Chinese sci-fi steps into the spotlight
Once effectively banned, Chinese science fiction has exploded into the mainstream, embraced by the government and public alike –- inviting scrutiny of a genre that has become known for its expanding diversity and relative freedom. Its new status was epitomized by this week's Worldcon, the world's oldest and most influential sci-fi gathering, which closed Sunday after taking place in China for the first time. Held in the gleaming new Chengdu Science Fiction Museum, the event's star was Liu Cixin, author of the international phenomenon "Three-Body" series and inspiration for the domestic blockbuster "Wandering Earth". But the wider science fiction fandom has become a rare space where diverse voices have flourished and a vast array of issues -- social, environmental, even sometimes political -- can be explored. "In its nature, part of sci-fi is talking about the present," award-winning author Chen Qiufan told AFP. "It takes advantage of talking about outer space, or being set in different times, but reflects the human condition right now." Chen's own novel "The Waste Tide" is set in a dystopian future in China, where migrant e-waste workers toil in hazardous conditions, exploited by corrupt conglomerates. He grew up near Guiyu, once one of the largest e-waste dumps in the world. Ecological destruction, urbanization, social inequality, gender, and corruption, to name just a few –- "these issues are intersectional and intertwined with each other", said Xi'an Jiaotong-Liverpool University's Liu Xi. Together, they "allow everyone to understand Chinese writers' exploration of Chinese society", she said. That can be rare to find in today's China, where the space for political and artistic expression has shrunk drastically over the last decade under President Xi Jinping. Spiritual pollution Historically, science fiction has had a turbulent relationship with Chinese authorities -– it effectively disappeared during the Cultural Revolution and then was banned as "spiritual pollution" in the 1980s. Though it returned, it remained relatively obscure. Writer Regina Kanyu Wang said it was only at university that she met other fans -- together they formed one of the smaller clubs on campus. Sci-fi was not taken seriously, and seen as something for children and young adults, Chen said. That had its advantages. "There was a lot of freedom... because nobody was reading science fiction, (authors) could just do whatever they wanted," the University of Zurich's Jessica Imbach told AFP. The global success of the "Three-Body" series changed everything, catapulting its epic themes of technological prowess and the fate of humanity into the public consciousness. "Whether you like science fiction or not, the social reality we are facing is becoming more and more like science fiction," said Yu Xuying from Hong Kong Metropolitan University. "We live in a high-tech era. And then your daily life is completely technological," she said. The pace of digital change in China, already fast, was accelerated by the Covid-19 pandemic. Cash has all but disappeared, and stringent health regulations further enhanced the state's significant surveillance capacity. The international interest spike in Chinese sci-fi is also related to real-world concerns, Chen believes. "I think there are different layers of reasons for the phenomenon," he said. "But a major one is the rising economic and technological power of China on the world stage." A good vehicle China's government has been happy to capitalize on all this. "At a national level, science fiction is a good vehicle for conveying the country's discourse on its science and technology strength," said Yu. It can also help "highlight the relationship between the Chinese dream (a Xi-era aspirational slogan) and science", she said. Authorities have put their money where their mouth is. The nebula-shaped Chengdu Science Fiction Museum, designed by the renowned Zaha Hadid Architects, was built at lightspeed in just a year to coincide with Worldcon. The event, historically fan-led and funded, this year was a "capitalistic initiative, coming top-down from the Chinese government", said Chen. "They want sci-fi to be the name card of the city, showing China's openness and inclusiveness to the world," he said. Government attention comes with potential risk. "The Three-Body Problem" has a different structure in English, with the narrative beginning with a violent Cultural Revolution scene. In the original Chinese, it was buried halfway through the book to make it less conspicuous, the translator Ken Liu was told. Liu told the New York Times in 2019 that increasingly, "it's gotten much harder for me to talk about the work of Chinese authors without... causing them trouble". Some works he has translated into English, deemed too sensitive, have never been published in Chinese at all. "If you're very marginal if you have low print numbers in China, then it's OK, you have more leeway. If you're doing a mega big-budget movie... it's much more complicated," said Imbach. "That's what's now also happening with science fiction," she said. "As it's becoming more mainstream, there is increased scrutiny." Biggest-ever Asian Games ready for liftoff in China after Covid delay
