Japan, U.S.: ‘We got your back’
Key allies of the country expressed their unwavering support after a Chinese Coast Guard ship intentionally collided with a Philippine Navy boat to stop a resupply mission to the grounded BRP Sierra Madre on Ayungin Shoal. Defense Secretary Gilbert Teodoro Jr. described the maneuver as an escalation of China’s aggression within the exclusive economic zone of the Philippines. Japan issued a statement expressing support after the incident. “Japan expresses serious concern for actions which increase regional tensions, including a dangerous action that caused a collision between Chinese and Filipino ships on 22 October,” the Japanese Foreign Ministry said. Citing the Japan-Philippines Joint Statement last February, the Foreign Ministry said the “government of Japan concurs with the Philippines’ long-standing objections to unlawful maritime claims, militarization, coercive activities, and threat or use of force in the South China Sea.” “Furthermore, Japan highly appreciates the government of the Philippines for having consistently complied with the arbitral tribunal’s award as to the disputes between the Republic of the Philippines and the People’s Republic of China regarding the South China Sea, and has shown its commitment to the peaceful settlement of disputes in the (West Philippine Sea), as stated in the statement by the Foreign Minister of Japan issued on the occasion of the seventh anniversary of the issuance of the award,” it said. Japan said it would continue to cooperate with the international community, such as the members of the Association of Southeast Asian Nations and the United States, to “protect free, open and peaceful seas.” ‘Ironclad’ vow The United States, meanwhile, reiterated its “ironclad” commitment to the Philippines. According to a White House statement, US National Security Adviser Jake Sullivan assured National Security Adviser Eduardo Año of US support in safeguarding its sovereign rights in the WPS under the Mutual Defense Treaty between both nations. “Sullivan reiterated US support for our Philippine allies following the PRC Coast Guard and maritime militia’s dangerous and unlawful actions on 22 October, obstructing a routine Philippine resupply mission to Second Thomas Shoal,” the statement read. “Sullivan emphasized the ironclad US commitments to the Philippines under theUS-Philippines Mutual Defense Treaty, which extends to armed attacks on Philippine public vessels, aircraft and armed forces — to include those of its Coast Guard — in the Pacific, including in the West Philippine Sea,” it added. Signed in 1951, the Philippines and the United States agreed that an armed attack in the Pacific area on either of the parties would be dangerous to its own peace and safety and declared that it would act to meet the common dangers by its constitutional processes. Manila said Monday that Chinese vessels "intentionally hit" Philippine boats at the weekend, escalating a diplomatic row over two collisions in the South China Sea. The countries have traded blame over Sunday's incidents near Second Thomas Shoal in the Spratly Islands, with both sides filing diplomatic protests and releasing videos to support their accusations. The two collisions happened during a Philippine resupply mission to troops stationed on a navy vessel that was grounded on the shoal in 1999 to assert Manila's territorial claims. Philippine officials accused a Chinese coastguard ship and a "militia" vessel of "dangerous maneuvering" that resulted in collisions with a Philippine resupply boat and a Philippine Coast Guard vessel. Earlier Monday, the Philippine foreign ministry summoned China's ambassador to Manila and lodged a diplomatic protest over the incident. Spokeswoman Teresita Daza said the ambassador was unavailable and was represented by his deputy chief of mission. "Ayungin Shoal is part of our exclusive economic zone and continental shelf and we have sovereign rights and jurisdiction over it," Daza said, using the Philippine name for the shoal. The Chinese foreign ministry and embassy in Manila also issued "stern representations to the Philippines" over its "infringements" at Ren'ai Reef, Mao said, using China's name for Second Thomas Shoal. China has said a "slight collision" happened after the Philippine resupply boat ignored "multiple warnings and deliberately passed through law enforcement in an unprofessional and dangerous manner". In the other incident, China accused the Philippine Coast Guard of reversing in a "premeditated manner" into a Chinese fishing vessel. No Filipino crew member was injured, but the supply boat was damaged and forced to turn back, Philippine officials said. A second supply boat reached the tiny garrison on the grounded BRP Sierra Madre and unloaded its cargo. 