No, that heartless advice did not come from a mentally deranged man or an ordinary man on the street. It came from a top Filipino diplomat who has worn many hats in government. He is in fact a lawyer, journalist, former Secretary of Foreign Affairs, Ambassador to the United Nations, Press Secretary, Congressman, and presently Philippine Ambassador to the Court of St. James’s (United Kingdom) and concurrently Special Envoy to China for special concerns. In my book, those bona fides could easily qualify him as a revered Filipino statesman — but for his indiscretion, uncouth words, and disrespect for the feelings of others. I refer, dear readers, to Teodoro Lopez Locsin Jr. I have to emphasize the descriptive word “Jr.” because, from accounts I have read, he is far different from his namesake, Teodoro Locsin Sr., who fought the Japanese and the dictatorial regime of Ferdinand Marcos Sr., a fearless publisher of the news magazine Philippines Free Press for which he was imprisoned during the Marcos martial law regime. Did the “apple fall far from the tree?” In his Twitter account, Locsin Jr. said: “That’s why Palestinian children should be killed: they might grow up to become as gullible as innocent Palestinians letting Hamas launch rockets at Israel ...They are Muslims...” In the diplomatic community, we call that a faux pas. Perhaps realizing the callousness of his gaffe, he immediately deleted the tweet with the following lame expression of mea culpa: “I immediately deleted my sarcastic response to a tweet as I realized it could be misconstrued ...My apologies to those who did misconstrue my sentiments and did, in fact, get triggered...” That statement did not wash away the disastrous effect of his slip. If one reads between the lines, they were subtle words to camouflage the booboo, not a real entreaty for clemency. His admission of his mistake, though, may work to mitigate the imprudence. Remarkably, the Department of Foreign Affairs, anticipating its far-reaching negative effect, disassociated itself from the statement, saying it was made in Locsin’s “personal capacity.” I wanted to distance this column from the ensuing uproar. But being the de facto medium for Filipino Muslims’ concerns and sentiments on political and social issues, it cannot default from its moral responsibility. I was afraid that repeating the obnoxious remark might gain traction — and psychologists warn about the “repetition-induced truth effect.” I did not want to dignify it. After all, he had shown remorse and apologized for the impropriety of his words, and, as a sage says, “There is no need to beat a dead horse.” But the storm of controversy has spread like wildfire in Morolandia that I have to add my voice of indignation. Silence amid the din of protest is a sin. I have not seen in a long time such a display of revulsion and rage from the Moros, reminiscent of the time foreign invaders came to their shores and, for 300 years, the Moros dug in, resisted, and repelled the hegemonistic colonization campaign. Muslim netizens promptly denounced the statement as xenophobic, insensitive, and unbecoming of a diplomat. Their protest and outcry reverberated from the halls of the Houses of Congress, the Regional Parliament of the Bangsamoro Autonomous Region in Muslim Mindanao to the cramped temporary shanties of the Marawi war evacuees and the shores of the Sulu seas. For a single moment in their lives, the tribes of Morolandia set aside their tribal identities. They spoke in one thunderous voice, calling for a sanction for what they perceived was the misconduct of a diplomat who, to preserve his honor, must perform a Japanese seppuku or self-sacrifice by resigning from his post. 2 Koreans wanted for telecom, wire fraud arrested
Two fugitives were captured by the Bureau of Immigration (BI) after being sought by South Korea and the US for their involvement in fraud-related operations. BI Commissioner Norman Tansingco confirmed the arrests of the two South Korean fugitives, who were identified as Kwon Junyoung, 38, and Seok Jongmin, 48. The two were arrested last Saturday in Brgy. Cuayan, Angeles City, Pampanga, by the BI Fugitive Search Unit (BI-FSU) operatives. Tansingco said that the operation was conducted in collaboration with the South Korean authorities, government intelligence groups, and the Angeles City Police Station. According to the South Korean authorities, Kwon is wanted for telecommunications fraud in South Korea, while Seok is wanted in Texas for engaging in wire fraud, money laundering, and identity theft. The BI chief said that as the BI board of commissioners has already issued summary deportation orders against them, soon they will be deported to face the crime they committed. Tansingco added that their names were also placed on the bureau’s