The biggest Asian Games in history, boasting about 12,000 competitors -- more than the Olympics -- will open on Saturday in the Chinese city of Hangzhou after a year's delay because of Covid. Athletes including world and Olympic champions will fight for medals in 40 sports from athletics, swimming and football to eSports and bridge. Nine sports, among them boxing, break dancing and tennis, will serve as qualifiers for next year's Paris Olympics. The Games were supposed to take place last September but were postponed because of China's strict zero-Covid rules, before China's ruling Communist Party abruptly abandoned the policy. The 19th edition of the Games, which were first held in New Delhi in 1951, throws together competitors from 45 countries and territories across Asia and the Middle East. For China, which hosted the 2022 Winter Olympics in a Covid-secure "bubble" in Beijing, it is a chance to show off its organizational, sporting and technological prowess after the pandemic years cut the country off from the sporting world. "We have overcome a lot of challenges but we are now fully conditioned to hold a successful Games," Chen Weiqiang, chief spokesperson for the Games, said on Wednesday. Sport meets politics The Games will be staged at 54 venues -- 14 newly constructed -- mostly in Hangzhou but also extending to cities as far afield as Wenzhou, 300 kilometres (180 miles) south. The centerpiece is the "Big Lotus" Olympic stadium with a capacity of up to 80,000 where athletics and the opening and closing ceremonies will be staged. President Xi Jinping will attend the opening ceremony and meet Syrian counterpart Bashar al-Assad there, along with other visiting leaders, Chinese state media says. Assad is making his first visit to ally China since the war erupted in Syria in 2011. Russian President Vladimir Putin likewise attended the opening ceremony of the Beijing Winter Olympics, along with Xi, and weeks later launched the invasion of Ukraine. Hangzhou, a city of 12 million people an hour's bullet train from Shanghai, is famed in China for its ancient temples, gardens and its beloved West Lake. It is also the unofficial home of China's tech industry, notably the birth place of Jack Ma's Alibaba. The Games will showcase some of the latest tech to come out of the city, including driverless buses, robot dogs and facial recognition. China medal dash Hosts China have topped the medals table at every Asian Games since 1982 and are expected to do so again by the time the curtain comes down on October 8. They should reign in swimming, with Qin Haiyang fresh from his heroics at the world championships, where he announced himself as the new undisputed breaststroke king. The 24-year-old swept all three men's events and set a new world record in the 200m. In athletics, another of the most closely watched sports, India's Olympic and world champion Neeraj Chopra will defend his Asian Games javelin crown. His nearest competitor should be world silver medalist Arshad Nadeem from arch-rivals Pakistan and the countries are also on a collision course in cricket and hockey. ESports, in what is seen as a step toward Olympic inclusion one day, will make its full Asian Games debut having been a demonstration sport five years ago. Lee Sang-hyeok, better known as "Faker", has god-like status in League of Legends and will lead the South Korean charge at the futuristic-looking China Hangzhou Esports Centre. There is an added incentive which has caused controversy in South Korea -- winning gold will exempt them from having to do military service. A feature of the Asian Games is that it includes sports that are a little more quirky than the Olympics. Xiangqi -- also known as "Chinese chess" -- the card game bridge and the ancient wrestling discipline of kurash are all on the menu. Chinese national intercepted at NAIA
The Bureau of Immigration arrested a Chinese national last Monday at the Ninoy Aquino International Airport after being found to be facing charges in China for illegal gambling. The BI-NAIA identified the suspect as Jiang Ning, a 27-year-old male who attempted to depart via a Philippine Airlines flight bound for Kuala Lumpur, Malaysia, when the BI officers noted a derogatory record in their system issued against him by the Chinese authorities. Upon verification, the Bureau confirmed that Jiang is the subject of an Interpol Red notice after allegedly being wanted in China for involvement in setting up a gambling group, which was said to control 14 gambling platforms for illegal profits in China and the Philippines. The BI-NAIA added that his group was said to have operated from 2014 to 2021 and to have induced more than 100 thousand Chinese to engage in illegal gambling activities. A warrant of arrest was already issued against him by the Qijiang District Public Security Bureau of Chongqing Municipality. He was charged with opening a casino in violation of the Criminal Law of China and faces a maximum penalty of 10 years in prison. Jiang was immediately referred to the BI Legal Division to be charged with undesirability. He will be detained at the BI Warden Facility in Camp Bagong Diwa, Taguig City, pending his deportation proceedings. Manhunt on vs missing POGO suspect