'Arbitral ruling is binding' China claims almost the entire South China Sea, through which trillions of dollars in trade passes annually, and has ignored a 2016 international ruling that its assertion has no legal basis. Second Thomas Shoal is about 200 kilometers (124 miles) from the western Philippine island of Palawan, and more than 1,000 kilometers from China's nearest major landmass, Hainan island. Previously warm ties between Manila and Beijing have cooled since Marcos took power in June 2022, as he seeks stronger relations with the United States. The Marcos administration has publicly criticized Chinese actions in the South China Sea, publishing photos and videos to support its claims of Chinese harassment and the blocking of its vessels. Beijing has released its own images of the incidents. Despite the challenges, the Philippines would "continue to do what is necessary" to supply its troops on the BRP Sierra Madre with provisions, said Jonathan Malaya, assistant director general of the National Security Council. Plucky 54-year-old Filipino fisherman Arnel Satam best characterizes where we should be following last week’s significant incidents at a disputed atoll variously called Scarborough Shoal, Bajo de Masinloc and Panatag Shoal. Bucking a tense standoff between Filipino and Chinese government vessels at the shoal’s southeast last 22 September, Satam, aboard a tiny wooden light blue “bangka” (outrigger boat), sped towards the shallow, fish-rich waters of the atoll’s inner lagoon. He just wanted to fish. Responding speedboat-riding Chinese coast guardsmen hotly pursued Satam for several thrilling minutes before Satam willingly turned back. But Satam, whose daring act was caught on video, had already made his indelible mark in one of the tensest areas in the South China Sea. “Hindi ako natatakot (I wasn’t scared),” said Satam, who told reporters he often baits the Chinese to chase him. “Pinagtatawan-tawanan ko lang sila. Inaasar ko lang sila eh (I just laugh at them. I only pique them).” Earlier that same Friday, the China Coast Guard was caught in the act of installing a 300-meter floating barrier around Panatag’s inner lagoon by a Bureau of Fisheries and Aquatic Resources boat on routine patrol. Like Satam, Filipino coast guard divers the following Monday afternoon did the unthinkable, vividly executing a first-ever underwater operation, also dramatically captured on video, against Chinese bullying in the West Philippine Sea. Using only knives, the divers cut the rope connecting the buoys that held up the barrier and hauled up an anchor holding the floating barrier in place. Filipino fishermen said the Chinese frequently put up barriers to keep them from Panatag, a traditional rich fishing ground of fishermen mostly sailing out of Zambales. Some 50 Filipino fishing boats, in fact, were near the shoal when the Chinese installed the floating barrier. Filipino fishermen could only fish outside the shoal because Chinese vessels had blocked the inner lagoon since the 2012 standoff between the Philippines and China over the shoal. After the successful “special operation,” authorized by President Marcos himself, the PCG reported that China Coast Guard vessels, probably awed by the Filipinos’ audacity, were seen calmly picking up pieces of the torn barrier. Still, that same calm demeanor could also mean the Chinese “might still return the floating barrier,” said PCG spokesperson Jay Tarriela, particularly since last Tuesday China tersely warned the Philippines not “to provoke and cause trouble.” But the PCG and the military establishment have vowed to make the Filipino presence felt at the shoal, even permanently, with Tarriela expressly saying, “We have shown the world the Filipino people will not back down, and we’re still going to consistently carry out whatever is necessary for us to maintain our presence.” Emphasizing our “presence” at Panatag is a crucial and careful distinction. The 2016 arbitral award ruled that Chinese, Vietnamese, and Filipino fishermen had traditional fishing rights at Panatag Shoal. Our maritime authorities, therefore, are in the right insofar as asserting that Filipino fishermen have the same rights as the Chinese to safely navigate around Panatag to fish, and that China has no right whatsoever to drive them away or bar them. Frustratingly, however, some imprudent Filipinos toe China’s self-interested and false sovereignty claims despite the due care with which Filipino maritime authorities qualify their actions. Oddly enough, too, these same imprudent Filipinos quickly blame the victims of China’s abusive actions. It is as if these imprudent Filipinos are so invested in their fear of China that they are now losing their willingness to defend Filipino fishermen and their livelihood bit by bit, without even noticing. We cannot be like them. We must all finally realize that to assert ourselves in the world; we must bravely stand up to any form of bullying against fellow Filipinos. Filipino fisherman chased by China coast guard in disputed waters
Filipino fisherman Arnel Satam guns the motor of his tiny wooden boat as he makes a dash for the shallow waters of Scarborough Shoal in the disputed South China Sea, with Chinese coast guard speedboats in hot pursuit. In a high-seas chase lasting several minutes, Satam tries in vain to outrun the faster boats in the hope of slipping inside the ring of reefs controlled by China, where fish are more abundant. Friday's pursuit was witnessed by AFP journalists on board the Philippine Bureau of Fisheries and Aquatic Resources ship BRP Datu Bankaw, which was delivering food, water and fuel to Filipino fishermen plying the contested waters, sometimes for weeks on end. The fishermen complained that China's actions at Scarborough Shoal were robbing them of a key source of income and a place to shelter safely during a storm. "I want to fish in there," a defiant Satam, 54, told journalists as he stood barefoot on his light blue outrigger bearing a Superman "S" emblem. "I do this thing often. They already chased me earlier today," he said, adding the Chinese speedboats had bumped his vessel. "I just laughed at them." The temporary barrier "prevents Filipino Fishing Boats from entering the shoal