blacklist of undesirable aliens, so they are now banned from re-entering the Philippines, the BI chief added. According to information obtained from Interpol's National Central Bureau (NCB) in Manila, the Suwon District Court in Korea issued an arrest order for Kwon on 12 December 2019. Authorities claimed that Kwon was part of a telecom fraud syndicate operating in Dalian, China, that used voice phishing to call random victims. Based on reports, the callers impersonated investigators from the Seoul Central Prosecutor's Office in order to harass the victims and trick them into transferring money to the syndicate's accounts. In contrast, the NCB revealed that Seok is the subject of an arrest warrant issued by the US district court in Western Texas. He is accused of conspiring to commit wire fraud, three counts of wire fraud, conspiring to commit money laundering, and three counts of aggravated identity theft. Seok is accused of working with other suspects to gain access to the websites of the US Departments of Defence and Veterans Affairs using thousands of US military veterans' stolen personal identification information (PII), depriving the victims of their benefits. The BI-FSU also reported that Seok was arrested after posting bail at the Angeles City regional trial court, where he was charged with robbery and extortion, and will be transferred to the BI’s facility in Bicutan, Taguig. While Kwon will remain in the custody of the Angeles City police due to his ongoing local case, he will continue to be under the BI’s legal custody for deportation proceedings. More senators on Monday condemned China’s aggressive actions in the West Philippine Sea which resulted in a collision with Philippine vessels en route to a resupply mission to the Ayungin Shoal. For Senate Deputy Majority Leader Joseph Victor “JV” Ejercito, China “has gone too far in disrespecting the Philippines” when it performed “dangerous blocking maneuvers” that resulted in a collision with the Unaiza May 2, an indigenous boat contracted by the Armed Forces of the Philippines for a resupply mission to the BRP Sierra Madre. “I strongly condemn the recent aggression of the Chinese Coast Guard against our Philippine Coast Guard,” Ejercito said in a statement. “The reckless maneuvers executed by the CCG, which resulted in a collision with the Armed Forces of the Philippines-contracted resupply vessel, were not only provocative but also a blatant act of bullying that must be denounced, not only by us but by the international community,” he added. In separate statements, Senate President Juan Miguel “Migz” Zubiri, Senators Risa Hontiveros, and Francis Tolentino expressed their anger over the collision that put the safety of the Filipino crew at risk. “I am one with peace-loving Filipinos in strongly condemning this latest abhorrent actions of the China Coast Guard and Chinese maritime militia that put in danger the lives of our brave countrymen who were on a routine resupply mission to our troops in Ayungin Shoal,” Zubiri said. “Let me salute our personnel from the Philippine Coast Guard (PCG) and the Armed Forces of the Philippines (AFP) for displaying courage and restraint in continuing their resupply missions despite the hostile and treacherous acts of China Coast Guard and their maritime militia,” he added. Zubiri called on CCG to “respect human lives and abide by the United Nations Convention on the Law of the Sea and other international laws governing safe maritime travel.” “Our freedom of navigation in our own exclusive economic zone within our own continental shelf should be recognized and upheld,” he stressed. The Senate chief also reiterated his support for his colleagues' efforts to beef up the PCG and AFP’s budget for the next fiscal year to “better capacitate them in safeguarding our exclusive economic zones from illegal foreign intrusions.” “As leader of the Senate, I will make sure that our troops will get sufficient funds under the 2024 national budget to bankroll the much-needed upgrade of their equipment,” he said. The National Task Force for the West Philippine Sea accused the CCG of performing "dangerous blocking maneuvers" that resulted in a collision with the Unaiza May 2, an indigenous boat contracted by the Armed Forces of the Philippines for a resupply mission to the BRP Sierra Madre. The NTF-WPS condemned the “provocative, irresponsible, and illegal action” of the China Coast Guard ship which “imperiled the safety” of the Unaiza May 2 crew. In the same resupply mission, a Chinese Maritime Militia vessel “bumped” the Philippine Coast Guard BRP Cabra’s port side which was escorting the Philippine vessels while it was lying approximately 6.4 nautical miles northeast of Ayungin Shoal. The NTF-WPS said it “condemns in the strongest degree the latest