The Philippine Navy is slated to acquire two brand new missile corvettes between 2025 and 2026 while two offshore patrol vessels are set to come from 2026 to 2028, according to a Navy official on Wednesday. PN vice commander Rear Adm. Caesar Bernard Valencia said that the incoming new navy vessels in the country is part of the corvette acquisition program of the Department of National Defense with the South Korean shipbuilder Hyundai Heavy Industries awarded on 28 December 2021. “We have a lot of naval ships coming in. In 2025 and 2026, we will be receiving two brand-new corvettes from South Korea. These ships are brand new,” Valencia said in a radio interview. The navy official said the brand corvettes are expected to reinforce the two Jose Rizal-class missile frigates that are in service — the BRP Jose Rizal and the BRP Antonio Luna. Zubiri: Amend procurement law to ease defense purchases
Senate President Juan Miguel “Migz” Zubiri on Monday expressed his support for the proposal to amend the 20-year-old Government Procurement Reform Act. “Government procurement reforms should lead to the expedited purchase of defense equipment the country needs to protect its territory, especially from the illegal incursions of China in the West Philippine Sea,” Zubiri said in a statement. He issued the statement after calling for the removal of bottlenecks in the government procurement of goods and services, directing his call to economic managers who appeared before senators last week to defend the proposed P5.768 trillion national budget for 2024. He said that the acquisition process can still be “stringent but speedy so that recipients will get the right equipment at the right price at the right time.” With the current state of the country’s Philippine Navy and Philippine Coast Guard, the Senate chief underscored the need to procure the “best and not necessarily the cheapest equipment” to bolster the country’s defense capability. “There are several allies who would like to give us slightly used, not necessarily brand new, but good equipment so our law must be able to respond to this reality, otherwise the acquisition will not push through for lack of legal basis,” he said. “You know, when you buy an aircraft, even a 10-year-old aircraft, as long as it is well maintained, it can still be durable within the next 30 years,” he added. To complement the amendments to the government procurement law, Zubiri also pushed for the passage of Senate Bill No. 315 or the “Philippine Defense Industry Development Act,” a measure envisioned to promote the local production of defense equipment and materiel. The proposed measure seeks to revitalize the Self-Reliant Defense Posture program implemented in the 1970s to support the growing military hardware requirements of the Armed Forces of the Philippines by incentivizing in-country enterprises to help grow the local defense industry. “By encouraging the growth of local enterprises supplying defense equipment and hardware to our AFP, we become less reliant on other countries to fill out our defense requirements. CoA flags PCG for unauthorized purchase of luxury vehicle
The Commission on Audit flagged the Philippine Coast Guard for bypassing Malacañang's order when it acquired a P4.99 million luxury vehicle in 2022. According to the audit report, the PCG acquired Toyota Land Cruiser Prado costing P4.99 million last year, notwithstanding Malacañang's Administrative Order No. 14 prohibiting all government agencies from acquiring and using luxury vehicles for their operations. AO No. 14 was issued by then-President Rodrigo Duterte in December 2018. Under AO No. 14, a vehicle could be considered luxury if its engine displacement exceeds 2700 cc for a sports utility vehicle or SUV with an engine exceeding four cylinders. According to the audit, "Review of the Sales Invoices of the properties acquired through rebates disclosed that the Toyota Land Cruiser Prado costing P4,999,000.00 (net of discount of P201,000.00), with engine displacement of 3956 CC and engine of six cylinders is considered a 'luxury vehicle'." The audit also revealed that the acquisition of the Toyota Land Cruiser Prado through rebates was made without approval by the Department of Budget and Management. The PCG also made the Toyota Land Cruiser Prado bulletproof for P2.80 million. The audit on the PCG also showed that it procured 31 brand new Isuzu MUX LS-A 4×2 vehicles worth a total of P58.9 million. State auditors pointed out that "the necessity of acquiring new vehicles to utilize the rebates from Petron Corporation cannot be adequately established," taking to account that the PCG and its districts owned approximately 459 service vehicles. In response to the audit, the PCG explained that "the acquisition of Toyota Land Cruiser Prado is deemed necessary for the PCG to ensure safe and secured transportation of the Commandant and to uphold PCG's mandated functions." The PCG added that "the acquisition of vehicles through rebates is an opportunity for the PCG to capacitate the Command to become more responsive to the challenges prompting the organization." The CoA, nonetheless, said the PCG should secure an ex post facto approval from the Secretary of Budget and Management on the acquisition of the Toyota Land Cruiser Prado pursuant to AO No. 14 s. 2018, and submit such approval to the Office of the Auditor. DBP funds Iloilo modern jeeps