and depriving them of their fishing and livelihood activities," the Philippine coast guard and fisheries bureau said in a joint statement condemning its installation. Resupply missions It took 18 hours for the BRP Datu Bankaw to make the more than 300 kilometre journey to Scarborough Shoal from a port in Manila Bay. More than 50 wooden outrigger fishing vessels, which Filipinos call "mother boats", were operating in the deep waters outside the shoal when the Philippine ship dropped anchor last Wednesday. Some of the fishing crews had been there for two weeks already using nets, lines and spears to catch tuna, grouper and red snapper. To enable them to stay at sea for longer and catch more fish, the Bureau of Fisheries and Aquatic Resources carries out regular resupply missions. Four Chinese coast guard boats patrolled the waters, keeping the BRP Datu Bankaw and Filipino fishermen away from the shoal. The voice of a Chinese coast guard radio operator crackled over the airwaves 15 times, ordering the BRP Datu Bankaw to "immediately" leave "Chinese territory". The instruction was repeated in English on a scrolling digital message board on one of the Chinese coast guard vessels. Unfazed by the warnings, the 12 crew members of the BRP Datu Bankaw distributed 60 tonnes of fuel in blue plastic jerry cans to the fishing boats, as well as food packs for those running low on provisions. The supplies were free for the fishermen, but some showed their gratitude by giving the BRP Datu Bankaw crew tubs of freshly caught fish. 'This is ours' "We are very grateful for this assistance," said Johnny Arpon, 53, whose 10-metre boat "Janica" arrived at the shoal in time to stock up on extra diesel. Some of the Filipino fishermen crowding around the BRP Bankaw in small outriggers to receive provisions climbed aboard to eat snacks and drink fresh water. They told journalists they had been chased and water cannoned by Chinese vessels in the past and even had their anchors cut. "They should give it back to us because this is ours," said Nonoy de los Reyes, 40, referring to Scarborough Shoal. "They should leave this place." After decades of overfishing by countries surrounding the waters, the men have to spend longer at sea to catch enough fish to cover their costs and, hopefully, make a small profit. China's blocking of the shoal had made the situation even tougher and the fishermen said they hated them for it. Drought-hit Panama Canal to restrict access for one year
The drought-hit Panama Canal will maintain restrictions on the passage of ships for one year, a measure that has already led to a marine traffic jam as boats line up to enter the waterway linking two oceans. The canal is facing a shortage of rainwater needed to transfer ships through locks that function like water elevators, an engineering marvel that moves six percent of the world's maritime commerce up and over the isthmus between the Atlantic and Pacific oceans. The canal's sub-administrator Ilya Espino, told AFP that unless heavy rains fall in the next three months, "we are looking at a period of one year" of restricted access. That period will give clients "a year to plan" how to adapt, she said late Thursday. Each ship moving through the canal requires 200 million liters of freshwater to move it through the locks, provided by two artificial lakes fed by rainfall in a surrounding watershed. The lakes also supply drinking water to half the country of about 4.2 million people. However, Panama is facing a biting drought, made worse by the El Nino warming phenomenon, which has forced canal administrators to restrict the waterway to ships with a maximum draft (water depth) of 13.11 meters (43 feet). In 2022, an average of 40 ships crossed through the canal a day, a number which has now dropped to 32 to save water. Traffic jam The measures have caused a back-up of ships waiting to enter the 50-mile (80-kilometer) waterway, which is mainly used by clients from the United States, China, and Japan. On Thursday, some 130 boats were waiting, compared to around 90 usually in the queue. Waiting times, usually between three and five days, have gone up to 19 days at times, although they currently stand at around 11 days. Earlier this month canal operators said the restrictions were likely to result in a $200 million drop in earnings in 2024 compared to this year. To pass through the canal, vessels can reserve a slot in advance, or try and buy one via an auction process. For those unable to secure a slot, there is a long wait. "We easily handle a queue of 90 ships" waiting, but "130 or 140 ships cause us problems and delays," said Espino. This week Panama President Laurentino Cortizo was forced to deny an assertion by his Colombian counterpart Gustavo Petro that the canal was closed. Mexican President Andres Manuel Lopez Obrador, also referred this week to the "special" situation facing the waterway. "We have a restriction in Panama as we have had on other occasions, but it is not true that the Panama Canal is closed," said Cortizo. Adapt or die The canal opened in 1914 after a monumental construction project through dense jungles and mountains, with thousands of workers perishing from tropical diseases, intense heat and rain. Since then, more than a million vessels have transited through the canal, saving them a lengthy journey around the tip of South America. "The big disadvantage that the Panama Canal has as a maritime route is that we operate with freshwater, while others use seawater," canal administrator Ricaurte Vasquez told AFP earlier this month. "We have to find other solutions to remain a relevant route for international trade. If we don't adapt, we are going to die." Due to the draft restrictions, some merchant container ships are forced to unload their cargo and send the lighter vessel through the canal, while the goods traverse Panama by rail before being reloaded. "Right now I see that the situation is manageable, but we do have to show the industry that we are taking definitive steps to address the water problem," former canal administrator Jorge Quijano told AFP on Friday. Lasers, drones vs China
