Super Health Center in Tanauan, Leyte breaks ground
Senator Christopher “Bong” Go, chairperson of the Senate Committee on Health and Demography, is hopeful that more Filipinos, particularly those in far-flung areas, will be able to access basic health services through the establishment of more Super Health Centers nationwide. In a video message during the groundbreaking of a Super Health Center in Tanauan, Leyte on Thursday, 28 September, Go, who is an adopted son of the province, commended the Department of Health and the local government for the successful groundbreaking of the town's Super Health Center in Barangay Malaguicay. Super Health Centers are designed to focus on primary care, medical consultation, and early detection of diseases, further strengthening the healthcare sector in the country, especially in rural communities. He also stressed his commitment to bringing healthcare closer to the people, alleviating the burden of traveling long distances to receive basic health services. The groundbreaking was led by Leyte Governor Jericho "Icot" Petilla and Tanauan Mayor Gina Merilo, among others. “Ipagpatuloy natin na ilapit ang serbisyong medikal sa ating mga kababayang mahihirap na walang matakbuhan kung hindi ang mga gobyerno. Para sa mga mahihirap nating kababayan, napakaimportante po nito dahil iyan po ang kanilang lalapitan po talaga, itong mga government health facilities natin. In a coordinated effort with Mayor Lovely Yu, Senator Christopher "Bong" Go provided additional assistance to disadvantaged workers in Alangalang, Leyte on Sunday, 24 September. This initiative is part of his broader efforts to help expedite economic recovery in far-flung communities through the provision of more livelihood opportunities. During the relief operation at the Alangalang covered court, Go’s team provided masks, vitamins, shirts, and snacks to 457 affected workers. Solon expects stronger SK programs
Constituents of those who would be elected in the upcoming Sangguniang Kabataan elections could expect stronger and more progressive programs from their respective leaders, according to Senator Juan Edgardo “Sonny” Angara on Sunday. Angara, who chairs the Senate Committee on Youth, said with the completion of the implementing rules and regulations of Republic Act 11768 which introduced new reforms to the SK system, the youth sector can expect better performance from their representatives. “Critics of the SK have questioned its relevance and see it as being politicized,” Angara said. “We introduced the amendments to the SK system in RA 11768 in response to these criticisms with the hope that the young members of the community who will be part of the body will do more as youth leaders and become strong partners of the government in nation-building,” he added. The lawmaker stressed that, for years, the SK has been criticized for undertaking the same activities that do little to benefit youth development such as organizing sportsfests and pageants. To address this, the law provides clear guidelines on the types of programs, projects, and activities that can be undertaken by the SK using the funds provided to them. These include the provision of student stipends, food, book and transportation allowances; sports and wellness projects; skills training, summer employment, cash-for-work, on-the-job training, and livelihood assistance; projects promoting the participation of the youth and their initiation in agricultural, fishery, and forestry enterprises; programs and activities that will locate the youth at the forefront of climate action, environmental protection and conservation efforts; capacity building for grassroots organization and leadership; and programs and activities that address context-specific and intersectional vulnerabilities of young people. “We want to ensure that the SK stays true to its mandate of providing the youth in the communities with programs that will be useful to them and help them become productive members of society,” Angara said. The new measure also addresses the waning interest of the youth in joining the SK, including the absence of honoraria for most of its members. Under the law, the SK members, secretaries and treasurers will now be entitled to allowances that will be charged against the SK funds. A cap of 25 percent on the utilization of SK funds for personnel services was included in the law to ensure that the bulk of the budget will go to programs, projects and activities that will benefit the youth. At present, only the SK chairpersons are entitled to honoraria by virtue of their status as ex-officio members of the Sangguniang Barangays. The measure also authorizes the local government units to provide additional honoraria, as well as social welfare contributions and hazard