State-owned Development Bank of the Philippines has granted a P367.72-million credit assistance to an Iloilo-based transport cooperative for the acquisition of 148 brand new modern Public Utility Jeepneys as part of efforts to promote a safer, greener and more efficient public transportation system in the province. DBP president and chief executive officer Michael O. de Jesus said the credit support to Metro Iloilo Transport Service Cooperative under the bank’s Program Assistance to Support Alternative Driving Approaches would finance the acquisition of EURO-compliant PUJs to be deployed to seven routes in Iloilo City. “DBP’s credit assistance to MITS Coop reflects our firm resolve to support the implementation of the National Government’s Public Utility Vehicle Modernization Program,” De Jesus said. “This undertaking further fortifies DBP’s commitment to stimulate local businesses in the automobile industry and to contribute to the overall development of the transportation sector in the country.” DBP is the eighth largest bank in the country in terms of assets and provides credit support to four strategic sectors of the economy — infrastructure and logistics; micro, small and medium enterprises; environment; social services and community development. MITS Coop is registered with the Cooperative Development Authority and was organized in line with the national government’s jeepney modernization program. It has 627 members, composed mainly of drivers, jeepney operators and allied workers from various municipalities in Iloilo. De Jesus said the PASADA Program is DBP’s flagship program for the modernization of the country’s transportation system and offers flexible and competitive financing options tailored to the unique needs of transport corporations and cooperatives accredited by the Office of the Transport Cooperatives. He said the modern PUJs financed by DBP will serve the transportation needs of an estimated 33,000 commuters, following the issuance of a transport route plan that includes seven routes situated mostly in highly populated areas of Iloilo City. “As a development financing institution, DBP will continue to pursue partnerships that would bring far-reaching benefits to the lives of commuters, local businesses, and the environment at large,” De Jesus said. Thai firm acquires Home Credit’s largest stake
Home Credit Philippines, a consumer finance provider that promotes the principles of financial inclusion and safe lending owned and controlled by Czech firm PPF Group, is now in the hands of Thailand’s fifth largest financial group after taking a 75 percent share following the recent completion of its acquisition. Meanwhile, the remaining 25 percent of Home Credit Philippines shares are now owned by Mitsubishi UFJ Financial Group, a global financial leader from Japan. According to an official statement on Friday, Home Credit Philippines said a deal was completed with a base value of EUR 406 million (P24.4 billion), and the final consideration is subject to a one-to-one adjustment based on the equity book value at the closing of the transaction. An audit of the country’s electricity grid should not even be the subject of debate as it is a necessity considering that the operating system is practically compromised in favor of the State Grid Corporation of China or SGCC, the 40-percent partner in the consortium. Equipment bearing Western brand names such as Asea Brown Boveri, General Electric, and Siemens were all discarded a year after NGCP took over the National Transmission Corp. assets in 2009. The NARI system from a group that is a unit of the SGCC took its place. The main difference is that the earlier equipment allowed for independent operations, in contrast to NARI which is centralized. The use of a single system exposes the electricity network to outside threats, an industry expert said. The NARI system provides electronic control that makes it possible to switch on and off the circuit breakers of power plants. Based on the source in the energy sector, NGCP officials’ claims about the safety of the power backbone from intrusion are dubious since the installed system allows remote access to the network. Lotilla reiterated that a comprehensive review is needed to get to the bottom of all the country’s transmission problems, which sometimes cause power interruptions. “Our job is to make sure that we have the proper, called for comprehensive study and audit,” the Energy chief said. An earlier proposal was for the government and NGCP to each assemble a technical working group that would jointly conduct the audit. The Department of Energy has been restricted under the Electric Power Industry Reform Act from initiating a probe of the concessionaire as the law specifies the agency is limited to policy making. ERC, however, according to the source, lacks the teeth to enforce an audit. Energy officials should muster the will to go through with the review of NGCP. It is absurd that the government has to go through an ordeal just to inspect a property it owns since NGCP is merely a tenant based on its 25-year concession. The Philippine Navy on Friday commissioned into service its two brand new Israeli-made fast attack interdiction craft missile (FAIC-M) platforms as it celebrates its 125th anniversary at the Commodore Divino Pier in Manila. President Ferdinand R. Marcos Jr. graced the formal activation of the country’s new capable boats—the third and fourth addition to the existing components of Acero-class Patrol Gunboats (PG) of the Fleet's Littoral Combat Force. Marcos sees the commissioning of the vessels as a significant naval aspect of the country’s military operations. “This endeavor will pave the way for the holistic transformation of our AFP into a stronger, modern, and formidable organization. By then, the AFP will be more effective in its military aims and more responsive to our national goals,” Marcos said. Earlier this month, the Philippine Navy christened these two ships—the BRP Gener Tinangag (PG903) and BRP Domingo Deluana (PG905), named after the Philippine Marine Corps heroes and Medal for Valor awardees for bravery and sacrifice beyond the call of duty, late Cpl. Gener Tinangag and late Sgt. Domingo Deluana. PN spokesperson, Capt. Lawmakers urge PNP to expedite purchase of body cams