Department of Justice Undersecretary and spokesperson Atty. Mico Clavano yesterday disclosed that a tracker team has been formed to search for the missing Chinese national allegedly involved in the operations of a Philippine Offshore Gaming Operators in Pasay City. Clavano said in an ambush interview during the culminating event at the National Bilibid Prison that there is allegedly a missing Chinese national from the Pasay raid site in Rivendell. He said the tracker team will include members of the National Bureau of Investigation and the Bureau of Immigration’s Fugitive Search Unit. The DoJ official said they are doing everything in order to recapture the missing Chinese national from POGO. The spokesperson said the individual was among the 27 individuals who were recommended to be charged for violation of the Cybercrime Prevention Act. He said that the Chinese national was detained at the POGO facility in Pasay. “We don’t have a complete handle on all the exit and entry points. There are many windows and emergency doors that, well, we have put guards there but we don’t know them as well as the scammers know them,” Clavano said. Authorities must look into who is guarding the room of the said employee as members of the Presidential Anti-Organized Crime Commission, the Philippine National Police, the NBI, and FSU were present. The lawyer of the Chinese national is also looking for her client. “They informed me wala na sa custody nila yung isa where in fact, supposed to be he is detained,” Atty. Gloria Quintos said. China visit
There has been a torrent of wild speculations about the recent visit of former President Rodrigo R. Duterte to China and it focused mainly on the meeting between him and China’s President Xi Jinping. Actually, what brought Duterte to China was an invitation from Fuzhou City, the strategic capital of Fujian Province in southeastern China. The city inaugurated a school building and named it after Soledad Roa Duterte, the venerable late mother of the former president. Unknown to many but not forgotten by the early Chinese migrants in Davao who came from Fujian province, our Nanay Soleng, who was an educator, was among the pioneer teachers of the Davao City Chinese School in the 1950s. Given the rise in prominence of the former president’s mother, who on her own carved an important role as a teacher, wife of Governor Vicente Duterte of then undivided Davao province, civic leader, political activist, and mother of Davao City Mayor Rodrigo R. Duterte who became president of the Philippines, and grandmother of incumbent Vice President Inday Sara Z. Duterte, it comes as no surprise why the grand matriarch of Davao City occupies a special affinity and pride among the Fujian Chinese. Former Executive Secretary Salvador Medialdea, who accompanied private citizen Duterte, said the visit to China was personal. He intimated that since they were already in China and not far from Beijing, his former boss and friend suggested they visit President Xi Jinping. Duterte, he said, wanted to personally thank the Chinese leader for helping the Philippines with the millions of vaccine doses, hundreds of thousands of which were donated, and personal protective equipment at the time when the United States and Europe imposed an embargo on the Covid-19 vaccines they produced. Duterte, too, was grateful to China for helping him with much-needed logistics to fight the Maute ISIS terrorists who laid siege to Marawi and attempted to convert the once pristine city into an ISIS caliphate. It can be recalled that the US refused to sell arms to the Philippines on the stupid claim by some American senators that the Duterte government would use firearms against its own people. Then, of course, there were the multi-billion-peso bridges that now span the Pasig River and help ease the traffic in the metropolis, not to mention the grants and cheap loans with incredibly long grace periods that funded some of the government’s big-ticket projects. Truly, former President Duterte still has an avuncular space in the heart of the Chinese leader. His Beijing visit was personal but it rekindled the spark of friendship between China and the Philippines that was being snuffed out by the gale spawned by the much-ballyhooed Enhanced Defense Cooperation Agreement bases. Duterte, now using a cane to keep his balance, demonstrated what it is to be strong and independent even now that he is a private citizen of a sovereign state. President Bongbong Marcos, in an ambush interview, said he was aware of the visit of his predecessor to China and that Duterte needed no permission to travel. But, of course. BoI-approved investments total over P.5T as of May