pay to the SK chairpersons and members through their own local ordinances. SK officials and members will be exempted from taking any components of the National Service Training Program. The Quezon City Barangay Kaligayahan chairman who is an honorary councilor for being the League of Barangay Chairmen President is in for more trouble. One of his former employees slapped him along with the barangay (village) treasurer and a kagawad (councilor) with charges of violations of Graft and Corrupt Practices Act and Falsification of Public Documents before the Office of the Ombudsman, late afternoon Monday. Arjean Abe, of Tawid Sapa 2, Greenfield’s, Barangay Kaligayahan charged Barangay Kaligayahan Chairman and Quezon City Councilor Alfredo “Freddie” Roxas, his treasurer Hesiree Santiago, and Kagawad Arnel Gabito chairman of Appropriation Committee with charges of violations R.A. 3019 or the Anti-Graft and Corrupt Practices Act and the Revised Penal Code for faking her signature to appear that she is still a barangay employee. Abe, in her complaint, obtained by DAILY TRIBUNE, said she was hired as a teacher aide on 1 March, 2022, receiving a monthly salary of P6,000 and was detailed at the barangay day care center. She was later transferred as a clerk taking care of issuance of barangay clearance because of the pandemic and classes on face to face were suspended. Abe said on 31 January 2023 she resigned from her work with her letter of resignation received by Santiago. However, she found out that her name still appeared in the barangay payroll list, one of which was submitted by her as an evidence against the three officials. The payroll was for 1 to 31 May 2023 where her name and signature still appeared and projected that she is still an employee receiving P6,000. The payroll list, Abe presented as “Annex A”, also has the signature of Roxas, Santiago and Gabito. These documents, Abe said, are submitted to the Quezon City goverment for funding. She also submitted a copy of her Identification Card as “Annex B” bearing her true signature for the Ombudsman for vetting against the signature on the payroll list. Abe said the acts of the three officials also constitute falsification of documents which is a violation of Article 171 of the Revised Penal Code as she prays that the Ombudsman would act on her complaint and compelled Roxas and the two other Barangay Kaligayahan officials to answer to her charges and be jailed and eventually barred from holding public offices. Gun ban violators netted
The weeklong checkpoints related to the 2023 Barangay and Sangguniang Kabataan Elections logged at least 216 gun ban violators so far, according to the Philippine National Police on Sunday. PNP spokesperson and acting Public Information Office chief Col. Jean Fajardo revealed that the 216 violators were apprehended from 28 August until 2 September 2023, adding that of the total violators arrested, most were civilians while two were security guards and two were military personnel. A total of 130 firearms have been confiscated during the implementation of the gun ban. The establishment of checkpoints was carried out under Commission on Elections Resolution 10924 to effectively implement the ban on firearms and other deadly weapons during the 90-day election period from 28 August to 29 November. Senator Bong Go reaffirmed, through a video message during his team’s visit to Lemery, Iloilo on Wednesday, 30 August, his efforts to improve the lives of Filipinos by providing more livelihood opportunities especially to those adversely affected by various crises. One of his significant accomplishments in this pursuit is the One Town, One Product (OTOP) Philippines Act, Republic Act No. 11960, legislation aimed at fostering the growth of Micro, Small, and Medium Enterprises across the nation. The OTOP Philippines Program, authored and co-sponsored by Go, is a government initiative in which each town or city in the country can harness its unique product or service that reflects its identity, culture, and tradition. By maximizing local resources, the program not only stimulates economic activity but also promotes cultural preservation, underlined Go. Go has also been an advocate for the Department of Trade and Industry's (DTI) Pangkabuhayan sa Pagbangon at Ginhawa (PPG) Program which he pursued during the Duterte administration and continues to support its implementation until now. It is for this reason that Go’s team, in support of DTI, joined in the provision of livelihood kits for 15 small-scale entrepreneurs at the municipal gymnasium in Lemery. The qualified beneficiaries are recovering typhoon victims who were assisted by Go through his earlier relief efforts. Go, chairperson of the Senate Committee on Health and Demography has also taken proactive steps to extend additional support to individuals grappling with health-related challenges. 600 checkpoints net over 15 Comelec gun ban violators: PNP
