, minced 2 c evaporated milk 1/2 c water 1 c carrots, cut into chunks 3/4 c button mushrooms, halved 1/2 c red bell pepper, diced 1/2 c all-purpose cream 3 tbsp parsley, chopped Season chicken thigh pieces with salt and pepper, and sear in a sautè pan with olive oil until brown on both sides. Set aside. In the same pan, melt butter and sauté garlic paste until fragrant. Add in ginger and sauté until softened. Add back chicken thighs then pour in evaporated milk and water. Simmer chicken until cooked through for about 20 minutes. Season to taste with salt and pepper. Add in carrot chunks and mushrooms, and cook until carrots are fork-tender. Add in bell peppers, all-purpose cream and parsley. Simmer for five minutes, then serve. Top with fried garlic bits, if desired. [caption id="attachment_180494" align="aligncenter" width="2560"] No-Bake CreamyTres Leches cake.[/caption] No-Bake Creamy Tres Leches Cake Difficulty: Easy 1/2 c condensed milk 1 can evaporated milk 1/2 tsp vanilla extract 8 pcs mamon cake Toppings: 1 1/2 packs all-purpose cream, chilled 1/3 to 1/2 cup condensed milk Your choice of sliced fruit In a large bowl, whip the chilled all-purpose cream until peaks form. Fold in 1/2 cup condensed milk into the whipped cream. Refrigerate until ready to use. In a medium bowl, combine 1/2 cup of condensed milk, evaporated milk and 1/2 teaspoon of vanilla extract. Cut one piece of mamon in quarters and the other pieces of mamon in halves. Arrange the mamon to fill up and eight-inch pan. Pour the milk mixture over the mamon layer and let it absorb the milk. Spread the cream mixture from earlier and pour to cover the cake. Chill overnight to let the cake set. Once ready to serve, top the cake with your choice of fruit. Enjoy fresh from the chiller.
