COMELEC disqualifies QC SK chairman candidate for ‘vote buying’
A candidate for Sangguniang Kabataan chairmanship in Quezon City was disqualified by the Commission on Elections over 'vote buying' charges. In a seven-page resolution issued on 26 October 2023 and signed by COMELEC's Second Division Presiding Commissioner Marlon Casquejo, concurred by Commissioners Rey Bulay and Nelson Celis, noted that SK candidate Judielyn Bartolome Francisco of Barangay San Bartolome was "disqualified" to run for the upcoming BSKE elections as she violated Section 68 (a) of the Omnibus Elections Code for "vote buying". The case stemmed from a petition filed by Arjay Lacsa on 26 September this year, who claimed that Francisco engaged in vote buying by sponsoring and funding a leadership seminar "cum" team building of some 80 youths of their village at Paradise Adventure Camp in San Jose Del Monte, Bulacan held on 16 and 17 September 2023, a few weeks after the filing of candidacies. Pieces of evidence presented by Lacsa included social media posts of the participants themselves tagging Francisco as their " future SK chairman" and three affidavits of witnesses who claimed that Francisco was even present in that event. On 5 October, the COMELEC summoned Francisco to explain her side who gave her reply on 9 October saying she did not have the resources to fund the gathering while she also admitted being there as a host for the opening program "in return for a professional fee." She also informed the commission that she also filed perjury charges against Lacsa's witnesses at the Quezon City Prosecutor's Office. The commission, however, concluded that they "are not convinced" as Francisco's lengthy answer reveals that "they are in the nature of general denials emanating from respondent's self-serving and uncorroborated statements." The affidavits of Lacsa's witnesses, the commission added, are "rich in details" and the evidence is pointing to Francisco as the host of the team building. Francisco's involvement is a deliberate and strategic scheme to influence the voters of Barangay San Bartolome to vote for her, the commission's resolution read. Comelec gains troops, resources for BSKE
The Commission on Elections on Monday has received additional personnel and resources from the Philippine National Police, Armed Forces of the Philippines, Philippine Coast Guard and the Department of Education ahead of the Barangay and Sangguniang Kabataan Elections slated on 30 October. The ceremonial turnover was held in Camp Crame, Quezon City where over a thousand PNP, AFP and PCG contingents who will be deployed for the conduct of security operations and DepEd personnel who will facilitate the voting were physically present while the others attended virtually. The PNP is set to deploy over 187,000 personnel during the BSKE while the AFP will field more than 117,000 troops and the PCG with over 30,000 personnel. DepEd, on the other hand, said 494,662 personnel will serve as board of election inspectors. The PNP, AFP, PCG as well as the DepEd all committed to the Comelec their full support to ensure a safe, peaceful and clean BSKE 2023. Meantime, the PNP reminded their men to be extra wary on the happenings on the ground to thwart any possible threats in relation to the elections. “To all the personnel who will be deployed to guarantee the success of the BSKE, I offer my heartfelt guidance and support. Your devotion to this duty is vital, but it must be matched with the same level of care and responsibility for yourselves,” said PNP chief Police General Benjamin Acorda Jr. “Prioritize your well-being, both physically and mentally. We are at our strongest when we care for ourselves and each other. By safeguarding your health, you enhance your ability to fulfill your duties effectively,” he added. The DepEd also appealed to the PNP and AFP to ensure their security considering incidents in the past where teachers experienced harassment and intimidation by some groups especially on the election day. CIDG seizes 53 unlicensed firearms