Around 15 persons have been apprehended since the start of the Commission on Elections' gun ban on Monday during the first day of filing of the certificate of candidacy for the Barangay and Sangguniang Kabataan Elections, Philippine National Police chief Gen. Benjamin Acorda Jr. said on Tuesday. Acorda said since implementing the gun ban, 15 firearms have been confiscated from more than 600 checkpoints nationwide. The establishment of checkpoints was carried out under Comelec Resolution No. 10924 to effectively implement the ban on firearms and other deadly weapons during the 90-day election period from 28 August to 29 November. The resolution prohibits the bearing, carrying or transporting of firearms or other deadly weapons in public places, including any building, street, park, private vehicle or public conveyance, or even if licensed to possess or carry the same, unless authorized by the Comelec. PNP recalls police escorts as part of barangay, SK election preps
The Police Security and Protection Group of the Philippine National Police on Tuesday announced it has launched a comprehensive recall of its protective security personnel stationed throughout the country as part of the preparation for the upcoming Barangay and Sangguniang Kabataan Elections scheduled for 30 October 2023, Brig. Gen. Leo Francisco, acting Director for Operations, led the presentation of recalled personnel at the PNP Transformation Oval, Camp BGen Rafael T Crame, Quezon City. Regional offices across the nation will also conduct their recall activities, which will be witnessed through online platforms. “This recall serves as a reminder of our duty to the people and the nation. As you return to your units, let your actions reflect the ideals of a just and democratic society”, PNP chief Gen. Benjamin Acorda said in a statement on Tuesday. “Additionally, this recall serves as a proactive measure to prevent any undue influence, conflicts of interest, or perceptions of impropriety during the electoral process. Our priority is to uphold the principles of democracy and ensure that every citizen's voice is heard,” he added. Of the total 920 protective security personnel stationed nationwide, 679 PSPG personnel are subject to recall. Among these, 495 are responsible for safeguarding 285 government officials, while 425 are entrusted with the security of 309 private individuals. Those recalled will undergo refresher and specialization courses while awaiting redeployment after the election period. The initiative is in accordance with Comelec Resolution 10918, which outlines the Rules and Regulations on the Ban on the Bearing, Carrying or Transporting of Firearms or Other Deadly Weapons, as well as the Employment, Availment or Engagement of the Services of Security Personnel or Bodyguards during the Election Period. The election period starting on 28 August marks the period of prohibition that extends until 29 November 2023. During this time, Comelec regulations dictate the suspension of activities involving the carrying of firearms or other deadly weapons and the employment of security personnel or bodyguards by incumbent public officials, whether elected or appointed, as well as private individuals. To facilitate the application for the issuance of a Certificate of Authority for Security Detail, eligible individuals, including incumbent public officials and private citizens, are encouraged to submit their requests online through the Comelec website. The electronic filing system has been operational since 5 June 2023, and will remain open until 15 November 2023. As of 24 August 2023, a total of 295 applications have been received for CA-SD, with 49 having already received approval. The Comelec is expecting around 2 million aspiring candidates for the BSKE. Maynilad expects new water source
The P11-billion Poblacion Water Treatment Plant of the west zone concessionaire Maynilad Water Services Inc. is on track to produce an initial 50 million liters per day or MLD of potable water by December. The company said over the weekend that it already started the testing and checking of the equipment and processes of the plant, which is at an 80 percent completion rate, as early as August. Designed to produce 150 MLD at full capacity, the Poblacion Water Treatment Plant will help to improve water pressure and supply availability for Maynilad customers in Parañaque, Las Piñas, Muntinlupa and Cavite. The facility will help to enhance service reliability, as it will provide additional supply for customers in the south so their water service will not be affected despite raw water quality shifts in Laguna Lake, which have been occurring with more frequency owing to climate change effects. Full ops by 2024 The Poblacion Water Treatment Plant is targeted for full operations by the first half of 2024. Maynilad currently has two treatment plants in Barangay Putatan, Muntinlupa, that draw water from Laguna Lake and produce a combined 300 MLD of water supply for around 1.7 million customers in the south. The Poblacion Water Treatment Plant will be Maynilad’s third facility to get raw water from the same source. Maynilad is the largest private water concessionaire in the Philippines in terms of customer base. QC all set for start of school year
