Bong Go calls on DSWD, concerned agencies to update list of indigent senior citizens
Senator Christopher "Bong" Go emphasized the need to update the list of indigent senior citizens, in accordance with Republic Act No. 11916. The said law also mandates an increase in the pension of indigent senior citizens -- from PHP500 to PHP1,000. RA 11916 or an Act Increasing the Social Pension of Indigent Senior Citizens amended RA 7432, the first Senior Citizens Act. The law was co-authored by Go in the Senate. “This amendment is a step forward in ensuring a better quality of life for our senior citizens. It's crucial that we provide them with the necessary support to live comfortably,” Go said. “Nandiyan na ang batas. Dapat maimplementa ito ng maayos para mapakinabangan ng taumbayan lalo na ng mga matatanda na sakop ng batas na ito. Ibigay dapat ang nararapat sa kanila at huwag patagalin pa,” he stressed. Go then cited Section 6 of RA 11916 which mandates the Department of Social Welfare and Development (DSWD), transitioning later to the National Council for Senior Citizens (NCSC), to annually update and validate the beneficiary list with the aid of the Philippine Statistics Authority (PSA) and the local government units. Go expressed his concern regarding the need to urgently update the list of beneficiaries, as the number of indigent seniors may have increased over time. "It's imperative that we review and promptly update the list of beneficiaries to ensure that the aid reaches the senior citizens who are truly qualified to benefit from the law," Go remarked. Go also co-authored and co-sponsored Senate Bill No. (SBN) 2028, which was principally sponsored by Senator Imee Marcos. The bill aims to provide additional support to individuals who have reached the age of 80 and 90 years old. This proposal amends the Centenarian Act of 2016, acknowledging that not everyone reaches the milestone of a century. He emphasized the cultural significance of caring for the elderly in the country and highlighted the importance of providing them with financial support while they can still benefit from and enjoy it. “Nasa kultura na nating mga Pilipino na alagaan ang ating mga nakakatanda. Dapat natin silang suportahan at bigyan ng pagkilala. Habang kaya pang pakinabangan at ma-enjoy ng senior citizen ang cash gift, ibigay na natin sa kanila,” said Go. Milagros Aquino-Magsaysay, the Office of Senator Robin Padilla, and volunteer organizations, spearheaded an activity for senior citizens on Monday, October 16, during the United Senior Citizens Association-Quezon City (USCAQC) General Assembly held at White Twins Court, Quezon Memorial Circle in Quezon City. Around 1,000 attendees were provided with essential goods from Senator Go such as grocery packs, snacks, and shirts while a select recipient likewise received a cellular phone. The participants were also given various forms of assistance from the participating offices to promote the welfare of the elderly. Meanwhile, Go urged senior citizens to utilize the services of Malasakit Centers for medical assistance they might need. Initiated by Go in 2018, the Malasakit Centers program was institutionalized under the Malasakit Centers Act of 2019, which he principally authored and sponsored. There are now 159 Malasakit Centers nationwide that have helped more than seven million Filipinos. “Prioritizing the needs of the underprivileged, especially senior citizens, in public service delivery is paramount. Travelers benefit from MIAA’s STAR program
The Schedule and Terminal Assignment Rationalization program of the Manila International Airport Authority is having a favorable effect on travelers at Ninoy Aquino International Airport. The program maximizes the use of the four NAIA terminals starting December 2022 with terminal reassignments for a few airlines. NAIA Terminal 2 has been set aside entirely for domestic flights, in contrast to NAIA Terminal 4, which only accommodates turboprop aircraft. Only NAIA Terminals 1 and 3 are now used to process international flights. MIAA officer-in-charge Bryan Co said that in places like NAIA Terminal 1, where all of Philippine Airlines’ international flights are now listed as serving foreign destinations, passengers have confirmed the convenience and comfort they have felt as a result of the changes. The relocation of Customs, Immigration, and Quarantine employees needed for international flights from NAIA Terminal 2 to NAIA Terminals 1 and 3 resulted in a reduction in wait times. MIAA is now able to increase NAIA Terminal 2’s capacity from 7.5 million to 10 million passengers annually while exclusively serving PAL, AirAsia and Royal Air’s domestic flights as a result of the removal of CIQ infrastructure, including counters and x-ray machines. A senior citizen who was waiting to board her PAL flight PR 2671 to Calbayog shared, “Mas naging accessible, easier to find, and less traffic because of the Skyway (and NAIA Motorway) coming here. Now, it took me around two to three minutes, and I’m here. It’s so fast. It’s probably been around six years since the last time I used the domestic airport. It’s improved by about 50 percent, and there are a lot of stores. I haven’t experienced any trouble coming in. What is it about carrying around a firearm that transforms a Dr. Jekyll into a Mr. Hyde? Lately, the public has been treated (if that is the right word) to a slew of spectacles showing ordinary citizens involved in gun-toting road rage incidents. There would be a traffic altercation, it would turn confrontational, one person would alight from his vehicle, pull out a gun and point it at his adversary to intimidate him. Unfortunately for these “kawawang” cowboys (to borrow the song lyrics of the late Fred Panopio), they forget that the entire population these days is armed with phone cameras. Their gung-ho attitude is caught on camera and posted online, going viral among a population looking for sensational footage. Worse for the bully, since there are a lot of reelectionist senators, such videos invariably trigger a