Igacos waterfall cemented?

Cellular phone services in Bacolod City will be suspended during the 44th MassKara Festival this weekend, as requested by the Philippine National Police. The National Telecommunications Commission said in a memorandum that the suspension will be in effect from 3 p.m. to 9 p.m. on Saturday for the MassKara Electrika Diva and Electric MassKara float parade and competition. On Sunday, the suspension will be from 12 p.m. to 9 p.m. for the MassKara Street Dance and Arena competition. The NTC said the suspension is necessary to ensure security and safety during the festival. “There shall be no signal, direct and/or reflected, coming from any cell sites in the areas covered by the festivities,” NTC Commissioner Ella Blanca Lopez said in the memorandum. The MassKara Festival is one of the biggest and most colorful festivals in the Philippines. It is held annually in Bacolod City to celebrate the city’s resilience and culture. The festival’s highlights include the street dance competition, the electric MassKara float parade, and the masskara queen contest. DSWD welcomes CoA report on NCR warehouse
The Department of Social Welfare and Development on Thursday said it welcomed the recommendations of the recent Commission on Audit report to improve the condition of the warehouse operated by the DSWD Field Office-National Capital Region. DSWD Secretary Rex Gatchalian has already ordered FO-NCR Director Michael Joseph Lorico to physically inspect the warehouse and check the condition of the stockpile of relief goods, according DSWD Assistant Secretary Romel Lopez, who is also the agency’s spokesperson. “The words ‘state of disrepair’ and ‘lack of cleanliness and organization’ are not acceptable to the DSWD’s manual of housing relief items in any of our warehouses or facilities,” Lopez said. “Rest assured that the DSWD management is already looking into this concern to fast-track the apply the necessary changes to improve the stockpiling, cleanliness, and condition of the NCR warehouse,” he added. Lopez said that aside from the immediate inspection, Gatchalian also ordered to sort out all relief supplies to ensure that no outdated items will be distributed to areas that will be hit by disaster or calamities. The Department, Lopez said, will also take into consideration the regular pest control and repairs to improve the condition of the storage facility, which is operated and managed by FO-NCR. The National Resource Operations Center, the main disaster hub of the DSWD located in Pasay City, can temporarily hold some of the family food packs from the regional warehouse until the situation in the said facility is sorted out, according to the DSWD Disaster Response and Management Group. On 22 September 2023, in a freak and unfortunate accident, the country lost a man who spent much of his life in dedicated public service. Bayani Fernando, a popular, beloved three-term mayor, a two-term Congressman of Marikina, a few months Secretary of Public Works, and an eight-year Chairman of the Metropolitan Manila Development Authority, passed away at age 77, creating a vacuum in the kind of leadership exercised by, unfortunately, a few public servants. In a toxic atmosphere of politics, his entry into public service was a refreshing gust of wind. Putting aside his business interests (he founded the BF Group of Companies, engaged in construction, steel, manufacturing, and real estate), he plunged head-on to an unfamiliar terrain. He lost in his first try and emerged victorious in his second. Thereafter, he carved a name for himself as a strict, disciplinarian and creative Mayor of Marikina for three consecutive terms. He has become a legend in local administration. He transformed Marikina from a 4th class municipality to a model city of cleanliness and orderliness, receiving citation after citation in different fields of endeavor. As Mayor, he launched a crusade against all forms of transgressions of law. He stopped illegal vending and destroyed the confiscated food and merchandise to show he meant business. He instilled discipline among the employees. He made the dirty and odorous public toilets in City Hall look and smell like hotel restrooms. He re-settled the informal settlers, not by transferring them to other cities but by providing them with lands and shelter inside the city. Bayan as he is called by his pretty and equally dedicated public servant wife, Marides Carlos- Fernando, dredged the Marikina River of filth and garbage, developed the banks into flood control outlets, and converted both sides of the river as a park. He commenced massive repairs and cementing of roads. He built an efficient drainage system and created sidewalks all over Marikina. He established health centers in the barangays. He enforced the law on everyone, exempting no one. He removed illegally parked vehicles and enforced traffic rules strictly. He made the public market clean and stalls orderly and sectionalized. Garbage was regularly collected. Public service became efficient and prompt. Employees were courteous and sported smiles as they rendered service to Marikeños. Under his watch, the economy of Marikina grew. His other half, a UP product, from whom he derived his inspiration to serve faithfully Marikina, continued the caring Fernando kind of governance. He brought his creative and authoritative leadership as Chairman of the Metropolitan Development Authority to Metro Manila. He brought back the sidewalks to the pedestrians, which were invaded by vendors selling their wares. He forcibly evicted squatters along the railroad tracks, esteros, and those living under the bridge. He made innovative projects that dramatically lessened the chaos that used to vex Metro Manilas. He improved on the nightmarish traffic congestion. He introduced the U-turn slots and constructed food bridges that made crossing the streets convenient and safe. He was a hands-on government worker, ensuring the projects he initiated ran smoothly, and those implementing them were on their toes. He didn’t back down from pressures and resistance coming from powerful politicians and businessmen. He didn’t leave anything to chance or rely on the people he tasked to do a particular job. He had to be there inspecting, correcting, and innovating on anything he put his mind to. Tragically, this admirable character trait brought him to his demise. Lacuna: Dispose garbage properly