The Quezon City government is gearing up all of its efforts and resources to aid students and teachers for the school year 2023-2024 to ensure a smooth and orderly opening on 29 August. “Education is a community responsibility. We want to make sure that our children are given the right tools, environment, and guidance to help them learn and develop their potential,” Mayor Joy Belmonte said. According to the Schools Division Office of Quezon City (SDO QC), it is expecting over 458,000 students for the coming school year. Being one of the cities with the highest student population, the city strives to address the challenges that remain present in the education sector, primarily school congestion and quality of learning. In coordination with the Schools Division Office, the city aims to implement various strategies to address classroom shortages. Proposed interventions include the construction of mid-rise school buildings and the institutionalization of blended learning. “Congestion is still an issue since QC is the biggest division in the country in terms of student population and there are no more buildable spaces. We have started building vertically in some areas. We are also institutionalizing the blended learning modality. Congested grades will shift to blended modality where there will be three days of face-to-face classes and two days of asynchronous or synchronous classes,” Belmonte said. “Together with the Schools Division Office and the Education Affairs Unit, we are also considering a school service or bus system to transfer excess students to QC schools that have not reached their full absorptive capacity,” she added. Moreover, the city is in the process of introducing the QC Voucher system for elementary learners similar to what is being done now at the senior high school level, where students will be given a voucher to enroll in accredited QC private schools. The LGU is also open to leasing unused buildings in private schools that can serve as extension facilities to congested public schools. Several schools are also undergoing renovation in an effort to provide a better and more conducive learning environment for the students. As part of ensuring that all QCitizen learners are ready to go back to classes, the city has started the distribution of learning kits to all K to 12 learners. QC Education Affairs Unit (EAU) Officer-in-Charge Maricris Veloso said that the distribution of school supplies for enrolled students has commenced, while public school teachers can expect an additional 1,000 laptops within the year. Since 2020, the city has distributed over 6,000 laptops to its public school teachers. Teaching and non-teaching personnel can likewise expect the continuous provision of monthly and quarterly allowances. The city government will provide additional sets of tables and chairs for teachers, 15,000 tablet armchairs for elementary schools, 10,000 tablet armchairs for secondary schools, and 5,100 sets of kiddie tables and chairs for kindergarten learners. Furthermore, QC will also procure 141,880 storybooks, 80,000 workbooks, SMART TVs, computers, and CCTVs, underscoring safety in schools. Efforts to improve the internet connectivity in schools as well as free internet access for hybrid learners, and provision of assistive technology for inclusive learning are also underway. As part of the city’s learning recovery initiatives, it is also implementing its tutoring program dubbed "Zero Illiteracy sa QC," to help improve students’ fundamental skills in reading and numeracy. “Our objective for the upcoming opening of classes is to ensure that learners will have their educational needs met and to lessen the parents’ worry,” the mayor said. DSWD: Juvenile Justice Welfare needs better implementation