Senate inquiry supposedly in aid of legislation, never mind if our country already has strict gun laws. This would inevitably give the anti-gun advocates another chance to restate their mantra of “guns are evil,” disregarding the fact that firearms are inanimate objects that do not spontaneously pull their own triggers without human intervention. Those like us who are in favor of the right to carry arms — under the proper legal regulations, of course — would then counter with our own mantra: “Guns don’t kill; people do.” The debate is monotonously repeated every time there are morons such as that bald Gonzales character, who unlawfully use guns. The call for a total gun ban to address the issue is a knee-jerk reaction by jerks. For every a-hole who pulls out his gun out of pique, there are tens of thousands like me who have never used their firearm even under pressure. I believe that the safeguards now in place for applicants for gun licenses have been effective in filtering out the vast majority of psychos who cannot handle the perceived “power” born out of carrying a gun. To call for a firearms ban just because some weirdos out there abuse their privilege to carry guns is like calling for a total ban on cars simply because there are a few drivers who get into accidents due to their lack of driving skills. In this connection, I have been wondering why my proposal to test drivers’ IQs, and if it is low, to put a notice on their cars saying “Warning: Stupid Driver” (much like the notice on beginners’ cars, “Warning: Student Driver”) has fallen on deaf official ears. My best friend, Dr. Francis Aquino, a psychology major before becoming an anesthesiologist, once told me that those who swagger around, gun in hand, are covering up for something. The psychoanalytic term he used was “compensation.” It may be for lack of parental affection when an infant, lack of wealth or power, a timid nature, or even — seriously — a small penis. Doc Francis added that sometimes those who drive the biggest cars or pack a gun with the longest barrel are those with the smallest dicks. Well, I drive a compact car and have a snub-nose revolver, so draw your own conclusions. Reminds me of that famous quote from Mae West: “Is that a gun in your pants, or are you just happy to see me?” Levity aside, a legal gun-carrying citizen should always possess the proper mindset when lugging around his weapon for protection. He should be aware of the multitude not only of the online hatred that he will be getting when he unlawfully unholsters his firearm and uses it to threaten someone but of the legal problems he will face afterward. And then there is the possibility of encountering someone who also has a gun, or who has armed bodyguards, in which case the resulting shootout will definitely result in casualties, both on the part of the combatants and, worse, of innocent bystanders. MAP denies backing on dismissed MIAA chief
Management Association of the Philippines president, Atty. Benedicta Du-Baladad denied that her group aired its support to the dismissed Manila International Airport Authority, General Manager Cesar Chiong, and MIAA OIC assistant general manager Irene Montalbo, saying that the backing came from some of its members. Besides MAP, the Makati Business Club last week released a statement of support backing Chiong and Montalbo, questioning the decision of Ombudsman Samuel Martires. “Please note that this is not a MAP statement. Nowhere should the statement be attributed to MAP. This is a statement of individual businessmen and professionals who requested us to distribute it to the media,” Baladad told the Daily Tribune. Trabaho Partylist on Wednesday also hit business groups petition urging Ombudsman Martires to reverse the decision dismissing Chiong, stating that it is a clear interference with the independence and investigatory functions of the Ombudsman. “While the 1987 Constitution created the Ombudsman as ‘an independent constitutional body, unfettered by political influence and insulated it from the ebb and tide of political fortunes,’ here comes now a group of businessmen trying to erode the integrity of the office,” Trabaho Partylist Secretary General Atty. Juan Paolo Lorica said. “The decision dismissing Chiong and MIAA OIC assistant general manager Irene Montalbo is clearly supported by evidence. It is unfair for the business sector to even insinuate that the Ombudsman and the panel of investigators did not investigate and decide the case with utmost objectivity,” he added. Lorica pointed out that Martires’ record as Ombudsman has consistently shown he has maintained his independence and that he does not look into the political color of the respondents of the cases being decided by his office. “It must be recalled that Ombudsman Martires caused the withdrawal of the usurpation case that his predecessor has filed against President Noynoy Aquino. And just recently he dismissed from the service the Over-All Deputy Ombudsman for his involvement in the Pharmally case. The Ombudsman exacted justice for the Filipino people even as other government organs failed to do the same,” he said. The Trabaho Partylist Secretary General further stressed that what the business groups are asking is for the Ombudsman to favor Chiong. “Is Chiong the only citizen who can manage the airport efficiently and effectively? Is he the only citizen who is honest for which this government must lean on?” he asked. Former Commission on Audit chairperson Ma. Gracia Pulido Tan and Commissioner Heidi L. Mendoza worked in tandem but their ill-fated partnership was marred by their mishandling of the audit of lawmakers’ pork barrel, which turned into a global disaster. The dysfunctional CoA turned Noynoy’s straight path into a crooked one, losing total control which led to the holocaust in Philippine fiscal administration under the triumvirate of Florencio Abad, Pulido Tan, and Mendoza. The appointees of then-president Aquino in CoA were the obstacles to the ability of President Rodrigo Duterte to fulfill his promises and meet