Approved investments of the Board of Investments as of May 2023 are now more than half a trillion pesos, proving that the investment promotion agency is upbeat in bringing in investors to tame economic headwinds being faced by the country. Based on BoI records, the total value for 106 approved investments come to P532.268 billion as of 23 May 2023. The figure is more than 100 percent higher compared to the P205.734 billion BoI posted during the same period in 2022. Broken down, the BoI said P403.86 billion of the total approved investments are from foreign investors, while P128.41 billion are local investments. Mostly in renewable energy BoI said the approved investments are mostly in renewable energy; total approved investments are expected to provide more than 18,000 jobs for the Filipino workforce. “It (total investments approved) was driven by investments in renewable energy because of the shift in policy. You can see that, and it’s very clear when the President instructed and then the (Department of Energy) removed the ceiling for foreign equity participation in renewable energy,” BoI managing head, Assistant Secretary Ceferino Rodolfo said in an ambush interview. Pursuit of RE transition Earlier, Trade Secretary Fred Pascual maintained that the Philippine government is already in pursuit of the renewable energy transition. “The Philippines stands at the threshold of a significant transformation. Our geographical position puts us in an enviable position to harness the power of renewable energy. Renewable energy isn’t merely an option for us but a necessity. Priority As the energy demand in the country continues to rise, he said renewable energy remains one of the priority sectors of the Marcos Jr. administration. During President Ferdinand Marcos Jr.’s recent trip to Beijing, he encouraged Chinese and other foreign firms to invest in renewable energy projects in the Philippines. Last 21 May 2023, the President signed Executive Order 21, mandating the creation of a policy and administrative framework for the optimal development of offshore wind resources in the country. This includes the integration into the Energy Virtual One Stop Shop System of applicable permits required by relevant Permitting Agencies for offshore wind activities. The DoE also issued a circular allowing 100 percent foreign equity in renewable energy projects in the Philippines, which the trade chief considers a significant stride in the efforts to attract more investments in renewable energy. Chinese investors Pascual noted, “Chinese investors and businesses can rely on the country’s roadmap in offshore wind development. Launched in April 2022 and initiated by The World Bank Group in partnership with the DoE, the roadmap identified the country’s offshore wind potential, opportunities, and challenges, among others.” As of December 2022, the country has already awarded 190 onshore and offshore Wind Energy Service Contracts — with offshore contracts mainly in Luzon alongside Panay and Guimaras Strait. After a thrilling parade of modern Chinese dim sum for lunch at Mott 32 in Cebu City some weeks back, a craving for steak led us to Il Primo Steakhouse for dinner that same day. True to its name, Il Primo is touted as the “first” and only Italian steakhouse in Cebu City. One cannot miss its grand doorway by the casino area of Nustar Resort and Casino, its high-ceilinged interiors calling out to those seeking a hearty meals with wines to boot. Before the star of the night was served — a truly impressive, perfectly grilled 1.5-kilo Tomahawk steak that we shared in our table of six — we delighted in new tastes that were, of course, somehow familiar. A wine list was presented by the sommelier, and a bottle ordered. The Burrata Salad was light and the cheese on top just the right indulgence over fresh arugula and tomatoes in light balsamic vinaigrette dressing. We sampled a white pizza and surprisingly delicious Ube Gnocci Quattro Formaggi, made with ube potato dumplings in cheesy sauce. The Risotto con Porcini was savored to the last grain, its taste lingering our mouths even as the steak demanded our full attention. Prioritize 150K-plus OFWs amid China-Taiwan tension — Go
Senator Christopher “Bong” Go urged the Department of Migrant Workers to closely monitor the growing tension between Taiwan and China in order to prepare for necessary contingency measures for the more than 150,000 Filipinos in the area. In an ambush interview Wednesday, 12 April, during the relief operation for fire victims in Parañaque City, Go expressed his concern that the livelihood of the Overseas Filipino workers currently in Taiwan may be at risk. “The safety and the welfare of our kababayans should be the priority of our government. Alam nyo po, mahigit 150,000 na mga OFWs ang nasa Taiwan at unahin po natin ang safety nila at kapakanan nila,” said Go. “Gaya po ng sinabi ni dating pangulong Rodrigo Duterte during the UN General Assembly in 2020, ‘when elephants fight, it is the grass that gets trampled flat.’ Alam n’yo sa sitwasyong ito, malapit ang lugar natin sa Taiwan.