The Department of Social Welfare and Development on Thursday urged duty-bearers to support and strengthen the implementation of the amended Republic Act No. 9344, more popularly known as the Juvenile Justice and Welfare Act According to DSWD Assistant Secretary Romel Lopez, who is also the agency’s spokesperson, “All duty-bearers need to cooperate and ensure the proper implementation of the law to protect the rights and welfare of children in conflict with the law and children at risk.” “The DSWD continues to emphasize that CICLs and CARs are victims of unfortunate life circumstances that they have no control over such as abuse, having a dysfunctional family, and poverty. These minors should be treated with utmost care and protection,” Lopez asserted. The DSWD spokesperson shared there are only 108 operational Bahay Pag-Asa (BPAs) in the country, and not all have sufficient facilities and budgets to maintain their operations. “Our attached agency, the Juvenile Justice and Welfare Council (JJWC), consistently provides technical assistance to local government units (LGUs) for the development and improvement of their respective Comprehensive Local Juvenile Intervention Program (CLJIP),” Lopez pointed out. The CLJIP indicates the annual budget and implementation plan for LGUs to conduct their respective programs on juvenile intervention. “We need to invest more in the proper implementation of the JJWA. Aside from increasing the budget, among the priorities that we propose to duty-bearers is to hire more social workers, and ensure that social workers, police, and other duty-bearers, especially at the barangay level, have enough training and specialization in handling juvenile justice cases,” Lopez explained. Currently, the DSWD is in the process of operationalizing the DSWD Academy in Taguig City. Once the learning facility is established it will provide training, capacity-building activities, and other learning development interventions for social workers to be able to adapt to the changing trends in the practice of social work, including specialization on juvenile justice. “Young Filipinos are the future of our country. SBG assists typhoon victims in Benguet and Pampanga

Tacloban intensifies plastic ordinance info drive
The local government of Tacloban City disclosed on Sunday that it has embarked on a massive education drive to inform the residents on an ordinance regulating the use of plastics and styrofoam on packaging that will take effect next year. Tacloban’s City Environment and Natural Resources Office chief Jonathan Hijada stressed that the information and education campaign has already started with establishments in the downtown area and will soon commence outside of the commercial center. He added that the CENRO and the city’s Business Permits and Licensing Division are set to conduct a joint seminar that will target large establishments such as malls and hardware stores to ensure their compliance of the ordinance. “As early as now, people should already start reducing their garbage to increase the lifespan of our sanitary landfill,” Hijada said. The CENRO chief revealed that at least 120 tons of garbage is generated in the city every day of which over 13 tons is composed of single-use plastics. “If this continues, the holding capacity of our sanitary landfill will soon be on a critical level and may only be able to accommodate until next year,” Hijada said. To recall, Tacloban’s sanitary landfill in Barangay San Roque opened in 2019 and there are already plans to expand it by 20 to 30 meters to increase its lifespan by two to three years. “We appeal for the cooperation of everybody to be responsible with their garbage. Households can start with waste segregation and not throw away those that can still be recycled and use eco-friendly alternatives such as reusable bags when they do their grocery or go to market,” Hijada said. Zambales gov eyes intensified dredging
Iba, Zambales — The provincial government on Tuesday has ordered the intensifying of dredging activities in the province as the heavily-silted river caused the recent flooding in coastal communities. In a meeting on Monday, Governor Hermogenes Ebdane Jr. cited the need to restore the capacity of water tributaries in Zambales to carry excess floodwater into the sea as he assessed the damages caused by the recent typhoons. He added that the floods have affected a total of 26,799 residents and caused damages worth P545.1 million in infrastructure and P24.3 million in agriculture. “Flooding was also observed to be worse in barangays near river mouths because sediments get deposited there naturally when the current slows down at the point where the river meets the sea,” said Ebdane. The official added that most flooding occurred in barangays when tributary rivers emanating from the Mt. Pinatubo area and bringing lahar sand overflowed or punched holes into dikes and protective embankments. “Thus, it is crucial that these areas which are natural catch-basins for sediments should be dredged immediately as more rains are expected, so that we can create bigger drainage areas that will convey river