Slain rebel’s family receive assistance
PALO, Leyte — The Philippine National Police revealed that the family of the slain New People’s Army guerilla Luisito Enero was given assistance by the PNP for a proper burial. This, as P/Brig.Gen. Vincent Calanoga recently visited the wake of Enero, who is also known as “Jerry Lutao” and “Ka Nadi” in the communist movement, in his hometown in San Roque, Northern Samar last 28 July to personally extend his sympathy and condolences to the family. “It is with grief and regret that a life has been lost in this nonsensical fight. Resorting to raising arms against the government as a way to address grievances does no good, and it will never do,” Calanoga said. To recall, Enero and Brando Obiado, alias Idol, were killed in an encounter between the communist rebels and troops from the 19th Infantry Battalion last 22 July in Barangay Cagbigajo, Pambujan, Northern Samar. Dennis Padilla poured his heart out in his latest interview with Ogie Diaz, discussing the continuing saga and heartbreak of why he thinks his children with Marjorie Barretto—Julia, Claudia, and Leon—still refuse to speak to him. Padilla also recounted that Leon used to speak to him, but that after an incident last year when he called them out for not greeting him for Father’s Day, Leon, too, hasn’t talked to him since. Lucky to come home: Growing up trans in Brazil can be deadly
Wearing a pink dress that matches the bow in her hair, eight-year-old Agatha flashes a smile that belies all she has been through as a trans child growing up in Brazil. Agatha's mother, Thamirys Nunes, says she vividly remembers the day her daughter, then almost four, asked the question that has changed both of their lives. "Mommy, can I die today and come back tomorrow as a girl?" Nunes, 33, who lives in Sao Paulo, says she knew then they both had a hard road ahead, in a country where the discrimination and dangers facing trans people run deep. Gender dysphoria among children, a sensitive subject in many places, is especially fraught in Brazil, the deadliest country in the world for trans people. There were 118 trans people murdered in Brazil last year, 29 percent of the world total, according to the National Network of Trans People of Brazil. Polarizing politics have only made things worse, in a country where far-right ex-president Jair Bolsonaro (2019-2022) made attacking "gender ideology" a central issue in elections last year, and conservative parties hold a strong majority in Congress. Nunes says she worries every time Agatha leaves the house. "I'm afraid people will call her a freak, hit her or mistreat her," she says. "I feel lucky every time she comes home." Activist mom It was not easy for her to accept Agatha for who she is, admits Nunes. "It wasn't my dream to have a little trans girl. I had lots of doubts," she says. She remembers Agatha playing with dolls and wearing earrings from the time she was small. "She had always been uncomfortable with the gender she was given at birth," she says. A psychologist told Nunes she needed to "reinforce" her child's masculine side, she says. But "trying to reaffirm her masculinity just hurt her," she told AFP. So, overcoming her own prejudices and fears of what people would think, Nunes decided to let Agatha change her name and live as a girl. It has been a transformative experience for Nunes, too. Today, she is an activist for the rights of trans children and teens. Last year, she founded an organization called My Trans Child, which has nearly 600 members. 'Abandoned to their fate' Although Bolsonaro lost last October's elections, replaced by the more tolerant administration of veteran leftist Luiz Inacio Lula da Silva, activists say the situation for trans people remains alarming. Aline Melo, a member of Nunes's organization, says things have only gotten worse in recent years. Her son, 14-year-old Luiz Guilherme, is trans. "He's proud of who he is. But he knows he can't always be himself when he leaves the house," she says. Nunes says the lack of government protections to combat rapes and violence against trans youths is "absurd." "We want public policies to protect (this group) that is abandoned to their fate," she says. Forced to leave home Celeste Armbrust still remembers how she felt when she embraced her own gender identity, her eyes lighting up beneath her new pink bangs. "I felt like myself. I felt free," says the 17-year-old trans girl, who began hormone therapy at 16 -- the age authorized under a 2020 decision by Brazil's Federal Council of Medicine. She was brave enough to unveil her new identity at school. But she is afraid to leave the house alone. "She's fearful of being singled out and suffering for it," says her mother, Claudia Armbrust. Brazil, a sprawling country of 214 million people, has just five public centers to assist children and teens on gender identity issues. There is a long waiting list at Sao Paulo University Clinical Hospital, which is helping around 400 such minors. "We help them feel understood," says psychologist Larissa Todorov. But few in Brazil have access to such programs, which struggle with insufficient funding. Carolina Iara, 30, a trailblazing state legislator who is Brazil's first intersex lawmaker, says the country has made progress since her childhood. But not nearly enough, she adds. "There are still trans kids who get kicked out of the house at 13 and have to turn to prostitution," she says. EU lawmakers to back world’s first AI rules