Lawmakers in the House of Representatives on Tuesday urged the Philippine National Police to take action on various issues surrounding the agency's use of body-worn cameras. Among issues raised during the House committee on public order and safety's motu propio inquiry into the procurement of body-worn cameras and other mission-essential equipment of the PNP was the procurement of cheaper cameras but with better specifications, as well as the need to expedite the PNP's acquisition of the equipment. The panel's chair, Santa Rosa City Rep. Dan Fernandez, advised officers to opt for a low-cost but high-brand to make the most of their budget after finding that the PNP's initial bodycam purchase cost P25,950. "Maybe in our next purchase, make sure it is a better brand because if you look at the P26,000 price of what you procured, we can already buy the best brand," Fernandez said in Filipino. According to PNP Maj. Gen. Ronaldo Olay, body-worn cameras were given P333.994 million in the 2018 General Appropriations Act. The chairman said there are cheaper cameras, such as GoPro, which costs only P20,000 but has high-end features. Fernandez even claimed he bought bodycams for just P8,000 during his time as a mayor. Meanwhile, Bicol Saro Partylist Rep. Brian Raymund Yamsuan asked the PNP to expedite its bodycam procurement after learning that the existing procurement system would take nearly 20 years to provide these devices to the full uniformed force. Given the backlog of at least 43,000 bodycams as of this year, Yamsuan said it would take at least two decades for the PNP to provide such devices to the entire police force. "When we think about it, it will take 20 years before we can fill the backlog," Yamsuan, a former assistant secretary of the Department of the Interior and Local Government, told PNP officials. "It's vital now especially, not only for the victim. The police are also victims. When you are wrongly accused, you also need to protect yourself.'" The fact that the PNP's proposed budget for 2024 includes funding for the purchase of only 2,000 bodycams prompted Yamsuan's call. “You should think about yourselves and enhancing the capability of your agency,” the lawmaker told the PNP. Go inspects Super Health Center in Dipolog City
Senator Christopher “Bong” Go vowed to espouse advocacies that will improve the country's healthcare system and bring public health services closer to those in need. The Senate Committee on Health and Demography head made that statement as he conducted an inspection of the Super Health Center in Dipolog City, Zamboanga del Norte on Saturday, 15 April. Go previously attended the groundbreaking ceremony for the Super Health Center on 3 March. “Napansin ko noon, sa napakalayong lugar, walang access sa ospital yung mga buntis at manganganak na lang sa jeep at tricycle… sa layo ng biyahe, hindi na umaabot sa ospital,” said Go. “Kaya ngayon po, magkakaroon na po ng Super Health Center sa kanilang komunidad. Para ito sa mga kababayan natin sa malalayong lugar, makakatulong po ito lalo na sa mga mahihirap,” he added. The Super Health Center in Dipolog City is set to provide basic health services such as database management, out-patient services, birthing facilities, isolation facilities, diagnostic (laboratory, x-ray, and ultrasound) services, pharmacy services, and an ambulatory surgical unit. The center will also offer specialized services such as eye, ear, nose, and throat (EENT) care, oncology centers, physical therapy and rehabilitation centers, and telemedicine services, which allow remote diagnosis and treatment of patients. Through the collective efforts of fellow lawmakers, sufficient funds had been allocated under the Health Facilities Enhancement Program of the Department of Health for 307 Super Health Centers in 2022, and 322 in 2023. DOH, the lead implementing agency, identifies the strategic areas where they will be constructed. In the province of Zamboanga del Norte, necessary funds have been allocated for the DOH to construct other Super Health Centers in Dapitan City, and in the towns of Kalawit, Sindangan, and Sirawai. Additionally, two more centers are planned to be constructed in other areas in Zamboanga del Norte. Apart from the Super Health Center, Go was also present for the turnover of three brand-new ambulance units to Dipolog City, which were a much-needed addition to the city's fleet. Moreover, Go was present for the inspection of the Oval Track Project in the city, which is another groundbreaking initiative aimed at providing Filipinos with a state-of-the-art facility for sports and recreation. Go supported the funding for these projects as the Vice Chair of the Senate Committee on Finance. Aside from the aforementioned projects, the senator has likewise supported numerous initiatives to promote the development of the province, such as the construction of multipurpose buildings in Dapitan City, Jose Dalman, Mutia, President Manuel A. Roxas, Salug, Siocon, and Sindangan; acquisition of ambulance units for Mutia and trucks for Katipunan and Mutia; and rehabilitation of roads in Dapitan City, Godod, Jose Dalman, Liloy, Kalawit Labason, La Libertad, Sergio Osmeña and Salug. Meanwhile, Go and his team also distributed assistance to 1,000 indigents the same day. Held at the Dipolog Sports Complex, Go personally led the distribution of grocery packs, vitamins, masks, snacks, and shirts to the residents. Shoes and balls for basketball and volleyball were also provided to select beneficiaries. The Department of Social Welfare and Development then provided financial assistance to the qualified beneficiaries. The senator also advised residents to seek the services of the Malasakit Centers at the Jose Rizal Memorial Hospital in Dapitan City or at the Zamboanga del Norte Medical Center (ZNMC) in Dipolog City which he visited the same day to check on the center’s operations and assist patients and hospital personnel. The DSWD also provided additional assistance to qualified patients in ZNMC during the visit. The Malasakit Center is a one-stop shop which aims to reduce the hospital bills of particularly poor and indigent patients to the lowest amount possible. It brings together the national agencies which offer medical assistance, namely, the DSWD, DOH, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office. The program was institutionalized under Republic Act No. 11463, also known as the Malasakit Centers Act of 2019, which Go principally authored and sponsored.
