The crucial role of watershed management
Watersheds provide a range of ecosystem services and support plants, animals, and humans. Despite its crucial significance, watersheds face multiple threats, such as rapidly increasing population, disruption of hydrologic conditions, and biodiversity loss. Because of its importance, the sustainability and stability of the watersheds are at serious risk in the absence of appropriate interventions. The Department of Environment and Natural Resources through the Ecosystems Research and Development Bureau, with co-sponsorship from the Asia Pacific Association of Forestry Research Institutions held a Congress on Sustainable and Climate Resilient Watershed Management through ecosystem-based approaches in the Asia-Pacific Region in Muntinlupa City. This was the reason why the DENR-ERDB organized the congress to cover the dearth of information on how to sustain and develop climate-resilient watersheds. The event featured more than 50 oral and poster presentations on innovative solutions that merge sustainable practices with climate resilience based on the experiences of delegates from different countries like the Philippines, Bangladesh, Fiji, Nepal, Indonesia, India, Vietnam, Germany, Sri Lanka, and Thailand. In her message, ERDB Director Maria Lourdes G. Ferrer emphasized the need to address critical issues on watersheds, forge partnerships, and work collectively to attain a more sustainable and resilient future. She called the participants to engage in fruitful collaborations to exchange valuable information. To help achieve its objectives, the congress has four themes: Climate resilience and sustainable watershed management; Rehabilitation and restoration of degraded watersheds; Nature-based approach in watershed management; and Policies, legislations, and institutional arrangements. The three-day event revolved around watershed management. Six plenary speakers who are experts on various topics on watershed management shared informative talks and experiences in the field. Dr. Rex Victor Cruz of the University of the Philippines talked about climate resilience and sustainable watershed management while Dr. Shanker Kumar Sinnakaudan of the Universiti Teknologi MARA Pulao Pinang shared the rehabilitation and restoration of degraded watershed in the context of Malaysia. A plenary talk was also given by the former ERDB Assistant Director and former Director of the River Basin Control, Dr. Antonio M. Dano which focused on the policies, legislations, and institutional arrangements that are critical to watershed management. Two talks centered on experiences and best practices in terms of watershed management in the Philippines. Forester Percival Cardona of the DENR-Forest Management Bureau shared insights on the Enhanced National Greening Program, one of the initiatives that is substantial in sustaining watershed management in the Philippines. DENR Region 10 Executive Director Henry Adornado discussed the strategies and best practices for sustainable watershed management for the Cagayan de Oro River Basin. Rice farmers happy with PBBM’s support
Filipino rice farmers expressed their gratitude Thursday for the assistance they got from President Ferdinand Marcos Jr. who also headed the Department of Agriculture. In a statement, Fernando Salvador, who represents rice farmers of San Jose City, Nueva Ecija, said they are not only enjoying better prices from their recent harvests but are also happy about it. He thanked President Marcos for his support to them through the DA seedlings and fertilizers assistance program, especially during this wet season. Salvador said President Marcos' assurance that he will make agricultural productivity a “top priority” is a sign that the country is not any more focused on importing the basic Filipino staple. He said over a hundred sacks of rice were harvested in every hectare of rice farmland compared to previous years. The Department of Agriculture, on the other hand, reported that around 532,980 metric tons of palay were harvested this October in Nueva Ecija alone, and an expected 153,000 more metric tons for the November harvest. Salvador added that they were also grateful when President Marcos announced that he had allocated P4.73 billion for the agricultural sector's mechanization and modernization during the 70th Founding Anniversary of the Federation of Free Farmers (FFF). This was aside from the President's promise that the government would work to strengthen farmers' organizations and cooperatives for additional opportunities for their members. Marcos also encouraged small farmers to be members of these organizations and cooperatives as it served as a fundamental tool of agricultural development to attain food security. Bong Go provides more support to TESDA graduates in Negros Occidental
Senator Bong Go congratulated Technical Education and Skills Development Authority trainees who graduated in Victorias City, Negros Occidental on Friday, 15 September. During the program held at the Victorias City Training Center, in partnership with E-Tech Global Training Academy, Go’s team provided shirts, grocery packs, and snacks to 75 graduates. Go, principal author and sponsor of the Malasakit Centers Act of 2019, has championed the cause of providing convenient access to medical assistance programs for particularly poor and indigent patients. Currently, there are 159 Malasakit Centers established throughout the nation, which have already assisted more than seven million Filipinos, as reported by DOH. Go, vice chairperson of the Senate Committee on Finance, has backed numerous initiatives aimed at fostering economic growth and raising the standards of public service delivery within the province. These include the construction of a revetment, multi-purpose public facilities, and several road maintenance initiatives in Bacolod City; and the construction of a multi-purpose building and concreting of a local road in the town of Don Salvador Benedicto. Other initiatives that Go pushed for include the construction of multi-purpose buildings in Calatrava and Himamaylan City; road maintenance in Bago City; and construction of a new infectious diseases wing at the Teresita L. NTF-ELCAC to sustain peace-building efforts
The National Task Force to End Local Communist Armed Conflict over the weekend expressed optimism that the government would be able to sustain its peace-building efforts to encourage more rebels to reintegrate into mainstream society. At the Saturday News Forum in Quezon City, NTF-ELCAC director Alexander Umpar said that in 2023, a total of 959 villages cleared of insurgency threats were included in the Barangay Development Program (BDP), an initiative that aims to bring sustainable development programs to conflict-prone and conflict-affected communities. Under the BDP, each village recipient will receive a package of programs, activities, and projects (PAPs) worth a maximum total of P20 million. BDP beneficiaries in 2021 and 2022 were pegged at 822 and 1,406, respectively, he said. Umpar said the NTF-ELCAC is bullish that by 2028, it would attain its goal of achieving lasting peace and development in areas that are vulnerable to armed conflicts. “By 2028, it is about sustaining the momentum of NTF-ELCAC gains with regards to the dismantling of these guerilla fronts, the reintegration of our FRs, and most of all, building resiliency for our communities under the ambit of good governance towards the unity, peace, and development,” he said. Umpar added that the government has dismantled 69 of 89 guerilla fronts since the creation of the task force in 2018. One of the 20 remaining guerilla fronts, he said, is active while 19 others are already weakened. “‘When we say strategic victory, this is the 19 weakened guerilla fronts and only one is left to be confronted by the Armed Forces of the Philippines),” he said. “There are still concerns about the armed groups but they are no longer able to initiate an armed struggle or topple down our government. So, ‘yun ‘yung (that’s the) strategic victory,” Umpar said. On the other hand, NTF-ELCAC director Jose Descallar urged rebels to give up and join the government in its goal of transforming the country into a “new Philippines.” He said the military could shift its focus on “external threats,” once the government is able to address local insurgency. Meanwhile, Director Emmanuel Santos Office of the Presidential Adviser on Peace, Reconciliation and Unity said the conduct of localized peace engagements has been proven to be the “most effective” approach in addressing communist insurgency. “We're localizing the engagement so we will be closer to the people to make them feel that the government is really here,” Santos said. However, he added that there should be “clear directions” to ensure the full reintegration of former rebels (FRs) into mainstream society.