European Parliament lawmakers will vote Wednesday to kickstart talks to approve the world's first sweeping rules on artificial intelligence systems like ChatGPT, aiming to curb potential harms while nurturing innovation. Although the EU's plans date back to 2021, the draft rules took on greater urgency when ChatGPT exploded onto the scene last year, showing off AI's dizzying development and the possible risks. There is also growing clamour to regulate AI across the Atlantic, as pressure grows on Western governments to act fast in what some describe as a battle to protect humanity. While AI proponents hail the technology for how it will transform society, including work, healthcare and creative pursuits, others are terrified by its potential to undermine democracy. Once adopted by the EU parliament, officials say negotiations for a final law with the bloc's 27 member states will begin almost immediately, starting later Wednesday. The race is on to strike an agreement on final legislation by the end of the year. Even if that ambitious target is achieved, the law would not come into force until 2026 at the earliest, forcing the EU to push for a voluntary interim pact with tech companies. Brussels and the United States agreed last month to release a common code of conduct on AI to develop standards among democracies. Lawmakers have hailed the draft law as "historic" and pushed back against critics who say the EU's plans could harm rather than encourage innovation. "Is this the right time for Europe to regulate AI? My answer is resolutely yes -- it is the right time because of the profound impact AI has," MEP Dragos Tudorache said during Tuesday's parliamentary debate in Strasbourg. "What we can do here is to create trust, legal certainty, to enable AI to develop in a positive manner," European Commission Vice President Margrethe Vestager said. - 'Common' approach - The law will regulate AI according to the level of risk: the higher the risk to individuals' rights or health, for example, the greater the systems' obligations. The EU's proposed high-risk list includes AI in critical infrastructure, education, human resources, public order and migration management. The parliament has added extra conditions before the high-risk classification would be met, including the potential to harm people's health, safety, rights or the environment. There are also special requirements for generative AI systems -- those such as ChatGPT and DALL-E capable of producing text, images, code, audio and other media -- that include informing users that a machine, not a human, produced the content. Another MEP spearheading the law in parliament, Brando Benifei, called for a "common approach" to tackle AI risks. "We need to compare notes with lawmakers all around the world," he said. Tudorache added that the law was needed "because hoping that companies will self-regulate is not enough to safeguard our citizens". - Risks versus rights - Throughout the parliament's scramble to reach an agreement that began last year, rights defenders have urged the EU to protect rights. Under the parliamentary committee text approved last month, lawmakers propose bans on AU systems that use biometric surveillance, emotion recognition and so-called predictive policing. But Mher Hakobyan of Amnesty International warned this was at risk because "parliament may upend considerable human rights protections" that were agreed on by parliamentary committees last month. There are still fears that, even if lawmakers agree on those bans, they may not make it into the final law after negotiations with EU member states. South Korea celebrates 10 years of K-pop megastars BTS
Fans of K-pop megastars BTS flocked to hotspots around Seoul on Monday to mark the supergroup's 10-year anniversary, with South Korea unveiling a special commemorative stamp series to celebrate. The group's fans -- known collectively as ARMY -- gathered outside the offices of its agency HYBE to take selfies and record TikTok videos in front of a huge mural of the stars being painted on a wall. Korea Post unveiled a special edition series of stamps in BTS's honor set to go on sale at post offices Tuesday -- the official anniversary of the septet's debut -- having already sold out almost instantly online. "Obviously BTS are global superstars, but we didn't expect the stamps to be sold out on the day of the online release," a Korea Post official told AFP. After debuting on June 13, 2013, the group went on to become the first all-South Korean act to dominate the US and UK charts, raking in billions of dollars and building a global fandom in the process. "Many ARMY BTS fans have asked for the release of BTS stamps, and we also wanted to issue stamps for these global artists for their 10th anniversary," Kim Mi-hwa, Korea Post stamp designer, told AFP. The band -- currently on a hiatus, with two members performing their mandatory South Korean military service -- released a new digital single last week to celebrate the anniversary. The single, "Take Two", is purportedly a nod to the band's second chapter after a decade as musicians. Fans from around the world traveled to South Korea to celebrate the anniversary, with the Seoul city government running a special program for the visitors. "It's thrilling to be here. It's thrilling to be surrounded by other ARMY," scientist Anne Micic, 55, a BTS fan from Australia, told AFP. "I think that's the other thing, that as an ARMY when you meet other ARMY it's almost like you have another family, which is really awesome." A handwritten letter by J-Hope, who began his military duty in April, was uploaded Monday on Weverse, the worldwide fandom network. The letter appeared to have been prepared in advance for the anniversary before he joined the military. "I assume I'd be very military-disciplined" by the time the letter is revealed, he wrote. "No matter what day it is, I sincerely thank you and love you," he told fans. 'BTS saved my life' A special map released by the city government for fans visiting from abroad features 13 locations across the South Korean capital. It includes agency HYBE's office in Yongsan and the historic Gyeongbok Palace, where BTS filmed a special edition of the Tonight Show with Jimmy Fallon. Fans said it was worth traveling so far to honor their favorite band. BTS "really saved my life", Claudia Agustin, 23, a fan from Indonesia who works in accounting, told AFP in Seoul, adding that their lyrics had spoken to her during difficult periods of her life. She said she was "really, really proud" of the group's 10-year anniversary. "I know how they've been struggling from back in their debut days and then they really make it big. Now everyone really knows them," she added. "Every male K-pop group will need to pause or transition due to South Korea's mandatory military service but not every group is adequately prepared as BTS has with preplanned music and content that holds significant meaning.