If you may remember, the Afghans beat back the superior Russians from Afghanistan by secretly obtaining portable heat-seeking missiles from the US, which eventually changed the tide of the war. The missile device was so portable, it was smuggled by donkey to remote mountains. It was so user-friendly, even ordinary foot soldiers could use it. The missiles destroyed dozens of Russian warplanes, and eventually forced the Russians to withdraw from Afghanistan. We can use the same tactic in the West Philippine Sea against the superior Chinese warships and warplanes. If Marcos Jr. can somehow obtain lasers and drones, not necessarily from the US, not necessarily in secret, for the Philippine Coast Guard, Chinese warships may think twice before bullying us with their lasers and water cannons. China is currently harassing Filipinos in the Ayungin Shoal, triggering diplomatic protests. This aggression is virtually an act of war. Responding with legal arguments for China to respect the UNCLOS and The Hague court decision is useless. Social media exposés and campaigns cannot solve the problem. We have to face them in our territory in the West Philippine Sea. If we do not, we might as well concede. If we do, are we ready for the consequences of escalation? Has China secretly discovered oil in Ayungin, so it has to keep Filipinos away? Another strategy is to get a US firm as a partner in oil exploration in the Ayungin Shoal, escorted by US warships. Let’s get to the oil before China does. If there are competing explorations and oil rigs, this will prevent war. There is, however, a risk of a full-blown US-China naval confrontation. If we up the ante, China may back out or resort to an unpredictable escalation. Can we handle the escalation? Are we ready to go into this new stage of war, not just physically in terms of possible collateral damage, but also spiritually in terms of the political will to fight? This remains to be seen. Asymmetrics as a Game Changer “Asymmetric” weapons refer to small cheap high-tech weapons that can take out big expensive weaponry. For example, hypersonic missiles taking out aircraft carriers, killer drones neutralizing an entire naval base, super lasers shooting down satellites in outer space, silent electro-magnetic pulse bombs jamming an enemy assault. This is called the equalizer, the use of asymmetrics against far superior foes. Lasers and drones on our coast guard ships are asymmetrics. Asymmetrics are becoming popular. Ukraine is using them against Russia, and Iran against the US in the Strait of Hormuz. China is now able to jam the electronic signals of US warplanes in the WPS. These new sophisticated asymmetrics have evolved as powerful game changers in modern warfare in favor of the underdog. The Vietnam Model Vietnamese water cannons faced Chinese water cannons, forcing the latter to abandon an oil rig close to the Vietnamese shore. We can learn from the Vietnamese, adopt its warrior ways, its spiritual orientation of defiance and belligerence. But we must be cautious as there may be consequences we are not yet ready for. Vietnam has been fighting China for centuries. China respects Vietnam’s audacity while it looks down on Filipinos whose leaders can easily be offered quid-pro-quo deals (Duterte) and whose tin can coast guard vessels they can easily step on. Can we change China’s attitude through a new type of belligerence using asymmetrics? Vietnam is the epitome of David defying Goliath, two Goliaths, in fact, the French and the Americans. France surrendered its colonization of Vietnam in the battle of Dien Bien Phu. The Americans gave up Vietnam after a 20-year guerrilla war, an embarrassing blow for a superpower falling to its knees to a “lowly” Third World country. Centuries before that, at its birth, Vietnam defied and splintered from the powerful Chinese Empire. Viet means south, nam means kingdom — the kingdom south of the empire. From where does Vietnam draw its strength? Vietnam is monolithic, one solid land mass. The Philippines is granulated, a scattered archipelago. It took more than 10,000 years of slow migration (the so-called Austronesian Dispersal) for Malays in improvised boats (balanghays) to populate the Philippines. While this was happening, Vietnam was growing in strength by defying the Chinese empire. Vietnam is a single neutral gray, the Philippines a rainbow. Vietnam has one central language, the Philippines 125-odd dialects. Except for the Hmong, Vietnam has few ancient ethnic groups. We have 85 ethnic groupings. Anthropologically, Vietnam and the Philippines are complete opposites. The Vietnamese is a natural warrior, the Filipino a natural adventurer. The French and the Americans failed to colonize Vietnam. The Filipino was conquered by the Spaniards, Americans and Japanese. The Vietnamese was defiant, the Filipino subservient. Will Locsin soar over or crash into Great Wall?