The Philippine National Police on Monday reported the confiscation of 53 firearms that resulted in the arrest of an unlicensed gun dealer in Marikina City. In a press conference held at Camp Crame, PNP chief Benjamin Acorda Jr. said the Criminal Investigation and Detection Group busted the unlicensed firearms on Friday in Marikina City and opted not to identify the suspect. The country’s top cop said the successful operation conducted by the CIDG is part of the aggressive security measures to ensure peaceful and orderly Barangay and Sangguniang Kabataan Elections. He said to prevent the use of unlicensed firearms as part of the directives to all PNP units to intensify their efforts against the proliferation of loose firearms and recognize the potential risks and threats, especially with the upcoming BSKE this month. Acorda said the CIDG armed with two search warrants issued by the Executive Judge of the Regional Trial Court, National Capital Judicial Region of Marikina in collaboration with other PNP units, swooped down on the residence and store of an unlicensed gun dealer which resulted in the recovery and confiscation of 26 long firearms, 27 short firearms, assorted ammunition, as well as major and minor parts, tools, and machines used in manufacturing firearms. Acorda said the arrested person had no license to operate a firearms business and had not submitted any application to the PNP’s Firearms and Explosives Office for dealing and manufacturing firearms. He said that based on the investigation revealed that the suspect uses his establishment and social media to trade unlicensed firearms wherein among his customers are high-profile gun enthusiasts, politicians with alleged private armies, and some uniformed personnel from the police and military.” “The person arrested is also involved in online selling and some of his clients are private individuals who are maintaining PAGs (private armed groups). That is what we are afraid of. So in line with that with the intention of keeping our BSKE and also our streets safer, for every firearm that we are confiscating and reducing, for each firearm that falls under the hands of criminals or especially those that are not licensed they are perceived to be not responsible gun owners. With every accomplishment we have now it means that our streets are safer, every reduction in that gun makes our community safer,” he said. New mission: BuCor reform
Following his tenure as chief of staff in the Armed Forces of the Philippines in 2015, retired four-star General Gregorio Pio Catapang chose to settle in Pampanga. Here, he embraced a simpler life as a farmer, relishing in the delights of native chicken, fresh produce, and the serene natural surroundings. “I am an environmentalist, so I decided to stay in Arayat, Pampanga, to be a farmer upon my retirement in October 2015, and I prayed, ‘Lord, it has been mission accomplished, so give me a new mission,’” Catapang narrated. The former military chief, the AFP’s 45th from July 2014 to 2015, is not a stranger to close encounters with mortality. Throughout his extensive service in the Philippine Army, from graduating from the Philippine Military Academy in 1981, he has endured several clashes with enemies, even more than one could count with the fingers. He held major positions in the AFP as commander of the 2nd Infantry Division — the Army’s largest unit, 7th Infantry (Kaugnay) Division, 703 Infantry Brigade, and 28th Infantry Brigade, among others. He also served as the Deputy Chief of Staff for Operations, J3, of the Armed Forces of the Philippines. His rise to prominence was not without hitches because he barely survived nine brushes with death. His strong faith in the Lord enabled him to be alive today. “The first incident that I encountered that almost ended my life was when I fell from the second floor of our house when I was just a kid; the second was when I was in the field where a provincial bus liner rammed the car I was in,” Catapang said. He was airlifted from Basa Airbase to V. Luna General Hospital and eventually transferred to Quezon City Medical City as he continued to bleed due to his severe injuries. “The doctor told me not to sleep because I might turn into a coma. So I fight on as the doctors continue to treat me,” he added. While still recovering, with his facial wounds still not yet fully healed, he was called by his commander to report back to work. “Nakangiwi pa ako dahil sa sugat (I was still grimacing in pain), but as a soldier, I followed the order, and that was then I realized that he was teaching me how to become chief of staff,” Catapang said, adding that as a good soldier, he had to endure the pain. He recalled that a chopper ride in the mountains of Cagayan also nearly took his life as it flew at 1,000 feet and traveled 18 knots. “The chopper is already old. I just have to make the sign of the cross as the chopper made a low-altitude flight due to poor visibility. We plunged downward, and I thought it was the end for