dangerous, irresponsible, and illegal actions of the CCG and the Chinese maritime militia done this morning.” ‘Enough’ Hontiveros echoed Zubiri’s call on China to “stop” its activities in the West Philippine Sea which she said clearly violates international law. “This latest collision is squarely the China Coast Guard’s fault,” she said in a separate statement. “The 2016 Arbitral Award has resolutely invalidated China’s claims in the West Philippine Sea, making this incident a clear violation of international law,” she added. Hontiveros said the PCG “has every right to be in the West Philippine Sea.” “China has no right to drive our forces into our own seas. Furthermore, they do not have the right to hurt and bump Philippine vessels that are only performing their jobs in our territories,” she stressed. “Chinese vessels have chased, blocked, and harassed our Philippine Coast Guard daily, 24/7 every single time we conduct our resupply mission to the BRP Sierra Madre,” she added. The opposition lawmaker also called on the international community to join the Philippines’ condemnation of China’s most recent violence against the Filipino people. “Our nations should not stop fighting for the rule of law. It is the only way to have a chance at true peace and stability across the region and the world,” she said. For his part, Tolentino said the recent confrontation between the Philippines and China clearly shows China’s continuous disregard for international law. He noted that the incident should be investigated by the International Convention for the Safety of Life at Sea and the Code for Investigation ng Marine Casualties and Incidents of the International Maritime Organization. Ayungin Shoal, also known as Second Thomas Shoal, is located 105 nautical miles west of Palawan and is part of the Philippines’ exclusive economic zone. Spotted lanternflies devastating crops
At first glance, the spotted lanternfly looks like an elegant butterfly, speckled with black spots on white wings with a splash of bright red. But the insect native to parts of Asia (Lycorma delicatula) is attacking plants and trees in the United States, and officials are moving quickly to try to contain its spread. “The only good spotted lanternfly is a dead one,” said Amy Korman, an entomologist at Penn State Extension, a part of the university that provides training and education in everything from farming to food safety to landscaping. The insect was first detected in the US in 2014, in Berks County, Pennsylvania. An egg mass was found in a shipment of stone from China, according to experts who have tracked its progress. The SLF — as experts call it — poses no threat to humans or animals, but it has caused hundreds of millions of dollars in damage in the US agricultural sector, even though it has only been found in 14 states. In 2020, a Penn State study indicated that in Pennsylvania alone, the insect was responsible for $554 million in annual losses, and the disappearance of nearly 5,000 jobs a year. Despite huge efforts including quarantines, state officials could not contain the insect population. “The spotted lanternfly is a very good hitchhiker,” explained Korman. Despite its spectacular wings, the bug is not known to fly long distances. “These insects are very sneaky. They spread thanks to us. We are taking them across the country, especially their eggs,” the expert added. Once the lanternfly reaches adulthood, it feeds on dozens of crops, ornamental and fruit trees, timber and plants. Once a number of insects feed from the same plant, it dies. Spotted lanternflies have a particular affinity for grape vines. Scientists have observed dozens, even hundreds of them on a single vine. Just ask Michael Fiore, who owns a winery and distillery in Maryland that was infested with SLFs last year. “We have lost 1,000 vines,” Fiore told AFP. “The energy has been sucked out — it’s like a vampire,” he explained, predicting he will lose half of his harvest this year, and rebuilding will take time. “2022 was bad, 2023 is just as bad,” he lamented. Self-defense is essential for a nation’s survival, which was what the United States veto of the United Nations resolution calling for “humanitarian pauses” in Israel’s campaign against Hamas was all about. Based on a formula that Brazil and Russia drafted, the resolution was meant to allow aid delivery to the war zone, mainly in northern Gaza. Under United Nations rules, a “no” vote by any of the five permanent members of the Security Council stops action on any proposal. The body’s permanent members are China, France, the Russian Federation, the United Kingdom and the United States. Russia had proposed two amendments to the UN resolution seeking a ceasefire that the SC rejected. Russian Ambassador Vassily Nebenzia’s proposal came with its