The President’s appointment of Teodoro L. Locsin Jr. as Special Envoy to the People’s Republic of China for Special Concerns — a post he will hold on top of his day job as Philippine Ambassador to Great Britain and Ireland — is a daring, if astute, move. Daring because Locsin is not known to hold back with either word or deed to express what he feels strongly about, e.g., the dirty finger, and astute because in naming Locsin, the President couldn’t have found a better, smarter, and more seasoned man to represent Philippine interests with singular loyalty and devotion to the republic. Locsin was, of course, the former dispensation’s Ambassador to the United Nations where he, fluent as he is in Spanish, enjoyed congenial relations and camaraderie with UN Secretary-General Antonio Guterres and the rest of the Spanish-speaking members of the Latin America bloc in the multilateral organization. The former journalist (his father, Teodoro M. Locsin Sr., was publisher of the legendary Free Press) and Makati congressman was subsequently appointed by then President Duterte Secretary of Foreign Affairs, during whose tenure 45 diplomatic protests were filed against Beijing, including over a law that allows the China Coast Guard to fire on foreign vessels in the disputed South China Sea. The Philippines, in fact, during Locsin’s term as DFA Secretary was the first country in the world to file a diplomatic protest through a note verbale in January 2021 against China’s Coast Guard Law. As Foreign Affairs Secretary, he laid claim to “assiduously protesting every infringement on Philippine territory and sovereign right, as well as Chinese actions that amounted to provocation, threats or coercion.” The DFA, with Locsin at its helm, raised the South China Sea dispute in the Association of Southeast Asian Nations and other fora even as it continued to engage China through the Bilateral Consultation Mechanism on the South China Sea. His accomplishments included the two diplomatic protests filed by the DFA in May 2021 over the “incessant, illegal presence” of Chinese militia disguised as fishermen in fishing boats and the Chinese Coast Guard “shadowing, blocking, conducting dangerous maneuvers and radio challenges against Philippine Coast Guard vessels in the WPS,” which an irate Locsin accompanied with a separate post on Twitter saying, “China my friend, how politely can I put it? Let me see. O.. GET THE F**CK OUT. What are you doing to our friendship? You. Not us….” He eventually apologized to Chinese Ambassador Huang Xilian for his intemperate language after then-President Duterte reminded him that only he (Duterte) could spew profanities while engaging in diplomacy. Whatever advice President Marcos may have received before he named Locsin to the post must have detailed certain actions by the former DFA chief towards the Chinese. That these did not deter the President from naming Locsin anyway signifies that he sees more in Locsin than his capacity for displaying outrage in a provocative manner. Many have lauded the choice of Locsin by the President. Indeed, we hold our breath as Locsin sets out to engage with the top Chinese officialdom in Beijing. We are curious to see what charms and ingenious diplomatic skills he will pull from his sleeve and whether these will make the Chinese finally accept, for instance, the 2016 ruling of the Arbitral Tribunal that said China has no lawful claim over waters determined to be part of the Philippines’ exclusive economic zone. It will be interesting to see if Locsin will be able to clinch his objectives and score well enough to make him, and the country, feel like soaring over — instead of crashing into — China’s Great Wall. Kalayaan declares Chinese envoy persona non grata
PUERTO PRINCESA CITY, Palawan — The municipal council of Kalayaan unanimously approved Wednesday a measure declaring Chinese Ambassador to the Philippines Huang Xilian persona non grata, signifying their strong opposition to his presence in their area at any time. Councilor Maurice Philip Alexis Albayda’s resolution will be forwarded to the Department of Foreign Affairs, the Senate, and the Chinese Embassy in Manila to convey the sentiments of the island town. Albayda said this will serve to inform high government officials of their feelings and to make Xilian aware of their strong concerns regarding his country’s oppressive actions in the West Philippine Sea, where their hometown Kalayaan is located. The resolution was prompted by the 5 August incident during which China Coast Guard