me. But thankfully, the chopper normalized, and we safely landed,” he said. While in a restaurant in Angeles, Pampanga, Catapang said he was informed that NPA (New People’s Army) rebels would ambush him. “We ate at a chicken restaurant in Angeles and received information that I would be ambushed on returning to our camp. It was retaliation for the death of eight commanders of the NPA after movement patterns were detected based on information from barangay chairpersons,” he said. He cannot forget, too, that during the Pinatubo eruption in 1991, the roof of the building they were occupying collapsed due to the accumulated volcanic ash. Catapang, named after two generals — Gregorio del Pilar and Pio del Pilar — led his soldiers in helping the indigenous peoples in the area, giving them food, clothing, and other necessities. “The natives very loved us because of that,” he added. He said he is thankful to have emerged victorious and alive from the all-out war against Muslim secessionists in Mindanao. It almost ended his life, but he survived with solid faith in the Lord. Throughout his life, he consistently believed that prayers are always answered, particularly when reciting the rosary. Proof was when he fervently prayed to the Lord to allow him to marry his first girlfriend, and his request was granted. He married Maria Lourdes and has three children. Catapang’s early life lacked the excitement it later encompassed. He was a typical teenager. He attended high school at the Claret School of Quezon City. Shortly after graduating from PMA, he pursued graduate courses at the University of the Philippines. He is the second of four children of Gregorio Catapang Sr., a lawyer for the Securities and Exchange Commission, and Lourdes Punzalan, an accountant at the Department of Finance, from whom he learned the value of public service. As a military officer, Catapang rallied the troops to strictly adhere to the AFP’s slogan of “Kawal DISIPLINADO, bawal ABUSADO, dapat ASINTADO” — three key words that spell out the Do’s and DON’T’s to become proficient in fire and maneuver and avoid collateral damage; be respectful of human rights, adhere to international humanitarian law and the rule of law, and the rules of engagement. Catapang moved on with his career and retirement life, carrying an excellent performance standard, exemplary leadership and a keen vision. Answered post-retirement prayer After retiring from active military service spanning 34 years, he received a divine blessing through a new mission. Following seven years of working as a farmer, he experienced a life-altering moment on the evening of October 19, 2021. Justice Secretary Jesus Crispin “Boying” Remulla gave him an offer to lead the Bureau of Corrections. Unaware of the challenges that awaited him within the BuCor, especially at the New Bilibid Prison, he accepted the offer. It was only later that he discovered the appalling issues of corruption among the prison staff and the dire condition of the overcrowded facilities. Under the guidance of Secretary Remulla, Catapang’s mission to reform the BuCor is yielding positive results. They are actively organizing culminating activities to release eligible individuals who have been deprived of their liberty. To alleviate the overcrowding in the jail facilities, the BuCor is actively organizing and implementing various reforms. The main goal is to transfer all persons deprived of liberty from the maximum security compound of the NBP to new facilities outside of Metro Manila. Catapang is confident plans will come to fruition, as they have already presented their long-term reform plan to President Ferdinand Marcos Jr. for approval. “At present, the reformation of BuCor is in full swing. I am confident we will accomplish and make things happen,” he said. The NBP, he said, is undergoing a significant transformation. The plan is to shut down the NBP in Muntinlupa and repurpose the area into a new business district similar to Bonifacio Global City in the southern part of Metro Manila. Explaining the reason behind the decision, he said high-end residential communities surround the current location of the NBP in Muntinlupa. To align with the surrounding environment, the intention is to close down the NBP and relocate all inmates to regional jail facilities nationwide. Catapang shared plans to dedicate eight hectares of land within the NBP to improve the living conditions of the settlers and provide them with opportunities for reintegration into society. “We will build condominium