warning that anyone who did not support Russia’s draft resolution “bears responsibility for what happens.” Coming from Russia, the call for moral responsibility in Israel’s war against terror was somewhat off, considering its ongoing campaign to occupy Ukraine. In delivering the veto, US Ambassador Linda Thomas-Greenfield said the “resolution did not mention Israel’s right of self-defense.” “Israel has the inherent right of self-defense as reflected in Article 51 of the UN Charter,” she said. Thomas-Greenfield noted that the Security Council had reaffirmed the right in previous resolutions on terrorist attacks. “This resolution should have done the same,” she said. UK Ambassador Barbara Woodward said her country abstained from voting on the resolution as the text needed to clarify Israel’s inherent right to self-defense. She pointed out that the resolution also ignored that extremist group Hamas, which controls Gaza, uses Palestinian civilians as human shields. “They (Hamas) have embedded themselves in civilian communities and made the Palestinian people their victims too,” she said. She reiterated the UK’s support for Israel’s right to defend itself against Hamas, to rescue hostages, and to strengthen its security in the long term while calling on Israel “to take all feasible precautions” to avoid harming Palestinian civilians. The argument of the UK is the source of the dilemma in the current conflict — saving civilians but with the responsibility falling solely on the shoulders of Israel. Hamas, a terrorist organization, is not bound by, therefore is not expected to follow, UN resolutions. Directing Israel to implement a ceasefire, even momentarily, puts it at a disadvantage since Hamas and its terror allies will continue to fire their rockets while consolidating their forces. War indeed brings horrors that should not happen in a civilized world. Human frailty is brought to the fore by the greed and ambition of the terror organization, stripped of religious embellishment. Hamas wants to drive out the Israelis and establish a kingdom to rule over the Palestinians. A spokesperson of the Israeli Defense Forces said resolute action is necessary against Hamas to end its reign of terror and prevent the recurrence of its recent attack on civilians. The surprise assault on 7 October resulted in the slaughter of 1,400 mostly civilian Israelis. Israel then declared war on Hamas, which rules the Palestinian government, vowing to hold it accountable for the massacre. Hamas uses treachery and guile, digging bunkers and underground communities in civilian areas to evade the Israeli forces. The terror group uses the propaganda mill to elicit tacit support from countries with anti-Israel sentiments. It uses the Israeli airstrikes on its facilities that cause civilian casualties as leverage to get the Israeli operations to stop. The UN, as the organization relied on to keep the peace in the region, has failed to provide a fair and rational solution to the conflict. Apple scraps Jon Stewart show over China, AI clashes: report
US comedian Jon Stewart's talk show on Apple TV+ has reportedly been canceled after just two series due to clashes between its host and the company over topics such as China and artificial intelligence. Stewart told staff that executives from Apple -- which has vast commercial interests in China and AI -- had expressed concern over proposed new content for "The Problem with Jon Stewart," The New York Times said. Apple did not immediately respond to AFP's request for comment. Stewart became a household name in the United States as the host of Comedy Central's long-running "The Daily Show," before stepping down to pursue other interests in 2015. Streaming platform Apple TV+ launched "The Problem with Jon Stewart" as a flagship current affairs show in 2021. The show takes a satirical look at a different topical issue each week. Episodes in the most recent season included "Globalization: Made In America" and "Searching for Allies." Since Apple first established a presence in China in 1993, the US tech giant has grown into a major provider of smartphones, laptops and consumer electronics in the country. Apple chief Tim Cook made a surprise visit to China this month, and he has previously spoken of his company's "symbiotic" relationship with the nation. Shun mass protests in Egypt