ships attempted to ram and used a water cannon on two supply boats being escorted by the Philippine Coast Guard. Albayda said the aggressive behavior by China not only put the lives of the supply boats’ crew and passengers at risk but also of the crew aboard the escorting PCG’s BRP Cabra who included three Kalayaan residents. “Did you know that we had fellow Kalayaan residents on board the BRP Cabra? Yes, they were there,” he said. “Without a doubt, the actions of our neighboring country are truly infuriating.” The Kalayaan residents were en route to Lawak Island at the time to build a shelter for coastal enforcers, he said. “I want to propose that we declare Ambassador Huang Xilian persona non grata in the town of Kalayaan, the only town in the West Philippine Sea,” Albayda said in his privilege speech shortly before the resolution was passed. Albayda also said he was calling on the DFA to downgrade the Philippines’ diplomatic relationship with China given what it is doing in ignoring the safety of the people in the WPS. Kalayaan Vice Mayor Beltzasar Alindogan supported Albayda’s move declaring Xilian persona non grata. “I’ve personally experienced China’s harassment, like being driven away, but the situation with the two supply boats was much more intense,” Alindogan said, emphasizing that Kalayaan should also communicate to China their strong disapproval of its actions. He said he has volunteered to join the reservists and encouraged the military to conduct training on Pag-asa Island, to allow residents to display their patriotism. Former Kalayaan Mayor Joel Bito-onon, who is now a municipal councilor, also voted to approve the declaration against Xilian, but cautioned that it might jeopardize diplomatic relations between China and the Philippines given what happened in the past when two government officials were denied entry to Hong Kong. “Since way back, I’ve thought that due to China’s deceptive behavior, very deceitful. They say one thing, do another. I’ve seen countless instances on YouTube of them overturning ships, like what they did to Vietnam. I’ve wondered when that will happen in the Philippines. And now, this incident with our supply boats, it’s the worst that I have seen so far,” Bito-onon said. “But I’m thinking, maybe we should add a bit more wisdom, because you might end up like me, being told not to go to any city in China,” he added. Meanwhile, Senator Francis Escudero on Wednesday said he will propose the allocation of at least P100 million in the 2024 national budget to fund the construction of permanent structures at the Ayungin Shoal in the West Philippine Sea “to strengthen the country’s presence in the contested maritime territory.” “I will propose the allocation of a minimum of P100 million to fund the construction of a pier and lodging structures for our soldiers assigned in the area, and for our fishermen who might seek temporary refuge in times of bad weather,” Escudero told the Senate reporters. The senator said the structures could serve as permanent lodging for military personnel stationed at the old BRP Sierra Madre, a warship intentionally grounded in the shoal in 1999 as a Philippine military outpost. It can also serve as temporary shelter for foreign fishermen “who will be caught in bad weather” in the waters. China said on Monday that a maritime clash in which it fired water cannon at Philippine vessels in the disputed South China Sea was "professional and restrained". A foreign ministry spokesperson said a Chinese coast guard ship "lawfully stopped" two Philippine vessels, adding: "This professional and restrained on-site operation is beyond reproach." The incident happened on Saturday as the Philippine Coast Guard escorted charter boats carrying food, water, fuel and other supplies to Filipino military personnel stationed at Second Thomas Shoal in the Spratly Islands. The intervention by China -- which claims almost all of the South China Sea as its own sovereign territory -- was criticized by Philippine President Ferdinand Marcos, who said on Monday that Manila had summoned Beijing's ambassador. The US State Department on Sunday condemned the Chinese vessels' conduct, saying it directly threatened regional peace and stability. China's foreign ministry statement on Monday pushed back against Washington's criticism, accusing the State Department of "disregarding the facts". "What the United States is doing is to blatantly support the Philippines' violation of China's sovereignty, and this plot is doomed to fail," the statement said.