units for the settlers at the NBP, complete with amenities like a swimming pool, multipurpose facilities, and the like. Repair of residential houses is no longer possible, including power lines, so we decided to allocate the lands for them,” he added. The government will optimally use the land area by developing it into a business and government center, aligning with the DoJ’s plan. To support the food security initiatives of the President, he said they have already started the cultivation of approximately 10 hectares of land at the Iwahig Penal Colony. The aim is to grow rice and high-yield crops, contributing to the government’s long-term food security plans. “Hopefully, this will be done also to other penal farms of BuCor because we have ample lands for cultivation,” Catapang said. For the BuCor Director General who refused to be defined by limitations and setbacks, the relentless spirit and passion for reforms radiate triumphs against the most formidable odds. DND, AFP, Comelec sign pact for orderly barangay, SK elections
The Department of National Defense and the Armed Forces of the Philippines on Thursday signed an agreement with the Commission on Elections to ensure peaceful and orderly barangay and Sangguniang Kabataan elections nationwide on 30 October. Defense Secretary Gilberto Teodoro Jr. signed the pact with Comelec chairperson George Erwin Garcia at the DND headquarters in Camp Aguinaldo, Quezon City. The signing was also witnessed by AFP Chief Gen. Romeo Brawner Jr. and Comelec Commissioner Ernesto Ferdinand Maceda Jr., who is in charge of the Committee on Kontra Bigay. The Committee on Kontra Bigay aims to combat the “deplorable practice of vote buying”, which Teodoro said continues to pollute the country’s democracy. “Ang tao, naiimpluwensyahan ng mga bagay na hindi kanais-nais. Kaya po ang fault niyan ay nasa namimigay,” he said. On the other hand, Brawner signed a separate memorandum of understanding with Garcia allowing Comelec to deputize AFP personnel to ensure free, orderly and peaceful barangay elections. At the sidelines of the MOA signing, the Comelec handed over a check to AFP amounting to P40 million in support of the military’s administrative, operational and logistical needs "as they perform their functions relative to the upcoming BSK elections." ‘Ilapit ang serbisyong medikal sa mga Pilipino’ — Bong Go
Senator Christopher “Bong” Go, chairperson of the Senate Committee on Health and Demography, commended the local government of Zamboanga City and the Department of Health (DOH) for the successful ceremonial turnover of a Super Health Center in Barangay Sangali on Thursday, 21 September. In a video message, Go expressed his confidence that the said health facility would be able to provide accessible healthcare services to the residents. “Patuloy po akong tutulong sa pagpaparami ng Super Health Centers sa bansa sa abot po ng aking makakaya. Sa mga itinayo ng Super Health Centers, nakita namin kung gaano kalaki ang naitutulong nito sa komunidad lalo na sa malalayong lugar,” said Go. “It is a significant step towards enhanced healthcare services in communities. Yun po ang layunin ng mga Super Health Centers, ang ilapit sa mamamayan ang serbisyong medikal ng gobyerno,” he added. Through the collective efforts of Go, DOH, LGUs, and fellow lawmakers, sufficient funds had been allocated for 307 Super Health Centers in 2022 and 322 in 2023. DOH, the lead implementing agency, identifies the strategic areas where they will be constructed. The Super Health Center is an enhanced version of the rural health unit, offering a wide range of health services such as database management, outpatient care, birthing facilities, isolation areas, diagnostic services (including laboratory tests, X-rays, and ultrasounds), pharmacy services, and ambulatory surgical units. Additionally, these centers provide services such as eye, ear, nose, and throat (EENT) care, oncology centers, physical therapy and rehabilitation centers, and telemedicine, which enables remote diagnosis and treatment of patients. Go emphasized the critical role that Super Health Centers play in decongesting hospitals, facilitating early disease detection, and providing essential healthcare services such as primary care and medical consultations directly to the community. “Ano po itong Super Health Center? It’s a medium type of a polyclinic. Go also extended his heartfelt appreciation to the officials for their unwavering commitment to public service. Among those present were Zamboanga City