Filipinos in Egypt have been advised to avoid joining any protests following the mass demonstrations, denouncing the bombing of a hospital in the Gaza Strip that reportedly killed at least 500 civilians. In an advisory, the Philippine Embassy in Egypt cautioned Filipinos against joining the random demonstrations and planned mass actions. “The Philippine Embassy in Cairo advises everyone to exercise caution, keep away from mass congregations, and stay home unless necessary,” it said. According to the Department of Foreign Affairs, there are 1,990 Filipinos in Egypt. Egyptians took to the streets to express their anger over the bombing of the Al-Ahli Baptist Hospital in Gaza, which left hundreds of Palestinians dead. In one of the demonstrations, a Palestinian flag was raised while an Israeli flag was burned. The demonstrations came after Egypt’s President Abdel-Fattah el-Sissi called on Egyptians to express solidarity with the Palestinians amid the Israel-Hamas war. This developed as top diplomats of the Association of Southeast Asian Nations on Friday denounced the ongoing war in the Middle East. End bloodshed In a statement, the foreign ministers of the 10-member regional bloc called for an immediate end to the bloodshed. “We strongly condemn the acts of violence which have led to the deaths and injuries of civilians, including ASEAN nationals,” the foreign ministers said. “We urge the immediate end of violence to avoid further human casualties and call for the full respect of international humanitarian law,” it added. Israel and the Palestinian militant group Hamas are engaged in armed conflict following the surprise attack launched by the terror group on Israel last 7 October. The attack by Hamas has left more than 1,400 dead, most of them massacred on the first day of the assault. Meanwhile, the widespread airstrikes on the Gaza Strip have reportedly left at least 3,478 dead. ASEAN also called on “all parties to create safe, rapid and unimpeded passages of human corridors.” Last week, Israel imposed a 24-hour deadline for 1.1 million civilians to evacuate northern Gaza ahead of its ground offensive in the Palestinian territory. Since then, millions of civilians, including foreign nationals, have scrambled to move from northern Gaza to southern Gaza in hopes of exiting the war-torn territory. The bulk of civilians are swarming to the Rafah border in an attempt to enter Egypt despite the border remaining closed and the restricted availability of food, water and electricity. Two-state solution Meanwhile, ASEAN reaffirmed its support for a “negotiated two-state solution that allows Israelis and Palestinians to live side-by-side in peace and security consistent with relevant United Nations Security Council resolutions.” “This will be the only viable path to resolving the root cause of the conflict,” it said. The regional bloc also called on the “international community to support the peace process in order to ensure long-lasting peace and stability in the region.” “We have issued our respective national statements on the escalation of armed conflicts in the Middle East,” it said. On Wednesday, the Philippines, one of the founding members of ASEAN, expressed its “profound sadness” over the bombing of a hospital in the Gaza Strip, which reportedly killed at least 500 civilians. Israel and Hamas denied being behind the attack and blamed each other for the bombing. The Philippines said all parties should “do their utmost to protect civilians in times of war and armed conflict.” “We support efforts of the United Nations to provide humanitarian relief in the conflict areas,” it said. According to the Department of Foreign Affairs, there are 135 Filipinos in the Hamas-controlled Gaza. Deep concern In Riyadh, Saudi Arabia, where President Ferdinand Marcos Jr. is attending the ASEAN-Gulf Cooperation Council Summit, the Chief Executive expressed deep concern over the rising number of victims and the safety of those affected by the conflict. In his intervention during the 1st ASEAN-GCC Summit here on Friday, Marcos said, “All parties (should) exert their utmost efforts to de-escalate the situation, stop all violence, and engage in dialogue and diplomacy.” He called on the members of the GCC and ASEAN to work together to promote peace, security, and stability in the South China Sea and the Arabian Sea. Marcos also underscored the importance of cooperation between member countries of the two regional groups to ensure their continued prosperity. “As the two regional organizations located astride the major sea gates and vital corridors of the world’s commerce and communications, it is imperative that we work together to promote peace, security, and stability in both our regions, the South China Sea and the Arabian Sea, grounded on the rules-based international order to ensure the stability and prosperity of our countries and the rest of the world,” Marcos said. “Peace and stability are indispensable to ensuring continued prosperity in our respective regions and the world,” he added. The six GCC member countries are Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates, while the 10 ASEAN member countries are Brunei, Burma, Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand and Vietnam.