the high public expectations. In one instance, he ordered the CoA chairman to audit the accounts of the Philippine National Red Cross, given the President’s controversy with Senator Gordon. The CoA chief rebuffed the President, saying the CoA had no jurisdiction over the PNRC. That was indeed a rebuff and a disrespect because it was incredible that a 7th placer in the Bar did not know her constitutional power to audit. But when the President directed the Solicitor General to take action and make CoA audit the Red Cross, the CoA chief blinked and said CoA would conduct an audit “next week.” Such was the naughtiness of President Noynoy’s appointees to constitutional offices. President Digong appointed the former chief accountant of Davao as CoA chief in 2022. Digong’s decision had a lot of logic and common sense. First, it would remove hindrances to the fulfillment of his promises to the people. Then Chairperson Rizalina Justol was greeted warmly by the CoA officials and staff. “I am glad to be back at CoA, an institution that I had served for 10 years as an auditing examiner,” Chairperson Justol said. She chose 1 March as the date of her assumption as chairperson, it being a significant date as it was when she left the Commission in 1996. Justol, however, was not confirmed by the Commission on Appointments, and her term was overtaken by the assumption into office of President Ferdinand “Bongbong” Marcos Jr. President Marcos then appointed National Telecommunications Commissioner Gamaliel A. Cordoba as CoA. He took his oath of office before Chief Justice of the Supreme Court Alexander Gesmundo. Cordoba obtained his Bachelor of Arts degree in economics from the Ateneo de Manila University in 1992. He entered the Ateneo School of Law and obtained his law degree in 1996. He passed the Bar in 1997. Atty. Cordoba was supposed to enjoy life with his appointment to the exalted post of chairman of the Commission, not far down the line of succession from the Head of State, but his life has been complicated by the backlog of more than 6,000 cases left behind by the former Commission Proper who wasted their official time on too much foreign travel, on the unconstitutional citizen participatory audit, and simply with their lack of direction. Civic groups are demanding that the eminent corporation, San Miguel Corp., take on more sincere responsibility as a corporate citizen in its aggressive push toward profit maximization. When SMC held its annual stockholders’ meeting recently, some uninvited guests gathered outside its Mandaluyong headquarters to deliver their assessment of the company. But instead of profits, their report listed the conglomerate’s shortcomings, particularly in the communities where its businesses operate. Think tank Center for Energy, Ecology and Development said most of the projects which have a detrimental effect on communities are the energy projects to which the food giant is now transitioning in a big way. As one of the country’s oldest and largest conglomerates and through its various products and services, SMC “has intrinsically woven itself into the everyday lives of millions of Filipinos — with the ability to significantly impact their quality of living both positively and negatively.” CEED said SMC seems to be acutely aware of its effect on the lives of ordinary Filipinos with the adoption of the credo “World made better.” Residents of communities where SMC power plants are located wrote their stockholders about the impact of the conglomerate’s projects on them. The petitioners sought the shareholders’ intercession “to rein in SMC’s continued expansion of fossil fuel projects, particularly gas, for the country’s energy grid.” The letter also warned the stockholders of the financial risks they were assuming with the business path taken by SMC. The concerned groups warned the shareholders of the likely impact of the company’s headlong rush into the business projects. SMC’s energy subsidiary has been projected by Bloomberg to have a funding shortfall of as high as $1 billion by this time. Importing liquefied natural gas also means adding to the risk of more oil spills like what happened in Oriental Mindoro, when a unit of the giant firm chartered a ship that ultimately sank and is now leaking industrial fuel oil into waters that used to give local fishermen a good livelihood. It is incumbent upon the company to repay in kind the Filipinos from whose loyalty the company has been reaping financial gains. In 2022, SMC reported a strong revenue of P1.5 trillion, topping the P1-trillion net income in pre-pandemic 2019. In the first quarter of 2023, SMC’s revenue reached P346.7 billion, nine percent higher than a year ago. In 2022, operating income went upward to P134.5 billion, or 10 percent from the previous year. This income was made possible by the key businesses of the company such as Petron, San Miguel Food and Beverage, San Miguel Packaging, and SMC Infrastructure. On the other hand, the consolidated net income of the company went down to P43.2 billion due to the impact of unrealized losses on the revaluation of its foreign currency-dominated long-term debt. In the first quarter of 2023, the consolidated operating income was up 8 percent or P35.1 billion. Meralco’s mea culpa In a contrasting move, power distributor Meralco owned up to a subsidiary’s fault in causing the 9 June power disruption at the main gateway, Ninoy Aquino International Airport. MServ, in the presence of MIAA personnel, was conducting a test of NAIA Terminal 3’s electrical facilities when the brief power outage occurred last Friday. Meralco entirely owns MServ which was supposedly holding a comprehensive technical audit aimed at improving NAIA Terminal 3’s electrical system following the outage that hit the airport terminal last 1 May. According to an incident report, an MServ technician accidentally left grounding conductors attached to electrical equipment during a test, which triggered an electrical fault at 12:50 p.m. that subsequently caused the power interruption at Terminal 3.