Mayor John Dalipe, Vice Mayor Pinpin Pareja, DOH Undersecretary Abdullah Dumama, and Regional Director Joshua Brillantes. The council was well-represented by Councilors Vino Guingona, Cary John Pioc, Jerome Santos, Jimmy Villaflores, and Gerky Velasco. Barangay Captain Ruben of Ullas was also acknowledged for his contributions. Go also encouraged individuals with health concerns to avail of the services available at the nearby Malasakit Center, situated at Zamboanga City Medical Center, Mindanao Central Sanitarium, and Labuan General Hospital. Functioning as a one-stop shop, the Malasakit Center facilitates access to medical assistance from various government agencies, including the Department of Social Welfare and Development (DSWD), DOH, Philippine Health Insurance Corporation, and the Philippine Charity Sweepstakes Office. Go is the principal author and sponsor of Republic Act No. 11463 or the Malasakit Centers Act of 2019, which institutionalized the Malasakit Centers program. As of now, 159 Malasakit Centers are operational across the country, poised to assist with patients' medical expenses. The most recent center was inaugurated at Bislig District Hospital in Bislig City, Surigao del Sur, an event Go attended on 15 September. DOH reported that the Malasakit Center program has already provided aid to more than seven million Filipinos. As vice chairperson of the Senate Committee on Finance, Go remains committed to supporting various projects in the city, aligning with his vision to foster progress even in challenging times. These projects include the construction of a multipurpose building that will be turned into a sub-national laboratory capacity building for serology and molecular testing, the construction of a children’s park, and a two-story building inside Camp Navarro General Hospital. MILF, DI clash leaves 2 dead
CAMP SIONGCO, Maguindanao del Norte — At least two individuals believed to be members of the Dawlah Islamiya were killed after a fierce firefight erupted between the Moro Islamic Liberation Front and the outlawed DI in Datu Hoffer Ampatuan town, Maguindanao del Sur province on Monday. The Philippine Army’s 601st Infantry Brigade commander Brig. Gen. Oriel Pangcog revealed that the clashes between MILF commander Saga Malandag of 118th base command, and the DI Group under commander Abdulnasser Guianid occurred in the outskirts of Barangay Mother Tuayan. “The fighting erupted at about 5 a.m. in the mountains of Datu Hoffer and lasted for about an hour,” Pangcog said in a radio interview Tuesday. He added that it took several hours for government forces to reach the clash site. “When our troops arrived at the clash site in the afternoon, they found two dead bodies of DI armed men,” said Pangcog, adding that a long-standing “rido” or family feud between Guianid and Malandag triggered the skirmishes. No civilian casualties were reported as the clash site was far from surrounding communities. A team of soldiers backed by armored personnel carriers were deployed in Barangay Tuayan to prevent the escalation of hostilities. Pangcog said the Army and the MILF expect retaliation from the DI group that may come anytime. “We are ready, we are on alert,” Pangcog said. BI operatives arrest S. Korean pretending to be Filipino
The Bureau of Immigration (BI) reported on Sunday the arrest of a South Korean who pretended to be Filipino. BI Intelligence Deputy Chief for Mindanao Melody Penelope Gonzales said that on 5 September, the Bureau conducted an operation at Sitio Mojon in Barangay Langub, Davao City, in coordination with the National Bureau of Investigation (NBI) Region 11, the Police Station, and other government intelligence units, which resulted in the arrest of a Korean national who was identified as Kim Jinkoon, a 58-year-old male. Gonzales added that Kim was the subject of a mission order issued by BI Commissioner Norman Tansingco after being found to be a fugitive from justice in South Korea, facing a total of seven cases filed against him. The Bureau also learned that Kim’s passport had already been canceled by the South Korean government which makes him an undocumented alien. Kim was arrested following a report from the Department of Foreign Affairs (DFA) Region 11, when he presented himself as a Filipino and insisted on applying for a Philippine passport, presenting identification cards, and claiming that his name was Allan Sun Duran. Upon verification with the South Korean government, his cases in his country revealed that he is an undesirable alien. He initially resisted arrest, insisting that he was a Filipino, but records from the Korean government had shown him a fugitive. Later, Kim admitted that he obtained his Philippine birth certificate in 2008 through an unidentified Filipina fixer. Kim is now temporarily detained at the BI Davao District Office prior to his transfer to the BI Warden Facility in Camp Bagong Diwa, Taguig City, where he will face immigration charges for overstaying and undesirability. CdO, my second home