water to the sea more efficiently,” said the Zambales governor. In San Marcelino town which was placed under state of calamity after most barangays suffered heavy damages, the swollen river caused the breach and collapse of embankments protecting Barangay Sta. Fe, thus destroying various public infrastructure worth P515 million. The Zambales Provincial Disaster Risk-Reduction and Management Council reported that 8,421 families comprised of 26,799 individuals were adversely affected by the torrential rains last week. Most of these came from San Antonio town, with a total of 6,749 affected families and 20,602 affected individuals. In San Antonio’s village of San Miguel, which is located where the Pamatawan River empties into the sea, 42 families comprised of 357 persons had to evacuate to safety on 28 July, as floodwaters rose to waist-deep and chest-deep in some areas, the PDRRMC said. Residents said it was the first time they experienced serious flooding there. They said that strong current damaged the river embankment about a hundred meters from the river mouth, thus creating a gap where the swollen Pamatawan River spilled into the barangay. Incidentally, opposition by San Miguel residents to the government’s proposal to dredge Pamatawan for fear that the project would harm local fishing, prompted Ebdane to suspend dredging activities there. Still, residents elsewhere affirmed that heavily silted waterways perennially brought floods in their area. USAID, Nestlé PH strengthen barangay local government SWM capacity
The U.S. Agency for Development (USAID), has partnered with Nestlé Philippines, in strengthening the capacity of barangay (village) government units on how to enhance their solid waste management (SWM) systems and be resilient to climate change. A two-day training on formulating barangay SWM Action Plans was held at Nestlé’s headquarters last July, for five pilot barangays in Parañaque City and one of each of Nestlé’s host cities in Tanauan and Lipa, Batangas. Together with USAID, the training was co-facilitated by the Paranaque City Environment and Natural Resources Office (CENRO) and USAID’s Clean Cities, Blue Ocean grantee, Pure Oceans. “Keeping our oceans free of plastic is essential for maintaining the natural beauty of the Philippines, helping to ensure sustainable fisheries and protect the livelihoods of millions of Filipinos, while also reducing the impacts of climate change,” USAID, Philippines Environment Office Director, Ryder Rogers said. “At USAID, we are pleased to work with Nestlé Philippines in partnership with barangay governments and local communities to help address and mitigate the impacts of ocean plastic pollution,” he added. In January 2022, USAID and Nestlé Philippines signed a memorandum of understanding to work together in enabling local government units and community leaders in the Philippines to educate communities on the link between climate change and solid waste management. Through USAID’s Clean Cities, Blue Ocean program and Nestlé’s Climate Change and Solid Waste Management initiatives, the goal is to increase communities’ access to education on the Ecological Solid Waste Management of 2000 (Republic Act No. 9003) and share practical tips on SWM. “Nestlé Philippines is committed to tackling urgent issues of plastic waste and climate change through our groundbreaking and large-scale environmental initiatives,” said Jose Uy III, Nestlé Philippines’ SVP and Head of Corporate Affairs. “Through our partnership with USAID, we are able to help empower community leaders at the local level to progress toward a waste-free future.," Uy said. Ian Posadas, Assistant Barangay Secretary and Focal Person of the SWM Committee of Barangay Vitalez, Parañaque City, was one of the participants and he shared, “the 2-day training workshop is a big help for us. As the smallest barangay [in Paranaque City], we need to focus on the 3Rs – reduce, reuse, recycle – and the management of our waste. This plan will be like our lighthouse, or basis, for the next few years and to see if we are accomplishing the plans we have developed during today’s workshop.” The plans drafted are for 2024-2026 but for Barangay Captain Lope Lina of Barangay Bagong Pook, Lipa City in Batangas plans to start early. “I decided that by August, we will start drafting an ordinance strictly implementing segregation so that the support of Nestlé and its partners to us will not be wasted,” Lina said. USAID launched the Clean Cities, Blue Ocean program in August 2019 as the agency’s flagship program to respond to the ocean plastics pollution crisis. The five-year (2019-2024), $53 million program works at the global level and in specific, rapidly urbanizing focal countries to address ocean plastics directly at their source.