The local government of Manila on Wednesday appealed to all city residents to dispose of their garbage properly, especially during the rainy season, stressing that improper waste disposal contributes to clogged waterways and flooding. The lady mayor also cited the importance of clean surroundings in order to avoid any kinds of illnesses borne by dirty areas, such as stagnant waters that become breeding grounds for rats and mosquitoes. Confession of a skeptic cat parent
I used to be skeptical about owning a cat and didn’t see the appeal. I thought cats were distant and not affectionate based on stereotypes and my limited experience. Growing up, we didn’t have cats. I rarely saw one inside our house. Pet dogs are a different story. Having had several since my world began, I believed dogs were loyal and formed deep bonds with their owners, while cats appeared aloof and uninterested in forming connections. I didn’t want a pet that would only tolerate me without showing genuine affection. Am I to be blamed for having reservations about the cleanliness and upkeep involved in owning a cat? My mother and only brother were wheezers. The idea of handling cat fur, cleaning litter boxes, and the possibility of allergies brought uncertainty about having them as pets. I initially preferred a pet that required less maintenance, or at least I thought so. My viewpoint started to shift when a colleague in the government welcomed a cat into their home. Back in 2016, I observed a new aspect of having a feline companion that hadn’t crossed my mind previously. This cat displayed affection, playfulness, and sincere love towards its owner. I witnessed how the cat offered solace and companionship, particularly during challenging moments. One day in 2017, my daughter came home from school with an orange kitten – we guessed he was five months old. He was a “puspin” (short for pusang Pinoy or Pinoy cat) with a short coat that had lost its kitten fluff. The puspin had followed her from the condo gate like a child afraid of getting lost. Driven by my curiosity, I yielded to the temptation and chose to dedicate some time to interact with my daughter’s cat we named Sam. To my astonishment, I formed a strong connection with the feline in a short period. Sam’s tender purrs, lively behavior, and instances of cozying up disarmed the skeptic in me. It also dawned on me that cats could provide companionship and a distinct form of love that, although different from dogs, held an equally significant worth. American novelist Ernest Hemingway’s “One cat just leads to another” quote is spot on. More than five years after adopting Sam, we now share the house with nine other “puspins.” In time, I uncovered the cats’ diverse personalities. It is wrong to say that all cats exhibit independence and are reserved because they, too, are sociable and yearn for human interaction. It took more than five decades for me to realize that cats can forge profound connections with their owners, thereby transforming them into loyal companions. Together with my children, the responsibilities of litter box maintenance, grooming, and maintaining a cat-friendly home became part of our daily routine. We join other cat parents and feline enthusiasts across the globe on August 8 in celebrating one of man’s most common and ancient pets. International Cat Day, created by the International Fund for Animal Welfare in 2002, is an annual occasion that commemorates cats, advocates for their well-being, and promotes responsible pet ownership. Tree planting drives intensified
The local government of Iloilo’s City Environment and Natural Resources Office and partner organizations continue to collaborate on a tree planting drive to promote native trees to mitigate the impacts of climate change. Through the Iloilo City Tree Park Network Project in Molo, La Paz and Jaro, planting of native trees has been given a boost in various locations. A total of 20 saplings of native species were planted at the Beach Forest along the coast of Barangay Boulevard, Molo, and in City Hall in partnership with the Zoological Society of Londonand Globe. City ENRO Engr. Neil Ravena said clean-ups are also being conducted every week. “Tree park personnel, or ‘forest guards’ have been placed to ensure cleanliness and maintenance of the area, as there have been reports of improper waste disposal,” Ravena said. He added that at least 200 hectares of arboretum, a botanical garden devoted to trees, have been planted with different native trees in the Mangrove Eco-Park at Hinactacan, La Paz. The tree park area in Lanit, Jaro is currently undergoing filling works by the Department of Public Works and Highways to elevate the site to make it suitable for planting trees and to prevent flooding. The local government has also partnered with the United Architects of the Philippines Bahandi Chapter, which has creatively designed the tree park. This will feature also the Ati Livelihood Center where the indigenous people can present their own products and conduct discussions. The native species of saplings burgeoning in the said areas were carefully selected with the active participation of native tree enthusiasts to create a much greener environment that will preserve ecological balance, enhance biodiversity, and combat the climate crisis. The local government of Marikina City has conducted simulation exercises or SimEx as part of its preparations for the Palarong Pambansa 2023. Marikina City Mayor Marcelino “Marcy” Teodoro led the activity to gauge the city’s readiness for the opening of the Palarong Pambansa 2023 to be held in the city from 29 July to 5 August. The simulation exercises were attended by more than 1,500 students, technical officials, principals, teachers, and officials and employees of the local government. The opening parade was held along the Marikina River Park. There was also a short program at Freedom Park that represented the Marikina Sports Center, where the program will actually be implemented. The simulation exercises were followed by an assessment meeting, which was also led by the mayor. Teodoro instructed the team to make the parade and the program more fun, colorful, and full of energy during the opening of the said sporting event. He also ordered full preparations for other aspects of the event, such as the cleanliness and order of the playing venues, billeting venues and other facilities.