Cagayan de Oro City is fast turning out to be no different from other fast developing metropolises. Quotidian concerns like horrendous traffic, crime, political maneuverings (with the Barangay/Sangguniang Kabataan Elections barely a month away), bickering in the Sangguniang Panlungsod, and similar problems of an urban area are common. A year has passed since the new leadership of the city took over, but we don’t see the problems abating. With a full plate before them, the administrators must work double time before their terms of office expire. When the pandemic struck, we sort of evacuated to and settled in the city. It is now a second home to us after our house in Marawi was bombed and ransacked during the 2017 siege (I still have to file my claim for compensation before the Marawi Compensation Board as provided by law). We were a constant visitor to the city and are familiar with its geography. It has always been a choice weekend hideaway of Maranaws of Marawi and as a law practitioner I have cases in courts in the city. But now, I need assistance in navigating its labyrinthine traffic. Thanks to modernity and the Waze app which maps our way to our destination. Still, I feel like a stranger adjusting to life in the city. The main attraction of the city for a golfer like me are the golf courses. Good thing they have courses like Pueblo de Oro which is a championship course, a second-rate military golf course in Patag, Camp Evangelista, and the Del Monte Golf Course — a 30-minute drive from the city, home of golf legends Celestino Tugot and Frankie Minoza. These golf courses were the overpowering magnet that pulled me to settle here, in addition to the fact that many members of my immediate family already lived here. From my vantage position, here are some of the problems I have observed that need attention. Traffic is getting worse. I experience regularly Edsa-like traffic from going my place, Xavier Estates, to the golf course, which I could navigate in two minutes. Unfortunately, there are schools along the road causing monstrous traffic. But we avoid that by teeing off at early dawn to escape the snarl of vehicles. The principal stretch they call Masterson has regular bumper-to-bumper traffic in the morning and late afternoon when office workers’ vehicles fill the street. Yes, I notice uniformed traffic aides managing the flow of vehicles, but they are not enough. A daylight robbery in the heart of the commercial hub of the city has residents worried about their security and peace. Robbers got away with about P9 million. Public and commercial establishment are on their toes because of what happened. The daring robbery has exposed the weak security infrastructure of the city. Residents are asking what happened to the much-publicized installation of 50 traffic lights and 80 closed-circuit television or CCTV cameras in strategic spots at a budget of about P93.5 million over a decade ago. It has been kaput since 2012 and has not been attended to nor repaired. The winning bidder for the project was nowhere to be found after completion of the traffic and security infrastructure. Now the city government is toying with the idea of requiring public establishments to install CCTV cameras within their premises before they are issued a permit to operate. In fact, the Department of the Interior and Local Government has issued a memorandum circular directing local governments “to pass ordinances mandating all business owners to install CCTVs.” The circular allows for the meting out of “penalties for non-compliant business establishments and grants local chief executives the authority to revoke, refuse to renew or grant permits to establishments for non-compliance.” Problems of this nature come with the march of Cagayan de Oro towards progress and development, being the corridor of northern Mindanao. And this column is optimistic that its new mayor is up to the challenges of his stewardship. *** amb_mac_lanto@yahoo.com The post CdO, my second home appeared first on Daily Tribune......»»
600 checkpoints net over 15 Comelec gun ban violators: PNP
Around 15 persons have been apprehended since the start of the Commission on Elections' gun ban on Monday during the first day of filing of the certificate of candidacy for the Barangay and Sangguniang Kabataan Elections, Philippine National Police chief Gen. Benjamin Acorda Jr. said on Tuesday. Acorda said since implementing the gun ban, 15 firearms have been confiscated from more than 600 checkpoints nationwide. The establishment of checkpoints was carried out under Comelec Resolution No. 10924 to effectively implement the ban on firearms and other deadly weapons during the 90-day election period from 28 August to 29 November. The resolution prohibits the bearing, carrying or transporting of firearms or other deadly weapons in public places, including any building, street, park, private vehicle or public conveyance, or even if licensed to possess or carry the same, unless authorized by the Comelec. Acorda also said he has ordered a probe and has a person of interest in the incident that happened in Libon town in Albay where the victim Alex Repato, reelectionist captain of Barangay San Jose, was shot dead by still unidentified assailants in his residence at around 5 p.m. Monday, just hours after he filed his candidacy. “It is unfortunate in Albay we have one case of shooting but we already have a person of interest there and tinututukan ng ating kapulisan. What happened in Albay is election-related but I want to get first 'yung talagang official result of the investigation,” Acorda said on the sidelines of the National Capital Region Police Office's commemoration of its 122nd Police Service anniversary at Camp Bagong Diwa, Bicutan Taguig City. Addressing the event, Acorda lauded the NCRPO's dedication to the PNP's agenda, which includes the relentless pursuit of justice, commitment to excellence and fostering deep connections with the communities under their care. He extended his congratulations and recognition to the men and women of the NCRPO for their invaluable contributions to upholding the rule of law and ensuring the safety and security of the nation's capital. The ceremony was also marked by the presentation of awards to outstanding officers and units within the NCRPO. The awards recognized excellence across various categories, including community engagement, crime prevention and exceptional acts of valor. The NCRPO's Northern Police District, Eastern Police District, Manila Police District, Southern Police District and Quezon City Police District were feted for their outstanding contributions. PNP recalls police escorts as part of barangay, SK election preps
The Police Security and Protection Group of the Philippine National Police on Tuesday announced it has launched a comprehensive recall of its protective security personnel stationed throughout the country as part of the preparation for the upcoming Barangay and Sangguniang Kabataan Elections scheduled for 30 October 2023, Brig. Gen. Leo Francisco, acting Director for Operations, led the presentation of recalled personnel at the PNP Transformation Oval, Camp BGen Rafael T Crame, Quezon City. Regional offices across the nation will also conduct their recall activities, which will be witnessed through online platforms. “This recall serves as a reminder of our duty to the people and the nation. As you return to your units, let your actions reflect the ideals of a just and democratic society”, PNP chief Gen. Benjamin Acorda said in a statement on Tuesday. “Additionally, this recall serves as a proactive measure to prevent any undue influence, conflicts of interest, or perceptions of impropriety during the electoral process. Our priority is to uphold the principles of democracy and ensure that every citizen's voice is heard,” he added. Of the total 920 protective security personnel stationed nationwide, 679 PSPG personnel are subject to recall. Among these, 495 are responsible for safeguarding 285 government officials, while 425 are entrusted with the security of 309 private individuals. Those recalled will undergo refresher and specialization courses while awaiting redeployment after the election period. BSKE candidates’cop relatives to be transferred
The Philippine National Police on Wednesday revealed that at least 327 members of the force whose family members and other relatives are planning to run for the Barangay and Sangguniang Kabataan Elections in October this year were already identified. In a press briefing held at Camp Crame, PNP spokesperson Col. Jean Fajardo said policemen whose family members and relatives will run for barangay elections may be re-assigned to other areas in order to isolate the police organization from partisan politics. “Based on the survey we conducted, there were 327 of our personnel whose relatives would possibly run for the barangay elections,” Fajardo said, adding that the rule covers relatives up to 4th degree of blood relations. However, she stressed that the re-assignment is not yet final since the PNP is still waiting for the end of the filing of certificate of candidacy which will start on 28 August, adding that temporary reassignments of policemen away from the areas where they have relatives seeking elective post is a normal practice in the PNP. Earlier, PNP chief Police General Benjamin Acorda Jr. said the identification of the policemen will serve as a major factor in the adjustment of assignments on the days leading to the elections. “We identified these police officers to really make sure that they will not become partisan in this forthcoming election,” Acorda said.
